But I did not speak out...

www.cnn.com/2006/LAW/11/0...topstories

U.S. Marshals sweep apprehends 10,733 fugitives

WASHINGTON (AP) -- Nearly 11,000 sex offenders, gang members and other fugitives were swept up in what the Justice Department on Thursday called a sting targeting the "worst of the worst" criminals on the run.

Last week's roundup, led by the U.S. Marshals Service, included Allen Marksberry, an unregistered sex offender in Rickman, Tennessee, who was baby-sitting several young children when he was arrested on October 24.

Also nabbed were Demetrius Avery Jackson, an accused cop killer in Birmingham, Alabama, and Eric Dewayne Meneese, a Crips gang member, in Nashville, Tennessee.

The weeklong sting, code-named Operation Falcon III, also led to the shooting death of a Georgia fugitive who was killed by authorities as he came out of his house, officials said. Additionally, the mother of a fugitive in Florida fired -- but missed -- police approaching her home. Both incidents are under investigation, said John F. Clark, director of the Marshals Service.

The roundup, in 24 states east of the Mississippi River, targeted "the worst of the worst fugitive felons in the country," Attorney General Albert Gonzales said at a Washington news conference.

"America's neighborhoods are safer today, thanks to Operation Falcon III," Gonzales said.

Two earlier stings -- Falcons I and II -- were held in April over the last two years. Gonzales and Clark denied that next week's elections played any part in scheduling the latest crackdown.

"I can assure you that the coordination of getting 3,000-plus officers and agents, and everybody together to do this, just takes a lot of coordination," Clark said, adding that he wanted to do the roundup in the fall -- before the winter weather hit.

In all, Gonzales said officials caught 10,733 fugitives -- including 1,659 sex offenders, 364 gang members and thousands of others sought on kidnapping, robbery, burglary, carjacking and weapons charges. More than 230 weapons were seized.

Those totals represent a fraction of doors knocked on, liquor store drive-bys, construction site surveillances and tips chased down by agents during the weeklong sweep. Finding the fugitives -- even at their homes in the early-morning hours -- proved to be a hit-or-miss mission for the federal, state and local authorities.

A six-hour sting in Washington, D.C., last week, for example, netted none of the accused drug dealers sought by a team of seven agents from the U.S. Marshals, Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Immigration and Customs Enforcement, State Department and the city's Metropolitan Police Department.

"He was there a week or so ago," muttered Marshals Inspector Robert Hoffmaster, after a pre-daybreak search of a house for an accused drug dealer.

Of the sex offenders nabbed, 971 had failed to register with authorities as required by law -- what Gonzales called the largest number ever captured in a single law enforcement effort.

Gonzales said prosecutors likely would seek to charge some of them under the 2006 Adam Walsh Act. That law, approved by Congress last summer, created federal penalties for sex offenders who fail register with communities.

The law was named for 6-year-old Adam Walsh, who was abducted from a Florida shopping mall and murdered in 1981.

I've written about these 'sweeps' before here. The last two had far less specific target groups and rounded up all manner of small time violators; from traffic issues to normally somewhat acceptable immigration issues. I believe that of the 3,000 nabbed first tiem around only a small percentage were actually charged or held.

I think the real issue here is Gonzalez getting law enforcement used to the idea of 'sweeping' up a targeted group. It's a Marshall Law preparation tactic.

And then you wonder who they'll sweep after the next "big one"?

Maybe I'll see you there.

The town I work in sent out undercover cops with kids on Halloween to "sex offenders'" homes. Yes, it's true. They made at least (or, should I say, at most, since no others were broadcast over the local news) one arrest which was highly publicized the next day. The guy did nothing wrong, just gave the kids candy as usual, then they hauled him out in handcuffs. Weird. Of course, they wouldn't release the guy's name, so some savvy researcher *blush* could not find out whether he was actually ever guilty of a crime against a Trick or Treating aged child. I'm guessing not.
Then again, they've been conducting bar stings for years now, so this should not surprise me. Fishing for revenue, is the best face I can put on it. Perhaps they wouldn't be so strapped had they not banned smoking in all workplaces except the one cigar shop in town and...
wait for it...
City Hall.

Oh, well, I've gone off topic a bit here, sorry.

Man charged in real-time Internet abuse case

An undercover police officer in Toronto's child exploitation unit, who says he's seldom surprised what he sees any more, was shaken to the core Sunday when a suspected pedophile he was chatting with on-line allegedly began sexually assaulting a preschooler and sending images of the attack over the internet to him in real time.

Detective Constable Paul Krawczyk immediately set off a man hunt across the province that resulted in the arrest of a 34-year old St. Thomas man within two hours of the alleged incident.

"My heart just started going, sweating, and I felt like throwing up," he said. "You actually have the child right there and you know that it's happening right then and there, and your looking into that child's eyes and you know that you have to put a stop it."

The accused had been under investigation since January, when he allegedly shared pornographic images of children with an undercover officer, but police didn't have enough evidence at that time to arrest him.

The accused once again sent images last month to an undercover officer, before his behaviour escalated this weekend into the live attack.

"[The accused] would commit the act, take an image of it, and then send it immediately," Det. Const. Krawczyk said. "It came out of the blue. If we had known any of this was going to happen, we would have done everything in our power to put a stop to it."

St. Thomas Ontario Provincial Police were notified immediately and the man was arrested within an hour and 25 minutes of the call, according to Detective Sergeant Terry Paddon of the OPP child pornography section.

The girl was found in the home at the time of the arrest and is now safe with her family.

"The huge priority was to get into the house and rescue the child," Det. Sgt. Paddon said, adding that the police tracked down the man by tracing his IP address through his internet provider.

Few details are released out about the accused, his alleged victim, or their relationship in order to protect the girl's identity. However, the accused appeared briefly in a St. Thomas court Thursday before being remanded into custody until his bail hearing on Nov. 7.

Det. Const. Krawczyk said the incident is indicative of how pedophiles are becoming emboldened by the anonymity provided by the internet.

"They're getting more daring because the internet allows them to talk about their conquests and allows them to discuss with like-minded people," he said. " "You couldn't go down the street 30 years ago and say, 'I'm a pedophile and who else is here?' Now you can go down the street known as the internet and say who else here is a pedophile and talk about it and set up places where you can meet and talk about it and normalize it."

Police seized two computers and about 100 CD-ROMs and floppy disks from man's home after his arrest.

The employed St. Thomas man is facing 11 charges, including two counts of sexual assault, two counts of sexual interference, one count of invitation to sexual touching, three counts of making child pornography, two counts of making child pornography available, two counts of possessing child pornography for the purpose of distribution and one count of possessing child pornography.

Det. Const. Krawczyk also issued a warning to any pedophiles operating on-line.

"To all pedophiles or people who want to sexually exploit children on the internet, we are on the Internet 24/7. We know where you are, and we're there too. We will find you, and we will arrest you, and we will rescue the children that you are exploiting," he said

www.theglobeandmail.com/s...ional/home

Just like the "War on Drugs" nab as many low-level street dealers as you can while the upper strata and intelligence level dealers are sanctioned and off-limits. Run sweeps on bottom feeding predators and shield those in the Mark Foley, Finders and Franklin cover-up's class. This smoke and mirrors engagement merely deceives people into the false security of some "brand-new" no-tolerance policy regarding sexual predators. Don't get me wrong, I'm glad these bastards are getting swept up. However I think that red-handed, convicted child predators should have their hands broken and be conveyor-belted into the nearest active volcano. There is NO rehabilitation for the psychopathology of serial child rapists, murderers and exploiters. There has to be a more effective and permanent deterrent than how the current justice system metes out punishment to demons like the perp in the Toronto story. Then and only then, will one see a drastic drop in the activites and incidents of predatory child abuse and murder.
