U.S. secrecy methods for mind control weapons have fooled almost everyone


Introduction The Mind Control episode of the History Channel series That's Impossible will air in August 2009. Most people agree that mind control weapons will be a weapon that is more powerful, and that is more critical to national security than the atomic bomb. The program includes interviews of scientists who discuss some of the new and developing mind control technologies. The consensus is that mind control weapons are a future weapon and that claims of illegal government mind control experiments and targeting are conspiracy theory or signs of mental illness.

I was interviewed for the Mind Control program and presented the argument that advanced mind control weapons are already developed. No one has been able to establish enough evidence to prove either that there are secret advanced government mind control weapons, or that there are not. Mind control weapons are an important public concern. The experts say it’s a future concern, while I argue, the public should be concerned now. There is significant new information and a rarely heard argument in support of the existence of developed, advanced, remote mind control weapons, and that illegal government mind control experiments allegation are true. I was also asked to discuss my claim of illegal government mind control experimentation. Since the 1950s, thousands have made similar allegations.

This paper is a comparison of the U.S. secrecy methods surrounding vital national security secrets such as the atomic bomb, reconnaissance satellites and mind control weapons. The paper has six sections, 1) the science of mind control weapons, 2) the major principles and methods of the U.S. secrecy system, 3) the rumors and leaks of government science secrets 4) the scientific culture that surrounded the atomic bomb and a similar scientific culture that surrounds mind control weapons, 5) the consequences of excessive secrecy, and 6) the government mind control experimentation allegations. Below are the major findings, followed by section highlights and the conclusion.

Most experts have been fooled by U.S. secrecy methods and as a result, the experts are wrong about the main facts about mind control weapons. Most people don't know that secret mind control research has been conducted in secrecy without any public input since the 1950s. Most experts missed that for over half a century not one significant discovery, breakthrough or government mind control weapon has ever been revealed by the U.S. government. No one has ever seen a government mind control weapon, unlike the atomic bomb. This breaks all known U.S. secrecy records for longest kept vital national security secret.

Is the unusual secrecy surrounding mind control research just disinformation spread by the U.S. government to throw off the other side into spending money; or are advanced mind control weapons already developed and surrounded by extreme secrecy? There is not enough evidence on either side of the argument to settle the debate. What can be shown is that the experts are wrong about major facts about how the U.S. government keeps the nation‘s secrets. The government secrecy surrounding mind control research is a threat to democracy because the successful development of mind control weapons has or almost certainly will take place in secrecy.

Most everyone can agree that the science for developing mind control weapons does not violate any of the laws of physics. Most agree that developing advanced mind control weapons is more complex than going to the moon and would require a large government effort such as a Manhattan Project for the brain. In the post 9-11 era, several major brain projects have been proposed. For example, former secretary of defense, William Perry chaired the National Academy of Sciences board for the 2008 Grand Challenges for Engineering. The report included the proposal to reverse engineer the brain.

Mind control weapons for remotely targeting and tracking an individual, for mind reading, and for implanting thoughts and manipulating dreams is scientifically possible, but are far future weapons, according to most experts. But it can be shown that the mind control debate has been extremely one-sided because of the significant influence of national security.


I. The first section presents the science of mind control weapons. For over half a century, the U.S. government has monopolized and classified as secret, a major field of scientific research. The human body is essentially an electrochemical system. Most U.S. bioresearch has focused on a biochemical approach to the human body, such as drug research. The science of mind control weapons is based on the "electro" research of the electrochemical system of the human body. This is the study of human electromagnetic signals in the brain and nervous system and the bioeffects of electromagnetic radiation (EMR) on the human body. It can be shown that for over half a century, the U.S. government has underfunded, suppressed and controlled "electro" research, the scientific basis for EMR mind control weapons.

The "electro" research is the scientific research that experts describe as the scientific basis for remote, advanced mind control weapons with the capabilities of mind reading, implanting thoughts, direct communication with the brain, surveillance and tracking a human, etc. The U.S. government has also classified any successful EMR research that has shown weapons potential and therefore the field of unclassified EMR research has remained at a rudimentary level of development. At the same time, the U.S. government funded large and classified EMR weapons programs.

This raises the obvious comparison to the science of the atomic bomb, i.e. the nuclear physics and the atomic energy research that has been "born classified," i.e. "... ideas, information, and data that are considered sensitive by the government" that are to remain classified forever, and have not been declassified since the Manhattan Project. (Atomic Energy Act of 1946) Most experts missed this significant information.

Most experts also missed the fact that mind control weapons have unique characteristics. Evidence supports that mind control weapons are an intelligence weapon that can be deployed remotely, surreptitiously and without leaving a trace of evidence. Therefore their deployment would almost surely take place in complete secrecy.


II. The second section presents the principles and methods of the U.S. secrecy system. The "fact of" or existence of new weapons vital to national security such as the atomic bomb are meant "never to be revealed." In 1945, General Leslie Groves, director of the Manhattan Project for building the atomic bomb testified at a congressional hearing; "The big secret was really something that we could not keep quiet, and that was the fact that the thing [atomic bomb] went off. That told more to the world and to the physicists and the scientists of the world than any other thing that could be told to them."

The secret of the atomic bomb became public knowledge when the bombs were dropped on Japan. The power of mind control weapons lies in keeping their successful deployment absolutely secret, as Groves described about the atomic bomb. Any developed EMR mind control weapons would be deployed surreptitiously. Keeping the "fact of" a new weapon secret is a U.S. secrecy principle still in use today, for example for reconnaissance satellite programs.


III. The third section discusses information on government science secrets that leak to insiders and writers in the field such as news reporters, and are published. The conventional wisdom is that the government isn't good at keeping secrets and could never keep a secret for decades. Dr. Edward Teller, known as the father of the U.S. hydrogen bomb, is a coauthor of the 1970 Defense Science Board Task Force on Secrecy. The report described the general rule for keeping scientific secrets; "One may guess that tightly controlled information will remain secret, on the average, for perhaps five years, . . . But on vital information, one should not rely on effective secrecy for more than one year."

Experts say that there are no rumors and leaks about how advanced the secret weapons are to insiders and writers in the field so there couldn't be any secret government mind control weapons. But the experts are wrong. There were leaks about government mind control research and the pattern of rumors and leaks during the cold war decades of mind control research is revealing.

In addition, it turns out that the government’s conventional wisdom is actually a cover story, i.e. an official explanation to disguise national security secrets. To explain; Daniel Ellsberg was a high level Pentagon employee who leaked the secret Pentagon Papers on the Vietnam War to the press. The Pentagon Papers were published by the New York Times in the early 1970s and resulted in the famous Pentagon Papers court case. Several secrecy experts are in agreement with Ellsberg when he stated;

"It is a commonplace [belief] that "you can't keep secrets in Washington" or "in a democracy". . . These truisms are flatly false. They are in fact cover stories, ways of flattering and misleading journalists and their readers, part of the process of keeping secrets well. . . . "

"But the fact is that the overwhelming majority of secrets do not leak to the American public." . . . The reality unknown to the public and to most members of Congress and the press is that secrets [that] would be of the greatest import to many of them can be kept from them reliably for decades by the executive branch, even though they are known to thousands of insiders. "


IV. The fourth section presents a comparison of two scientific cultures, the scientific culture surrounding the atomic bomb, and the scientific culture surrounding mind control weapons. Eileen Welsome won the Pulitzer Prize for her 1999 book Plutonium Files, America's Secret Medical Experiments in the Cold War. Welsome wrote about the atomic bomb scientific culture;

"[There was a] pervasive deception that the doctors, scientists, and military officials routinely engaged in even before the first bomb had been detonated. General Leslie Groves director of the Manhattan Project to build the first atomic bomb lied egregiously when he testified to Congress in 1945 about radiation effects of the bomb."

The deceptive scientific culture among the atomic bomb scientists is similar to the deceptive scientific culture among mind control scientists. For example, it can be shown that the prominent physicists Richard Garwin and Freeman Dyson, the CIA director Stansfeld Turner, and National Research Council (NRC) chairman, Christopher Green, have wittingly or unwittingly made deceptive statements about mind control weapons research. Any trust in official statements by experts and government officials about mind control weapons ought to be seriously examined and questioned, but so far, this hasn't happened.


V. The fifth section presents the consequences of excessive secrecy as reported by several secrecy experts. For example, Morton Halperin warned;

"Because of the overall bias toward secrecy the salient danger is not that information vital to national security will be disclosed, but that politically critical decisions will be made without due consultation either horizontally or vertically, inside the bureaucracies or in the country at large." (Top secret: National Security and the Right to Know, Halperin, 1977)


VI. The sixth section presents the half century of allegations of government mind control experimentation and targeting. The conspiracy theory explanation for the allegations can be debunked. And a comparison of mind control allegations to the human radiation experiments revealed many similarities. And the experts were wrong about rumors and leaks about illegal experiments. Experts claimed that if there were illegal government mind control experiments today, the illegal government activity would leak and be reported in newspapers. This hasn’t happened so there must not be any illegal mind control experiments.

But a comparison to past national security experiments reveals that there were rumors and leaks about the still secret, illegal CIA LSD and drug mind control experiments, and secret human radiation experiments. The legendary New York Times reporter, Scotty Reston heard rumors and leaks about the illegal experiments in the 1950s but the information was not published until decades later. Investigative reporter Seymour Hersh heard rumors about the CIA's illegal LSD experiments but did not publish the information until President Ford declassified the information.(Olmsted, 1996)

The real problem is that because of excessive secrecy, there is no method to prove or disprove the allegations.


Conclusion The experts were wrong about major facts of U.S. secrecy methods and mind control weapons. It will be up to the public to recognize the U.S. secrecy methods and deceptive scientific tactics that has resulted in the record breaking mind control weapons secrecy.

It is highly unlikely that the public will find out if or when mind control weapons are developed and deployed. The government should declassify the "fact of" mind control weapons. Like the atomic bomb, the technical secrets can remain secret while the existence of the atomic bomb can be publicly known. The outline of a silent, remote, advanced, EMR mind control weapon and weapons system is becoming apparent. An informed debate and also an investigation of government mind control allegations are long overdue. In a 1947 letter, Albert Einstein wrote of the importance of public debate for the atomic bomb;

"Through the release of atomic energy, our generation has brought into the world the most revolutionary force since prehistoric man's discovery of fire. This basic power of the universe cannot be fitted into the outmoded concept of narrow nationalisms. For there is no secret and there is no defense; there is no possibility of control except through the aroused understanding and insistence of the peoples of the world."

"We scientists recognize our inescapable responsibility to carry to our fellow citizens an understanding of the simple facts of atomic energy and its implications for society. In this lies our only security and our only hope --we believe that an informed citizenry will act for life and not death." (Born Secret: The H-bomb, the Progressive Case and National Security, DeVolpi, et al. 248)
