WASHINGTON, May 13 (UPI) -- A U.S. judge has refused to release a draft conclusion by a CIA historian that blames the Kennedy administration for the Bay of Pigs fiasco.

Senior U.S. District Judge Gladys Kessler, sitting in Washington, ruled Thursday that the work, the fifth volume of a CIA history of the operation, is not covered by the Freedom of Information Act, The Miami Herald reported. She said it was "rejected for inclusion in the final project."

The National Security Archive had pressed for release of the volume.

The history was written more than 30 years ago about the CIA-backed invasion of Cuba in April 1961 by exiles based in South Florida. The first four volumes, including one that places most of the blame for the failure on the CIA, have all been made public, most of them in 2011 on the 50th anniversary of the Bay of Pigs.

The CIA argued that releasing a draft would "have a chilling effect" on historians in the agency who might want to try out unorthodox conclusions. Jack Pfeiffer, author of the fifth volume, died 15 years ago.

"The idea that the CIA can advance the cause of accurate historical analysis by hiding history from the peer review of the public is preposterous," said Peter Kornbluh, director of the archive's Cuba Documentation Project.
