I have personally witnessed the Israeli art students in action. The FBI even followed up on them...asking questions.

China's Army of Amateur Spies

Telegraph UK Friday 12 August 2005

FBI cracks down on China's elusive army of amateur spies
By Francis Harris in Washington

The FBI is deploying hundreds of new agents across America to crack down on spying by a small army of Chinese agents who are stealing information designed to kick-start high-tech military and business programmes.

The new counter-intelligence strategy reflects growing alarm at the damage being done by spies hidden among the 700,000 Chinese visitors entering the US each year.

"China is the biggest [espionage] threat to the US today," David Szady, the assistant director of the FBI's counter-intelligence division, told the Wall Street Journal.

Officers said the campaign to close down China's wide-ranging espionage effort was now one of the major intelligence priorities after the struggle against terrorism.

But while the espionage effort resembles that against the threat from communist Russia, it has been made far more difficult by the sheer number of Chinese nationals in the US and by linguistic and cultural differences that help insulate Chinese agents from detection.

One of the biggest problems confronting American counter-intelligence officers is the diffuse nature of the threat; espionage is generally carried out by amateur agents working for Chinese intelligence and for the country's burgeoning business sector...

The FBI estimates that more than 3,000 "front companies" have been established by Chinese nationals in the US specifically to purloin military and economic secrets illegally.

"They can work on so many levels that China may prove more difficult to contain than the Russian threat," said Mr Szady, a veteran of the FBI's shadow war with the KGB.

According to Mr Magers, the system used by Chinese spies is sophisticated and effective. Hey no kidding! Makes me wonder about all the chinese-run convenience stores and cafeterias literally inside buildings with government agencies in DC.
Having worked in such a building, and having seen more than my share of people discussing all sorts of projects over lunch.. it's very plausible that some of those nice clerks could be spies. They'd get TONS of info on all sorts of hi-tech planning while pretending to barely speak a word of English.

A few years before that they built a DoD facility next door to a mini mall in VA that was the only source of lunch... and now that I think about it, even the mexican restaurant had oriental employees. Dang!

It's worth remembering that it was Wofowitz, among others who was implicated in missile sales to China.
Stephen Green, whom I've heard is a a consultant to FBI regarding the AIPAC investigation has an article on this.

Quote:
In 1997, "Defense Week" reported (05/27/97) that, ...." the U.S. Office of Naval Intelligence reaffirmed that U.S.- derived technology from the cancelled [Israeli] Lavi fighter project is being used on China's new F-10 fighter." It is discovered that Wolfowitz is lobbying for the sale to Israel of the AIM-9 air to air missile. Do you recall the revelations about Clint Curtis, the Florida computer programmer who said that Rep. Tom Feeney ordered a Chinese-owned company he worked for to design software to rig the vote? There was another employee named Henry Nee who was convicted of immigration violations as I recall, but was also shipped some sensitive electronic military equipment to China against US law. I suspect that known case is but the tip of an iceberg of what is likely going on. George H. W. Bush was a former US ambassador to China and has a reputation of exploiting every shred of intelligence information he picks to his personal economic advantage.
