legalities and semantics ? maybe not

Today news - The chairman of the Knesset (Israeli parliament) refused the request by the Head oF GSS (Shabak, Israeli notorious homeland secret services) to ratify speedy reformed in the law concerning the arrest and human rights of "foreign nationales". Namely, the GSS was seeking to obtain a major exception in basic constitutional and human rights of suspects with regards to judicial review of the arrest, and right to confer with a counsel. (that is, not right to receive counsel but the right to meet one's privately hired counsel).

The reason for the request revision is the disengagement, that actually changed the legal status of residents of Gaza from people under military law (as occupied territory) to aliens, as any other tourist I suppose (although they are stateless at this point, I believe).

--
I was just wondering aloud, if anybody knew what is the law in your country (UK, US Canada what not) regarding the rights of non residents (aliens) - namely, can warrants be issued without judicial review, and do suspects have rights to see a counsel etc. etc.
