Pakistani troops fire on US helicopters

ISLAMABAD, Sept 15 - Firing by Pakistani troops forced U.S. military helicopters to turn back to Afghanistan after they crossed into Pakistani territory in the early hours of Monday, Pakistani security officials said.

The incident took place near Angor Adda, a village in the tribal region of South Waziristan where U.S. commandos had carried out a heli-borne raid earlier this month. At least 20 people, including women and children, were killed, sparking outrage in Pakistan, and prompting a diplomatic protest.

Pakistani army chief General Ashfaq Kayani said in a strongly worded statement last week that Pakistan would not allow foreign troops onto its soil and Pakistan’s sovereignty and territorial integrity would be defended at all cost.

Pakistani troops fired at US military helicopters forcing them to turn back to Afghanistan after they crossed into Pakistani territory, according to Pakistani security officials.

The incident took place near Angoorada, a village in the tribal region of South Waziristan, on Monday amid growing anger in Pakistan over US strikes on Pakistani soil.

At least 20 people, including women and children, were killed in a US strike earlier this month in South Waziristan, sparking outrage and prompting a diplomatic protest.

"The US choppers came into Pakistan by just 100 to 150 metres at Angoorada. Even then our troops did not spare them, opened fire on them and they turned away," a security official said.

Another Pakistani security official said that US armoured vehicles were also seen moving on the Afghan side of the border, while US warplanes were seen overhead.

He also said that Pakistani soldiers had fired into the air, forcing the helicopters back across the border.

Involvement denied

However, Major Murad Khan, a Pakistani military spokesman, said that although there had been shooting it did not involve Pakistani troops and the American helicopters had not crossed into Pakistani airspace.

"The US choppers were there at the border, but they did not violate our airspace," Khan said.

"We confirm that there was a firing incident at the time when the helicopters were there, but our forces were not involved."

Last week, General Ashfaq Kayani, the Pakistani army chief, said that Pakistan would not allow foreign troops on its soil and Pakistan's sovereignty and territorial integrity would be defended at all cost.

The New York Times newspaper reported last week that George Bush, the US president, had given clearance for US raids across the border.

South Waziristan, in the southern part of the country bordering Afghanistan, is seen by the US as a safe haven for supporters of the Taliban and al-Qaeda.

Pakistan soldiers 'confront US'

Pakistani troops have fired shots into the air to stop US troops crossing into the South Waziristan region of Pakistan, local officials say.

Reports say nine US helicopters landed on the Afghan side of the border and US troops then tried to cross the border.

South Waziristan is one of the main areas from which Islamist militants launch attacks into Afghanistan.

The incident comes amid growing anger in Pakistan over increasingly aggressive US attacks along the border.

The latest confrontation began at around midnight, local people say.

They say seven US helicopter gunships and two troop-carrying Chinook helicopters landed in the Afghan province of Paktika near the Zohba mountain range.

US troops from the Chinooks then tried to cross the border. As they did so, Pakistani paramilitary soldiers at a checkpoint opened fire into the air and the US troops decided not to continue forward, local Pakistani officials say.

Reports say the firing lasted for several hours. Local people evacuated their homes and tribesmen took up defensive positions in the mountains.

The incident happened close to the town of Angoor Adda, some 30km (20 miles) from Wana, the main town of South Waziristan.

A Pakistani military spokesman in Islamabad confirmed that there was firing but denied that Pakistani troops were involved.

Diplomatic fury

It emerged last week that US President George W Bush has in recent months authorised military raids against militants inside Pakistan without prior approval from Islamabad.

The BBC's Barbara Plett in Islamabad says there is a growing American conviction that Pakistan is either unwilling or unable to eliminate militant sanctuaries in its border area.

There have been a number of missile attacks aimed at militants in Pakistan territory in recent weeks.

Pakistan reacted with diplomatic fury when US helicopters landed troops in South Waziristan on 3 September. It was the first ground assault by US troops in Pakistan.

Locals in the Musa Nikeh area said American soldiers attacked a target with gunfire and bombs, and said women and children were among some 20 civilians who died in the attack.

In the latest incident, the tribesmen say they grabbed their guns and took up defensive positions after placing their women and children out of harm's way.

Pakistan's army has warned that the aggressive US policy will widen the insurgency by uniting the tribesmen with the Taleban.

Last week the army chief declared that Pakistan would defend the country's territorial integrity at all cost, although the prime minister has since said this would have to be through diplomatic channels rather than military retaliation.

US denies Pakistan 'air incursion'

US cross-border operations have set off protests in Pakistan in recent weeks [EPA]

The US department of defence has denied that its helicopters flew into Pakistani airspace above its troubled border region with Afghanistan.

Pakistani intelligence officials say US helicopters flew into North Waziristan, an area considered to be home to tribal fighters and groups who back the Taliban, but returned to Afghanistan after troops and tribesmen opened fire.

"There was no such incursion, there was no such event, Colonel Gary Keck, a Pentagon spokesman, said on Monday.

Two helicopters flew over North Waziristan on the border with Afghanistan near Lwara Mundi village late on Sunday, two local intelligence officials said on condition of anonymity.

Reports of US forces carrying out operations inside Pakistan have drawn strong protests from Pakistani leaders.

Asif Ali Zardari, the Pakistani president, told NBC news that the US was forbidden from allowing any operations without permission.

"If the American troops are coming in without letting us know, without the Pakistani permission, they are violating the United Nations charter."

Series of raids

US commandos crossed the border into Pakistan on September 3 to attack a suspected al-Qaeda target that officials said was contributing to violence in Afghanistan.

Five people were killed when unmanned drones fired missiles into a village in South Waziristan last Wednesday evening, according to Pakistani officials.

And also last week, Pakistani troops were reported to have fired in the air to repel a US ground incursion into South Waziristan.

But there has been frustration in Washington over Pakistan's apparent slowness to act against fighters on its territory.

US officials say that armed fighters are using the tribal areas in northwestern Pakistan as a base to launch attacks on Afghan and US forces operating across the border.
