The Federal Bureau of Investigation (FBI) has released internal documents used to guide  agency personnel on how to search the massive databases of information collected under the Foreign Intelligence Surveillance Act, including communications collected without a warrant under Section 702. Despite reassurances from the intelligence community about its “culture of compliance,” these documents depict almost no substantial consideration of privacy or civil liberties. They also suggest that in the years before these guidelines were written, even amidst widespread FBI misuse of the databases to search for Americans’ communications, there were even fewer written guidelines governing their use. Above all, FBI agents can still search for and read Americans’ private communications collected under Section 702, all without a warrant or judicial oversight.

 On May 1, 1972, in his column “Washington Merry-Go-Round” Jack Anderson published revelations about FBI dossiers on the private lives of political figures, black leaders, newsmen and show business people. In an appearance on Capitol Hill, hours after the column was published, Anderson promised to prove his charges with documents.[i]
That evening J. Edgar Hoover’s supper was his last meal. Omaha steak was a weekly favorite as it was on this night. After eating dinner, Hoover developed indigestion and at 8:00 p.m. went home from Clyde Tolson’s apartment and poured a drink for an evening nightcap before going to bed.[ii]
Helen Gandy, Hoover’s longtime secretary, later claimed that Hoover received a call at home from Richard Nixon sometime between 10:00 p.m. and midnight telling Hoover he must quit. According to Gandy’s account, Hoover called Tolson to discuss his conversation with Nixon. Gandy said she learned of the White House call from Tolson.[iii]
Hoover never saw dawn’s early light, he was found by his housekeeper on the floor beside his bed. President Nixon was alerted at 9:15 a.m. By 11:00 a.m., Hoover’s doctor had been to the bedroom as had the coroner and a public announcement was made. No autopsy was ordered. Hoover’s long reign at the FBI was finally over.[iv]

Helen W. Gandy ( April 8, 1897 – July 7, 1988) was an American civil servant. Gandy, who at age twenty-one left her native New Jersey for Washington, D.C., was the secretary to Federal Bureau of Investigation director J. Edgar Hoover for fifty-four years. Hoover called her "indispensable" and she exercised great behind-the-scenes influence on Hoover and the workings of the Bureau. Following Hoover's death in 1972, she spent weeks destroying his "Personal File," thought to be where the most incriminating material he used to manipulate and control the most powerful figures in Washington was kept.

Gandy, "a wraith-like, grim-faced spinster from New Jersey" (in Athan Theoharis and John Cox's phrase), was born in Rockville, one of three children (two daughters and a son) of Franklin Dallas and Annie (Williams) Gandy. She grew up in Fairton or Port Norris (sources differ) and graduated from Bridgeton High School. In 1918, aged twenty-one, she moved to Washington, D.C., where she later took classes at Strayer Business College and George Washington University's law school.
Gandy briefly worked in a department store in Washington before she found a job as a file clerk at the Justice Department in 1918. Within weeks, she went to work as a typist for Hoover, effective March 25, 1918, having told Hoover in her interview she had "no immediate plans to marry." She, like Hoover, would never marry, both being completely devoted to the Bureau.

When Hoover went to the Bureau of Investigation (as it was then known) as its assistant director on August 22, 1921, he specifically requested Miss Gandy return from vacation to help him in the new post. Hoover became director of the Bureau in 1924 and Gandy continued in his service. She was promoted to "office assistant" on August 23, 1937, and "executive assistant" on October 1, 1939. Though she would receive promotions in her civil service grade subsequently, she would retain her title as executive assistant to her retirement on May 2, 1972, the day Hoover died. Hoover said of her "if there is anyone in this Bureau whose services are indispensable I consider Miss Gandy to be that person." Despite this, Curt Gentry reported:
Theirs was a rigidly formal relationship. He'd always called her 'Miss Gandy' (when angry, barking it out as one word). In all those fifty-four years he had never once called her by her first name.

The 9/11 and Other Deep State Crimes Teleconference is holding its monthly meeting a week early this month (this Wednesday night rather than the 26th). And we have an important call that you won’t want to miss!
Roland Angle, chairman of Architects & Engineers for 9/11 Truth, will be telling us about the book he is in the process of writing that explains the pivotal role that the engineering profession, and particularly the American Society of Civil Engineers, has played in covering up the crimes of 9/11. Melanson joined the staff of the University of Massachusetts at Dartmouth in 1971. He taught history and this included the popular course "Political Assassinations in America". He was also director of the Policy Studies Program and coordinator of the Robert F. Kennedy Archive. Over the years Melanson obtained the release of more than 175,000 pages of official documents on the assassinations of John F. Kennedy, Martin Luther King and Robert F. Kennedy.
Melanson published fifteen books during his career including Political Science and Political Knowledge (1977), Politics of Protection: United States Secret Service (1984), The Murkin Conspiracy: Investigation into the Assassination of Martin Luther King (1989), Spy Saga: Lee Harvey Oswald and U.S. Intelligence (1990), The Robert F. Kennedy Assassination: New Revelations on the Conspiracy and Cover Up (1991), Martin Luther King Assassination: New Revelations on the Conspiracy and Cover Up (1994), Shadow Play: The Murder of Robert F. Kennedy (1997), Secret Service: The Hidden History of an Enigmatic Agency (2002) and Secrecy Wars: National Security, Privacy, and the Public's Right to Know (2002).
Philip H. Melanson died of cancer on 18th September, 2006. Just before his death he completed a manuscript that examined the relationship between the CIA and the Drug Enforcement Agency in the war against drugs.

Weisberg, an Office of Strategic Services officer during World War II, U.S. Senate staff member and investigative reporter, devoted 40 years of his life to researching and writing about the Kennedy and King assassinations. His first book, Whitewash: The Report on the Warren Report (1965), was the first critical study of the government's official version of what happened in Dallas on Nov. 22, 1963. Seven of the eight books Weisberg published after Whitewash were about the Kennedy assassination. Over time, Weisberg became recognized, both nationally and internationally, as the dean of writers critical of the official version of the JFK assassination known as the Warren Commission Report. Harold Weisberg donated the world's largest accessible private collection of government documents and public records relating to the assassination of President John F. Kennedy to Hood College and the Beneficial-Hodson Library at Hood College, which donated a copy to the National Security Internet Archive.

A few months back, we pointed out how the EFF had discovered that the FBI was extremely arbitrary in how it redacted information on Freedom of Information Act requests. There are specific rules about what should be redacted and what should be allowed. However, the EFF received the same documents from separate requests, and found totally different sections redacted. Not only did this suggest how arbitrary the process was, it also allowed them to see some of what was redacted in the “other” document — and discover that it never should have been redacted.
Now, the EFF is pointing to a recent ruling that shows the FBI apparently feels it’s free to go much further than just arbitrary redacting. In a different case

And for years, the FBI has maddeningly refused to take our harsh criticism into consideration. It has done its own thing, because of course it has. Who could possibly stop it? Some unfortunate news. AZ Central reported yesterday that James Larkin, who was a free speech pioneer who built an alt-weekly newspaper empire, and then spun out the controversial classifieds ads site Backpage, died by suicide, one week before his latest trial.
While there’s been plenty of discussion about Backpage, related to questions around Section 230, sex trafficking, and a variety of other things, much of the public perception about it is completely misleading. The actual details suggest that the media, prosecutors, and some politicians basically concocted an astoundingly misleading narrative about Larkin (and his partner Michael Lacey) and what they did at Backpage.

As the first director of the Federal Bureau of Investigation, J. Edgar Hoover faced a public-relations problem. Amid the centralization of government under FDR’s New Deal, some Americans worried that a federal law enforcement agency would develop into a secret police force. To head off such fears, the FBI under Hoover began what became a decades-long effort to court allies in the press. One of the more unusual aspects of this campaign was the creation of a five-agent ghostwriting division that cultivated journalists with ostensibly personal letters from Hoover. The correspondence unit, housed in the FBI’s crime records division, churned out thousands of these missives during Hoover’s 48-year tenure at the helm of the FBI and its predecessor, the Bureau of Investigation, writes Matthew Cecil, a journalism and communications scholar at South Dakota State University.

What’s going on for the 22nd anniversary of 9/11?

Greetings all,

On Wednesday night at 8 p.m. EST, the 9/11 and Other Deep State Crimes Teleconference will host its first call on Zoom! You just have to click on the link above and follow the instructions to connect. You will have to download the free app for Zoom, which you can do at zoom.com. If anyone has problems with this, just contact Craig McKee at craigmckee911@gmail.com, and we’ll make sure you can connect.

Our original speaker, Dr. William Makis, did not confirm his attendance, so we’ll try to schedule him for a future call. Instead, our focus will be on the 22nd anniversary of 9/11.

We’ll start things off with Andy Steele of Architects & Engineers for 9/11 Truth. He’ll be telling us all about his organization’s anniversary event, which should be announced sometime before our call.

Then, we have Richard Gage, who will tell us about activities he is involved in or wishes to publicize. Both speakers will be available to take questions, and there will be an opportunity for participants on the call to mention other anniversary events that are taking place.

Yesterday I had the privilege of emceeing the Lawyer’s Committee for 9/11 Inquiry’s 2023 9/11 anniversary symposium. Presenters included Professor and international law scholar Francis Boyle who gave a hair-raising talk about the 9/11 follow-on anthrax attacks.
He said those who launched the attacks still have a large store of the deadly stuff and that Major Doug Rokke, Ph.D (now deceased) personally told him that the anthrax used in the attacks came from the US army Dugway Proving Ground and was deliberately released. Lawyers’ Committee Board Chairman author/researcher Barbara Honegger gave a powerful powerpoint on the anthrax attacks as the “master key to 9/11 accountability.” She too had spoken to Major Rokke. She said he told her where the nano-thermite at the World Trade Center site came from—as you can see from this very interesting slide in her presentation:

An explosive new claim from a retired Secret Service agent that appears to support a conspiracy in the death of John F. Kennedy is significantly contradicted by a forgotten interview he gave 40 years ago. That long-ago interview is not mentioned in his book or in coverage this week by major media. 
In his upcoming book, heavily promoted in pieces in The New York Times and Vanity Fair, Secret Service agent Paul Landis says he has kept a secret all these years: that, on November 22, 1963, at Dallas’s Parkland Hospital, he discovered an intact, almost pristine bullet lying on the upholstered material atop the seat on which Kennedy sat when he was shot. 
He says he put the bullet in his pocket and then placed it on Kennedy’s stretcher, telling no one until now. 
If true, that would, for complex reasons to be explained below, suggest that a second gunman had been involved. That would make Kennedy’s death a conspiracy, which many believe to be the case. Well, this is a bit of a doozy. This case — via the Institute for Justice — involves a possible First Amendment violation but somehow ends with a judicial blessing of cops who make things up after the fact to justify an arrest that has already taken place.
That’s literally what happened here. Mason Murphy was walking down a Missouri road when he was accosted by Officer Michael Schmitt. From the opening of this very unfortunate decision[PDF]:
Schmitt stopped his car, approached Murphy, and asked Murphy to identify himself. Murphy refused to identify himself, and Schmitt put Murphy in handcuffs after nine minutes of argument. Murphy asked why Schmitt arrested him, and Schmitt refused to answer.
So far, it would appear no criminal act was committed and that the cuffing of Murphy by Schmitt was in retaliation for Murphy’s refusal to identify himself and, First Amendment-wise, his refusal to shut up.

(CN) - A terminally ill mafia expert researching alleged FBI corruption deserves access to 5,000 pages a month from the bureau, a federal judge ruled.
Angela Clemente is a forensic analyst who has spent the last decade researching the FBI's relationship with Gregory Scarpa, a Colombo family capo known as "The Grim Reaper" or "The Mad Hatter," who served as an FBI informant since 1961.
She claims that Scarpa's handler FBI Special Agent Lindley Devecchio and others at the FBI actively aided or were complicit in covering up murders and other violent crimes Scarpa and other informants committed.
Though Devecchio was charged with aiding and abetting four murders in 2006, the case was dismissed when the judge found the prosecution's chief witness, Scarpa's former mistress, lacked credibility.
Clemente is currently assisting the Office of Inspector General investigation into the FBI's handling of its informants. She also represents family members of victims of Scarpa's alleged crimes.

In that interview, the transcript of which was read to the jury in the Memphis courtroom, Jowers said the man who asked him to help in the murder was a Mafia-connected produce dealer named Frank Liberto. Liberto, now deceased, had a courier deliver $100,000 for Jowers to hold at his restaurant, Jim’s Grill, the back door of which opened onto the dense bushes across from the Lorraine Motel. Jowers said he was visited the day before the murder by a man named Raul, who brought a rifle in a box.
The jury in Memphis also heard a tape recording of a two-hour-long confession Jowers made at a fall 1998 meeting with Martin Luther King’s son Dexter and former UN ambassador Andrew Young. On the tape Jowers says that the meetings to plan the assassination occurred at Jim’s Grill. He said the planners included undercover Memphis Police Department officer Marrell McCollough (who now works for the Central Intelligence Agency), MPD Lieutenant Earl Clark (who died in 1987), a third police officer, and two men Jowers did not know but thought were federal agents.
Young, who witnessed the assassination, can be heard on the tape identifying
and adjacent to Fire Station 2.
The crime scene: A 1993 affidavit from former SCLC official James Orange was read into the record. Orange said that on April 4, "James Bevel and I were driven around by Marrell McCollough, a person who at that time we knew to be a member of the Invaders, a local community organizing group, and who we subsequently learned was an undercover agent for the Memphis Police Department and who now works for the Central Intelligence Agency.. . . [After the shot, when Orange saw Dr. King’s leg dangling over the balcony], I looked back and saw the smoke. It couldn’t have been more than five to ten seconds. The smoke came out of the brush area on the opposite side of the street from the Lorraine Motel. I saw it rise up from the bushes over there. From that day to this time I have never had any doubt that the fatal shot, the bullet which ended Dr. King’s life, was fired by a sniper concealed in the brush area behind the derelict buildings.
"I also remember then turning my attention back to the balcony and seeing Marrell McCollough up on the balcony kneeling over Dr. King, looking as though he was checking Dr. King for life signs.
"I also noticed, quite early the next morning around 8 or 9 o’clock, that all of the bushes and brush on the hill were cut down and cleaned up. It was as though the entire area of the bushes from behind the rooming house had been cleared. . . .
"I will always remember the puff of white smoke and the cut brush and having never been given a satisfactory explanation.
"When I tried to tell the police at the scene as best I saw they told me to be quiet and to get out of the way.
"I was never interviewed or asked what I saw by any law enforcement authority in all of the time since 1968

Whitcomb's first decade of business was so unsuccessful he had to sell his home at one point, but in 1987, Thomas W.W. Ward, an FBI agent in charge of Quantico's less-than-lethal weapons program, started testing Cap-Stun. In February 1989, he recommended that the FBI approve pepper spray for use by its agents. That summer, the FBI advised Ward to write a report about pepper spray for distribution to police departments around the country. Ward mentioned Cap-Stun by name in the report and Whitcomb, who'd been running his business out of his garage, was suddenly swamped with orders. In 1990, the Denver Post reported that more than 1,000 police departments had followed the FBI's lead and "switched from mace to Cap-Stun." In July 1990, Whitcomb told the Associated Press that he was producing 10,000 units a day, with 85 percent of his sales going to law enforcement agencies.
What Whitcomb didn't mention was that he was also writing checks to a company owned by Ward's wife, for "public relations work." From December 1989 through December 1990, Whitcomb paid a total of $57,500 to Ward's wife, and during this period, Ward continued to tout Cap-Stun's benefits at FBI training events. For not disclosing this conflict of interest to the agency, Ward would eventually receive a two-month sentence to federal prison.

Senator Ron Wyden is a one-man defense for preventing horrible bills from moving forward in the Senate. Last month, he stopped Josh Hawley from moving a very problematic STOP CSAM bill from moving forward, and now he’s had to do it again.
A (bipartisan) group of senators traipsed to the Senate floor Wednesday evening. They tried to skip the line and quickly move some bad bills forward by asking for unanimous consent. Unless someone’s there to object, it effectively moves the bill
