The Maine Department of Health and Human Services (DHHS) has filed a proposal to remove the COVID-19 vaccine mandate for health care workers.
The proposal, which was filed with Maine’s Secretary of State, is based on evolving scientific evidence and trends including available clinical and epidemiological data about COVID-19, increased population immunity owing to vaccinations and previous infections, and decreased severity of the virus, the department said in a July 11 statement.
“Additionally, Maine healthcare professionals’ strong culture of patient safety has limited the risk of severe COVID-19 being spread among staff and patients,” officials said.
The decision is also based on improved treatments to combat the virus as well as declining infection and death rates, according to the statement.
Maine, which has the nation’s oldest population, is one of four U.S. states that still have some kind of vaccine mandate in place.
However, the department said data show that the mandate achieved its goals of saving lives and protecting health workers and is no longer needed, based on the latest scientific evidence.
“Since the beginning of the COVID-19 pandemic, Maine has followed the science in developing policies to limit the spread of the virus,” DHHS Commissioner Jeanne Lambrew said on July 11. “Today, a robust body of evolving evide

It’s a fact: You can violate a government employee’s rights while being a government employee. Sure, it’s more tricky than violating rights as a government employee (when targeting non-government employees), but it can still be done.
Constitutional protections are a bit more limited for government employees, but they don’t cease to exist. Every American has access to these rights, even if they’re employed by the entity that can far more easily curtail the rights of others.
Most of the cases we’ve dealt with here at Techdirt involve First Amendment cases where public employees have been punished/silenced for speech made off the clock. Whether or not the speech could be considered an extension of the government weighs heavily in these cases

Massachusetts is now poised to make calls for prison inmates and their families free. The decision comes after decades where the government’s coddling of prison telecom monopolies resulted in inmate families being charged an arm and a leg simply to chat briefly with their incarcerated loved ones.
According to Bolts, the reforms are part of the state’s latest budget plan, and will also limit commissary markups in all jails and prisons to 3 percent above an item’s purchase price. It’s a big deal for inmate families who have historically been ripped off and ignored by the federal government:
Gosselin says she’s spent about $5,000 just to talk with Syrelle since the start of their relationship, and roughly the same amount on purchases for him at the prison commissary: an extension cord, a small television, chicken, vegetables, medicated protein shakes.

There’s a massive gap between how the policed view “reasonable” policing and the view held by those who do the policing. While most of us would prefer more accountability, transparency, and de-escalation, those who claim to “serve and protect” seem to prefer the polar opposite.
We get opacity, violence, and insular behavior any time we question why cops need to treat even the most routine of interactions with implied — if not actual — deadly force.
And that dichotomy has once again been clearly illustrated by victims of undue force deployment. While this stop does involve a license plate, it does not involve the tech (automated license plate readers [ALPRs]) normally associated with suspicionless stops that soon escalate to guns-out encounters with “reasonably scared” law enforcement officers.
Instead, it deals with normal human error. But when cops screw up, it’s the people they serve who can end up dead. At the very least, human error by cop means the casual terrorizing of people who’ve done nothing wrong. And so, as is detailed here in this report by Rebecca Carballo for the New York Times, the end

The reason we’re required to show ID at airport security is so that the government can check who we are against No Fly and other watch lists. That’s the reason for REAL ID requirements (that haven’t yet been implemented after nearly 20 years) and why they’re concerned that CLEAR allowed three people over the past year to skip TSA ID checks without having their identities verified.
But the underlying No Fly and watch lists that require extra security screening are, themselves, flawed.
No Fly Lists include people added by mistake (FBI agent checking the wrong box on a form or having a name similar to someone else)
And even added maliciously (such as retaliation for refusing to cooperate in an investigation).

House Republicans introduced a measure Monday to reauthorize and reform one of the FBI’s most controversial surveillance tools. 
Late last year, the House temporarily extended Section 702 of the Foreign Surveillance Intelligence Act (FISA), which allows the bureau to conduct warrantless surveillance abroad. 
FISA is set to expire in April. 
Under the proposed new legislation, the number of FBI employees who could use the database would be severely limited, The Hill reports. 
The legislation stops short of requiring a warrant, but it does mandate that law enforcement obtain a warrant to search the database for evidence of a crime. 
The legislation also is intended to protect members of Congress and other high-profile officials. One provision would require the bureau to alert a member of Congress if they’ve been searched in the database. 
Republicans and Democrats have expressed concerns that Section 702 would be used to gather information on Americans. 
Last year, the three-member Privacy and Civil Liberties Board, an independent agency within the executive branch, said the bureau and other government agencies should receive court approval to review communications of U.S. citizens collected through Section 702.

Throughout history, all organized human societies have feared danger and hated evil. As our perceptual systems have evolved, so have our concepts of what is frightening to us: where humans once feared dinosaurs, we now fear cancer. And where we once feared evil spirits, we now fear the looming specter of the "violent juvenile offender." No single category of human life–form has generated more of an unfocused and indeed counter–productive response than the image of the rampaging urban juggernaut of destruction, this "violent juvenile offender," and no other type of individual has caused so much reaction without result.
And why not? Is there any concept more frightening than murder, rape, or robbery at the hands of our own children?
As with the great majority of "solutions" to social problems, rhetoric has run far ahead of reality. We conveniently forget the bitter lessons of our own history and loudly demand a return to the "good old days

Many times, juvenile delinquency is dismissed as just troubled teen behavior until it increases to more serious crimes. For most of these juveniles, however, there are many factors that lead to delinquent or criminal behavior. In fact, almost 70% of juveniles that commit criminal behavior have at least one diagnosable mental illness (Office of Juvenile Justice and Delinquency Prevention, 2017). Many of these disorders include anxiety or depressive disorders, obsessive-compulsive disorder, bipolar disorder, conduct disorders, or attention deficit/hyperactivity disorder. Within the population of juveniles that have one of these or other diagnosable mental health disorders, more than 60% have been shown to also have substance use disorders at their young age (Rousseau, 2023). Yet Trump’s focus during the fires has been to assail the Democratic leadership of California and its stricken largest city, baselessly claiming the habitat protection of an “essentially worthless fish” stopped water flowing to LA as overwhelmed fire hydrants ran dry.
“Gavin Newscum should resign,” the incoming president posted on Truth Social about Gavin Newsom, California’s governor. “This is all his fault!!!” Trump also reposted a doctored image of the famous Hollywood sign, flames flaring in the background, that had been changed to “Trump was right.”
The disaster has unfolded to the backdrop of a new Trumpian era of political knife fights, unleashed conspiracy theories and the exaltation of a fossil fuel industry that has helped ferment climate-driven disasters.
In Washington DC this week, Republicans threatened to withhold unconditional disaster aid for California, an echo of Trump’s first term where he allegedly halted assistance for states he felt were politically hostile to him.
Meanwhile, Chris Wright, Trump’s nominee for energy secretary, vowed in a nomination hearing to boost oil and gas production because “there isn’t dirty energy and clean energy”. Wright, who said he accepted the climate crisis was real, came under some pressure for previously saying that “wildfires are just hype.”
Fossil fuel executives have swooned at the thought of a second Trump term, having pushed tens of millions of dollars to his election campaign after he promised to delete a slew of environmental regulations and subject more of America’s land and waters to drilling.

The former head of the Criminal Investigations Department (CID) in The Bahamas, Chief Superintendent Michael Johnson has resigned from the Royal Bahamas Police Force (RBPF) as investigations continue into audio recordings which allege corruption and misconduct.
Johnson had gone on leave last July, after the shocking recordings were leaked on social media. The person who shared the recordings on Facebook last year also released what he claimed is evidence that some police officers were sharing with hitmen, the GPS locations of men on bail, who are being electronically monitored with ankle bracelets. The man claimed the hit men then carried out gangland assassinations of these men on bail.

It’s not the first time. It certainly won’t be the last. But every time, we’re expected to hang back and assume the FBI is on the right side of history.
Something the FBI has tried a couple of times previously is back in the news: the remote access of thousands of computers containing foreign spyware for the purpose of dismantling botnets and/or thwarting foreign access to US-based devices.
The first attempt was made more than a half-decade ago, right after federal law (specifically Rule 41) was altered to allow the feds to ignore jurisdictional limitations when crafting warrants. This issue presented itself during the FBI’s “Playpen” investigation — one in which it took over a server hosting CSAM and kept it running while it deployed its remote access tool to visitors’ computers, forcing their devices to give up identifying info, including where these devices might be located (IP addresses, in other words).
A single warrant obtained in Virginia resulted in the FBI accessing computers all over the nation (and all over the world). While this raised constitutional questions, most courts were fine with this
because, well, the defendants were just people facing CSAM-related charges. The Rule 41 alterations codified the FBI’s previous abuse of the legal process.
Now, with a single warrant, the FBI can access computers anywhere in the US. Which it has. Multiple times. The incidents the FBI actually wants to talk about publicly involve rooting

We want to know more about how federal agencies are using AI initiatives in the FOIA process, described in their yearly Chief FOIA Officer Reports. We’re asking them for the docs.
We’ve filed requests to several agencies for documents related to AI testing in their FOIA offices, including contracts with third party vendors and assessments or audits of the programs so far. To follow along as agencies respond, you can check out our AI in FOIA page, home to all the requests, articles and updates.
Each agency is required to submit a report to the Attorney General, answering questions about the functions of their FOIA office. In 2023, senior FOIA officials had to answer a question that hadn’t been included the year before:
“Does your agency currently use any technology to automate record processing? For example, does your agency use machine learning, predictive coding, technology assisted review or similar tools to conduct searches or make redactions?”

Today, Americans face our own version of this test. A coup is underway in plain sight, yet acknowledging this basic truth has become its own act of resistance. After several months of pretending this sort of thing just didn’t happen there, the Polish government finally admitted some of its members had abused powerful smartphone malware it had purchased from Israeli spyware firm, NSO Group.
This came to light following an investigation that found someone in the government had illegally targeted a Polish government prosecutor who had been investigating election irregularities. He was notified by Apple, which had implemented a program to inform customers of suspected state-sponsored hacking.
As NSO Group’s future prospects continued to crumble, more investigations were opened. And now another abuser of NSO malware has been taken down by the same government that employed them. Here’s Suzanne Smalley, reporting for The Record:

Mental Control of a Single Electron?

Over the years there have been numerous accounts of certain individuals ' purported ability to affect material bodies by mental intent alone. I propose to look for such an effect, but with an experiment requiring far less energy than needed in previous accounts, i.e., some 23 orders of magnitude less. The experiment is to mentally flip the spin of the valence electron of a single Mg+ ion undergoing laser-induced fluorescence (LIF) at 280 nm in a 50-G (gauss) magnetic field. Flipping the spin would turn off the LIF. If the person could flip the electron's spin again, restoring LIF, then spin flips creating long and short intervals of LIF could send a message in International Morse Code. If the person could also control the ion's LIF at a distance, as suggested by frequent reports of distant healing, etc., then it would appear that his or her intent is not mediated by the electromagnetic, weak, strong, or gravitational field. Instead a new kind of field might be responsible. It might propagate as a soliton, since solitons do not weaken with distance.

Consciousness and Quantum-Mechanical Wavefunctions

Abstract
Comparing the continuity of an e v e − (electron–neutrino) world line and a human consciousness, I show that the analogy can be extended to wavelike behavior, as when an electron undergoes diffraction and a human consciousness appears to be bilocal. I hypothesize that human consciousness and human wavelike behavior are but two aspects of the same thing, which I call the conscious human wavefunction. Since reports by Robert Monroe and research directed by Robert Jahn, Brenda Dunne et al. suggest mental action at a distance, I propose an experiment in which a person attempts to flip the spin of an electron by directing his or her conscious wave-function to the electron's wavefunction. I hypothesize that the two wave-functions interact, possibly through the exchange of qi, or perhaps a quantum of a conjectured M-field. The electron could be the valence electron of a barium ion confined in a Paul trap in a 50 -gauss magnetic field. Flipping the electron's spin would require less than 10 6 − eV. The ion could be seen directly in the trap by shining 455 10 9 × − meter laser light on it, causing it to emit blue-violet fluorescent light. If the electron's spin were flipped, then the fluorescence would cease. A second flip could restore the fluorescence. A person who could flip the spin near the apparatus might also be able to flip the spin from across the street, or from across the country. He or she could send a message in Morse Code by having the ion fluoresce for suitable short and long intervals (dots and dashes). This experiment could be performed in a well-equipped atomic physics lab
