FBI vs. Actress Jean Seberg

I watched a movie starring Jean Seberg last night, and that led to this blog. The U.S. government showed its totalitarian face by harassing Seberg for years and driving her into nervous despair. A false story planted in the LA Times and Newsweek led to a miscarriage that killed her baby and eventually to her death (see the linked source). Here's but one action the FBI took:

The Leadership has a basket of techniques, legal and illegal, to discredit, pressure and chop down people this malicious society considers its enemies in the mass society that it seeks to control. The FBI is a Leadership organization. The FBI hasn't changed one bit since the 1960s and 1970s. It now creates terrorists and terrorist incidents that never occur. This acts to align mass society in support of the FBI and the Leadership. The FBI has increased its spying on Americans since 9/11. The many federal police agencies are increasingly working with the local police. They are exporting their techniques, equipment and knowledge to local police, who are growing further apart from and against the mass society. The CIA and the military are part of this Leadership maneuvering to extend its national control deeper into the local institutions that are embedded more greatly in the mass society.

The model I am presenting is of two societies in opposition to one another: Leadership vs. Mass society.Americans in the mass society have placed their faith and trust in the Leadership. This has brought them much grief in return because the Leadership betrays the public trust for its own self-serving ends. The public is the mass society or Americans at large. It is in constant opposition to the Leadership and the Leadership to it, but the Leadership tries and succeeds in erasing this fundamental conflict by getting mass society to identify with Leadership. It wants mass society to think that there is one big happy family or society, and that the Leadership represents the public face of mass society and is part of it. The reality is that the Leadership controls mass society.

This two-society view is a model, a simplification, and therefore there will be exceptions to it. There are no perfect models for such complex human phenomena. Nonetheless, it's designed by its abstraction and simplicity to help understand events that occur and see events in perspective. The model points out a fundamental opposition of the Leadership to the mass society of Americans or to Americans at large. If this opposition is taken as a postulate, it will explain Leadership actions. It explains, for example, why the predominant thrust of the Leadership is for controlling guns and ammunition. It would tax them out of the hands of peaceful Americans if this wouldn't meet with resistance from the mass society.

The Leadership will take issues that divide mass society and use them to keep mass society divided. If this stance causes Leadership a problem, it will bob and weave and arrive at a new policy. There will be no evident morality or justice or public welfare serving as a criterion or means to understanding the policy positions of Leadership. It will switch positions for expediency, the goal being its own continued capacity to rule and control mass society.

Loyd Jowers (November 20, 1926[1] – May 20, 2000) was the owner of a restaurant (Jim's Grill) near the Lorraine Motel in Memphis, where Dr. Martin Luther King Jr. was assassinated in 1968. In December 1993, Jowers appeared on ABC's Prime Time Live and related the details of an alleged conspiracy involving the Mafia and the U.S. government to kill King. According to Jowers, James Earl Ray was a scapegoat, and not involved in the assassination. Jowers believed that Memphis police officer Lieutenant Earl Clark fired the fatal shot.

In 1998, the King family filed a wrongful death lawsuit against Jowers and "other unknown co-conspirators" for the murder of King. A Memphis jury found Jowers responsible on December 8, 1999, and that the assassination plot contained also "governmental agencies."[2] At a 1999 press conference following the verdict, Coretta Scott King stated that "there is abundant evidence of a major high level conspiracy in the assassination of my husband, Martin Luther King, Jr... the conspiracy of the Mafia, local, state and federal government agencies, were deeply involved in the assassination of my husband. The jury also affirmed overwhelming evidence that identified someone else, not James Earl Ray, as the shooter, and that Mr. Ray was set up to take the blame." Following statements by Dexter King and other family members, Dexter was subsequently asked by a reporter, "there are many people out there who feel that as long as these conspirators remain nameless and faceless there is no true closure, and no justice." He replied:

"No, he [Mr. Lloyd Jowers] named the shooter. The shooter was the Memphis Police Department Officer, Lt. Earl Clark who he named as the killer. Once again, beyond that you had credible witnesses that named members of a Special Forces team who didn't have to act because the contract killer succeeded, with plausible denial, a Mafia contracted killer".[3]

Author Jim Douglass attended the trial and commented:

This historic trial was so ignored by the media that, apart from the courtroom participants, I was the only person who attended it from beginning to end. What I experienced in that courtroom ranged from inspiration at the courage of the Kings, their lawyer-investigator William F. Pepper, and the witnesses, to amazement at the government's carefully interwoven plot to kill Dr. King. The seriousness with which US intelligence agencies planned the murder of Martin Luther King, Jr. speaks eloquently of the threat King and nonviolence represented to the powers that be in the spring of 1968.[4]

Jowers died from a heart attack on May 20, 2000, at the age of 73

Detective 1st Lt. Stephen Sipes

LANSING, MI — The commander of the Bay Area Narcotics Enforcement Team (BAYANET) has graduated from the FBI National Academy in Quantico, Va.

Michigan State Police Detective 1st Lt. Stephen Sipes was among 260 students to graduate from the 251st session of the FBI National Academy. The 251st session consisted of men and women from 49 states, the District of Columbia, 29 international countries, four military organizations and six federal civilian organizations.

While attending the academy, Sipes completed 11 weeks of advanced investigative, management, labor law, intelligence gathering theory and fitness training. He received instruction from academy staff, special agents and other FBI leaders holding advanced degrees, many of whom are internationally recognized in their field of expertise. This achievement places him among the 46,342 who have attended the National Academy since its inception in July 1935.

FBI agents on Friday questioned a Tunisian man suspected of involvement in a deadly September attack on the U.S. consulate in Libya, but in the absence of defense lawyers, his solicitor said.

"The judge prevented any lawyers from attending the questioning" of Ali Hamzi, Abdelbasset Ben Mbarek told AFP, adding that his client was interrogated as a suspect rather than as a witness.

He added that the American investigators themselves were not opposed to him being present.

The questioning continued late on Friday and was carried out by four FBI agents and a translator, Mbarek said, adding that the judge's decision was "disgraceful."

Hamzi, 26, refused on December 4 to be interrogated by FBI agents, with Mbarek denouncing what he called "interference" in the Tunisian judicial system.

Racial Profiling
Time for Obama and Holder to Truly End Racial Profiling by Law Enforcement

Why can’t President Obama and Attorney General Eric Holder do more to ban racial profiling in the United States? Surely, more so than any of their predecessors, they can understand the injustice and humiliation racial profiling victims feel when they are treated as suspect because of the color of their skin.

Yet, after four years in office, they’ve made no revisions to the Justice Department guidance regarding the use of race in federal law enforcement issued by Attorney General John Ashcroft in 2003. Ashcroft’s guidance was deficient: though it expressly banned racial profiling by federal law enforcement agencies, it left broad exemptions for national security and border integrity investigations.

The Obama administration’s failure to close these loopholes has given the FBI a green light to implement a program that uses crass stereotypes about what types of crimes racial and ethnic groups commit to justify mapping entire communities based on race and ethnicity. The FBI has argued that racial mapping is no different than a local police chief putting push pins on a map to see where different crimes have occurred. But the FBI is mapping people, with no evidence anyone within the communities it tracks has committed any crime at all. This is racial profiling on a nationwide scale.

When the ACLU released the FBI records detailing this abusive program (which we obtained through requests under the Freedom of Information Act), we wrote to Holder. We explained that because the American criminal justice system is founded on the idea that government must have probable cause to effect a constitutional arrest, individualized suspicion of criminal activity, not guilt by association, is the rule. Holder never responded.

Ashcroft prohibited the use of race “to any degree” in most spontaneous law enforcement decisions and limited the use of race in specific investigations to “trustworthy information … that links persons of a particular race or ethnicity to an identified criminal incident, scheme, or organization.

The only explanation we received was a letter from the FBI that referenced the Ashcroft guidance and earlier guidance from 2008, before Obama took office, to argue that it was acting within federal regulations. The FBI suggests its mapping program was designed to protect racial communities, But it is hard to see how tracking the growth of the Black community in Georgia would protect it, for example, from so-called “Black separatists,” when overwhelming statistics from the Justice Department revealed that blacks are mostly victimized by whites in hate crimes. Yet, based on the information the ACLU gathered, the FBI is not tracking white communities to the same degree. (But even that, too is wrong because it undermines individualized suspicion as the basis for investigation.) In contrast, FBI records don't show any acts of violence by Black separatist groups - against anyone - for more than 20 years.

In a more telling line, the FBI told us that mapping an entire community of people based only on their race was “no different than limiting a manhunt to the description given by an eyewitness.” This flimsy argument shows the constitutional damage of racial profiling – that if one person of a particular race commits a crime, all persons of that race should be treated as suspect. Guilt by association is antithetical to American values.

It is not just the FBI that has embraced racial profiling. Behavioral detection officers with the Transportation Security Administration (TSA) recently came to the ACLU to report that colleagues at Boston’s Logan Airport were racially profiling airline passengers in an effort to boost arrests for drug and immigration violations. TSA officers were also previously caught profiling at airports in Newark and Honolulu. What could be the purpose of identifying such communities on a map except to treat them differently when the FBI is making investigative decisions?

It is long past time for Obama and Holder to end this humiliating, ineffective, and unlawful practice. The Justice Department guidance regarding the use of race should be amended in the following ways:

Close the loophole for national security and border integrity investigation. It also sends the wrong message to all law enforcement officers that racial profiling is sometimes okay.
Prohibit profiling based on religion and national origin, which is no less an affront to the Constitution than profiling based on race and ethnicity.
Explicitly state that the ban on racial profiling applies to data collection, intelligence activities, assessments and predicated investigations. Intelligence practices like racial mapping threaten entire communities.
Include enforceable standards. The current guidance has no enforcement mechanism.
Expand the racial profiling ban to all state and local law enforcement agencies that receive federal funding.

These reforms are long overdue, and will only make law enforcement more effective, and our communities safer.

Muslim businessman sues Homeland Security, says he's harassed while traveling

affer, who lives in Windermere and works in real estate and computer sales in multiple states, claims he has been detained more than 50 times since 2007 as he has traveled domestically and internationally.

Jaffer said in his latest legal filing that he drew the attention of the FBI when he filed a slander and libel lawsuit against members of a local Shia Muslim community board in 2007.

Even though a local FBI agent told Jaffer's attorney in May 2007 that his client was not a person of interest, an agent in New York nominated Jaffer to the federal watch list, the lawsuit said.

FBI documents just obtained by the Partnership for Civil Justice Fund (PCJF) pursuant to the PCJF’s Freedom of Information Act demands reveal that from its inception, the FBI treated the Occupy movement as a potential criminal and terrorist threat even though the agency acknowledges in documents that organizers explicitly called for peaceful protest and did “not condone the use of violence” at occupy protests.

The PCJF has obtained heavily redacted documents showing that FBI offices and agents around the country were in high gear conducting surveillance against the movement even as early as August 2011, a month prior to the establishment of the OWS encampment in Zuccotti Park and other Occupy actions around the country.

“This production, which we believe is just the tip of the iceberg, is a window into the nationwide scope of the FBI’s surveillance, monitoring, and reporting on peaceful protestors organizing with the Occupy movement,” stated Mara Verheyden-Hilliard, Executive Director of the Partnership for Civil Justice Fund (PCJF). “These documents show that the FBI and the Department of Homeland Security are treating protests against the corporate and banking structure of America as potential criminal and terrorist activity. These documents also show these federal agencies functioning as a de facto intelligence arm of Wall Street and Corporate America.”

“The documents are heavily redacted, and it is clear from the production that the FBI is withholding far more material. We are filing an appeal challenging this response and demanding full disclosure to the public of the records of this operation,” stated Heather Benno, staff attorney with the PCJF.

As early as August 19, 2011, the FBI in New York was meeting with the New York Stock Exchange to discuss the Occupy Wall Street protests that wouldn’t start for another month. By September, prior to the start of the OWS, the FBI was notifying businesses that they might be the focus of an OWS protest.
The FBI’s Indianapolis division released a “Potential Criminal Activity Alert” on September 15, 2011, even though they acknowledged that no specific protest date had been scheduled in Indiana. The documents show that the Indianapolis division of the FBI was coordinating with “All Indiana State and Local Law Enforcement Agencies,” as well as the “Indiana Intelligence Fusion Center,” the FBI “Directorate of Intelligence” and other national FBI coordinating mechanisms.
Documents show the spying abuses of the FBI’s “Campus Liaison Program” in which the FBI in Albany and the Syracuse Joint Terrorism Task Force disseminated information to “sixteen (16) different campus police officials,” and then “six (6) additional campus police officials.” Campus officials were in contact with the FBI for information on OWS. A representative of the State University of New York at Oswego contacted the FBI for information on the OWS protests and reported to the FBI on the SUNY-Oswego Occupy encampment made up of students and professors.
Documents released show coordination between the FBI, Department of Homeland Security and corporate America. They include a report by the Domestic Security Alliance Council (DSAC), described by the federal government as “a strategic partnership between the FBI, the Department of Homeland Security and the private sector,” discussing the OWS protests at the West Coast ports to “raise awareness concerning this type of criminal activity.” The DSAC report shows the nature of secret collaboration between American intelligence agencies and their corporate clients - the document contains a “handling notice” that the information is “meant for use primarily within the corporate security community. Such messages shall not be released in either written or oral form to the media, the general public or other personnel…” (The DSAC document was also obtained by the Northern California ACLU which has sought local FBI surveillance files.)
Naval Criminal Investigative Services (NCIS) reported to the DSAC on the relationship between OWS and organized labor for the port actions. The NCIS describes itself as “an elite worldwide federal law enforcement organization” whose “mission is to investigate and defeat criminal, terrorist, and foreign intelligence threats to the United States Navy and Marine Corps ashore, afloat and in cyberspace.” The NCIS also assists with the transport of Guantanamo prisoners.
DSAC issued several tips to its corporate clients on “civil unrest” which it defines as ranging from “small, organized rallies to large-scale demonstrations and rioting.” It advised to dress conservatively, avoid political discussions and “avoid all large gatherings related to civil issues. Even seemingly peaceful rallies can spur violent activity or be met with resistance by security forces. Bystanders may be arrested or harmed by security forces using water cannons, tear gas or other measures to control crowds.”
The FBI in Anchorage reported from a Joint Terrorism Task Force meeting of November 3, 2011, about Occupy activities in Anchorage.
A port Facility Security Officer in Anchorage coordinated with the FBI to attend the meeting of protestors and gain intelligence on the planning of the port actions. He was advised to request the presence of an Anchorage Police Department official to also attend the event. The FBI Special Agent told the undercover private operative that he would notify the Joint Terrorism Task Force and that he would provide a point of contact at the Anchorage Police Department.
The Jacksonville, Florida FBI prepared a Domestic Terrorism briefing on the “spread of the Occupy Wall Street Movement” in October 2011. The intelligence meeting discussed Occupy venues identifying “Daytona, Gainesville and Ocala Resident Agency territories as portions …where some of the highest unemployment rates in Florida continue to exist.”
The Tampa, Florida FBI “Domestic Terrorism” liaison participated with the Tampa Police Department’s monthly intelligence meeting in which Occupy Lakeland, Occupy Polk County and Occupy St. Petersburg were discussed. They reported on an individual “leading the Occupy Tampa” and plans for travel to Gainesville for a protest planning meeting, as well as on Veterans for Peace plans to protest at MacDill Air Force Base.
The Federal Reserve in Richmond appears to have had personnel surveilling OWS planning. They were in contact with the FBI in Richmond to “pass on information regarding the movement known as occupy Wall Street.” There were repeated communications “to pass on updates of the events and decisions made during the small rallies and the following information received from the Capital Police Intelligence Unit through JTTF (Joint Terrorism Task Force).”
The Virginia FBI was collecting intelligence on the OWS movement for dissemination to the Virginia Fusion Center and other Intelligence divisions.
The Milwaukee division of the FBI was coordinating with the Ashwaubenon Public Safety division in Green Bay Wisconsin regarding Occupy.
The Memphis FBI’s Joint Terrorism Task Force met to discuss “domestic terrorism” threats, including, “Aryan Nations, Occupy Wall Street, and Anonymous.”
The Birmingham, AL division of the FBI sent communications to HAZMAT teams regarding the Occupy Wall Street movement.
The Jackson, Mississippi division of the FBI attended a meeting of the Bank Security Group in Biloxi, MS with multiple private banks and the Biloxi Police Department, in which they discussed an announced protest for “National Bad Bank Sit-In-Day” on December 7, 2011.
The Denver, CO FBI and its Bank Fraud Working Group met and were briefed on Occupy Wall Street in November 2011. Members of the Working Group include private financial institutions and local area law enforcement.
Jackson, MS Joint Terrorism Task Force issued a “Counterterrorism Preparedness” alert. This heavily redacted document includes the description, “To document…the Occupy Wall Street

Court documents reveal a 1998 FBI plot against Mayor Barry

WASHINGTON—A federal government plan to entrap former D.C. Mayor Marion Barry in a cash-for-job scheme backfired when the secret arrest of the informant the government was to use against Mr. Barry was leaked to the media, recently unsealed court documents reveal.

The revelation has renewed fears among Black leadership that the government targets Black elected officials more often than whites and that unscrupulous methods are used to bring Blacks down. The recent court documents bring back memories of Cointelpro, the notorious FBI program used against Black leaders and organizations under the late FBI boss J. Edgar Hoover.

"The FBI and federal government have a history of harassing Black public officials. It’s not just me. There is example after example. This is no surprise," said the former mayor in an interview with The Final Call. "I think they (government) never got past 1990 when they weren’t able to put me away in jail for a long time. They’re determined to find a way to harass me for doing something illegal. But that won’t happen," he said.

In 1990, Mr. Barry was videotaped using the drug crack. He was convicted of a drug charge in the case that was brought as a result of a government covert operation.

According to the court papers, the most recent operation went like this:

D.C. police lieutenant Yong H. Ahn, was arrested in February 1998 on charges that he accepted $8,000 in bribes from illegal massage parlor operators. FBI agents approached him about helping them to target Mr. Barry and enlisted the help of Mr. Ahn’s wife Azita. In the court papers Mrs. Ahn quotes a FBI agent as saying "they would get him (Barry) with a felony and he would never get away with this."

The court papers, released by U.S. District Judge Thomas F. Hogan after Mr. Ahn’s trial, detail how Mr. Ahn and his wife agreed to work with investigators. The plan was for Mrs. Ahn to meet privately with Mr. Barry at the home of an acquaintance.

The FBI had prepared a phony resume for her to use to get a job with the city. Mrs. Ahn was to secretly videotape Mr. Barry receiving an envelope with $5,000 from her as down payment for a job. She then was to make him believe that he would receive another $5,000 once she was on the payroll.

According to Mrs. Ahn, the plan was targeted for April 1998 but fell apart when the arrest of Lt. Ahn was leaked to the news media.

As more information about the plot comes to light, law enforcement officials are trying to absolve themselves of responsibility. U.S. Attorney Wilma A. Lewis has said the sting would not have happened even if Mr. Ahn’s arrest had remained secret, saying she never authorized the operation.

However, the lead agent on the case, William H. Spivey Jr., a 16-year FBI veteran, said he had support from top supervisors and kept them informed along the way. "I don’t think anyone believes that just being an agent, I would be able to run or conduct an investigation of this nature on my own," he said.

That kind of cooperation for such an operation from top government brass is what has Black leaders worried.

"The fact that we are paranoid about the FBI doesn’t make us wrong," said retired U.S. Congressman Mervyn M. Dymally (D-Calif.). He pointed out that the investigation of a cover-up of government involvement in the Waco, Texas, fire that killed members of the Branch Dividians offers a "new opportunity to look into this web of deceit and corruption buried within the permanent bureaucracy of the Department of Justice (DOJ)."

A former California lieutenant governor, Mr. Dymally said he was once the target of successive, unsuccessful attempts by the FBI and DOJ to entrap him from 1974, when he was elected to the California State Senate, to 1992, when he retired from Congress. Mr. Dymally now heads his own consulting firm, Dymally International Group, Inc., in Inglewood, Calif.

His experiences with the FBI/DOJ apparatus included office burglaries, surveillances, media investigations that stemmed from "leaked" information, bugged telephones, public records stored by University of California archives removed by the FBI, and investigations by the California state attorney general and state grand jury.

Former FBI agent Dr. Tyrone Powers, a 10-year veteran of the bureau, quit in1994 in part to expose what he characterized as systemic racism within the bureau.

Now a full-time professor at Anne Arundel Community College in Arnold, Md., and author of the book "Eyes to My Soul: The Rise or Decline of a Black FBI Agent," Dr. Powers suggested that one would be naive to believe FBI denials about Operation Fruehmenschen, the alleged government operation that mirrors Cointelpro.

"When we conclude that an agency that has no problem burning white children (in Waco) will have no problem targeting Black people, their leaders, and their organizations, we will know that Cointelpro (Fruehmenschen) is alive," Dr. Powers said. "We keep looking for evidence that the FBI has shown they are experts at hiding. So we continue to be targeted and the FBI maintains their motto of ‘Admit Nothing, Deny Everything, and Use a Pencil.’ "

This isn’t to suggest that Black officials are incorruptible, those interviewed said.

"The problem is that when the government throws a fish net (under Fruehmenschen), it gets some very innocent sardines along with the occasional sharks," Mr. Dymally said.

Observers noted government stings such as Operation Incubator, where Michael Raymond, a convicted killer, was sent into Chicago to try to set-up Harold Washington, the city’s first Black elected mayor.

On January 27, 1988, Mr. Dymally, then chairman of the CBC, testified before Congress about a sworn affidavit given by attorney Hirsch Friedman, who had worked with the FBI in Atlanta. Mr. Friedman alleged that the FBI had an established official policy that initiates investigations of Black officials without probable cause. That policy was called "Operation Fruehmenschen", a German word for "early man."

Mr. Dymally said that while the affidavit offered "irrefutable proof" of government corruption, Congress took no action, which was one of the reasons he left Congress.

According to attorney Friedman, Fruehmenschen holds that Black politicians are inherently immoral, unethical and illiterate, to the extent that they can not lead people of a "high moral" order (Caucasians) and are incapable of high-level governing.

Patterns of harassment of Black officials usually begin with an interplay that takes place between the news media and law enforcement agencies, usually beginning with a rumor started by the FBI or by an ill-founded news report. This usually spirals into a "trial by media," criminal investigations and sometimes culminates in an indictment. The indictment typically results in acquittal, or in a conviction which is ultimately overturned on appeal.

"The reality is that both the FBI and the U.S. Attorney work hand and hand," Dr. Powers said. "If the FBI wants a case prosecuted the U.S. Attorney rubber stamps it."

Concerning Mayor Barry, Mr. Powers noted the bigger issue is why the FBI was even involved in the 1990 case against Mr. Barry since the offense was a misdemeanor crime.

"They never could have answered that question," he said. "That in and of itself is an indication of the continuation of Cointelpro."

In 1994, the FBI ended a five-year probe of alleged political corruption in the predominately Black city of Compton, Calif., that subsequently sent former U.S. Representative Walter R. Tucker III (the former mayor of Compton), and former City Councilwoman Patricia A. Moore to prison for extortion. Both have claimed that the government entrapped them.

"The FBI tried so many times to entrap me," said current Compton Mayor Omar Bradley, 42, whose harassment began six days after he was elected into office in 1993. "They bugged my house, hid transmitters under my cars. Everywhere I went, the same people would show up to try to bribe me."

In the past, the Honorable Minister Louis Farrakhan has called for a class action suit against the FBI/DOJ by all individuals and organizations that have been wrongfully targeted.

"Government is capable of the most wicked of criminal behavior against the masses of the people," Min. Farrakhan has stated. "I am not anti-government. I am anti-wicked-government."

Anyone willing to scratch the sulphur from a local FBI office can easily find the evidence for linking FBI Director J Edgar Hoover to helping in the assassination of President Kennedy and Martin Luther King and Hoover engaging in Pedophilia.
Almost since it's creation in 1920 the FBI has worked closely with the Mafia to carry out it's assassinations and to get their help in destroying American Unions.

CLEVELAND, Ohio -- FBI Agent Christine Oliver's introduction to Cleveland, where she would play a significant role in the biggest public corruption case in Ohio history, began inauspiciously.

Before graduating from the FBI Academy in Quantico, Va., Oliver and the rest of the class of 1997 participated in the traditional listing of preferences for their first assignments, ranking the nation's FBI offices from one to 56. A lifelong resident of the East Coast, Oliver ranked the Cleveland office 39th. No classmate received a lower-ranked assignment.

"The only thing I knew about Cleveland was that it was cold and I had never been there," Oliver recalled last week. "I wanted to work closer to home."

Oliver feels much differently about the city now as she prepares for an out-of-state transfer. This past week, her last in the Cleveland office, she agreed to talk about her 15 years in Northeast Ohio and her work on the region's highest-profile investigations of corruption in Cuyahoga County government and elsewhere.

She initially declined requests to be interviewed, but changed her mind at the encouragement of Assistant U.S. Attorney Ann Rowland, the lead prosecutor in the county corruption case.

In addition, FBI agent, Anthony Speranza did rape one of my constituents. The matter was adjudicated in the Northern District of Ohio Court of Judge O'Malley, where Speranza admitted to ``digital penetration'' of a woman who had suffered problems of mental instability, which under Ohio law is felony one rape.

The following facts and sources speak for themselves, making FBI-mob connections in Boston, Massachusetts look like a Rotary meeting.

TRAFICANT INVESTIGATION


JOSEPH NAPLES--JAMES PRATO
1. Fact: Joseph Naples issued a contract to kill one Paul Calautti; Source: FBI Affidavit; Result: Paul Calautti murdered October 11, 1968; Finding: Joseph Naples never brought to trial.

2. Fact: Joseph Naples issued a contract to kill one Joseph DeRose; Source: FBI Affidavit; Result: Joseph DeRose suffered two bullet wounds May 13/14 1980. Joseph DeRose missing-murdered or in protective custody; Finding: Joseph Naples never brought to trial.

Hudach; Result: Terrence Sheidel advertised aggressively during his campaign for Sheriff; Finding: James Prato never brought to trial due to no grand jury being assembled.

11 Fact: Informant who wished to stay anonymous for now revealed the following: (1) On or about 1979 and 1980 Terry Sheidel, a faculty member at Youngstown State University who taught Criminal Justice courses, was running for Mahoning County, Ohio Sheriff at the same time James A. Traficant was seeking the same position; (2) Informant advised Terry Sheidel that he did not have enough money to forge an effective campaign against James A. Traficant and that he (informant) could ask Lenny Strollo for campaign money for him (Sheidel). Terry Sheidel agreed to informant's recommendation to ask Lenny Strollo for campaign money; (3) Informant met with Lenny Strollo and he (Strollo) gave him (informant) $80,000 in cash for Terry Sheidel's campaign for Mahoning County Sheriff. Strollo also told informant that if Terry Sheidel needed more money he would give him another $80,000; (4) Informant felt that James A. Traficant had to take the money from whoever gave him the money to keep it off the streets or it would have certainly been used against him to keep him from becoming the Mahoning County, Ohio Sheriff; (5) As far as informant knows, Terry Sheidel never received the second $80,000 from Lenny Strollo. James A. Traficant won the election.

STANLEY PETERSON AS FBI AGENT

Fact: Isabella Callard witnessed her husband Joe Ezzo giving money to FBI Agent Stanley Peterson so that he would permit gambling and other illegal activity to continue; Source: Isabella Callard Affidavit; Result: Illegal activity continued; Finding: Stanley Peterson retired from the FBI and subsequently became the Chief of Police of Youngstown, Ohio.


STANLEY PETERSON/FRIEND OF THE MOB/CHIEF OF POLICE
1. Fact: The FBI was informed that a candidate for Mayor of Younstown, Emanuel Catsoules stated that in 1978 a friend of organized crime wanted Stanley Peterson to be his Chief of Police.

2. Fact: The FBI was informed that a candidate for Mayor of Youngstown, Thomas A. Shipka, was contacted by a friend of the mob who would support his campaign based on

certain conditions, one of which that he would appoint Stanley Peterson as his Chief of Police.
3. Fact: Thomas A. Shipka turned over his information to the FBI and actually brought 13-14 police officers who had first-hand knowledge of gambling joints, prostitution, and other activities that they alleged Mr. Peterson was protecting.

4. Fact: Allegation of Mr. Peterson being involved in an illegal wiretap of a rival mob group was given to the strike force.

5. Fact: The FBI was informed that in 1969, Jack Hunter, a candidate for Mayor of Youngstown, was contacted by an intermediator representing organized crime figures who were well known. They wanted veto powers over Chief of Police in exchange for campaign funds. A high ranking official in the Sheriff's Department was to act as the bagman.

6. Fact: The FBI was informed that in 1971 an intermediary for organized crime contacted Mayor of Youngstown, Jack Hunter, expressing a desire for him to name Stanley Peterson as Chief of Police.

7. Fact: On two separate occasions during the period that Stanely Peterson was Chief of Police of Youngstown, concerned citizens took substantial evidence to the local FBI office implicating Peterson in promoting or protecting organized criminal activity in the City of Youngstown. The Youngstown Police Department took evidence to the FBI identifying over 30 specific sites where organized criminal activity was being permitted to operate within the city.


8. Fact: Evidence was presented to the FBI that Chief of Police, Stanley Peterson was disciplining certain members of the Youngstown Police Department to discourage them from taking action against operations being conducted by LCN figures within the city.

Fact: Joseph Naples and James Prato who were aligned with the Sebastian John LaRocca Mafia Family located in Pittsburgh, Pennsylvania ran the organized crime faction in the Mahoning County, Ohio area which included: conspiracy to commit murder, murder for hire, aggravated murder, arson, bombings, burglary-criminal trespass, extortion, illegal gambling, numerous illegal campaign contributions, promoted the hiring of certain police officers, ``signed off'' on key elected officials, sheriffs, prosecutors and mayors.

2. Fact: An informant who wished to stay anonymous for now, revealed the following: (1) Informant was a Youngstown, Ohio police officer during 1977 and 1978; (2) Informant during 1977 and 1978 worked for six months on Phillip Richley's campaign for Mayor of Youngstown, Ohio. Informant felt that his campaign work for Philip Richley would bring him a patrolman to white shirt and tie promotion with the Youngstown, Ohio Police Department. After Phillip Richley won the election and became the Mayor of Youngstown, Ohio, retired FBI Agent Stanley Peterson became the Youngstown, Ohio Chief of Police. Informant became angry when he was made aware that he was not going to get his expected promotion. Informant then contacted Lenny Strollo, who at the time along with Vic Calautti and Joey Naples reported to James Prato. Immediately after informant told Strollo of what happened to him, Strollo made a telephone call. Immediately following Strollo's telephone call, Strollo told informant he was promoted to a white shirt and tie promotion. Informant did not hear Strollo's telephone conversation, however, he strongly feels that Strollo talked to Youngstown, Ohio Chief of Police, Stanley Peterson, the retired FBI Agent; (3) Informant revealed that when Stanley Peterson was an FBI Agent he was often seen at Standard Motors, 901 Andrews Avenue, Youngstown, Ohio where mafia affiliated often met. Informant said that FBI Agent Stanley Peterson ``had a key to the place.'' Informant also stated that Stanley Peterson was Joey Naples' man.

LENINE STROLLO/FRANK FASLINE--TELEPHONE CONVERSATION, NOVEMBER 23, 1996
Fact: Lenine Strollo told Frank Fasline during a November 23, 1996 telephone conversation: that FBI Agent Robert Kroner was on Joseph Naples payroll; that FBI Agent Robert Kroner said in essence that he has lots of friends, that they can do whatever they want to do in this valley as long as they cooperate with him; that the FBI got away with illegal activity in the Mahoning Valley and the FBI was planning to get away with illegal activity again; that the FBI got involved in illegal activity and that the FBI wanted to make him (Strollo) a scapegoat again.

ASSOCIATE OF LENINE STROLLO PROFFER
Fact: (1) He caught Youngstown Police following him in Campbell and he heard that the FBI was across the road, in the mill with binoculars. Paulie told him not to worry about it because they had an ``inside guy'' in FBI. (Page 4); (2) Lenny Strollo told him about Biondillo running stags in the City of Youngstown and they wondered how he was able to do it. Lenny Strollo told him he heard that money went from Biondillo through Vic Calautti to the Randall Wellington campaign and that Biondillo had to have the okay from Wellington to be able to hold stags inside the city of Youngstown. (Page 45). He said that he heard that Biondillo paid $25,000 to Vic Calautti to donate to Wellington's campaign. (Page 49); (3) Lenny Strollo and he thought that the guys at the Center (Youngstown United Music) were doing business with FBI Agent Kroner as they were operating without any pressure and therefore must have had the FBI's okay. Lenny or Danny Strollo told him that Biondillo was talking to and dealing with the FBI. (Page 58); (4) Lenny Strollo told him that an agent told someone who told Strollo that FBI Agent Kroner and those guys were on the Naples payroll for years. He heard from Strollo that someone went to Kroner's father to see if he could control Kroner. That person found out that his father had no control over what he did. The reason for this was to see if Lenny Strollo could have control over Kroner like Naples did.

Fact: Informant, who wished to stay anonymous because of fear for himself and family revealed the following: during the early fall of 1997, Lenny Strollo, reputed leader of Youngstown, Ohio Organized Crime, told me at his now closed restaurant, at the northwest corner of Calla Road near Market Street, North Lima, Ohio that Joey Naples had told him the following: (a) he (Joey Naples) owned the FBI; and (b) he (Joey Naples) made payoffs to the FBI through Special Agent Lynch.

JUDICIAL CORRUPTION
Fact: Five separate crimes reported to the Youngstown office of the FBI and the Department of Justice, and three separate crimes reported to the Youngstown office of the FBI and IRS who used their authority in aid of and in furtherance to conceal the reported crimes by refusing to investigate and prosecute members of the bench and bar in both Mahoning and Trumbull Counties, Ohio; Source: Robert A. Frank Affidavits; Result: FBI and Office of the U.S. Attorney refused to totally investigate and prosecute; Finding: FBI, IRS and office of U.S. Attorney has carried out and made effective a pattern of selective prosecution and in some cases became an accessory after the fact.

Jason Leopold, an investigative journalist for Truth-Out, has obtained FBI documents - through the Freedom of Information Act - relating to Occupy Wall Street. Most of the pages in the documents are redacted, and show concerns of cyber threats against the financial sector. However, there are questions of assassination plots against Occupy activists in Houston, Texas. Because the documents have redactions, it is not clear who or what group was planning the assassinations.



On page 61, the section reads: “An identified [redacted] of October planned to engage in sniper attacks against protesters in Houston, Texas, if deemed necessary. An identified [redacted] had received intelligence that indicated the protesters in New York and Seattle planned similar protests in Houston, Dallas, San Antonio and Austin, Texas. [Redacted] planned to gather intelligence against the leaders of the protest groups and obtain photographs, then formulate a plan to kill the leadership via suppressed sniper rifles.”



The bottom of page 68 and the top of page 69 reads: “On October 13, 2011, writer sent via email an excerpt [redacted] regarding FBI Houston’s [redacted] to all IA’s, SSRA’s and SSA [redacted]. This [redacted] identified the exploitation of the Occupy Movement by [redacted] interested in developing a long-term plan to kill local Occupy leaders via sniper fire.”

FBI Lab's woes cast a growing shadow

Thousands of criminal cases at the state and local level may have relied on exaggerated testimony or false forensic evidence to convict defendants of murder, rape and other felonies.

The forensic experts in these cases were trained by the same elite FBI team whose members gave misleading court testimony about hair matches and later taught the local examiners to follow the same suspect practices, according to interviews and documents.

In July, the Justice Department announced a nationwide review of all cases handled by the FBI Laboratory's hair and fibers unit before 2000 — at least 21,000 cases — to determine whether improper lab reports or testimony might have contributed to wrongful convictions.

But about three dozen FBI agents trained 600 to 1,000 state and local examiners to apply the same standards that have proved problematic.

None of the local cases is included in the federal review. As a result, legal experts say, although the federal inquiry is laudable, the number of flawed cases at the state and local levels could be even higher, and those are going uncorrected.

The FBI review was prompted by a series of articles in The Washington Post about errors at the bureau's renowned crime lab involving microscopic hair comparisons. The articles highlighted the cases of two District of Columbia men who each spent more than 20 years in prison based on false hair matches by FBI experts. Since The Post's articles, the men have been declared innocent by D.C. Superior Court judges.

Two high-profile local-level cases illustrate how far the FBI training problems spread.

In 2004, former Montana crime lab director Arnold Melnikoff was fired and more than 700 cases questioned because of what reviewers called egregious scientific errors involving the accuracy of hair matches dating to the 1970s. His defense was that he was taught by the FBI and that many FBI-trained colleagues testified in similar ways, according to previously undisclosed court records.

In 2001, Oklahoma City police crime lab supervisor Joyce Gilchrist lost her job and more than 1,400 of her cases were questioned after an FBI reviewer found that she made claims about her matches that were "beyond the acceptable limits of science." Court filings show that Gilchrist received her only in-depth instruction in hair comparison from the FBI in 1981 and that she, like many practitioners, went largely unsupervised.

Federal officials, asked about state and local problems, said the FBI has committed significant resources to speed the federal review but that state and local police and prosecutors would have to decide whether to undertake comparable efforts.

FBI spokeswoman Ann Todd defended the training of local examiners as "continuing education" intended to supplement formal training provided by other labs. The FBI did not qualify examiners, a responsibility shared by individual labs and certification bodies, she said.

Michael Wright, president of the National District Attorneys Association, said local prosecutors cannot simply order labs to audit all or even a sample of cases handled by FBI-trained examiners, because such an undertaking might be time- and cost-prohibitive for smaller agencies.

The chairman of the laboratory accreditation board of the American Society of Crime Laboratory Directors said it is gathering information to guide members.

"It is something we take seriously, and we are going to address it accordingly," said Pamela Bordner, the chairman.

The announcement in July of the Justice Department review of federal cases marked a turnabout from the mid-1990s, when an inquiry looked at a limited number of cases and, in the area of hair comparison, focused on the work of one examiner at the FBI lab.

In its April investigation, The Post found that Justice Department officials failed to tell many defendants or their attorneys of questionable evidence and that the results of the review remained largely secret.

In addition, Justice Department officials have for years blamed errors on isolated failures by rogue examiners, careless prosecutors or inept defense lawyers.

But former chiefs of the FBI lab's hair and fiber unit now acknowledge that the problems were more widespread. Some federal examiners, testifying in cases across the country, overstated the importance of hair evidence and responded to questions about the scientific accuracy of hair matches by citing amorphous statistics drawn from their experience.

Moreover, they said, examiners should have been trained to accurately portray their findings in court. When local lab examiners went to the FBI for training, they received the same inadequate instruction.

Myron T. "Mike" Scholberg, hair unit chief from 1978 to 1985, and Alan T. "Al" Robillard, chief from 1988 to 1990, said that in hindsight, they were not properly trained to answer a crucial question for jurors: How often might the hairs of different people appear to match? The truth is that there was no scientific way to know.

Instead of simply acknowledging the uncertainty, agents at times drew statistics from their cases without explaining why that was an incomplete or even misleading answer, Scholberg and Robillard said.

Harold A. "Hal" Deadman Jr., a top hair unit scientist who trained more than 600 examiners from 1972 to 1987, said he always explained to jurors why his case experience gave an incomplete picture of the accuracy of hair comparisons.

But Deadman said DNA testing should be done in all convictions that were based mainly on visual hair comparison, because of weaknesses in trial testimony and examiner results.

Interviews with the former unit chiefs, as well as more than 20 practitioners, scientists and legal experts, and a review of court records, training notes and transcripts of meetings indicate that some FBI lab examiners tried to skirt the limitations of their scientific findings in testimony and that they were encouraged to do so by their trainers.

As warnings about the problems mounted — through DNA exonerations, whistleblower complaints, court rulings — bureau managers implemented stronger protocols, but they limited disclosure of the problems they found. More forthcoming disclosure could have jeopardized convictions.

"If the FBI is going to be a role model, we need to see this federal audit lead to wider audits of labs across the country," said Myrna Raeder, a Southwestern University law professor who is leading an American Bar Association effort to improve forensic evidence. "If you had even the elite FBI analysts out there crossing the line and exaggerating the forensics, that sent a terrible message that 'anything goes.' "

In a letter this month to the Senate Judiciary Committee, the Justice Department acknowledged that FBI examiners "may have exceeded the limits of the science by overstating . . . conclusions" in some cases.

"The Department and the Bureau believe it is necessary and appropriate that defense counsel and defendants are informed of any inappropriate testimony by FBI Laboratory examiners," Acting Assistant Attorney General Judith Appelbaum wrote.

Before DNA profiling, testimony of a hair match was a powerful way for prosecutors to boil down an ambiguous case to a single, incriminating piece of physical evidence left at the scene of a crime.

No other agency in the United States performed as many hair examinations or believed as much in the technique as the FBI lab's 10-member unit of hair examiners.

But The Post's investigation earlier this year showed how agents, prosecutors or both sometimes exaggerated the significance of the evidence they had.

For example, in a 1980 Indiana robbery case, one agent told jurors that he was unable to distinguish between the hair of different people just once in 1,500 cases he had analyzed.

The Cerro Maravilla murders, also known as the Cerro Maravilla massacre,[1] is the name given by the Puerto Rican public and media to describe the events that occurred on July 25, 1978, at Cerro Maravilla, a mountain in Puerto Rico, wherein two young Puerto Rican pro-independence activists were murdered in a police ambush. The event sparked a series of political controversies where, in the end, the police officers were found guilty of murder and several high-ranking local government officials were accused of planning and/or covering-up the incident.

Originally declared a police intervention against terrorists, the local media quickly questioned the officers' testimonies as well as the only surviving witness for inconsistencies. Although reluctant, Carlos Romero Barceló, then Governor of Puerto Rico, ordered the local Justice Department to launch various investigations, and asked the FBI and the US Justice Department to aid in such investigations, which concluded that there was no wrongdoing on the officer's part. However, after the local opposing political party, launched its own inquiries, new evidence and witness testimonies surfaced which uncovered gross negligence and murder on the officers' part, as well as the possibility of a local and federal cover-up. Trials were held and a total of 10 officers were convicted of various crimes.

The incident and subsequent events have become one of the most controversial moments in Puerto Rico's political history, frequently called "the worst political cover-up in the history of the island."[2] The event is often used by local independence activists as an example of political oppression against the Puerto Rican independence movement. Joy James commented that "the Cerro Maravilla massacre demonstrated the reason why colonialism was banned in the world."[3] To this date, most public figures involved in the case—and some not involved—rarely comment on the incident.
