EDISON — From her room in a low-budget motel on Route 1, a prostitute working as an informant for the Woodbridge Police Department reached out to her handler with an urgent tip.

A client had contacted her. He was flush with cocaine — "white," he called it — and he wanted to trade some of it for sex, she told the handler.

Woodbridge detectives, deep into an investigation of drug-trafficking at hotels along the highway, moved into position and waited.

On that Saturday morning in 2010, the man the prostitute identified as her client, Thomas Wall, was inaugurated into one of New Jersey’s more infamous brotherhoods: Edison police officers who have betrayed the badge.

Wall — who would later fail a department-ordered drug test, documents show — is one of at least 30 Edison officers who were fired or who abruptly resigned amid allegations of inappropriate or illegal behavior over the past two decades. That figure, confirmed by Chief Thomas Bryan, includes six officers removed from the force or prosecuted in the past four years alone.

It is an astonishing record of misconduct unmatched by any department of equivalent size in New Jersey, a Star-Ledger review has found. Edison — the state’s fifth-largest municipality, with a population of about 100,000 — has 168 officers, down from a high of 215 eight years ago.

In neighboring Woodbridge, which has a slightly larger force and about 400 fewer residents, just seven officers have run afoul of the law or committed rules violations serious enough to warrant termination in the past 20 years, a township spokesman confirmed. Two of the seven were later reinstated.

And in Toms River, with 150 officers and 91,000 residents, not a single officer has been charged or removed for cause in the same time period, longtime Police Chief Michael Mastronardy said.

you the owner.
But you have not grown up yet .
Let me know when you become an adult so we can transfer control of the system from the inmates
to the adults so they can set standards and enforce them for how
they want their criminal justice system to operate.

NJ residents reach settlement with immigration officials over pre-dawn home raids

NEWARK, N.J. - Eight New Jersey residents who accused federal immigration officials of conducting warrantless raids of their homes will share $295,000 in a settlement.

The residents and homeowners brought a case in 2008 against more than 30 Immigration and Customs Enforcement officers accused of a series of pre-dawn raids.

The Center for Constitutional Rights helped represent the residents. It said Monday federal agents can't "lie or force their way into people's homes in the middle of the night, point guns at children and use force" without a warrant or consent.

U.S. permanent resident Ana Galindo says ICE agents barged into her Paterson home, refused to accept her state driver's license as valid identification and pointed a gun at her 9-year-old son.

aragould, Arkansas has only 25,000 people, but is one of the most dangerous towns in America. According to statistics from city-data.com, Paragould has had a property crime index rating that is more than double the national average since 2007. Rapes, burglaries, thefts and assaults are also above the national average. At a town hall meeting, last Thursday, Mayor Mike Gaskill and Police Chief Todd Stovall endorsed a plan to send police in SWAT gear and carrying AR-15s into downtown Paragould starting in 2013, reports the Paragould Daily Press. Chief Stovall told the Paragould Daily Press: "This fear is what's given us the reason to do this. Once I have stats and people saying they're scared, we can do this. It allows us to do what we're fixing to do." "If you're out walking, we're going to stop you, ask why you're out walking, check for your ID. To ask you for your ID, I have to have a reason." "Well, I've got statistical reasons that say I've got a lot of crime right now, which gives me probable cause to ask what you're doing out. Then when I add that people are scared…then that gives us even more [reason] to ask why are you here and what are you doing in this area." Mayor Gaskill added: "They may not be doing anything but walking their dog, but they're going to have to prove it." Chief Stovall explained how martial law will work under his Street Crimes Unit: “We will be asking for picture identification. We will be ascertaining where the subject lives and what they are doing in the area. We will be keeping a record of those we contact."

(12-19) 14:20 PST SAN FRANCISCO -- The 5,500 people who lined up for hours in the biting cold Wednesday morning outside San Francisco's Glide Memorial Church all received an identical red food bag, but what they did with the contents depended on the person.

"This means I get to have a Christmas dinner," said Wilbur Brantley, 55, looking down at the bread, potatoes, canned goods and turkey packed into his bag. "I'm going to save it until then. I don't usually buy turkeys. But especially if it's free - why not?"

Brantley and the rest in the almost mile-long line that snaked back and forth outside the church at Taylor and Ellis streets were waiting - some had lined up the afternoon before - for the annual grocery giveaway.

For Ed Binion, 62, the food can't wait until Christmas. But if he stretches it out, he can make it last a week for him and his chocolate lab, Kokoa.

"The turkey's the most important part," said Binion, who has picked up a bag at the event for the last 12 years. "It'll be a nice treat for her. But I see so many people take turkeys, go down around the corner and sell them."

Glide's Reverend Cecil Williams said it's no secret that some of the people who line up for groceries are planning to re-sell the food for a profit.

"I know there are some folks that hustle us," Williams said. "But that doesn't mean we should stop. We still meet a greater need."

For the last 30 or so years, the organization has handed out bags of groceries to help people pull together a Christmas dinner. The whole enterprise - supplies, groceries, barricades and police presence - costs around $150,000 and closed off two blocks of Ellis and two of Taylor. About 900 volunteers turned Glide's offices into a bustling assembly line. They sat on the floor near piles of potatoes and opened boxes of canned fruit and pasta sauce and filled bags while others ran back and forth, toting the full bags to the church front where recipients filed by. When the stocks begin to get low, volunteers count out how many bags are left and stop letting people line up. The giveaway usually lasts until noon or 1 p.m.

Ex-East Washington chief scheduled to plead guilty Jan. 4

WASHINGTON, Pa. —

A former southwestern Pennsylvania police chief facing has been scheduled to plead guilty to federal extortion and other charges on Jan. 4.

East Washington Borough Chief Donald Solomon was fired in November 2011, a month after a federal grand jury charged him with accepting money from an FBI agent posing as a drug dealer and illegally selling the agent stun guns.

Solomon is also charged with extorting money by providing protection for fake drug transactions and with making threats against a politician and a former girlfriend, the latter resulting in a drive-by shooting that damaged a car.

Lexington police sergeant found guilty of misconduct gets probation

A Lexington police sergeant was sentenced to unsupervised probation after a jury found him guilty Wednesday of three counts of misconduct.

The jury recommended a total of 150 days in jail for Sgt. Robert Dale Brown, but he will not have to serve that time unless he commits another crime, attorneys said.

The sergeant was accused of violating the public's trust by receiving sexual favors from a woman in his custody and failing to file proper charges against the woman and her fiancè.

Brown initially was charged with one count of first-degree official misconduct and two counts of second-degree official misconduct, all misdemeanors. A jury of three men and three women found him guilty on all counts after deliberating about four hours. However, they reduced the first-degree count to second-degre.

On Dec. 9, 2011, Brown arrested the woman, who had drug paraphernalia in her purse, took her to a remote area in Fayette County for sexual favors, then "un-arrested" her, according to testimony and court documents.

He also was accused of failing to file charges against the woman's fiancè, Brian Kazee, who was found with narcotic pills in his pocket. Brown charged Kazee with driving on a suspended license, even though Brown did not witness the traffic infraction.

DALLAS, Texas — On July 13, Angel Dobbs was driving her boyfriend's car north down the George Bush Turnpike when they were pulled over by state troopers. The troopers said they had spotted Dobbs throw a cigarette butt out the window.

According to a lawsuit filed by the Dobbs yesterday in federal court, the traffic stop soon took a different turn. One of the troopers, David Ferrell, took Angel Dobbs to a roadside field, where he peppered her with questions that quickly transitioned from general queries about where the pair was headed and to more pointed questions about whether they were transporting marijuana. He did the same with Ashley Dobbs. Both denied having any weed.

At that point, a second trooper, Kelley Helleson, arrived on scene. Farrell had called her because the Dobbs were "acting weird" and needed to be searched, according to the suit. So while Farrell began a search of the car, claiming by way of probable cause that he smelled marijuana, Helleson positioned Angel Dobbs in front of the spotlights from Farrell's cruiser.

COLLINSVILLE, Ill. – A federal judge has refused to remove a video from YouTube in which an officer says police sometimes put drugs on vehicles to test K-9s’ drug-sniffing skills.

Officer Michael Reichert is facing a lawsuit from Terrence Huff, who is seeking damages for what he calls an unlawful detention during a traffic stop, according to SLT Today.

The video, which Huff titled “Lodging in Collinsville,” contains portions of Reichert's deposition in a civil rights case.

Reichert is seen in the clip saying that he has planted drugs on vehicles, and that the drivers may leave unknowingly with the scent of drugs still on their vehicle which can be detected by K-9s hours later.

As part of a House/Senate Conference approved Tuesday, Congress passed an “Enhancement Act” for Department of Defense contractors. These contractors already had a right to go to federal court and obtain a jury trial.

However, this new “Enhancement Act” creates a “National Security Exception” that does not exist in the current law. The new amendment states that whistleblower protections “shall not apply to any disclosure made by an employee of a contractor, sub-contractor, or grantee of an element of the intelligence community.” See section 827(e).

The legislation passed by a conference committee of lawmakers from both chambers is expected to go to the full Senate and House of Representatives for a final vote this week before being sent to President Barack Obama for his signature.

JACKSON, Ga. — Georgia executed Troy Davis late Wednesday night for the murder of an off-duty police officer, a crime he denied committing right to the end as supporters around the world mourned and declared that an innocent man was put to death.

Defiant to the end, he told relatives of Mark MacPhail that his 1989 slaying was not his fault.

“I did not have a gun,” he insisted.

“For those about to take my life,” he told prison officials, “may God have mercy on your souls. May God bless your souls.”

Davis was declared dead at 11:08. The lethal injection began about 15 minutes earlier, after the Supreme Court rejected an 11th-hour request for a stay.

The court did not comment on its order, which came about four hours after it received the request and more than three hours after the planned execution time.

Though Davis’ attorneys said seven of nine key witnesses against him disputed all or parts of their testimony, state and federal judges repeatedly ruled against granting him a new trial. As the court losses piled up Wednesday, his offer to take a polygraph test was rejected and the pardons board refused to give him one more hearing.

Davis’ supporters staged vigils in the U.S. and Europe, declaring “I am Troy Davis” on signs, T-shirts and the Internet. Some tried increasingly frenzied measures, urging prison workers to stay home and even posting a judge’s phone number online, hoping people will press him to put a stop to the lethal injection. President Barack Obama deflected calls for him to get involved.

“They say death row; we say hell no!” protesters shouted outside the Jackson prison where Davis was to be executed. In Washington, a crowd outside the Supreme Court yelled the same chant.

As many as 700 demonstrators gathered outside the prison as a few dozen riot police stood watch, but the crowd thinned as the night wore on and the outcome became clear. The scene turned eerily quiet as word of the high court’s decision spread, with demonstrators hugging, crying, praying, holding candles and gathering around Davis’ family.

Laura Moye of Amnesty International said the execution would be “the best argument for abolishing the death penalty.”

“The state of Georgia is about to demonstrate why government can’t be trusted with the power over life and death,” she said.

About 10 counterdemonstrators also were outside the prison, showing support for the death penalty and the family of Mark MacPhail, the man Davis was convicted of killing in 1989. MacPhail’s son and brother attended the execution.

“He had all the chances in the world,” his mother, Anneliese MacPhail, said of Davis in a telephone interview. “It has got to come to an end.”

At a Paris rally, many of the roughly 150 demonstrators carried signs emblazoned with Davis’ face. “Everyone who looks a little bit at the case knows that there is too much doubt to execute him,” Nicolas Krameyer of Amnesty International said at the protest.

Davis’ execution has been stopped three times since 2007, but on Wednesday the 42-year-old ran out of legal options.

As his last hours ticked away, an upbeat and prayerful Davis turned down an offer for a special last meal as he met with friends, family and supporters.

“Troy Davis has impacted the world,” his sister Martina Correia said at a news conference. “They say, ‘I am Troy Davis,’ in languages he can’t speak.”

His attorney Stephen Marsh said Davis would have spent part of Wednesday taking a polygraph test if pardons officials had taken his offer seriously.

“He doesn’t want to spend three hours away from his family on what could be the last day of his life if it won’t make any difference,” Marsh said.

Amnesty International says nearly 1 million people had signed a petition on Davis’ behalf. His supporters include former President Jimmy Carter, Pope Benedict XVI, a former FBI director, the NAACP, several conservative figures and many celebrities, including hip-hop star Sean “P. Diddy” Combs.

“I’m trying to bring the word to the young people: There is too much doubt,” rapper Big Boi, of the Atlanta-based group Outkast, said at a church near the prison.

The U.S. Supreme Court gave Davis an unusual opportunity to prove his innocence in a lower court last year, though the high court itself did not hear the merits of the case.

He was convicted in 1991 of killing MacPhail, who was working as a security guard at the time. MacPhail rushed to the aid of a homeless man whom prosecutors said Davis was bashing with a handgun after asking him for a beer. Prosecutors said Davis had a smirk on his face as he shot the officer to death in a Burger King parking lot in Savannah.

No gun was ever found, but prosecutors say shell casings were linked to an earlier shooting for which Davis was convicted.

Witnesses placed Davis at the crime scene and identified him as the shooter, but several of them had recanted their accounts and some jurors had said they had changed their minds about his guilt. Others have claimed a man who was with Davis that night had told people he actually shot the officer.

“Such incredibly flawed eyewitness testimony should never be the basis for an execution,” Marsh said. “To execute someone under these circumstances would be unconscionable.”

State and federal courts, however, have repeatedly upheld Davis’ conviction. One federal judge dismissed the evidence advanced by Davis’ lawyers as “largely smoke and mirrors.”

Loyd Jowers (November 20, 1926[1] – May 20, 2000) was the owner of a restaurant (Jim's Grill) near the Lorraine Motel in Memphis, where Dr. Martin Luther King Jr. was assassinated in 1968. In December 1993, Jowers appeared on ABC's Prime Time Live and related the details of an alleged conspiracy involving the Mafia and the U.S. government to kill King. According to Jowers, James Earl Ray was a scapegoat, and not involved in the assassination. Jowers believed that Memphis police officer Lieutenant Earl Clark fired the fatal shot.

In 1998, the King family filed a wrongful death lawsuit against Jowers and "other unknown co-conspirators" for the murder of King. A Memphis jury found Jowers responsible on December 8, 1999, and that the assassination plot contained also "governmental agencies."[2] At a 1999 press conference following the verdict, Coretta Scott King stated that "there is abundant evidence of a major high level conspiracy in the assassination of my husband, Martin Luther King, Jr... the conspiracy of the Mafia, local, state and federal government agencies, were deeply involved in the assassination of my husband. The jury also affirmed overwhelming evidence that identified someone else, not James Earl Ray, as the shooter, and that Mr. Ray was set up to take the blame." Following statements by Dexter King and other family members, Dexter was subsequently asked by a reporter, "there are many people out there who feel that as long as these conspirators remain nameless and faceless there is no true closure, and no justice." He replied:

"No, he [Mr. Lloyd Jowers] named the shooter. The shooter was the Memphis Police Department Officer, Lt. Earl Clark who he named as the killer. Once again, beyond that you had credible witnesses that named members of a Special Forces team who didn't have to act because the contract killer succeeded, with plausible denial, a Mafia contracted killer".[3]

Author Jim Douglass attended the trial and commented:

This historic trial was so ignored by the media that, apart from the courtroom participants, I was the only person who attended it from beginning to end. What I experienced in that courtroom ranged from inspiration at the courage of the Kings, their lawyer-investigator William F. Pepper, and the witnesses, to amazement at the government's carefully interwoven plot to kill Dr. King. The seriousness with which US intelligence agencies planned the murder of Martin Luther King, Jr. speaks eloquently of the threat King and nonviolence represented to the powers that be in the spring of 1968.[4]

Jowers died from a heart attack on May 20, 2000, at the age of 73

LANSING, MI — The commander of the Bay Area Narcotics Enforcement Team (BAYANET) has graduated from the FBI National Academy in Quantico, Va.

Michigan State Police Detective 1st Lt. Stephen Sipes was among 260 students to graduate from the 251st session of the FBI National Academy. The 251st session consisted of men and women from 49 states, the District of Columbia, 29 international countries, four military organizations and six federal civilian organizations.

While attending the academy, Sipes completed 11 weeks of advanced investigative, management, labor law, intelligence gathering theory and fitness training. He received instruction from academy staff, special agents and other FBI leaders holding advanced degrees, many of whom are internationally recognized in their field of expertise. This achievement places him among the 46,342 who have attended the National Academy since its inception in July 1935.

HARRISBURG — Three state police lieutenants — including the former head of the elite detail that guards the Pennsylvania governor — were investigated by the FBI and the state police for their involvement with prostitutes during successive personal vacations to Southeast Asia.

Records in a case pending in federal court in Pennsylvania say the lieutenants all admitted hiring the prostitutes on trips between 2002 and 2008.

An Associated Press review of the internal state police records shows the supervisors evaded significant punishment, and a Right-to-Know Law request found no evidence they were discharged or demoted, the state police said Wednesday.

The investigative records were disclosed in an employment discrimination lawsuit filed by retired Cpl. Joe Farthing, a former member of the Executive Service Section, which protects the governor, lieutenant governor and their spouses.

Farthing, an African-American who lives in Lancaster, claims state police brass concocted a racially motivated claim that he had improperly milked overtime while guarding then-Gov. Ed Rendell. He was not implicated in the Asian trips.

Farthing worked closely with one of the three, Lt. John Kruse, as the two top-ranking members of the Executive Service Section.

An undercover FBI agent investigating weapon smuggling in the Philippines spent taxpayer dollars to pay for prostitutes for the suspects and himself at a club later raided for hiring underage girls, a defense attorney has alleged in court filings.

Federal prosecutors acknowledged in court filings that the government reimbursed the agent for $14,500 for entertainment, cocktails and tips over a period of less than a year in 2010 and 2011 in connection with the case. The expenses included $1,600 on a night out in September 2011 at a club known as Area 51 in Manila.

Former Milwaukee County deputy sentenced for child porn
December 22, 2012

A former Milwaukee County sheriff’s deputy has pled guilty in federal court to six counts of possession of child pornography. A judge on Friday handed down a 40 year prison sentence for Phillip Wentzel.

Wentzel was indicted by a grand jury in May for knowingly producing child pornography from 2009 to 2011. Each production included a different underage female. Wentzel posted a profile on a peer-to-peer network seeking “original” images and video of child pornography.
