Why not ignore everything to do with the FBI and CIA and simply start with what the children say.
A girl from the van tells florida investigators
“____ said they would go to peoples houses and babysit. She stated that this was fun because they got to eat what was there, and do what those people wanted them to. She would not elaborate.”

“During this process ____ saw the van registration on this investigator’s pad. she stated that the address which the van was registered to was ‘the warehouse’. She stated that they would go there sometimes.”

The girl has been to the warehouse and has been sent to houses to 'babysit' which involves doing 'what those people wanted them to'.
MPD and Customs raid the warehouse. Customs reports this.
“Further inspection of the premises disclosed numerous files relating to activities of the organization in different parts of the world. Locations I observed are as follows: London, Germany, the Bahamas, Japan, Hong Kong, Malaysia, Africa, Costa Rica, and "Europe." There was also a file identified as "Palestinian." Other files were identified by member name or "project" name. The projects appearing to be operated for commercial purposes under front names for the Finders. There was one file entitled "Pentagon Break-In," and others referring to members operating in foreign countries. Not observed by me but related by an MPD officer were intelligence files on private families not related to the Finders. The process undertaken appears to be have been a systematic response to local newspaper advertisements for babysitters, tutors, etc. A member of the Finders would respond and gather as much information as possible about the habits, identity, occupation, etc., of the family. The use to which this information was to be put is still unknown. There was also a large amount of data collected on various child care organizations.”
Summarizing these findings as -
“On Thursday, February 5, 1987, Senior Special Agent Harrold and I assisted the Washington D.C. Metropolitan Police Department (MPD) with two search warrants involving the possible sexual exploitation of children. During the course of the search warrants, numerous documents were discovered which appeared to be concerned with international trafficking in children, high tech transfer to the United Kingdom, and international transfer of currency.”
Then MPD reports this.
“At Approximately 1530 hrs, 2/18/87, Det_____ spoke with S/A ______ reference any contact the members of the Finders may have had with the Agency, S/A ______ was guarded but frank in his responses. He confirmed that _________ Isabells, now deceased, was an employee of the agency from 1950 until 1971. When asked if our investigation was ‘treading on anyone’s toes out there’, ____ replied ‘sort of’. . He acknowledged that they have had someone working on the case since it first broke on the news media. He also stated that the agency is aware that during the period 1969-1971 __________ traveled to Moscow. North Korea. and North Vietnam. ________________ S/A _____ Stated that he would contact Det_______ on 2/19/87 to arrange to come to this office for further discussion. As of 1430hrs, 2/19/87, he has not contacted this office.
As a practical matter, what is not being said is as important as what S/A ____ has said. ____ acknowledged that we are treading on their toes and that they have had someone working on the case since Feb 5 when it broke. They apparently have a vested interest in ___ and/or group. They have not contacted any of the investigating agencies while they have been working on the case. They are also aware that ________ traveled to prohibited countries during a period of hostilities that could only have been arranged by them. Finally, he stated that _________________________. This could explain a lot about the groups funding, which we have been unable to document to this point. ____________________________________________. Did not know that the person he turned the information over to in Europe was a source of this office and is not aware that the Source brought the Disc back to this office. _____ actually transferred the disc in London. Det______ then turned the Disc over to WFO(?)/FBI, Counter Intelligence office for analyzation. We have not been apprised of the results of that alaysis[sic], nor do we expect to be.
Regardless of what type operation they may be engaged in, there will be no justification for the way the children have been treated, and the matter will be addressed in Family Division, Superior Court.”

Then the FBI get involved and red herrings get sprinkled, the CIA connection is sexy, but all this can be ignored.
There is simply a warehouse in Washington D.C providing child 'babysitters' to families in diplomatic/bureaucratic communities. And a few years later the following report is made
“On October 22, 1991, the undersigned received a telephone notification from Officer _____ 5th District Uniform, midnight section, home telephone number _____________(PROTECT)
Officer ___ advised that he and two footman, Officers _______________ have observed activity which they believe is suspicious in nature.
The officers have observed numerous well dressed males, who operate rental cars and expensive luxury type models, enter the building located at _______________ at late and early morning hours. The subjects and their vehicles do not ‘fit’ the area in which this building is locate, namely the market area of N.E.
On at least one occasion, the officers have observed adult males with a young male child enter the building. This occurred after the midnight section had reported for duty on the street.
On another occasion, Officer ____ stopped a van after it was observed leaving the building in the early morning hours. The van displayed tags which were not listed to a van. The operator identified himself as _______________ He told Officer _______ that he did research ‘stuff’. He also stated that he baby sat children for diplomats. Officer _____ advised the undersigned that the building and the neighborhood is not fit for baby sitting activity, especially after midnight. The subject’s story was very suspicious to Officer _______.
The van is listed to __________________ white male _______________ The vehicle is described as a _____________________________.
Officer __________ advised that to the best of his recollection, this building is the same building which was raided by the police approximately __ years ago for some type of child pornography.”

As i remember the CRIES/UNICEF ring in Belgium had involved diplomatic families in Brussels. Which was busted in March, one month later.
