Suicides by cops under investigation are troubling

Last month, NYPD Inspector Michael Ameri, after several visits from the FBI over an ever-widening corruption scandal, got into his car, parked it near a local golf course, and took his own life.

During a single month in 2012, four different NYPD officers killed themselves.

We can’t know why exactly why Michael Ameri took his life. As the FBI probe deepened, it appears he panicked. Peers and others within the department have struggled to make sense of it.

In isolation, that's understandable, but what Michael Ameri did by taking his own life in the middle of an investigation seems to be an increasing occurrence.

Just last week an NYPD officer accused of sexually assaulting his 13-year-old niece killed himself.

This past April, a Philadelphia Police lieutenant, Vincent Testa, killed himself just a day before he was scheduled to meet with investigators over a theft investigation.

Oakland, Calif., Officer Brendan O'Brien took his own life last year. In a suicide note, he mentioned a series of officers involved with a sexual misconduct scandal that is now engulfing the entire Oakland Police Department. The police chief and several officers have now resigned over the scandal, and it increasingly appears O'Brien was also having sex with a minor. Not only that, but there was an idea he killed his own wife a year earlier, in a death first ruled suspicious, but then later deemed a suicide.

In May of 2015, after being indicted on 40 different counts of molesting a young girl he seduced online, NYPD Officer Joel Doseau, age 43, killed himself in his childhood home.

Veteran Illinois Lt. Charles Gliniewicz, under investigation for stealing and laundering money from a youth program, staged his own suicide to look like he was killed by local men so that his family would collect the full life insurance benefits. For days on end, as a manhunt ensued, the Black Lives Matter Movement was actually blamed for his murder by popular conservatives.

An Arlington, Tex., officer who was under investigation killed himself.

The same was true for a state trooper in Massachusetts.

An FBI agent stands accused of using his position to get all-access passes to a professional football game, according to a Justice Department report.
The passes allowed the agent and two of his friends to access the field for a short period of time.
The Justice Department Office of the Inspector General states that this act was "in violation of FBI ethical guidelines" and a "misuse of position".
In order to defend his actions, the FBI agent noted that he wanted to provide a memorable experience to a friend with a terminal illness.

Fla. sheriff shoots self after jail release on child porn charges

A 17-year veteran Florida sheriff shot himself on Wednesday, just hours after being released from jail on child pornography charges.

Sgt. Kreg Costa, 43, of the Broward County Sheriff's Office, shot himself at his Sunrise home at around 5:30 p.m. and called 911 around the same time. He was found outside of the home and is listed in grave condition, a spokesperson for the Sheriff's officetold the Sun-Sentinel.

Costa, a father of five, was arrested on June 9 for perusing child pornography for several hours during his midnight shift. He was released from jail on Wednesday on $250,000 bail after being held for six nights on 29 charges related to child porn and illicit sex.

Today’s story out of Oakland, California, is like The Wire meeting Game of Thrones. Except that fiction can never be this unbelievable — or as grim.

The Oakland Police Department has gone through three police chiefs in less than ten days in the midst of a potential murder cover-up, child trafficking scandal, and racist texting scandal. The scandal tearing the OPD apart at the seams isn’t a “sex scandal” involving an “underage prostitute,” as local media have described it. Rather, the OPD is destroying itself with a “toxic, macho culture” rooted deep in the force. And those are the mayor’s words.

As of this writing, the eighth largest city in California has no police chief and won’t have one for the foreseeable future. The quickest rundown of how one of the nation’s most corrupt police forces started devouring itself alive is this viral series of tweets from journalist Aura Bogado:

Oakland police officer accused of killing wife, OPD accused of covering up a murder
In June of 2014, Irma Huerta Lopez, the wife of Oakland police officer Brendan O’Brien, reportedly committed suicide in her apartment. Her sister, Paulina Huerta, told the East Bay Express that Lopez’s entire family was suspicious of the circumstances around Irma’s death, accusing O’Brien of killing his wife. Lopez was killed with her husband’s off-duty gun, and two shots were fired.

“Why were there two shots if she killed herself?” Huerta said.

The Express also reported that no gun residue was found on Lopez’s hands, and speculated over whether OPD mishandled evidence to cover up a potential murder:
A sheriff’s department detective covered Huerta Lopez’s hands with paper bags and ordered an OPD crime scene technician to gather evidence to test for gunshot residue, which would indicate she fired the pistol that killed her. It’s unclear if OPD conducted the gunshot residue test.

Huerta Lopez’s coroner’s report, however, noted that there was no visible gunshot residue on her hands. There is no mention of whether O’Brien’s hands were ever swabbed or tested for traces of gunshot residue in the report.

Paulina Huerta told the Express that the OPD never released Lopez’s personal property to the family, including the cellphone she was using the night of her sudden death. The family was also never given a copy of the police department’s autopsy report on Lopez’s body, despite multiple requests. Huerta became further convinced that her sister was murdered when learning the details of her sister’s final moments:

According to Huerta Lopez’s coroner’s report, O’Brien and his wife had been shopping earlier in the evening. They returned home, but got into an argument. O’Brien told responding officers that he had last seen his wife alive fifteen minutes prior to going to a local gas station near the residence, and that, when he returned to his apartment at 10:52 p.m., he “found his wife unresponsive on the bed” with a gunshot wound to the head.

Oakland police officer’s suicide unveils child sex trafficking scandal
In September of 2015, Officer O’Brien killed himself in his apartment and left a suicide note spilling all the details on how he and his OPD colleagues had multiple trysts with an underage sex trafficking victim, who was revealed by local media as Celeste Guap.

In several Facebook posts, Guap confirmed that Officer O’Brien had sex with her, even before she turned 18, making him complicit in statutory rape. Guap told the Express that she had sex with 14 Oakland police officers (three while she was underage), three Richmond police officers (including a lieutenant and a sergeant), and four Alameda County Sheriff’s deputies “as a form of protection” from law enforcement.

“I think cops are fine. They’re cute and all, but it’s like one less officer that’s gonna arrest me,” Guap told the Express.

In March of this year, US District Judge Thelton Henderson condemned the OPD for mishandling the sexual misconduct inquiry. Henderson handed the investigation over to independent police monitor Robert Warshaw, questioning the OPD’s ability to conduct a thorough investigation of its own officers.

OPD officer Luis Roman, who had sex with Guap after she turned 18, met her through fellow officer Giovanni LoVerde. In explicit text messages obtained by the Express, Roman solicited nude pictures of Guap while on duty:

Terryl Smith, another officer who had sex with Guap, leaked undercover operations to her, even sharing police reports and criminal records, which is a violation of department policy.

“He frequently tipped me off to stings,” Guap told the Express. “He’d be like, ‘Don’t go out there’s an undercover operation tonight.”

One officer that Guap had saved as “Superman” in her phone, who never disclosed his name to her, was outed by the Express as Brian J. Bunton, who has been on the force for a little over a year. In another thread of text messages shared with the Express, Officer “Superman” warned Guap to stay away from a prostitution sting:

After this news surfaced, the City of Oakland dismissed police chief Sean Whent, at first claiming he was resigning for “personal reasons.” However, it was later revealed that Whent, a 19-year OPD veteran who led the department’s internal affairs division for years, knew that Guap had multiple sexual relationships with his officers while she was underage.

Guap, whose mother is a police dispatcher for OPD, had tried coming forward to law enforcement, telling both officers and sergeants, along with Whent’s wife, about her underage trysts, to no avail. Warshaw, OPD’s independent monitor put in place by a federal court, ordered Whent’s resignation after it was revealed he knew about Officer O’Brien’s relationship with a child sex trafficking victim.

Whent was replaced by BART Police Deputy Chief Benson Fairow, who was meant to serve as an interim chief while a national search was conducted for a full-time replacement. But less than a week later, Oakland mayor Libby Schaaf fired Fairow for undisclosed reasons, saying that she wasn’t legally allowed to share the details of his dismissal.

Fairow was replaced by OPD Assistant Chief Paul Figueroa — the same officer who shot Occupy Oakland protester and Iraq War veteran Scott Olsen in the face with a tear gas canister — who would go on to resign two days later.

Racist text messaging scandal and detective scandal follow child sex trafficking scandal
Figueroa’s resignation came on the heels of explosive revelations that a high-ranking OPD officer sent racist text messages to multiple officers. NBC Bay Area obtained several of the texts, sent by Trevelyon Jones, who is listed in the City of Oakland employee directory as “Lieutenant of Police” with the OPD’s Internal Affairs department.

High-level misconduct within OPD didn’t stop at child sex trafficking or racist texts, either. The OPD’s incompetency was exposed yet again with the news of the department’s lead homicide detective sharing private department investigations with his girlfriend. Sergeant James Michael Gantt, who joined OPD in 1988, allowed his girlfriend to write up homicide reports, giving her access to sensitive investigative files.

The Express reports that Gantt left the case file for the 2013 murder of local woman Judy Salomon at his girlfriend’s house. After Gantt’s girlfriend discovered Gantt was married, she posted a photo of the case file to social media and called OPD to tell them about his long history of allowing her to write his paperwork. The defendants accused in the Salomon murder still have yet to be tried, with court appearances both today and next month.

Attorneys John Burris and Jim Chanin are now fighting to have the OPD’s training and recruitment processes taken over by federal authorities, citing the multiple scandals as justification to strip OPD of control in who it hires and how it trains new officers.

The City of Oakland fights back against a citizen uprising
As news of the scandals spreads across the Bay Area, the Oakland activist community has been staging frequent protests at OPD headquarters. Several days ago, protesters hung a banner accusing the OPD of being guilty of human trafficking and statutory rape:

Dan Kalb and Noel Gallo, two members of the Oakland City Council, responded by introducing a proposal for a ballot measure that would establish a new, independent police commission that would have complete authority over the OPD, including disciplinary authority for rank-and-file officers, hiring and firing police chiefs, and having unfettered access to all police records.

However, other members of the council have tried repeatedly to stall the measure with parliamentary procedure in order to disqualify it from the 2016 ballot, as all ballot measures for this year’s elections must be approved by July 25. The final hearing for the ballot measure will be in early July, according to the East Bay Citizen. The Oakland Police Officers’ Association has vehemently opposed the ballot measure, saying it “eliminates due process rights available for generations.”

City council member Desley Brooks told the Citizen the multiple scandals within OPD show a lack of compassion toward city residents from Mayor Schaaf and City Hall.

“The administration is unable to look out for the residents of this city,” Brooks said.

While it’s clear the people of Oakland want an overhaul of their police department, it remains unclear whether or not the police department’s allies on the city council will succeed in preventing the ballot measure from making it to the November 8 ballot this year. However, given the breadth of the scandals and the outrage of the community, political retribution is likely for council members who are delaying the measure. Five of eight Oakland City Council seats are up for election this year, and Mayor Schaaf is up for reelection in 2018.

Estes, who passed away suddenly in January, called Richmond, Virginia home, but her role as a community strategist and cofounder of the Community Justice Network resonated across the country. You can read more about her life and work here.



This weekend and next week, the Community Justice Network marks her 60th birthday with a book talk by another Bostonian friend, author Jean Trounstine; a bridge walk and resource fair featuring a public records workshop; and a commemoration at the Charles S. Gilpin Community Farm.
On Saturday, author/activist Jenise Justice Brown will host Trounstine and community leader Tobias Estes for a discussion of Trounstine’s book, Boy With A Knife: A Story of Murder, Remorse, and a Prisoner’s Fight for Justice. This is the culmination of an idea that Lillie had before she died, after her son, John, Tobias’s brother, was murdered. Boy With a Knife invites a discussion on restorative justice, a discussion Lillie hoped to take place in Richmond and across the country.
On Sunday, in collaboration with the Houston Institute, we will gather at 1100 E. Leigh St. for a brief program overviewing the Martin Luther King Jr. Memorial Bridge and its role in the city. We will then walk across the bridge to Martin Luther King Jr. Middle School, where we will hold a resource fair featuring speakers from the Virginia Poverty Law Center, Richmond Transparency and Accountability Project, Richmond for All, Legal Aid Justice Center, Advocates for Youth and more. This resource fair will also include a Richmond-specific overview of public records through a MuckRock lens.

The Greensboro, Maryland police officer Daniel Webster, who was involved in the death of an African-American teen, has been decertified by a state agency that sets training standards for law enforcement.
Webster resigned following his decertification.
 
A spokesman for the Maryland Division of Corrections confirmed the decertification occurred during a meeting of the Police Training and Standards Commission on July 26. However, he could not reveal details about what prompted the board’s decision, citing laws which preclude discussing personnel matters.

I'm here because I have been publishing a little magazine called Lobster for 17 years, part of whose content has been information about, and critical commentaries on, the activities of the British and American - mostly British - security agencies. To intelligence professionals, no doubt, the little I have managed to learn and publish is laughable, both in content and quantity. Even so, Lobster has had its moments. It has been denounced in the House of Commons by Ray Whitney, former head of the Information Research Department, IRD, the state's official, anti-left, psy-war outfit. Oddly enough this was something he omitted to tell the Commons before denouncing me; not that one MP in 50 would know what IRD was had he referred to it.
That I am aware of, I have had two agents of the British secret state - from MI5, I presume - sicced onto me to pick my brains. This happened in 1987/8 when I was deeply embroiled with Colin Wallace and his story about anti-Labour hanky panky in Northern Ireland. I was on the phone to him every day and was talking to lots of journalists who were trying to understand his story. Wallace and I assumed our phones were tapped - though we never had any evidence of this; none of the noises, interference and fragments of recorded conversation played back other people were reporting at that time. Being essentially a one-man band even then - my erstwhile partner Stephen Dorril had abandoned Lobster to write a book - Lobster must have presented a peculiar problem to an organisation like MI5. How do you penetrate a one man band? After you have the phonetaps on and the mail intercept, what else is there to do? In the case of something like CND it's easy: someone is sent to join and then volunteer to work at head office. Incidentally, the talk of MI5 'penetrating' CND is a joke: any member could work in head office. It was an open organisation, it ran on volunteers and it had no secrets.
So here we were in 1987: MI5 contemplating what to do about Lobster.
What they did was really quite subtle. I was a fairly serious runner then and used to regularly run round the grass perimeter of the University of Hull playing fields. There were three of us running round this field at lunch-times and eventually we got to talking in the changing rooms, and then went for a beer afterwards; and I became friends with one of them, a post-doc researcher, a man called... let's call him John. Nice guy: on a similar wavelength to me politically; interesting life; good stories; good drinking companion - and, of course, he was really interested in the little magazine I was publishing and what I was working on. At that point nobody in Hull was interested in what I was doing and I was happy to talk to him. I had no secrets.
About 6 months after I met him I got a call from an American journalist I know called Jim Hougan. Hougan had been chatting to a friend, who had a contact in the FBI and somehow this little magazine produced in Hull, England, came up. Don't worry about Lobster, was the message, Lobster has been penetrated. That seemed absolutely hilarious to Hougan and me. Typical spook bullshit, we thought, claiming to have penetrated an organisation consisting of one man. We had a good laugh down the transatlantic phone line and I forgot about it.
About a month later, as I was cycling through Hull city centre, out of a clear blue sky, without any conscious musings on my part, I thought: 'It must be John' - and about six months experience suddenly reorganised itself in my head. Yes, it was my new running, drinking, talking, buddy John. He'd been pretty clever about it but I knew it was him. Through his girlfriend I let him know I had sussed him and I never saw him again.
That, you might think, would be the end of it. Not so. A few weeks went by and another person tried to attach himself to me, this time claiming to be to be a former MI5 agent who would spill the beans. But he was ill, so ill, and the NHS in London was so bad.....This goes on for some weeks and I initially take him se

Last month, the Denver Police Department completed two years of indirectly monitoring migrants and youth for the Department of Homeland Security
Since the early days of the Trump Administration, one centerpiece of President Barack Obama’s counterror policy has remained mostly untouched.
Countering Violent Extremism, or CVE, is an Obama-era program that was pitched as a community driven approach to national security. The thesis of CVE, that law enforcement can prevent extremist violence by strengthening relationships with community leaders, hinges on the widely discredited assumption that there is some way to predict who does or does not become a terrorist.
