Republicans helped set up Putin’s lobbying operations in America

A Soviet-emigre professor and longtime Republican conservative movement insider named Dr. Edward Lozansky wrote and published a book with the Russian Ministry of Foreign Affairs about lobbying and influence in American politics.

Inside it, the Lozansky Doctrine reads like a roadmap to the tactics and extensive network of Soviet emigres and Russians in Diaspora that the Kremlin deployed before, during and after the Kremlin’s 2016 election attacks and influence campaign.

The book included a much celebrated “Afterword” by a sitting Republican Congressman Curt Weldon from Pennsylvania, who lost his seat after a Russia-linked corruption scandal.

But Weldon’s political career exploded back into public view recently as a new, mysterious subject in the ongoing US Senate Judiciary Committee investigation into President Trump’s data firm Cambridge Analytica, and his personal lawyer Michael Cohen’s Ukrainian business ties.

Last week, former Ukrainian lawmaker Andrii Artemenko fingered Curt Weldon as a co-author of the infamous “peace plan” which he infamously delivered to Felix Sater and on to Trump’s personal lawyer Michael Cohen to be handed to the disgraced former Trump National Security Advisor, Gen. Michael Flynn.

In February 2016, Weldon drafted the plan at a Pennsylvania college with a Ukrainian billionaire linked to Trump’s jailed former Campaign Chairman Paul Manafort, shortly before Roger Stone and “Trump whisperer” Tom Barrack recommended him to the Republican candidate.

“[I] never met Weldon,” mafia-linked, longtime Trump associate Felix Sater told us via a Twitter chat, explaining that his role in the plan was as an intermediary to his childhood friend Cohen, “Artemenko came to me to ask if the plan could be shown to the administration so I arranged a meeting with Michael [Cohen]. I have no idea who worked on the plan.”

Meanwhile, Dr. Lozansky’s high-level Republican Party contacts — like President Reagan’s former Attorney General Edwin Meese — continue to work with the Moscow-based professor to advance pro-Kremlin agenda, to this day.

A book deal with the Russian Ministry of Foreign Affairs

Last year, Michael Weiss obtained and reported on a copy of a similar book in The Daily Beast — a 30-year old KGB training manual — which exposed the Russian intelligence agency’s recruitment doctrine.

But Dr. Lozansky’s book is different.

His is a book written for the Ministry of Foreign Affairs about political influence and using ethnic affinity to create a lobby, not just information gathering or targeting individuals.

The book written specifically about influencing American policy by using political influence, a task he has personally done for 40 years now from inside the highest levels of the Republican party‘s conservative movement, which he learned by hosting annual World Russia Forum events.

Today, it’s considered a textbook for Russia’s Americanists and propagandists.

And Dr. Lozansky’s book is written specifically through the lens of his decades of experience with the Republican Party and its numerous religious, conservative and libertarian movements.

The book outlines a goal of activating the Russian diaspora in America, and influential businessmen instead as messengers to achieve policy reform, rather than state organs. (Chapter 7 is quoted throughout this story and embedded below.)

The doctrine from Dr. Lozansky’s book reads like a roadmap for the Russian Ministry of Foreign Affairs’ activities.

Shortly after Professor Lozansky wrote his book, Ethnic Lobbying in the US. On the prospect of a Russian-American lobby, for the Ministry of Foreign Affairs, Russia’s government ramped up their lobbying efforts using its doctrine to impact American politics by creating a propaganda machine, state-directed non-governmental organizations, alongside state-connected business influencers aka Russian oligarchs..


By 2005, two men central to the Kremlin’s eventual political operations in America — Russian oligarch Oleg Deripaska, Washington think-tank President Dimitri Simes — joined forces and held a meeting with Putin’s first internet propagandist that leaked to the media.

Weeks later, indicted former Trump Campaign Chairman Paul Manafort signed a contract to work to help Putin’s public image, while resurrecting the Ukrainian Party of Regions.

From Moscow to the Moral Majority

“It’s quite obvious that he’s a KGB influence agent here and I don’t think there’s anybody that has a doubt about it,” says expert Anders Åslund, Ph.D. who is the Atlantic Council resident senior fellow for Eurasian and Russian affairs and a Georgetown professor.

In 1976, Dr. Lozansky departed his prized position at the Kurchatov Institute to allegedly become a Russian dissident scientist.

Soon afterward, Dr. Lozansky quickly became a Republican insider and linked up with Paul Weyrich, one of the leading movement conservatives from the 1970s until his death in 2008.

In 1982, he created an international news stir to get his wife sent to America, took citizenship and his wife Tatiana co-founded the first Young Republicans chapter in Moscow.

Thereafter he became part of the backers behind President Reagan’s Star Wars initiative” (SDI) testifying in front of Congress as a founding member of the Science and Engineering Committee for a Secure World.

Dr. Lozansky also became an indispensable asset to Heritage Foundation co-founder Paul Weyrich, and grew increasingly active in official Soviet circles during the Glasnost period up to and during the time of the fall of the Soviet Union.

In 1990, he created an “unofficial” Russian Embassy or trade mission at 1800 Connecticut Avenue.

It’s called “Russia House.”

Today, it’s a Russian restaurant, to which Lozansky retains a key.

In the early 1990s a pair of Americans including L. Ron Scheman — who worked as a DC lobbyist with Henry Kissinger — filed a FARA registration just because they were working with Dr. Lozansky’s Russia House.

Two months after they filed, Dr. Lozansky denied being a foreign-directed agent, but only in Soviet state-run newspaper, Komosomolskaya Pravda.

One of those FARA registered Russian agents traveled to Moscow with former President Nixon and Kissinger in early 1992 with The Fund for Democracy and Development.

L. Ron Scheman was also the President of the Fund, which distributed food aid behind the crumbling Iron Curtain after the Soviet Union fell.

He made former President Nixon the Fund’s honorary Chairman.

The Fund’s press release indicates that Dimitri Simes accompanied the delegation to Russia.

Years later, an official Russian trade mission opened nearby in D.C.’s Dupont Circle neighborhood no later than 1997, but it was ordered closed last August.

“From the start of my time at Carnegie Center in 1994,” says Åslund, who went on to work at the Peterson Institute and Brookings Institute, “I disinvited Lozansky.”

Dr. Lozansky’s unusual story began as a member of the Soviet upper class and his education in the Communist state’s highest physics schools, which he says led to a personal relationship with a younger man named Sergey Kislyak before his departure to America.

The year before Dr. Lozansky’s book was published, Kislyak became Russia’s Deputy Foreign Minister.

Sergey Kislyak is best known in America today as the former Ambassador from Russia whose meetings with Trump’s campaign and transition team officials have launched numerous investigations.

He met with Trump campaign advisors Jeff Sessions and Carter Page during the 2016 presidential campaign.

But the Ambassador’s surreptitious visits to Trump Tower during the presidential transition have become of keen interest to Special Counsel Mueller’s investigators.

Ambassador Kislyak discussions about sanctions during the transition with Trump’s former National Security Advisor, and Gen. Flynn’s lies to the FBI about those talks, led to his guilty plea last year, and cooperation with prosecutors.

Dr. Lozansky credibly claims to have a relationship with the former Ambassador that dates back to the Soviet-era.

Dr. Lozansky was sufficiently senior in 2009 to go to the Russian Federation Council to immerse its Vice Chairman Alexander Torshin, about conservative American politics in an officially documented meeting.

Soon after Torshin planned the 2010 World Russia Forum with Dr. Lozansky, he joined the NRA and ingratiated himself with its leadership.

The Lozansky Doctrine

The Russian state began building their propaganda apparatus following what I will term the “Lozansky Doctrine” by launching two supposedly independent English language broadcasters, which became a foundation for the creation of other pro-Kremlin groups.

The Lozansky Doctrine specifies that no Russian government funds or would be overtly provided for political activities, to bolster claims that America’s Foreign Agents Registration Act (FARA) law should not apply to their foreign lobbying efforts.

The other goal of Lozansky’s Doctrine is to distance messengers from the Russian state, providing plausible deniability for the Kremlin and increased authenticity for their propagandists, who claim to be independent voices.

Lastly, the Lozasnky Doctrine describes using businesspeople to advance Russia’s political aspirations in America.

In the last year, both RT and Sputnik News have been forced to register under FARA as official media organs of the Russian Federation’s government, because of their state-directed editorial viewpoints.

Dr. Lozansky got personally involved in the creation of the New York Institute for Democracy and Cooperation (IDC), which was the Kremlin’s official “unofficial” think tank, with offices in Moscow and Paris.

According to the Lozansky Doctrine, the IDC obtains funding from private individuals, but it is run by a lawyer very close to the Kremlin, and the Russian Foreign Minister appointed him to that position.

However, the Kremlin’s press agent Ketchum stepped out out of line with the Lozansky Doctrine, because their extensive advance work for the launch of the IDC is reported in a lengthy FARA disclosure filed with the US Department of Justice.

Strangely, the Kremlin’s PR company met with Dr. Lozansky and the head of the IDC New York before meeting with State Department officials the following month, which are some of the activities the Kremlin paid $400,000 monthly to arrange.

Dr. Lozansky’s book describes achieving the Russian state’s political goals with private spending, from the “diaspora” of emigres who left the Soviet state before it collapsed.

Part 5 of the 5 part series, Chapter 2 of the Grand Old Putin Party:

Russia’s written guide to lobbying and influence in American politics

Dr. Edward Dimitrievich Lozansky — a longtime Republican insider and Russian-American professor at Moscow Engineering Physics Institute — wrote a manual that appears the basis of the Russian government’s doctrine and actions to use non-government agents of influence and emigres to influence American politics.

In 2004, Dr. Edward D. Lozansky wrote the book “Ethnic Lobbying in the US. On the prospect of a Russian-American lobby” as an expert text about Russian-American ethnic lobbying in America for Vladimir Putin’s government.

Lozansky’s book was published in 2004 by the Russian Foreign Ministry’s official publishing house “International Relations.”

By 2011, Dr. Lozansky said that his book became a “textbook in some of the Russian educational institutions and it is even used as a Ph.D. thesis source.” (translation)

Dr. Lozansky’s book proposed the following overall plan for Russia to create an integrated political and influence lobby in the United States:

— Promote Russia as a partner of the West in the fight against terrorism.
 — Create information centers to provide American politicians and society with full and objective information about Russia.
 — Create investment projects.
 — Increase scientific, business, education and cultural exchanges between our two countries.
 — Start a discussion about the workings of Russian law.
 — Hold conferences, seminars, and forums on the direction of relations between the US and Russia.
It seems like writing such a book and working with a state-run publishing company would by necessity involve some input or direction from a Russian government agency and payments, and trigger the disclosure rules under America’s FARA law.

The book’s primary use is to help Russia’s cloud of propagandists, state-run agencies and think tanks to evade or publicly excuse their unreported foreign directed political activities that might cause FARA registration.

Dr. Lozansky has a long and well documented professional history as an agent of influence for the Kremlin, as well as a Republican insider and right-wing activist in Washington, D.C.

His book supplies a considerable part of the theoretical basis for Russia’s influence operations, as well as the rationale for obscuring the Russia Today and Sputnik News networks direct financial support from Putin’s government as well as that of other entities.

This story will also detail his links to the Kremlin’s propaganda agencies through the years, and how he groomed the Russian Foreign Ministry’s stable of pro-Putin shills to influence American Congressmen and public opinion through the years, without registering as the agent of a foreign power, or as a lobbyist.

His forums used to connect U.S. Congressmen with Russian influencers, propagandists, businesspeople and Russian parliamentarians; celebrated by Putin’s embassy in Washington.

Now, Lozansky’s pro-Putin oriented World Russia Forum has been reduced to claiming credit for one of the Embassy’s ceremonial events.

Also, Dr. Lozansky’s frequent co-author Global Strategic Communications Group principal, former GOP Senate staffer and Katehon think tank member James Jatras, submitted a petition on WhiteHouse.gov, asking that President Trump hold a summit meeting with Vladimir Putin.

That is the full extent of this year’s World Russia Forum.

Ten days after their petition went up, Fox News suddenly reported that Trump’s Ambassador to Russia is, in fact, working on such a meeting.

Dr. Lozansky has a long-running, sometimes very public relationship with former Russian Ambassador Sergey Kislyak, who was a regular speaker at the professor’s World Russia Forums.

He says his relationship with Kislyak actually dates to the Soviet-era when the two men were colleagues at the same Moscow nuclear physics academy, which amplifies the importance of the professor’s book.

It was published right after Kislyak became Putin’s Deputy Foreign Minister in 2003.

“To be sure, the Kremlin uses diaspora groups, NGOs, and cultural organizations to conduct influence operations around the world,” says former National Security Council Russia specialist Dr. Michael Carpenter who is now the Senior Director Penn Biden Center for Diplomacy and Global Engagement.

“It also uses the state-run cultural organization Rossotrudnichestvo,” says Carpenter, “as a cover assignment for its intelligence operatives.”

The Rossotrudnichestvo was launched by Russian President Dmitri Medvedev in 2008, and through its US office, the Russian Cultural Center, it sponsored Dr. Lozansky’s World Russia Forums from 2008 through 2012.

The Seattle-based Discovery Institute — an American creationist and climate change denial 501c3 company — also began sponsoring Dr. Lozansky’s forums when its “Real Russia” project was launched in 2008. The Institute removed the Real Russia project from its website, but remains in Archive.org, along with two other sites to assist Dr. Lozansky’s efforts.

Discovery Institute even created a brand new website for the forum and a new Russia blog for Dr. Lozansky when he got involved with the mission two years later because it needed funding:

“to provide a true, accurate picture of life in modern-day Russia, to promote realistic U.S./Russian relations, and to become a recognized and trusted source of information regarding Russia for U.S. policymakers, business leaders, media and the general public.”
Dr. Lozansky began fighting against the Jackson-Vanik sanctions in 2004 — here, testifying to the federal government’s US Helsinki Commission — which he continued in 2010 in Congress.

In 2011, Dr. Lozansky sued President Obama in federal court along with Anthony Salvia — who helped the professor’s activist group communicate with the Reagan White House in 1984 in his role as a Pentagon official — and is currently Director of a public relations firm called the Global Strategic Communications Group.

They lost.

In 2012, Congress enacted the Magnitsky Act sanctions against human rights violators, which also repealed the outdated Jackson-Vanik sanctions against Russia.

Notably, Anthony Salvia appeared on Dr. Lozansky’s list of American University in Moscow fellows since 2012, in his role with the anti-NATO non-profit American Institute in Ukraine, but someone has removed his between this February and now.

Notably, Russia’s attack on America’s 2016 elections was very openly aimed at generating quid pro quo to secure Donald Trump’s support to repeal the new Magnitsky Act sanctions, including follow ups after the polls closed.

Over the years, Russian journalists have publicly questioned why Dr. Lozansky doesn’t register as an agent of the Russian Federation under FARA; his answers are typically evasive, long, and sometimes hostile.

Afterword by a Republican Congressman

The “Afterword” to Lozansky’s book was written by Congressman Curt Weldon (R-PA), which was a stand-alone 2001 essay entitled “A New Time, A New Beginning.”

A sometimes artifact laden documentary by Transterra Media calls Weldon’s “New Time” essay the forum’s foundational document in the documentary’s footage of the 2002 World Russia Forum in a 25-minute runtime.

The documentary features video of former Republican Speaker of the House Dennis Hastert — later convicted of violating the Patriot Act to cover up speaking at the 2002 World Russia Forum event who said, “I would be remiss if I didn’t comment on the work of Curt Weldon, who has been an undying advocate in building those relationships with the Duma.”

There’s also a clip of the former Representative from Pennsylvania personally presenting his essay to Russian President Vladimir Putin and U.S. President George W. Bush in the film.

Rep. Weldon spent an extraordinary time in Russia during that era, and gained access to places most Americans never imagined going; for example, holding a meeting with the head of the FSB in Lubyanka, the infamous headquarters of the KGB on Felix Dherzinsky Square.

Weldon published his own comprehensive history of US-Russia relations just last year in National Interest (the CFTNI’s official outlet) at the same time that the Weldon-Rovt “peace plan” was being circulated in Trump’s inner circle, which notes that Russian President Vladimir Putin abandoned his engagement strategy around the time of Bush’s war of choice in Iraq in 2003.

Current Washington Post reporter Shane Harris wrote a story for the National Journal entitled “The Troublemaker” about Weldon, which detailed his efforts investigating 9/11. Weldon told him:

“I was chairman of the defense research committee. Nobody was more identified with data mining and data collaboration than I was…. I had been involved in it up to my eyeballs!”
Late last year, California Senator Dianne Feinstein included Weldon in an investigative demand letter related to the Cambridge Analytica data theft scandal.

Former Rep. Weldon also worked hard to get the Pentagon to cut a $97 million check to IEG Group — a Kremlin-linked company for access to WMD sites because it had “access to the inner circle of Putin” in addition to members of the Duma.

Weldon cited IEG’s CEO Vladimir Petrosyan as one of his key allies in the fight to remove the Soviet-era relic Jackson-Vanik sanctions against Russia, in a 2003 Moscow Times column.

By 2006, Rep. Weldon — then Co-Chair of the Congressional Ukrainian caucus— co-sponsored a successful bill to remove those sanctions against Ukraine.

IEG also employed Alexander Bortnikov — who is then and now the head of the Russian FSB intelligence service— as well as the Russian Army’s Chief of Staff at the time.

It turned out that Weldon’s former Chief of Staff Russell Caso Jr.’s wife was getting paid by IEG’s CEO for a ‘make work’ job during that time. But the Department of Justice prosecuted him after he omitted his wife’s side-work from his financial disclosures.

Caso Jr. pled guilty to honest services fraud conspiracy for failing to report funds paid from IEG to his wife before he started working for Weldon, which he publicly maintains was an accident. He was later exonerated on appeal by on a precedent-setting legal technicality, but declined to talk to us publicly about his time in D.C.

A public raid on his daughter’s house — related to $500,000 in lobbying payments she accepted from Russian natural gas company Itera— is what ultimately sunk Weldon’s re-election campaign, but didn’t result in criminal charges against the ex-Congressman.

Russia’s state-run oil company Rosneft bought Itera in 2013.

Former Rep. Weldon went back to Moscow on July 12th, 2016 during the course of the last presidential election, ostensibly to meet longtime friend Kirsan Ilyumzhinov, the head of FIDE, the International Chess Federation.

Last week, The Atlantic reported that Weldon’s close relationship with Ukrainian lawmaker Andrii Artemenko — an associate of Trump’s personal lawyer Michael Cohen involved in a back-channel peace plan— has drawn him into the orbit of the Trump Russia affair.

Weldon is the subject of a current Senate Judiciary Committee investigation.


How the Government of Russia Applied Lozansky’s Lessons

Soon after the Russian MFA published Lozansky’s book, the government of Russia launched a pair of American news outlets which were supposed to be editorially separate from Kremlin control.

Sputnik News was founded on November 10th, 2004, soon after Lozansky’s book was published.

RT was founded a year later on September 15th, 2005.

Both English-language, Russian state-run media companies, worked with “American partners” — domestic entities that produced their US programming.

But the Russian broadcasters’ claims of editorial independence melted after Putin’s invasion of Ukraine led to on-air resignations by Americans who refused to whitewash the invasion.

Both were required to register as Russian agents under FARA in the last year by the Department of Justice, who found that the two state-run broadcasters were directed by Moscow, a registration which entails detailed reporting requirements and disclosures on their content.

Dr. Lozansky’s book contains textbook examples of how the Kremlin uses outside think tanks and academics to formulate doctrine, which turn into actionable government plans or to use their networks to recruit assets for use by the Ministry of Foreign Affairs.

He wrote that using the Russian Federation’s budget wouldn’t be appropriate to fund new influence operations or lobbying efforts through Americans. Dr. Lozansky wrote:

“In future this organization should be able to get the financial support from the diaspora. Also it is possible that some parts of this organization will be making some money by lobbying profitable business projects, while other parts of the organization can use that income for establishing cooperation in science, culture, education and other non-profit areas.”
The modern Rossotrudnichestvo is such an organization.

It was founded on September 6th, 2008 by Presidential ukase (decree) by Dmitri Medvedev and placed under the jurisdiction of the Russian Ministry of Foreign Affairs.

Its organizational aims as a cultural mission include international civilian aid outreach to Russian nationals abroad, as well as supporting cultural activities and bringing foreign nationals to Moscow.

The FBI has investigated the Rossotrudnichstevo’s junkets as a spy recruitment tool.

More recently, former British intelligence officer Christopher Steele cited the Rossotrudnichestvo as the host of a secret meeting between Donald Trump’s personal lawyer and Russian agents.

Here is another excerpt from Lozansky’s book:

“Another question is financing of the new organization. If we consider financing from the Russian budget as unacceptable, the obvious financial source is Russian companies seeking access to the American market.”
The Russian billionaire Vekselberg created a group called the Skolkovo Foundation in 2010 under the auspices of a foreign policy reset during President Obama’s first term of office.

By 2014 the FBI was so alarmed by its commercial espionage activities that Agent Lucia Siboro wrote a dire op-ed in the Boston Biz Journal:

The FBI’s proactive stance is illustrated by the genesis of the warning about the Russians. When the FBI observed a new pattern of Russian government-funded businesses increasing their footprint in Boston and Silicon Valley by seeking joint ventures with U.S. companies and academic institutions, its analysts and agents reviewed the pattern to discern the factors and motivations behind their sudden emergence.
It was determined that the partnerships were primarily promoted by the Skolkovo Foundation, founded by Russian president Dmitry Medvedev in 2010. The Foundation may be a means for the Russian government to access our nation’s sensitive or classified research, development facilities and dual-use technologies with military and commercial applications.
An old example of private funding for state driven NGO activity is the American-Russian Chamber of Commerce and Industry (ARCCI), founded in 1993 after the end of the Cold War.

Russia’s former Ambassador to America Yuri V. Ushakov was one of the groups Honorary Chairmen, and former Rep. Weldon served as ARCCI’s Honorary Co-Chairman.

Viktor Vekselberg’s company Renova sponsored ARCCI’s 2005 awards dinner of the American-Russian Chamber of Commerce and Industry.

Russian-American billionaire Len Blavatnik’s Access Industries also sponsored the event.

Former Congressman Chuck Taylor (R-NC) took home an ARCCI award that night, according to Sputnik News. Taylor has the distinction of becoming the first American to own a bank in Russia, with ex-KGB officer Boris Bolshakov as a partner.

In 2006, an election year, former Rep. Taylor brought 20 Russian exchange students to Western North Carolina to folk dance with then-Russian Ambassador Uhsakov, using US tax dollars.

Not long after being named one of the 20 most corrupt Congressmen by Citizens for Responsibility and Ethics in Washington (CREW), Chuck Taylor lost his, re-election campaign, despite having spent over $3 million dollars in a small media market.

Last December, President Trump’s current National Security Advisor — the neocon John Bolton — just spoke at Taylor’s recent 25th Annual Holiday Dinner in Asheville, N.C.

Vekselberg’s Renova Foundation is also a sponsor of the above mentioned Valdai Club, along with his former business partners at Alfa Bank and the state-run bank VTB, which President Trump’s Russian mob-connected business partner solicited in 2015 for Trump Tower Moscow financing.

Russian businessmen aka oligarchs, become agents of statecraft

The year after Lozansky’s book came out, former Trump Campaign Manager Paul Manafort pitched and later signed a $10 million per year public relations campaign contract with Putin-linked oligarch Oleg Deripaska.

But two Moscow newspapers reported that Deripaska had more assistance, both from Vladimir Putin’s first state-run media publisher, Gleb Pavlovsky. He also obtained input from a politically influential Soviet-emigre American citizen named Dimitri Simes.

“He was a first secretary for the Komsomol at the Soviet (Russian) Academy of Sciences before emigrating to the US,” says Åslund about Simes’ membership in the All-Lennin Leninist Young Communist League.

Dimitri Simes is a former Nixon advisor as well as the current CEO, and President of The Center for the National Interest, successor to the Nixon Institute after the ex-president’s family wished to dissociate themselves from their pro-Putin political views.

Dimitri Simes too, expressed relief when the Nixon name was dropped from CFTNI, since there was a bunker mentality surrounding Republican stalwarts and their urge to re-litigate Watergate, to focus the think tank on it’s pro-Kremlin “realist” school of foreign policy thought.

“Lozansky is a crude pro-Putin propagandist,” said Åslund describing the two contrasting Soviet-emigres, who have avoided each other’s paths in Washington, D.C., who both became longtime conservative movement and Republican insiders, “but Simes is an extremely skilled operator who offers subtle arguments that always favor the Russian President.”

However, Dimitri Simes made a very high profile appearance with Russian President Vladimir Putin at the Valdai Club’s 10th Anniversary event in 2013.

Soon thereafter, Simes reverted to his more typical low profile presence, as a GOP Senatorial foreign policy advisor the following year.

The Valdai Club was founded in 2004, and in 2016 it became a part of the Russian Foreign Ministry’s operation through a missing Maltese professor who informed to President Trump’s now-convicted former campaign foreign policy aide George Papadopoulos about emails stolen from Hillary Clinton.

A month after that, the CFTNI went on to host the Trump Campaign’s foreign policy launch event where Ambassador Kislyak met the front-running Republican Presidential nominee backstage at the Mayflower Hotel in Washington, D.C.

It was an event that the convicted former Trump campaign foreign policy advisor George Papadopoulos later called “a signal to meet.”

Recent news reports indicate that Special Counsel Robert Mueller is aggressively investigating certain Soviet-born American citizens for their unusual political giving during the 2016 election cycle because it’s illegal to allow a foreign person or government to direct campaign donations.

One of Mueller’s targets is Len Blavatnik — the owner of Access Industries and the UK’s wealthiest man — who was caught in a major privatization scandal with Harvard in the 1990s.

Blavatnik used his access to become a multi-billionaire in the Russian oil business with his partners in Rusal, the recently sanctioned aluminum business with oligarchs Oleg Deripaska and Viktor Vekselberg.

Both men have been sanctioned by the US Treasury Department recently, for interfering in the 2016 elections.

Vekselberg was questioned by Special Counsel Mueller’s probe recently as his frequent contacts with Donald Trump’s personal attorney Michael Cohen — punctuated by cash payments from Columbus Nova — have dominated news headlines recently.


The Kremlin’s Think Tank and Manafort’s Non-Profit

The highest profile, most consequential example of private funding for a state think tank is the ironically named Institute for Democracy and Cooperation (IDC) which opened branches in New York and Paris.

The IDC New York’s tight ties to the Russian Ministry of Foreign Affairs as a pro-Kremlin propaganda think tank were apparent right away, even to the US government.

American operations by the IDC ceased in June 2015, when its former US leader Andranik Migranyan praised Hitler in his defense of human rights, but he is personally still active in “realism” driven, far-right American politics today.

But the most famous story about the IDC involves its international head, the lawyer Anatoly Kucharena, who chairs the F.S.B. intelligence agency’s public chamber, and became American defector Edward Snowden’s Russian counsel.

Another example of a non-profit think tank which was used for covert lobbying in America, The European Centre for a Modern Ukraine (ECFMU), has made national headlines recently because of its connection to the indicated Trump campaign manager.

Paul Manafort created the ECFMU and hired former European leaders and used cutouts and firms to secretly direct their American lobbying efforts on behalf of his pro-Kremlin Ukrainian clients.

The resulting cover up of ECFMU’s unregistered foreign lobbying just led to Special Counsel Mueller indicting him for obstruction of justice, along with his GRU trained Ukrainian political fixer, Konstantin Kilimnik.

An array of similar, pro-Kremlin groups sprouted in the five year period before Russia attacked America’s elections.

By 2015, the World Russia Forum event shrank to little more than an unscripted room rental at George Washington University and a reception at the Russian Embassy.

Last year’s World Russia Forum was not held in the halls of the U.S. Senate.

So, Dr. Lozansky settled for installing a statue of former Soviet Premier Mikhail Gorbachev with former President Ronald Reagan in Moscow, for which he raised funds with the Republican’s former Attorney General Edwin Meese, his convicted former National Security Advisor Robert “Bud” McFarlane and one of his former administration officials, turned lobbyist.

He made a press release about it through the fascist LaRouche organization — which has become a Russian political party. Dr. Lozansky placed a grievance filled op-editorial about bilateral relations in the Washington Times. His statue unveiling ceremony got blanket coverage in Russian state media like RT, in RIA Novosti, and TASS, as well as virtually blanket coverage by the BBC and the Telegraph of London.

The American Conservative reported that the event was attended by the Russian Ministry of Foreign Affairs, whose Russkiy Mir Foundation also sponsored the event.

Nor was this year’s World Russia Forum held in Washington D.C.’s corridors of power.

Instead, the Sputnik News Service mourned the end of Lozansky’s World Russia Forum in late April with a wire-only news release sent at 10 pm on a Friday night entitled, “US Lawmakers Ignore Invitations for US-Russia Forum Driving It Off Capitol Hill — Founder.”

America’s branch of Sputnik didn’t even bother putting the World Russia Forum’s demise on their own website.

The 2018 World Russia Forum is nothing but a web page with the text of a link to a White House petition — written by former Republican Senate staffer and Global Strategic Communications Group executive James Jatras — asking President Donald Trump to meet Russian President Vladimir Putin.

Talks to arrange a Putin-Trump summit are ongoing.
