Defend Black Lives - Defund Police Terror!
You don't need this newsletter to tell you about the massive outpouring of Black-led outrage, grieving and resistance in response to the racist police murder of George Floyd in Minneapolis, against the backdrop of the terrible racist disparities in infections and deaths from COVID-19. Starting in Minneapolis and spreading swiftly to Los Angeles -- ground zero for racist police killings with impunity in the US despite decades of so-called reforms -- people took to the streets in disruptive and angry protests, and were met with renewed brutality and repression, teargas, rubber bullets and mass arrests. Over 3000 arrests for failure to disperse and curfew violations were made by the LAPD alone, not even counting separate arrests by the LA Sheriffs Dept and local cops in Santa Monica, Long Beach and elsewhere.

Some people were apparently more concerned about so-called "vandalism" and property destruction than about the taking of lives by the police. Civil unrest on this order of magnitude, particularly when met with provocative state violence as the peaceful protests have been, almost always results in some "vandalism" and "looting" (a racially charged word -- remember the differences in how Black and white people expropriating what they needed in New Orleans after Katrina were treated and referred to).

But polls show that 54% of the US public believes that the burning down of the Minneapolis police precinct was a valid response to the situation. Property destruction is not the same as state violence; whereas property protection is always undergirded by state violence. People who vandalized or even burned police cars, the people who painted George Floyd's face and Black Lives Matter slogans on the statue of Robert E. Lee in Richmond VA, are heroic and exemplary to my way of thinking; their actions are righteous. Same goes for the people who lobbed tear gas cannisters back at the police. Did you see the gif of the Somali woman in a hijab doing exactly that in Minneapolis? Inspiring.

The map above also highlights in orange (appropriately) the 23 states where the National Guard has been called out.
But this has proven to be a problem in itself for the rulers - in Los Angeles, Guard troops took a knee with protesters in Hollywood when they were supposed to blocking further passage, and the marchers moved on to continue protesting.
The most significant aspect is that these massive, multi-racial, international, diverse, militant demonstrations have been Black-led, with millions of people moved to conscious anti-racist action and rejection of institutionalized and internalized racism and anti-Blackness. Demand that members of the county Board of Supervisors rescind their endorsement of Lacey for re-election in November (she was denied election in the March primary and forced into a run-off in the fall through concerted opposition by families of people killed by law enforcement with impunity in LA County under her tenure as DA). 70,000 people watched a livestream on YouTube offered by KTLA of the first Police Commission (#LAPCFails) since the uprising, as hundreds of people spoke out to #FirePoliceChiefMoore and to #DefundThePolice. In response, Garcetti proposed to cut about $100 million from the LAPD budget to transfer to unspecified community programs in the Black community.

To the editor: Imagine how large the LAPD’s budget is if it can cut out $100 million without making too much of a dent. That’s only about 5% of its $1.86-billion 54% share of the city budget. (And the LAPD get other money besides, in federal grants, civil forfeitures, and from its contract with Metro to police the trains.)

The city’s offer of cuts should meet police abolitionists halfway on defunding the LAPD, still one of the deadliest police departments in the U.S. For starters, chop the budget in half (that would still be almost $1 billion wasted on policing).

Start cutting at the top — Chief Michel Moore must go. Sell the damaged police vehicles for scrap and don’t replace them. Shut down the predatory policing programs that criminalize poor black people for who they are.

Deal with social and economic problems such as homelessness with social workers and housing, not cops. Get police out of the schools and off the buses and trains, and put money into a reeducation program that finds them some meaningful and socially useful work to do. Fund community peacemakers.

RACIAL DISPARITIES IN COVID EXPOSE INSTITUTIONAL RACISM
Resistance to racist police murders with impunity is inextricable from the ongoing COVID-19 pandemic and its disproportionate impact on Black, Brown and indigenous people. Even apart from the threat of police violence and the use of National Guard and even US military forces against them, protesters understood they were risking infection and death by going out into the street and close-quarters public demonstrations. Medical professional underlined that police use of teargas, which was widespread, increased the risk or infection and "super-spreader" events dramatically.

EXCERPT: A small community of volunteers, currently led by The Atlantic staff writer Alexis Madrigal, launched The COVID Tracking Project in an effort to aggregate and make sense of numerous and confusing data sources. It then partnered with the Antiracist Center to found The COVID Racial Data Tracker. “This outbreak will not affect everyone equally,” says Madrigal. “It is moving through [US] institutional structures and socioeconomic realities. The COVID Racial Data Tracker is really to track racism, not to track race.”

Indeed, predominately Black counties have experienced three times the infection rate and six times the deaths as predominately White counties during the virus’s initial wave, which hit big cities hard. In L.A., for example, Latinx people made up 44% of the population, but 65% of the deaths.

Many states are not reporting infections among Native Americans—whose history already includes being ravaged by infections, such as smallpox and tuberculosis, carried by Europeans. But what we do know looks grim. Though Native Americans make up just 6% of Arizona’s population, they account for 16% of the state’s deaths. In New Mexico, they comprise 11% of the population, but 31% of deaths.

[But though communities of color are facing greater impact, testing resources have gone elsewhere.] In mid-April, an analysis by the New York Post found that 3.8 out of every 100 residents of Staten Island had been tested, as compared to only 2.9 per 100 in the Bronx and 2.5 per 100 in Queens. Staten Island is 75% white; the Bronx and Queens consist primarily of people of color. 22 of the 30 ZIP codes where the greatest numbers of COVID tests were conducted were either Whiter or wealthier than the city as a whole.

The Murder of George Floyd: The Longest Running Play in America

Think of Derek Chauvin’s knee. The weight of it. The sadistic centuries-deep applied weight of it. Its brutality. Its power. Its ball-bearing-like, skull-like, stone-like shape. How the knee’s deadly utility must have given him such pleasure. How George Floyd’s pleas for life must have sharpened that pleasure. (Why else would he have crushed George’s life so slowly?) How this knee was his, personally, but also the blunt instrument of history, how it did the work his meaty hands could have done - strangling George Floyd. But to strangle George Floyd with his hands, he would have had to look him in the face. See his human face. The knee was a brutal coward’s knee.

What was Derek Chauvin thinking? Or in what part of his brain was he thinking? What reptilian brainstem part? Was he thinking in the same part as was the white sailor on a slave ship who chained Africans in the hold and refused them water as they died? Or the slave breaker, Edward Cove, who savagely beat the teenage Frederick Douglass for demanding the dignity of manhood? Or the grinning white Klan members as they hauled another struggling black man into a poplar tree by his neck, then lit a fire under him, then posed for photos? Was he thinking in the same part as were the mounted police in Selma while charging the peaceful Civil Rights marchers on the Edmund Pettus Bridge? Or the killers of Trayvon Martin, Mike Brown, Tamir Rice, Laquan McDonald, Erik Garner, Breonna Taylor, Sandra Bland, Ahmaud Aubery, etc., etc., etc., etc.

Which is to say Derek Chauvin was not thinking at all. His knee was not thinking. Derek and his knee were playing their part in the same morality play being performed in America for 400 years. He knew his part in the longest running play in our history. No new lines to memorize. Every other day the curtain goes up on this play, staged in another city or town. The line of cops waiting to audition for leading roles stretches like a blue rope around the neck of this country. But who buys the tickets? Who fills the theater? Whose will is being asserted in this tedious, blood-curdling, repetitious, racist drama? What all those white supremacists in our family tree - from Jefferson, Madison and Washington to Donald J. Trump - fail to see is that any greatness in this country belongs to the people of color who have demanded that America live up to its own ideals: Harriet Tubman, Sojourner Truth, Frederick Douglass, John Brown (not Black, but might as well have been), W.E.B. Du Bois, Paul Robeson, Fannie Lou Hamer, Bob Moses, Claudette Colvin, Rosa Parks, Ella Baker, James Baldwin, Bayard Rustin, John Lewis, Malcolm X, Rev. King, Muhammad Ali, Langston Hughes, Charles Hamilton Houston, Rev. Wiliam Barber. Michelle Alexander, Bryan Stevenson - to name a few. What Derek Chauvin’s knee has failed to learn is that those people not only strove to save the humanity of people of color but the humanity white people, too. Or is that what his knee knows and resents so profoundly?

I, for one, am sick of this play. I want the theater shut down. bulldozed, buried. I’m sick of analyzing the persistence of racism in America. The simple fact of it has eaten my soul. I want every gratuitous murder of a black person answered with a life sentence for the killer. How can we defend the rule of law when the law is a racist murderer? How can we defend democracy when our democracy is a corporate plutocracy holding a noose? It’s not that I can’t breathe. It’s that I’m ashamed to breathe the racist air.

And what was George Floyd thinking? In his fear and pain and suffocation, he may not have been able to think at all. But if he was, it may have been the clarity of one thought that had haunted him for 46 years: finally American racism, like a drone missile, had f

From 1935 to 1958, J. Edgar Hoover and the FBI battled with producers of radio shows such as Gang Busters and The FBI in Peace and War, objecting to portrayals of the Bureau. FBI officials believed that those and certain other programs undermined the Bureau's authority and legitimacy through story lines emphasizing sensational violence and the thrill of the chase rather than staid logic and scientific detection. Eventually the FBI created and promoted its own radio crime drama in an effort to control its public image, valorize its authority and justify its ongoing cultural and jurisdictional growth. Any study of FBI public relations is incomplete without a review of Director J. Edgar Hoover's handwritten comments on memoranda, known within the Bureau as “blue gems.” The director ruled the FBI's strictly hierarchical bureaucracy largely through those comments on documents that crossed his desk and then flowed back the bureaucracy carrying his orders. For this study, more than five hundred of Hoover's blue gems on topics related to public relations were reviewed and sorted into categories based on the work of organizational communication scholars Daniel Katz and Robert L. Kahn. Hoover's blue gems provide a window into his minute-to-minute thought process. They are a record of the director's efforts to influence policy on public relations and of his managers' efforts to adhere to Hoover's ideological statements, explanatory notes, and task-specific directives.

Everybody knows about the second of two violent police attacks on peaceful citizens in Buffalo last week.
On June 4, two members of the Buffalo Police Department Emergency Response Team knocked 75-year-old Martin Gugino to the ground in front of the city hall steps. They were clearing the area of demonstrators, even though city hall had, at that point, been closed for four hours, there were only a few demonstrators, and they weren’t doing anything but standing there.
When he was shoved to the ground, Gugino was just trying to talk to them. He had a helmet in his left hand, a cell phone in his right. After he hit the ground, with blood streaming from his right ear, a policeman went to help him, but a superior officer pushed him away. The line of police moved on, leaving Gugino unconscious on

On June 17, 2019, a massive 20-ton cocaine bust went down at the port of Philadelphia aboard a container ship calling at the port.  Today is the one-year anniversary of that drug bust, the second largest in American history, and one of five covered in “Gangster Planet.”
Agents from a multi-agency Federal task force swarmed aboard a two block-long container ship called the MSC GAYANE, the second largest in the world.
The official story of the massive drug seizure—which is simple, but wrong—has the task force stumble onto a massive drug shipment on the container ship as it entered the port of Philadelphia.
However, the story contains more anomalies than a YouTube video about Area 51.  Even worse is that everything about the ‘Big Big Blow Bust’ remains highly classified

People who commit sexual harm have commonly experienced trauma as children or adults. Like most of us at some point in our lives, they could use therapy. But civil commitment is prison, and incarceration is psychologically destructive; indefinite detention borders on psychological torture—the opposite of therapy. Furthermore, the “treatment” arm of the sex offense legal regime asks us all to collaborate, recruiting the public, helping professions, schools, religious institutions, and even families to police the state’s boundaries between sexual normalcy and deviance. The radical approach to civil commitment is to stop thinking of sexual violence as a sociopathology from which the community must be safeguarded, and to turn instead to social and environmental approaches that engage the community in helping people who have done harm to live nonviolent lives.   The Levine and Meiners essay is attached as a PDF file.
