Ted Bundy victim Donna Gail Manson - MKUltra links?

Donna Gail Manson is one of serial killer Ted Bundy's suspected victims from the period in 1974 when he was committing murders in the Pacific Northwest. She lived in Olympia WA attending the Evergreen State College (also the 1972-77 alma mater of Simpsons creator Matt Groening, a pal of Jeffrey Epstein who reportedly received a foot massage from victim Virginia Giuffre), engaging in somewhat of a party lifestyle replete with drugs and sex. Also interestingly, Donna was known to be fascinated with magic, witchcraft, and the occult. On March 12, 1974 she vanished on the way to an on-campus jazz concert, and has never been found. Bundy confessed to her murder shortly before his execution but it is unclear if any evidence backs that up.

Bundy chronicler Ann Rule, a former friend of Bundy through law enforcement circles who went on to cover his case, described something interesting in her book The Stranger Beside Me about Donna's esoteric interests:

The investigators had found several slips of paper in Donna's room. One listed "Thought Power Inc." A preliminary check by the detectives showed this to be a licensed business in Olympia, located in a neat older home. Seminars on positive thinking and mind discipline were held there. The owners had changed the name to the "Institute of ESP" just before Donna disappeared.


It suggested that Donna was somehow linked to a parapsychology organization in Olympia. Quite fascinating, because it is parapsychology topics like ESP that the CIA was known to be studying at the time under MKUltra and related projects. After unsuccessfully trying to find anything on the organizations that Rule named in her book, I got the Thurston County (Olympia) Sheriff's Office files on Donna's disappearance to see if any information was there: https://archive.org/details/Bundy_ThurstonCoSO And there turned out to be a lot of intriguing content, about the Institute and many other things.

First, we can see that Ann Rule was not accurate in the name she gave. It was actually Silva Mind Control International (spun off from https://en.wikipedia.org/wiki/Silva_Method) or the Institute of Insight, per police notes on p.78:

p.162 - interest in a sex offender Jack Kyle Silva (could there be any connection to José Silva who was the originator of the "Silva Mind Control" method that the Institute appears to have based itself on?):

p.161-162 - some local tells a hitchhiker "Thurston County [is] a weird place" (given its later history of the local GOP chairman Paul Ingram ritually abusing his children, I would tend to agree) and that "police [don't] know half of the facts":

p.175 - while in college, Donna was pursuing a project on magic, sorcery, and witchcraft, so she was referred to a faculty advisor on the University of Washington experimental campus named "Richard Allan Miller":

His website says he was "Northwest Regional Director of Mankind Research Unlimited (MRU), the Washington D.C. based paranormal investigation team" under Dr. Carl Schleicher. MRU is a parapsychology research institution, once again matching up with the CIA's own interests at the time as part of MKUltra, so any intelligence connections to the outfit would be quite significant. And who is Dr. Schleicher (https://mankindresearchunlimited.weebly.com/dr-carl-schleicher.html) but another intelligence operative?

All research was conducted on a “need to know” basis. No one seems able to make a coherent story of it, though rumors about connections of Director Schleicher to MK Ultra run rampant. What is known is he had ten active years of military service (1955-1966) for the Navy as a “war games expert,” cryptologist, and spy in Europe. After his Naval service, Schleicher went into “exotic areas of knowledge” with a mandate to “peek discretely into the unknown”. He avoided marriage, saying, “My mission is different.” He always claimed his mission was “humanitarian.”


My friend John Brisson, an expert on the Finders cult (the 1987 investigation of which was infamously shut down by the CIA), reports that MRU head Carl Schleicher and Finders leader Marion Pettie (who has a military intelligence background and both a wife and son involved in the CIA) knew each other. So these two Washington DC-based groups interested in mental manipulation are not just in close proximity but their leaders know each other too.

And Donna Manson, meanwhile, is only a degree or so of separation from this web of US intelligence entities studying parapsychology phenomena. Her faculty advisor on her research project into occult topics was a Navy intel person who worked under another Navy intel person rumored to be part of MKUltra...

This is not the last time that parapsychology comes up either. It shows up again later in the files, and actually draws a connection to yet another Bundy victim, Susan Rancourt (who disappeared April 17, 1974 and whose skull was found on Taylor Mountain). Her sister was a member of Thurston County's sheriff's reserves as well as a part-time security officer at the same college that Donna attended, and she, curiously enough, claimed to have ESP abilities (p.515):

p.256 - a list of alleged facts about Donna, including promiscuity and catching venereal disease, an "unusual interest in death as well as magic, the occult and alchemy", having a boyfriend in Spain, and being a frequent user of LSD:

p.357 - one of Donna's friends or acquaintances reportedly thought she might have been involved with the Symbionese Liberation Army (SLA):

p.366 - another person who knew Donna comments on her arguably-strange level of fascination with death:

p.419 - unclear why, but it appears that the number of someone at Fairchild Air Force Base was in Donna's possession:

Especially relevant to the question of what happened to Donna are the various sightings of her months after her disappearance. Taken together, it appears that whatever happened to Donna, she was not killed immediately if she was killed at all. And there are signs of potential links to drugs and prostitution, e.g. through motorcycle gangs and the fact that she always seems to be accompanied by some other man.

p.325 - Donna may have been sighted in Vancouver months after her disappearance with a "hippy type":

p.498 - two witnesses say that Donna was at a party circa late July 1974 with a motorcycle gang known as "The Tribe":

p.529 - a girl who resembled Donna was seen two months after Donna's disappearance, and claimed she was staying with a "Ted". This is incredibly curious, because this was in May 1974, nearly 2 months before the name "Ted" had even been brought up in relation to the case:

Could Donna have been involved with Ted Bundy prior to her disappearance? Per p.318, her personal notebooks make reference to a "Gimli" with a "broken hand cast", the same ruse that Bundy used to lure victims:

And then there is a very fascinating account on p.603-605, as it is probably the first account I've seen in police files to discuss the possibility of Bundy having a murder accomplice, and it also describes Bundy and his partner being with an Olympia girl suffering from venereal disease who may well have been Donna:

I think there is a lot in this one police file challenging the consensus view of Ted Bundy as a lone nut killer randomly seeking out victims. It appears that he and Donna were connected to each other and shared likely (wittingly or unwittingly) intelligence ties as well.
