This list is not a conclusive judgement on the investigation as it is still ongoing but a list that will help measure the quality of the investigation. A real investigation should come up with answers to every single question. Presenting this list is also a way of documenting that the critical public follows the investigation very carefully and has all theses questions it wished to be answered. Contrary to most of the media who have apparently forgotten that asking questions was once the main aspect of investigative journalism. All in all detectives are viewing films from more than 5000 cameras. (Express, 7/15/05) “So far, they have collected more than 12,000 CCTV tapes, of which they have viewed around 6,000. They expect to view around 25,000 in total.” <a href="http://www.guardian.co.uk/attackonlondon/story/0,16132,1531453,00.html">www.guardian.co.uk/attackonlondon/story/0,16132,1531453,00.html</a> Therefore the CCTV cameras should be considered as a perfect eyewitness of the 7/7 bombings as all of them happened in public places and all four alleged bombers travelled to their final destination with public transport. 1. Why does the CCTV image from Luton (the only photo showing all four alleged bombers) sometimes have no stamp at all, sometimes a stamp only of the date, sometimes of date and time, sometimes of date, time and number of the camera? <img src="http://news.bbc.co.uk/nol/shared/spl/hi/pop_ups/05/uk_enl_1121567244/img/laun.jpg"/> 2. As CCTV images do stills every three seconds why wasn’t another image from the same camera at Luton released that allows to see all four persons more clearly? The quality of the image is so bad that one alleged bomber doesn’t even seem to have a face. 3. There was talk of a strange fifth person: “CCTV pictures show him (alleged bomber Hasib Hussain) at Luton station at 7:20am. With his three fellow killers and possibly a fifth terrorist, he travelled from there to King's Cross, where the suicide mission began. “ <a href="http://news.scotsman.com/uk.cfm?id=1398122005">news.scotsman.com/uk.cfm?id=1398122005</a> Why weren’t theses CCTV pictures made public so people could help? Who is this fifth person? 4. The media first reported of a CCTV image made in King’s Cross that showed all four. Yet, the only image is from Luton. <a href="http://www.guardian.co.uk/attackonlondon/story/0,16132,1527404,00.html">www.guardian.co.uk/attackonlondon/story/0,16132,1527404,00.html</a> Why then did the media report of the King’s Cross one? If it exists: Why was this one never made public? 5. Why is there only one close up photo of the alleged bombers Hasib Hussain? <img src="http://images.scotsman.com/2005/07/15/15suib.jpg"/> There should be many many more. 6. Why is this the only close up photo of any of the four alleged bombers? Why was not a single other photo from 7/7 released? There should be many many more. Keep in mind that much more photos have been released for the alleged bombers of the second attack on 7/21 although both incidents happened basically in the same public space. Why the huge difference? 7. Why especially was no photo published showing the four alleged bombers entering their last tube and their last bus? This would be a very important proof of their crime. Keep in mind that tube and busses do have CCTV cameras inside. Why is no CCTV image released showing the alleged bombers with their backsacks sitting at the place in the tube where the bomb exploded? 9. Summary: Although the CCTV cameras should have provided Scotland Yard with an unparalleled amount of visual evidence the absence of published evidence is striking. If Scotland Yard has more evidence in his hands why don’t they publish them moreover if they would many questions they raised would be answered by theses images. The journey of the alleged bombers: 10. The CCTV at Luton was made at 7:21. <a href="http://www.smh.com.au/news/world/london-bomber-slipped-the-net-twice-before/2005/07/17/1121538868658.html">www.smh.com.au/news/world/london-bomber-slipped-the-net-twice-before/2005/07/17/1121538868658.html</a> The four alleged bombers are said to have arrived at 8:30 at King’s Cross. ‘AP, 7/12/05) Yet, the trip does take much less time then one hour (departure and arrival times are: 7:24-7:59, 7:30-8:03, 7:40-8:15 and 7:48-8:19). So, what did the four do in the mean time? 11. Officially the four alleged bombers arrived at 8:30 at King’s Cross. Their final destination of three of them takes clearly less than 20 minutes. (Russel Station is only one station) What did they do during theses 20 minutes? What do CCTV images show? 12. Scotland Yard is wondering why Hasib Hussain waited for 81 minutes till his bomb exploded. There is speculation that he was supposed to board the Northern Line. <a href="http://www.guardian.co.uk/attackonlondon/story/0,16132,1529899,00.html">www.guardian.co.uk/attackonlondon/story/0,16132,1529899,00.html</a> Why is Scotland Yard forced to speculate ? Why don’t they simply watch the CCTV images from the Northern Line halt at King’s Cross? If Hussain tried to board it but couldn’t because the line was temporarily interrupted one should see Hussain arriving at the halt and disappointedly returning. Why the need to speculate? Summary: CCTV images should basically tell us everything the four alleged bombers made on 7/7 in public spaces yet Scotland Yard is far from knowing a lot as it seems. Besides a vague photo from Luton at 7:21 we have nothing at hands. Eyewitnesses: Not only the CCTV cameras should be of great help for the investigation but eyewitnesses as well. Especially given the fact that the crime happened in public space, that many eyewitnesses have survived the blasts and that the four bombers should have been seen in Luton, in the Thameslink, waiting at the tube station etc. 13. An open question is still for Scotland Yard on which bus station Hasib Hussain got on bus no. 30. <a href="http://news.scotsman.com/uk.cfm?id=1398122005">news.scotsman.com/uk.cfm?id=1398122005</a> Why does no eyewitness remembers on which station Hussain got on the bus? 14. Very crucial is the question: Why is there in general not a single eyewitness so far who actually saw one of the four alleged bombers? 15. There are two special cases of eyewitnesses that needs further specification: Richard Jones who claims to have seen Hasib Hussain in bus no. 30 and Bruce Lait who was in the tube that exploded at Liverpool Street. Why is Richard Jones all over the news although it is fairly easy to prove that he can’t have seen Hussain on bus no.30? Of course it is possible that Richard Jones simply mistook his neighbour for Hussain. But it is noteworthy that Jones’ accounts also has striking contradictions with the account of the bus driver George Paradakis: Richard Jones describes in his accounts that because of the alleged bomber who didn’t stop fidgeting in his backsack he was annoyed and wanted to get off. Such was the demand for buses that Psarabakis was unable to pick up all the passengers looking to board the number 30. Confused by the re-routing, the driver pulled up at the junction of Upper Woburn Place and Tavistock Place to ask two traffic wardens' advice on the best route to Marble Arch. As the wardens approached the bus, an explosion ripped through the upper deck of Psarabakis's vehicle, throwing the roof onto the street.” (Sunday Tribune, 7/10/05) The parking attendant warden Ade Soji agrees with the bus driver: “Ade Soji, 35, a parking attendant from Dagenham, east London, said he had given directions to the driver of the diverted bus just before it exploded. "The bus stopped and the driver asked me the name of the street," Mr Soji said. "I told him Tavistock Square and he called me over. Just as I was about to go, I heard the bus explode. "In another second I would have been dead. I had to run for my life. I looked back and saw the roof flying over." <a href="http://www.portal.telegraph.co.uk/news/main.jhtml?xml=/news/2005/07/08/nbomb208.xml">www.portal.telegraph.co.uk/news/main.jhtml?xml=/news/2005/07/08/nbomb208.xml</a> (Sunday Herald, 7/10/05) While Jones states that the bus continued its way and Paradakis states he stopped (apparently not to let off any passengers but to ask for the best way – although how likely is it that an experience bus driver gets lost?) and didn’t have a chance to continue his way because of the blast. Moreover Jones clearly mentions that he and a dozen passengers got off then why does Paradakis mention that he couldn’t allow waiting people to get on his bus? There should be some space for a dozen passengers, shouldn’t it. Was Richard Jones really on bus no. 30? Where are accounts of any of the dozens passengers that experienced exactly the same miraculous survival as Richard Jones? 17. Bruce Lait had been on the tube on Liverpool Street. His recollection of who is in the carriage is very precise: “He recalled that the carriage had about 20-25 people in it, from all walks of life, and aged from their teens to over 60. The metal was pushed upwards as if the bomb was underneath the train. How come “metal was pushed upwards as if the bomb was underneath the train.”? 19. Was the bomb underneath the train? Summary: Not only the absence of CCTV evidences but also of any eyewitness who actually saw the alleged bombers. To put it in a nutshell: The strange thing is that the four alleged bombers somehow managed to be neither witnessed by other people nor by any CCTV camera. Analysing the crash sites : 20. Given the suspicion that a bomb was underneath the carriage (based on Bruce Lait’s account): Is there any official description of the damage done to this carriage? 21. Are there furthermore official documentations about the damage done to the two other tubes and bus no. 30? 22. Is there any conclusion where the bombs were placed? Analysing the bombs: One central question in any case of a explosion is to determine what kind of bomb was used. 23. Why is it so difficult to examine the explosives? Was alcohol used in the explosives as the story of Lindsay buying perfumes for £700 suggests? Why was the story of Lindsay buying perfumes for 700 £ needed to realize the use of alcohol? If not, what is the sense of Lindsay’s excessive shooping? 25. Based on the statement that Scotland Yard still doesn’t know the compounds of the bomb used this comparison between the bombs from 7/7 and 7/21 appears surprising: “THE same prolific bombmaker built the deadly devices used by the two suicide squads that attacked London this month, security sources have told The Times. A number of bombs and components, some packed with nails to cause death and maximum injury, were recovered from a car parked by the July 7 bombers at Luton station. Senior sources told The Times that the devices recovered at Luton are “strikingly similar in their configuration and contents” to the unexploded bomb found at Warren Street Tube station on July 21.” <a href="http://www.timesonline.co.uk/article/0,,22989-1711357,00.html">www.timesonline.co.uk/article/0,,22989-1711357,00.html</a> On the first glance this statement creates a sort of missing link between the two attacks, yet: How can they know that if they still have no clue what kind of bombs were used on 7/7 ? Summary: Again what is striking is the absence of any conclusive statement. Bombs and explosives left in Luton: 26. “Investigators reportedly found another nine bombs in Lindsay's red Fiat, which had been parked at Luton railway station.” <a href="http://www.smh.com.au/news/world/london-bomber-slipped-the-net-twice-before/2005/07/17/1121538868658.html">www.smh.com.au/news/world/london-bomber-slipped-the-net-twice-before/2005/07/17/1121538868658.html</a> Why would an alleged bomber that normally would aim for the biggest possible destruction leave nine bombs behind instead of using them or distributing them to his fellow bombers in order to create an even bigger destruction? 27. The presented bombs (on photos as well) are nail bombs. <img src="http://newsimg.bbc.co.uk/media/images/41350000/jpg/_41350537_bombxraygallery.jpg"/> Why did the alleged bombers apparently leave nail bombs in the car while taking simple bombs for the attacks? 30. Why should the alleged bombers leave bombs in general (they could perfectly have used as well in the attacks) in the cars at Luton? The following explanation hardly makes sense: "I believe that the explosives left in that car were left there for a second strike," said Bob Ayers, a London-based terrorism consultant with expertise in demolition. "But the metropolitan police responded so quickly, they were able to get to the car and take control of the car before the second team could get the explosives and leave."" <a href="http://abcnews.go.com/WNT/LondonBlasts/story?id=979905">abcnews.go.com/WNT/LondonBlasts/story?id=979905</a> But how can that be? A second team should have gotten to Luton to pick up the bombs?? Why not give them the day before? Btw the police took the car on July 12. That means the plan was the bombs should stay for more than five days in the car waiting for the second team? 31. Till when was the car rented? 32. What’s the name on the receipt and the given car type? 35. Explosives were also found in a “a car parked at Luton Central railway station.” <a href="http://news.bbc.co.uk/2/hi/uk_news/4677601.stm">news.bbc.co.uk/2/hi/uk_news/4677601.stm</a> Why would the four alleged bombers carry the explosives in the car ? 36. Given the fact that bombs and explosives (and traces of explosives in the bathtub of el Nashar in Leeds <a href="http://www.smh.com.au/news/world/london-bomber-slipped-the-net-twice-before/2005/07/17/1121538868658.html">www.smh.com.au/news/world/london-bomber-slipped-the-net-twice-before/2005/07/17/1121538868658.html</a>) have been found: It shouldn’t be difficult to determine the compounds of a bomb. Shouldn’t this help determing the compounds of the bombs actually used in the blasts? Is it the same material? Summary: Here for the first time we do have huge evidence. Yet, it is again striking that the story what actually was found at Luton Station changes again and again. And without implying anything it has to be pointed out that this evidence can’t compensate the strange absence of other evidences (as images and eyewitnesses of the presence in London of the alleged bombers) and it could have been planted. Timing devices: Important aspect as well: How was the bomb detonated? With a cell phone like in Madrid, with a trigger or with a timing device. How did the alleged bombers manage the simultaneity of the attack? Again so far there is big confusion in Scotland Yard. 38. Why the conflicting reporting from normally very well-informed sources? Summary: Again striking is the many conflicting reports. The alleged bombers: 40. There are contradictory reports about Germaine Lindsay’s age; Normally he’s believed to have been 19. Sometimes 29. Why is there the same problem as with his first name? (There are about six different versions in the media of his first name) It has been reported: ““Yesterday, it was claimed that Lindsay was tracked by FBI agents when he visited relatives in America. British officials had asked the US to keep tabs on him while he stayed with family in Cleveland in 1994 and 2000. At that time, his mother Mary reportedly lived in the city and has since remarried. During the 2000 visit, the FBI put him under close surveillance. Other buses certainly should have been effected by the masses of people leaving the tubes as well! 61. Leaving aside the odds that an experienced busdriver gets lost in the centre of London: Why would George Paradakis stop to ask the name of the street and his way? IN the aftermath of the London 7/7 bombings in 2005, Samantha Lewthwaite would take some convincing her husband Germaine Lindsay was involved.

The then 22-year-old, who was just weeks away from giving birth to his daughter, said there was no way the “peaceful man” was the suicide bomber on the Tube’s Piccadilly Line who killed 26 people and himself in the coordinated terror strike across the British capital which claimed 52 civilian lives and injured 700 others.

Then police provided her with the forensic evidence and in, in her words, her “world collapsed”.

“The day will come when I’ll have to tell (our children) what he did,” she told the press at the time.

She added: “I was crying when I saw people looking for family members. Obviously I didn’t know then I was linked to what I was seeing.”

If she didn’t know then she does now and eight years later it is unlikely she is shedding anything but crocodile tears as in a shopping mall in Kenya she allegedly mowed down innocent shoppers including families, all in the name of Islam.

At the time of reporting there are still mixed reports as to her alleged involvement in the atrocities at the Westgate shopping mall that has left more than 70 dead and scores injured.

But what is clear is the once British schoolgirl turned Muslim-convert grieving widow has become a terrorist wanted for a string of plots and attacks on the West in soft targets overseas. Now British authorities fear it’s all training for a bigger picture, for the woman dubbed the “White Widow” to emulate her husband’s final feat on home soil.

THE youngest of three children, Lewthwaite was born December 5, 1983 in Banbridge in Northern Ireland where her father Andy was serving with the British army in the 9th/12th Royal Lancers.

Andy had met his wife Christine Allen in Northern Ireland during a posting in the 1970s. They all lived for a time in Northern Ireland, including after Andy had left the army, but then moved to a rural corner of Britain in Aylesbury in Buckinghamshire about 70km from central London.

She was described by friends as a happy average girl, quite shy, who liked pop music and David Beckham, wearing makeup and shopping with friends and attended the co-ed The Grange secondary school.

In 1995 her parents separated, a split that devastated Lewthwaite. She took solace from her Muslim neighbours, whom she believed represented a stronger family unit.

Shortly after she began learning about the faith during religious studies lessons at school and told friends she planned to convert to Islam and within two years at the age of 17 she was wearing the Jihab gown that covered her body except for the hands and face.

Sometime later her face too would be covered except for her eyes. Those around her at school said the wearing of the garments had filled her with confidence and she was a changed girl. Her parents would never come to terms with her conversion and they became estranged.

She was studying for a degree in religion at the School of Oriental and African Studies at Russell Square in central London when she met the Jamaican-born fellow Muslim-convert Germaine Lindsay, an unemployed carpet layer, on an Islamic website. They arranged to meet for the first time at an anti-war rally in central London and were married within months.

There is divided opinion whether the “marriage” was arranged but an Islamic service was held in Aylesbury, under their Islamic names Asmantara and Jamal, although since it was not in a mosque or licensed venue it was never official. Her parents did not attend the ceremony.

In 2004 the couple had a son and 14 months later a daughter, she was eight months pregnant when Lindsay, then 19, detonated his backpack of explosives on the train between the Russell Square and Kings Cross Tube stations.

In 2003, prior to the bombing the family had moved back to Aylesbury.

AFTER the 7/7 bombings, Lewthwaite was at pains to point out she was clueless as to her husband’s apparent radicalisation, plot and subsequent bombing attack.

She issued several statements saying the attack was a shock to her. Her family including father, sister Sabrina and brother Allan issued a separate statement speaking of their horror of the attack and appealing for public help for information to put the full picture together.

Lewthwaite was placed by police under protective custody with fears she could be a target for a revenge attack. She later moved to northern England then disappeared resurfacing in Pakistan, South Africa then later Tanzania, Kenya and Somalia. By this stage she had very little contact with her family.

It was in Pakistan she reportedly met Habib Ghani, a fanatic from Hounslow in West London. He was born to a Pakistani father and Kenyan mother and had been training in Pakistan to become a terrorist with specific skills in bomb making. She gave birth to a third child in 2009 and it was widely suspected it was Ghani’s.

Lewthwaite was by this stage also reportedly training as a terrorist and was suspected of having been involved in at least half a dozen hand grenade attacks in and around Mombasa, Kenya’s second largest city. They were targeting mostly soft targets including churches, nightclubs and bars.

BY December 2011, Kenyan and British authorities suspected Lewthwaite, Ghani and other British terror suspects had become part of the terror group Al-Shabaab (loosely translated as “the youth”) a cell of al-Qaeda.

Working together, intelligence agents from both countries uncovered a Christmas terror plot by al-Shabaab to attack hotel resorts, ferries and a shopping mall all used by Western foreigners in the port city of Mombasa.

Police raided three homes, one of which was Lewthwaite’s and inside one they found crude bomb-making materials similar to that used in the London bombings.

Lewthwaite armed with a laptop and bomb parts including up to 500 fuses and bundles of US cash had escaped the police cordon somehow but officers found a South African passport under the name Natalie Faye Webb, 26, but carrying Lewthwaite’s photograph.

It was one of three identities she had been using to move about, one of which was her own. She escaped with her children and Ghani but another Londoner Jermaine Grant was detained.

From Grant, police gleaned much information about Lewthwaite’s activities and her association including alleged marriage to Ghani. They were to raid another three homes, two of which were also occupied by Lewthwaite for a time.

Police also found in the original raided apartment a diary in which Lewthwaite said she hoped her children would one day become suicide bombers.

The number of bodies beneath collapsed floors remains unknown -- at the Kenya mall attacked by al Shabaab militants. Gavino Garay reports.

She had been dubbed the White Widow around the time of the death of Lindsay but the name was now taking on a different meaning with intelligence agencies including the CIA listing her on most wanted lists on suspicions of carrying out low-level terror attacks but plotting larger ones against Western targets.

Last March when she was listed by the CIA, Interpol and Scotland Yard’s counter terrorist command as a “British extremist” and fugitive suspected of having trained other female jihadist for explosive attacks and carried out grenade attacks herself, her father Andy, now 57, was still in denial and claimed there was no way his daughter would be involved “in anything to do with terrorism”.

“She was so badly affected by what happened before and would have nothing to do with it I am sure of that,” he said.

Police then gained intelligence that she and others, hiding out in a remote part of Somalia, were plotting to free Grant from jail where he was awaiting trial over the Christmas bomb plot. Authorities were forced to move him several times to different prisons.

For a while she had been using a Twitter account to rail against the West but otherwise was lying low.

On September 13 this year bombmaker Ghani, also known as Osama al-Britani and Sheik Towfiq, was killed in a gunbattle in Somalia alongside one of America’s most wanted terrorists Omar Hammami, also known as al-Amriki (The American).

They were killed by members of their own al-Shabaab cohorts after a split in the group in June. Lewthwaite, also known as Sherafiyah and also Asmaa Shahidah Bint-Andrews, was nowhere to be seen but there were unconfirmed reports she was living for a time with Ghani even though by this stage he had a wife and children of his own.

She was on the run again with other foreign Muslim convert extremists and her children. The 29-year-old was at this stage believed to be a mother of four.

AS authorities battled it out with the militants in Nairobi’s Westgate mall this week, Grant, 31, was facing court on the earlier bomb plot charges.

In Northern Ireland, Lewthwaite’s 85-year-old grandmother Elizabeth Allen — who had earlier been given a panic alarm by police should Lewthwaite ever show up — collapsed under the strain of the knowledge her granddaughter had been implicated in the latest extremist atrocities. She remains in hospital suffering “severe stress”.

There have been numerous conflicting reports of the “pale skinned” woman involved in the latest atrocity but if the body found in the mall is confirmed as Lewthwaite it would have been the end of a very turbulent life for the once happy carefree teenager.

If nothing else her involvement in the terror attack and that of other foreigners from Britain and the US, will prompt an international response to al-Shabaab which began as a gang to combat Kenya’s military battling Somalia militants but now has turned this dispute into an international war

7/7 attacks: What is MI5 hiding?

Lower Manhattan, New York City, September 11, 2001; a shocking event leads to the declaration of the so-called global “War on Terror” lead by the United States Government.

The world changed after 9/11. Since then Governments across the world and the British Government in particular have introduced anti-terror laws that have compromised essential liberties in the society.

But that was not enough for the British officials. There was a need for another shock to the society to introduce laws to discipline those who were outspoken about the Government’s behaviors.

On the morning of July 7, 2005, Londoners started their day with panicking news. On that day, several explosions occurred on the public transport system in the city of London.

Fifty-six people, including four alleged suicide bombers, died in three explosions on the London underground and one explosion on a London bus.

Within hours, the British Government, the Metropolitan Police, Intelligence agencies and many others started to propagate stories that do not simply add up to common sense.

Nine years on and there is still no clear picture of what happened that day. British officials hoped that time will erode the ambiguities, but they are now turned to snowballs attracting more attention among the public.

Preliminary Events: Coincidence or Planned?

In May 2004, the BBC’s investigative current affairs program “Panorama” had a panel of experts discussing how Britain would react to a terrorist attack just like the future 7/7 bombings. The scenario included three explosions on the London Underground and one of a vehicle.

The program entitled “London Under Attack” depicted a fictional terrorist attack. It was presented in a documentary style as if it were really happening. Surprisingly the simulation was as similar as possible to the real event that happened months later.

On the morning of 7 July 2005, there was one more territory that has caused controversy ever since. Senior Metropolitan police officer Peter Power was conducting a tabletop exercise that morning, that not only envisaged the attacks on the Underground involving three simultaneous explosions at 3 tube stations but a bombing on a bus. Power’s scenario involved the very same underground locations that were attacked in real life that morning...

The London 7/7 Mock Terror Drill: What Relationship to the Real Time Terror Attacks?
Global Research – August 8, 2005

A fictional “scenario” of multiple bomb attacks on London’s underground took place at exactly the same time as the bomb attack on July 7, 2005.

Peter Power, Managing Director of Visor Consultants, a private firm on contract to the London Metropolitan Police, described in a BBC interview how he had organized and conducted the anti-terror drill, on behalf of an unnamed business client.

The fictional scenario was based on simultaneous bombs going off at exactly the same time at the underground stations where the real attacks were occurring:

POWER: At half past nine this morning we were actually running an exercise for a company of over a thousand people in London based on simultaneous bombs going off precisely at the railway stations where it happened this morning, so I still have the hairs on the back of my neck standing up right now.

HOST: To get this quite straight, you were running an exercise to see how you would cope with this and it happened while you were running the exercise?

POWER: Precisely, and it was about half past nine this morning, we planned this for a company and for obvious reasons I don’t want to reveal their name but they’re listening and they’ll know it. And we had a room full of crisis managers for the first time they’d met and so within five minutes we made a pretty rapid decision that this is the real one and so we went through the correct drills of activating crisis management procedures to jump from slow time to quick time thinking and so on.

In response to the flood of incoming email messages, Peter Power –who is a former senior Scotland Yard official specializing in counterterrorism– responded in the form of the following “automatic reply”:

“Thank you for your message. Given the volume of emails about events on 7 July and a commonly expressed misguided belief that our exercise revealed prescient behaviour, or was somehow a conspiracy (noting that several websites interpreted our work that day in an inaccurate / naive / ignorant / hostile manner) it has been decided to issue a single email response as follows:

It is confirmed that a short number of ‘walk through’ scenarios planed [sic] well in advance had commenced that morning for a private company in London (as part of a wider project that remains confidential) and that two scenarios related directly to terrorist bombs at the same time as the ones that actually detonated with such tragic results. One scenario in particular, was very similar to real time events.

However, anyone with knowledge about such ongoing threats to our capital city will be aware that (a) the emergency services have already practiced several of their own exercises based on bombs in the underground system (also reported by the main news channels) and (b) a few months ago the BBC broadcast a similar documentary on the same theme, although with much worse consequences [??]. It is hardly surprising therefore, that we chose a feasible scenario – but the timing and script was nonetheless, a little disconcerting.

In short, our exercise (which involved just a few people as crisis managers actually responding to a simulated series of activities involving, on paper, 1000 staff) quickly became the real thing and the players that morning responded very well indeed to the sudden reality of events.

Beyond this no further comment will be made and based on the extraordinary number of messages from ill informed people, no replies will henceforth be given to anyone unable to demonstrate a bona fide reason for asking (e.g. accredited journalist / academic).

Mock Terror Drills

There was nothing “routine” in the so-called “walk through” scenarios. Visor’s mock terror drills (held on the very same day as the real attack) was by no means an isolated “coincidence”. Power’s email response suggests that mock drills are undertaken very frequently, as a matter of routine, and that there was nothing particularly out of the ordinary in the exercise conducted on July 7th, which just so happened to coincide with the real terror attacks.

There have indeed been several documented high profile cases of mock terror drills in the US and the UK, held prior or on exactly the same day and at the same time as the actual terror event. In the three previous cases reviewed below, the mock drills bear a canny resemblance to the real time terror attacks.

1. CIA Sponsored Exercise on the Morning of 9/11

On the morning of September 11 2001, within minutes of the attack on the World Trade Center and the Pentagon, the CIA had been running “a pre-planned simulation to explore the emergency response issues that would be created if a plane were to strike a building”. The simulation was held at the CIA Chantilly Virginia Reconnaissance Office.

The Bush administration described the event as “a bizarre coincidence”. The matter was not mentioned by the media.(AP, 22 August 2002)

The CIA sponsored simulation consisted in a “scheduled exercise” held on the morning of September 11, 2001, where “a small corporate jet crashed into one of the four towers at the agency’s headquarters building after experiencing a mechanical failure.” (Quoted in Associated Press, 22 August 2002.)

The news concerning the 9/11 Chantilly aircraft crashing simulation was hushed up. It was not made public at the time. It was revealed almost a year later, in the form of an innocuous announcement of a Homeland Security Conference. The latter entitled “Homeland Security: America’s Leadership Challenge” was held in Chicago on September 6, 2002, barely a few days before the commemoration of the tragic events of 9/11.

The promotional literature for the conference under the auspices of the National Law Enforcement and Security Institute (NLESI) stated what nobody in America knew about. On the morning of 9/11, the CIA was conducting a pre-planned simulation of a plane striking a building. One of the key speakers at the National Law Enforcement and Security Institute conference was CIA’s John Fulton, Chief of the Strategic War Gaming Division of the National Reconnaissance Office a specialist in risk and threat response analysis, scenario gaming, and strategic planning.

2. October 2000 Mock Terror Attack on the Pentagon

In late October 2000 (more than ten months prior to 9/11), a military exercise was conducted which consisted in establishing the scenario of a simulated passenger plane crashing into the Pentagon. The Defense Protective Services Police and the Pentagon’s Command Emergency Response Team coordinated the exercise. According to a detailed report by Dennis Ryan of Fort Myer Military Community’s Pentagram, “the Pentagon Mass Casualty Exercise, as the crash was called, was just one of several scenarios that emergency response teams were exposed to on Oct. 24-26 [2000]“:

The fire and smoke from the downed passenger aircraft billows from the Pentagon courtyard. Defense Protective Services Police seal the crash sight. Army medics, nurses and doctors scramble to organize aid. (…) Don Abbott, of Command Emergency Response Training, walks over to the Pentagon and extinguishes the flames. The Pentagon was a model and the “plane crash” was a simulated one.

On Oct. 24, there was a mock terrorist incident at the Pentagon Metro stop and a construction accident to name just some of the scenarios that were practiced to better prepare local agencies for real incidents.

3. Britain’s Atlantic Blue, April 2005

In Britain, there were several documented exercises of terror attacks on London’s underground system.

In addition to the 7/7 exercise conducted by Visor Consultants, a similar mock terror drill on London’s transportation system entitled “Atlantic Blue” was held in April 2005, barely three months prior to the real attacks. In 2003, a mock terror drill labelled OSIRIS 2 was conducted. It consisted, according to Peter Power in testing the “equipment and people deep in the Underground of London”. It involved the participation of several hundred people. (Interview with Peter Power, CTV, 11 July 2005).

“Atlantic Blue” was part of a much larger US sponsored emergency preparedness exercise labelled TOPOFF 3, which included the participation of Britain and Canada. It had been ordered by the UK Secretary of State for the Home Department, Mr. Charles Clarke, in close coordination with his US counterpart Michael Chertoff.

The assumptions of the Visor Consultants mock drill conducted on the morning of July 7th were similar to those conducted under “Atlantic Blue”. This should come as no surprise since Visor Consultants was involved, on contract to the British government, in the organisation and conduct of Atlantic Blue and in coordination with the US Department of Homeland Security.

As in the case of the 9/11 simulation organized by the CIA, the July 7, 2005 Visor mock terror drill, was casually dismissed by the media, without further investigation, as a mere “coincidence”, with no relationship to the real event.

Foreknowledge of the 7/7 Attack?

According to a report of the Associated Press correspondent in Jerusalem, the Israeli embassy in London had been advised in advance by Scotland Yard of an impending bomb attack:

Just before the blasts, Scotland Yard called the security officer at the Israeli Embassy to say they had received warnings of possible attacks, the official said. He did not say whether British police made any link to the economic conference.(AP, 7 July 2005)

Israeli Finance Minister Benjamin Netanyahu was warned by his embassy not to attend an attend an economic conference organized by the Tel Aviv Stock Exchange (TASE) in collaboration with the Israeli embassy and Deutsche Bank.

Netanyahu was staying at the Aldridge Hotel in Mayfair. The conference venue was a few miles away at the Great Eastern Hotel close to the Liverpool subway station, where one of the bomb blasts occurred.

Rudolph Giuliani’s London Visit

Rudolph Giuliani, who was mayor of New York City at the time of the 9/11 attacks, was staying at the Great Eastern hotel on the 7th of July, where TASE was hosting its economic conference, with Israel’s Finance Minister Benjamin Netanyahu as keynote speaker.

Giuliani was having a business breakfast meeting in his room at the Great Eastern Hotel, close to Liverpool Street station when the bombs went off:

“I didn’t hear the Liverpool Street bomb go off,” he explains. “One of my security people came into the room and informed me that there had been an explosion. We went outside and they pointed in the direction of where they thought the incident had happened. There was no panic. I went back in to my breakfast. At that stage, the information coming in to us was very ambiguous.” (quoted in the Evening Standard, 11 July 2005.)

Israeli Finance Minister Benjamin Netanyahu and Rudolph Giuliani knew each other. Giuliani had officially welcomed Netanyahu when he visited New York City as Prime Minister of Israel in 1996. There was no indication, however, from news reports that the two men met in London at the Great Eastern. On the day prior to the London attacks, July 6th, Giuliani was in North Yorkshire at a meeting.

After completing his term as mayor of New York City, Rudi Giuliani established a security outfit: Giuliani Security and Safety. The latter is a subsidary of Giuliani Partners LLC. headed by former New York head of the FBI, Pasquale D’Amuro.

After 9/11, D’Amuro was appointed Inspector in Charge of the FBI’s investigation of 9/11. He later served as Assistant Director of the Counterterrorism Division at FBI Headquarters and, Executive Assistant Director for Counterterrorism and Counterintelligence. D’Amuro had close links to the Neocons in the Bush adminstration.

It is worth noting that Visor Consultants and Giuliani Security and Safety LLC specialize in similar “mock terror drills” and “emergency preparedness” procedures. Both Giuliani and Power were in London at the same time within a short distance of one of the bombing sites. While there is no evidence that Giuliani and Power met in London, the two companies have had prior business contacts in the area of emergency preparedness. Peter Power served on the Advisory Board to the Canadian Centre for Emergency Preparedness (CCEP), together with Richard Sheirer, Senior Vice President of Giuliani and Partners. who was previously Commissioner at the NYC Office of Emergency Management, and Director of New York City Homeland Security. Concluding Remarks

One should not at this stage of the investigation draw hasty conclusions regarding the mock terror drill of a terror attack on the London underground, held on the same day and at the same time as the real time attacks.

The issue cannot, however, be dismissed. One would expect that it be addressed in a serious and professional fashion by the police investigation and that the matter be the object of a formal clarification by the British authorities.

The issue of foreknowledge raised in the Associated Press report also requires investigation.

More generally, an independent public inquiry into the London bomb attacks is required.
