IanEye's sexual joke is very close to the mark and for good reason.
But Rufus the naked mole rat represents
male sexuality.

Since WWII Disney's prime task has been to indoctrinate America's kids with role models that support military recruiting, especially gender role models since gender is our primary identity.
The two most common narrative devices Disney uses to social engineer children are:
>anthropomorphism (animals)
>hero/anti-hero conflict
Kimpossible was created as an Alpha Female hero model specificially to recruit females into military-intelligence and law enforcement.
The gender anti-hero is a fearful boy called Ron Stoppable who has as a cute animal sidekick the Naked Mole Rat, not a very cuddly animal and even rather repellent.
There's a reason for this.
Remember, this ugly naked mole rat is part of Ron's world and Ron's role is to spur capable adventure-minded girls into a career in military-intelligence or law enforcement.
In order to get ultra-hormonal teenagers to remain socially unentangled so they can join up with the military there is agit-prop created to repel otherwise sexually activated young men and women from each other to prevent coupling, pregnancy, marriage, etc.
This is the reason for all the recent movies about pregnancy like 'Juno,' a not very subtle reminder of what can happen, kids. Military recruiting goals are up and the hunting is bad.
And this is where the naked mole rat named Rufus comes in.
For pre-sexual girls Rufus is just another weird animal that shadows the aggression and violence Kimpossible performs with its tiny fists, a repeating reinforcement of that role modeling behavior.
But for girls with sexuality newly on their list of things in the world to come to terms with,
the male penis is a problematic and not altogether attractive new problem which introduces a host of threats and fears.
So reminding career-oriented recruitable girls that Ron's world includes the Naked Mole Rat between his legs serves as subliminal reinforcement of inclinations to remain single (or atleast not pregnant) and thus available for service to the state.
