I'm sure being a mod on a board such as this is particularly challenging. I don't envy the task.
This is just pure conjecture, but I am guessing that the recent broohaha over Hugh's idiosyncratic application of psyops theories and it's by nature disruptive qualities has been a behind the scenes sore spot for some time and likely the subject of hundreds if not thousands of words of discussion between the mods and Jeff.
Pan has his reasons for grinding that axe as does Jeff and I understand them. Pan probably feels constrained from administrative actions against Hugh as he would predictably be seen as biased by some board members.
Sunny is largely conspicuous by her absence in most of those discussions and so I imagine she dissents with Pan and Jeff's viewpoints as regards Hugh.
I might even conjecture that the Hugh saga is part of what motivated Chiggerbit's resignation from mod duties.
Annie is a free spirit and is not likely to ever act as cop except in the clearest and most extreme cases where some sort of intervention is necessary.
It is therefore left to Jeff alone to police the rules as regards Hugh's disruptions, which can't be fun.
Again, pure conjecture... but I'll wager I am at least partly right.
