It might be an ornamental imp seating area.
i.e. for military personnel or somebody who wears shoulder epaulettes, this little device clips onto the epaulette and allows for several imps (however many the wearer's mind has created) to be seated, waiting their turn to take centre stage (the rounded speaking area to the right). An angelic figurine has also been provided for the imps to taunt whilst they wait. They get impatient.

I was going along with the desktop organizer, pens in missing glass insert, and blotter in the round tray, but I think the business card holder might be correct. The tray for those leaving their cards and the oblong container missing its insert to offer the household's to visitors.

But it might also be a holder for a mohel's tools, with the tray the receptacle, held by its handle by an assistant.
