One of the beliefs in the old chemtrail/HAARP memes was that HAARP required Barium Seeding to enable OTHR to function. This barium release is first mentioned, IIRC, in Bernard Eastlund's US Patent #4686605, Method and apparatus for altering a region in the earth's atmosphere, ionosphere, and/or magnetosphere:

It has also been proposed to release large clouds of barium in the magnetosphere so that photoionization will increase the cold plasma density, thereby producing electron precipitation through enhanced whistler-mode interactions.


OTHR does not require a Barium release, and despite claims of otherwise in the chemtrail forums, the technology is not only real, but also deployable in a portable format, as will be demonstrated briefly.

Additionally, the chemtrail websites that cite this quote of Eastlund's fails to take in account the next paragraph:

However, in all of the above-mentioned approaches, the mechanisms involved in triggering the change in the trapped particle phenomena must be actually positioned within the affected zone, e.g., the magnetosphere, before they can be actuated to effect the desired change.


This is an important sentence, and one that is 100% disregarded in chemtrail circles. This betrays an ignorance of atmospherics that invalidates barium release claims. Take note of the following image of the earth's atmosphere:

Normal contrails and the commercial flights that create them occur in the area between the tropopause and stratospheric layers, at a max height of 20 km, and an average of 16 km.

Compare this against the Magnetosphere, which is the location Eastlund recommends the barium release take place:

Eastlund is essentially suggesting a release into orbit, NOT in the much lower atmospheric layers where contrail formation is only possible.

Regarding OTHR, I have seen many arguments in the chemtrail forums about it's reality.

Allow me to lay these doubts to rest:

RELOCATABLE OVER-THE-HORIZON RADAR (ROTHR)

The Relocatable Over-the-Horizon Radar (ROTHR) is a proven long range surveillance radar in service with the U.S. government, deployed to detect and track aircraft and ship targets at ranges to 2500 nautical miles.

The ROTHR system has been operational with the U.S. government for over 15 years, supporting the counter drug mission in the Caribbean Sea and South America, and early warning detection for Navy vessels at sea. Each radar provides in excess of 2.5 million square miles of coverage area resulting in extremely low operational costs. Each ROTHR system operates 24/7/365 and detects in excess of 350,000 targets per year. It is currently the U.S. government's primary surveillance system for the counter drug mission.

The ROTHR system uses ionospheric propagation to detect and track targets at all altitudes and on the surface. The extremely long detection ranges permit a large amount of flexibility in the siting of each individual system to accommodate performance while achieving mission requirements. Each system can be remotely deployed and controlled by a single Consolidated Operations Control Center (OCC) that is located at the user's convenience. All systems data is shared to provide a seamless transition of tracking information. The OCC can provide individual radar tracks that are fused, processed and reported to higher command levels or to a fully integrated sensor network.

Raytheon is currently evaluating the use of ROTHR to provide Wide Area Surveillance for a National Coastal Surveillance System for Homeland Defense. As an operational and deployed asset with ground-based results, ROTHR is a low risk and cost effective, proven solution for improving the security of the U.S. coastline

Advanced Power Technologies is the company that owns and built HAARP. It is a subsidiary of Raytheon, but Raytheon is not the only company out there with a deployable OTHR system exploiting Ionospheric research:

What are your thoughts on chemtrails then?

Eastlund claims in "holes in heaven" the military have tried experiments with chaff to absorb energy, and then in the HAARP paper he said barium clouds in the upper atmosphere is a "proposal". I'm not even sure if what he is talking about has to do with HF heating.


Google project SECEDE/ DARPA. It discusses barium cloud experiments, barium cloud striations, HF ionospheric heating experiments etc. (very old).

That goes back to the 60's and 70's. How far has technology advanced since then? At least some of the patents to spray barium oxide in the stratosphere went to Hughes which Raytheon got involved with. We all know about Raytheon.
