I have some reservations about placing this in the "Franklin Scandal" forum since in my opinion it is relevant to a lot more than just that one topic. But since this article has become indelibly linked to Franklin, and since the image of the headline has been reproduced in countless places, it is definitely important to have the whole text easily available.

Some of the information is contained within the Craig Spence thread (the Seper and Hedges article) but I was surprised to find that this wasn't already posted somewhere in the history of this forum.

Homosexual prostitution inquiry ensnares VIPs with Reagan, Bush

'Call Boys' took midnight tour of White House

A homosexual prostitution ring is under investigation by federal and District authorities and includes among its clients key officials of the Reagan and Bush administrations, military officers, congressional aides and U.S. and foreign businessmen with close social ties to Washington's political elite, documents obtained by The Washington Times reveal.

One of the ring's high profile clients was so well-connected, in fact, that he could arrange a middle-of-the-night tour of the While House for his friends on Sunday, July 3, of last year. Among the six persons on the extraordinary 1 a.m. tour were two male prostitutes.

Federal authorities, including the Secret Service, are investigating criminal aspects of the ring and have told male prostitutes and their homosexual clients that a grand jury will deliberate over the evidence throughout the summer, The Times learned.

Reporters for this newspaper examined hundreds of credit card vouchers, drawn on both corporate and personal cards and made payable to the escort service operated by the homosexual ring. Many of the vouchers were run through a so called "sub-merchant" account of the Chambers Funeral Home by a son of the owner, without the company's knowledge.

Among the client names contained in the vouchers -- and identified by prostitutes and escort operators --are government officials, locally based US military officers, businessmen, lawyers, bankers, congressional aides, and other professionals.

Editors of The Times said the newspaper would print only the names of those found to be in sensitive government posts or positions of influence. "There is no intention of publishing names or facts about the operation merely for titillation," said Wesley Pruden, managing editor of The Times.

The office of U.S. Attorney Jay B. Stephens, former deputy White House counsel to President Reagan, is coordinating federal aspects of the inquiry but refused to discuss the investigation or grand jury action.

Several former White House colleagues of Mr. Stephens are listed among clients of the homosexual prostitution ring , according to the credit card records, and those persons have confirmed that the charges were theirs.

Mr. Stephen's office, after first saying it would cooperate with The Times inquiry, withdrew the offer late yesterday and also declined to say whether Mr. Stephens would recuse himself from the case because of possible conflict of interest.

At least one highly placed Bush administration official and a wealthy businessman who procured homosexual prostitutes from the escort services operated by the ring are cooperating with the investigation. several sources said.

Among clients who charged homosexual prostitution services on major credit cards over the past 18 months are Charles K. Dutcher, former associate director of presidential personnel in the Reagan administration, and Paul R. Balach, Labor Secretary Elizabeth Dole's political personnel liaison to the White House.

In the 1970's, Mr. Dutcher was a congressional aide to former Rep. Robert Bauman, Maryland Republican, who resigned from the House after he admitted having engaged in sexual liaisons with teenage male (see PROBE page A7) prostitutes. Mr. Dutcher also worked on the staff of Vice President Dan Quayle when he represented an Indiana district in the House.

A charge also was discovered against the credit card of a former White House staffer who prepared the president's daily news summary in the Reagan administration. Todd A. Blodgett said he had not made the charge.

One of the ring's big-spending clients is Craig J. Spence, Washington socialite and international trade consultant, according to documents and interviews with operators and prostitutes who say they engaged in sexual activities with Mr. Spence.

Mr. Spence spent upwards of $20,000 a month for male prostitutes who provided sex to him and his friends, said to include military personnel who also acted as his "body-guards." It was Mr. Spence who arranged the nocturnal tour of the Reagan White House. Repeated attempts to reach Mr. Spence by telephone, fax machine and personal visits to his home, were unsuccessful.

Credit card vouchers confirm that Mr. Spence charged thousands of dollars on American Express and Visa cards, sometimes making $600 charges against his cards several times a day, drawn in behalf of an escort service called Professional Services, Inc.

Professional Services is one of several umbrella companies used by operators supplying male prostitutes as escorts, as advertised in Washington tabloid newspapers and the telephone Yellow Pages.

Members of major news organizations also procured escort services from the ring, credit-card documents show. These include Stanley Mark Tapscott, who was an assistant managing editor of The Washington Times.

Mr. Tapscott, whose resignation on June 20 was accepted, said he had not procured homosexual escorts or sexual services of any kind. He said in an interview that he had talked to two women he arranged to meet through the escort service as part of an investigation of dial-a-porn services he had initiated a year earlier when he was editor of the newspaper's Money section. The charges were made against his company American Express card. His editors knew of no such investigation.

Before joining The Times, Mr. Tapscott worked for the Office of Personnel Management in the Reagan administration.

Managers of the escort ring said that "a few women" were used for clients who called with specific requests, but that the regular stable was altogether male.

The documents show that a number of clients--lawyers, doctors and business executives--used corporate credit cards to procure escort services and that a number of military officers from the United States and allied countries--including one foreign officer using a "Department of Defence" credit card--charged male escort services.

One former top level Pentagon officer said that for the past eight years, military and civilian intelligence authorities have been concerned that "a nest of homosexuals at top levels of the Reagan administration may have been penetrated by Soviet-backed espionage agents posing as male prostitutes," said one former top level Pentagon official.

A major concern, said the former official with longtime ties to top-ranking military intelligence officers, was that hostile foreign intelligence services were using young male prostitutes to compromise top administration homosexuals, thus making them subject to blackmail.

"We have known for many, many years that there is a department of the KGB [Soviet intelligence] whose job it is to prey on sexual deviants" said retired Lt. Gen. Daniel Graham, former head of the Defense Intelligence Agency.

Because "closet" homosexuals in government service can easily be "turned" through blackmail for espionage purposes, Gen. Graham said. "we have always in intelligence tried very hard not to be giving classified information to known homosexuals."

Those interviewed by The Times confirmed there were blackmail attempts by male prostitutes who wanted money and other favors to protect clients' secret sexual lives.

The clients interviewed say a Feb. 28 police raid on a house at 6004 34th Place NW was set off by reports of blackmail and possible credit-card fraud and complaints by District hotel operators about prostitution activities.

In the raid, spearheaded by the Washington Field Office of the U.S. Secret Service, authorities found a telephone switchboard operation serving a half dozen homosexual escort services.

Secret Service agents and District police vice investigators confiscated financial records, as well as ledgers, photos, diaries, telephone records, Rolodexes, and client lists of the prostitution network, during the raid and with subsequent subpoenas issued by D.C. Superior Court.

Although the confiscated material was turned over to District police on the scene, witnesses and law enforcement agents say the Secret Service kept one box of files containing names and other information about high-level government officials who were clients of male escort business.

District police officials say that, to their knowledge, this is the first time the Secret Service has ever become involved in such a raid in this area.

Initially, the Secret Service denied it was involved in the raid, but after a second raid of the 34th Place house on May 18, the agency acknowledged its involvement in the investigation.

Secret Service spokesman Bob Snow said the agency participated in the search and seizure operation because of its jurisdiction over credit card fraud. "We come into such operations usually at the request of a U.S. attorney...if the fraud involves $10,000 or more... . We are not involved in any local prostitution investigation." Mr. Snow said.

Witnesses to the February raid said 12 Secret Service agents in blue parkas entered the house and spent several hours collecting and removing boxes of files.

Federal and District investigators have since interrogated several prostitutes working for the ring, as well as clients of the homosexual escort services operating under such names as Jovan, Man-to-Man, Metrodate, Ultimate Models and Ultimate First Class.

In addition to credit-card fraud, the investigation is said to be focused on illegal interstate prostitution, abduction and use of minors for sexual perversion, extortion, larceny and related illicit drug trafficking and use of prostitutes and their clients.

One of the chief operators of Professional Services Inc. and a regular client of the service speculated in separate interviews that the investigation would be restricted because "big names" were involved.

"Henry Vinson [the operator] said a high-level official is gong to try to block the investigation and may succeed" said Mr. Balach, the labor secretary's liaison to the white House. Mr. Vinson said he believes a highly placed federal official, whom he would not name, is working to derail the investigation, but he would not elaborate.

Authorities have been investigating possible credit-card fraud by the ring since last fall.

As early as last October--nine months before the police raid at 34th Place--Mr. Balach was interviewed by investigators about grand larceny he said was committed against him by a male escort named Jason Michael Manos.

According to Mr. Balach, who first procured homosexual prostitutes from the network in June 1988, several clients, including himself, were blackmailed by the prostitutes.

Operators of the ring told The Times that videotapes, audio tapes and still photographs wee made of sex acts performed by clients and the call boys, including perverted acts.

Documents show that customers wee charged for "videotapes" from the operations.

In an attempt to hide the nature of credit-card charges for some clients, Professional Services billed them for innocuous items such as a "cremation urn" or "prayer cards." One of the ring's "credit-card processing" companies was established by Robert A. Chambers, a funeral director whose family owns Chambers Funeral Home.

Mr. Chambers, who declined to be interviewed, was said to have arranged with the Sovran Bank in silver Spring to establish the sub-merchant account in teh Chambers Funeral Home credit accounts in the name Professional Services Inc. It is through this sub-merchant account that credit-card vouchers and checks were processed from the male escort services.

Following the Feb. 28 police raid on the 34th Place residence, Chambers Funeral Home officials, at the request of W.W. Chambers, the patriarch of the family business, canceled the unauthorized Professional Services account according to the company comptroller. Robert Chambers was fired by his father from the company at the time, a company official said.

Mr. Vinson, Professional Services' call-boy "dispatcher," is a trained mortician who also once worked for the clerk of the U.S. House of Representatives.

Mr. Balach is still involved in civil litigation with a local bank over payment of thousands of dollars of MasterCard charges of Mr. Manos in Mr. Balach's name.

Mr. Balach said in an interview that Mr. Manos tricked him into taking a trip last fall to Greece in pursuit of employment with a Greek shipping tycoon for whom Mr. Manos had provided homosexual services.

When Mr. Balach returned from Athens, he found that Mr. Manos had taken $4,000 from his bank checking accounts --"my bank accounts were in the negative"--cashed savings bonds and opened up about a dozen charge accounts in his name at major department stores along the East Coast.

Also, Mr. Manos stole and demolished his car while Mr. Balach was on the trip to Greece, he said.

"This was a nightmare in my life," Mr. Balach said, explaining that his involvement with Mr. Manos was brought about by "loneliness, laziness."

Mr. Balach said his financial losses occurred after Mr. Manos threatened to expose to his government superiors his homosexual involvement with the prostitution ring. Mr. Balach said he informed his superior at OPM, Edward Guss, of the blackmail attempts and other problems involving Mr. Manos.

The Times has been unable to locate Mr. Manos, who reportedly has returned to the District in recent weeks.

Mr. Dutcher, who now heads a private consulting firm called The Dutcher Co., was charged with placing Reagan-oriented conservatives into the career Civil Service during the closing years of Mr. Reagan's presidency.

He described himself as "bisexual" and said "stress" drove him to seek out a male prostitute. "I only used the service once. I only saw the person once. This person was there no longer than 35 minutes." Mr. Dutcher said.

He confirmed paying $155, which was charged to his Visa card. The sexual encounter was brief and the sex "was safe--extremely...I've had friends who died of AIDS." said Mr. Dutcher.

Mr. Dutcher said he never used his White House personnel position to place anyone in a government position whom he knew to be homosexual. "My priority was my job, not my private life." he said.

According to a credit voucher, Todd Blodgett's account was charged $325 on May 19, 1988, for male escort service "referral" by Professional Services.

Mr. Blodgett, a Republican National Committee staffer assigned to conduct "opposition research" against Democratic candidates nationwide, said in a series of interviews that a friend who is homosexual used his card to procure a male escort.

Mr. Blodgett brought the friend, Boston antique dealer Benedict J. Hastings, to an interview Tuesday to substantiate his claim that he had done nothing illicit. "I am innocent." Mr. Blodgett said.

Mr. Hastings said Mr. Blodgett allowed him to use his American Express card and apartment on numerous occasions, and that he in turn allowed Mr. Blodgett to use his credit card on occasion.

Mr. Hastings said he used Mr. Blodgett's credit card to pressure a male escort unbeknownst to the Republican staffer.

Mr. Hastings said the person was hired as a bartender at a quickly arranged party in Mr. Blodgett's District apartment. "I needed ...someone who would wear just a black bow tie and [under] shorts." he said.

Mr. Blodgett said Mr. Hastings reimbursed him in cash for this and other charges when he returned to town. He said he did not know the details of those transactions until this week and that he "trusted" his friend of six years.

Also can't help but note that the address for Spence's escort telephone switchboard operation (sounding like it's straight out of Watergate, as per Hougan's Secret Agenda) was only about 4 miles away from the Finders' duplex in Georgetown. The time period also matches, as does the involvement of the Washington MPD in both investigations.

Here's something I learned about from the highly flawed book Mary's Mosaic:

...former Washington, D. C. police detective Joe Shimon, one of the more illusive and fascinating little known characters in modern American history. He was the chief of detectives for D. C.’s upscale Northwest quadrant where almost all of our nation’s Capitol’s foreign embassies are located. Shimon was a close friend of Mob figures Sam Giancana and Johnny Roselli, both involved with Robert Maheu in the CIA-Mafia Castro assassination plots and both brutally murdered for what they knew. DIA director Daniel Graham, provocatively quoted above in the Washington Times article, was (among other things) a close associate of such characters as John Singlaub and Bobby Inman in a number of key right-wing anti-communist organizations. Inman (DIA Vice Director until 1977) was of course one of the figures behind the scenes in Watergate, tied to ONI officer Bob Woodward...

So I'm guessing the DIA directors would probably have known something about this as well:

Here's something, from Jim Hougan's Secret Agenda:

Among the business that he mixed with pleasure was a vest-pocket investment corporation that [Philip] Bailley claims he founded in a Washington bar. According to Bailley, the firm was created as "an excuse to have parties"--meetings of the board of directors at which little business seems to have been transacted. All of the firm's officers, except one, were personal friends of Bailley's--young professionals who enjoyed a good time. The exception was a man who, Bailley says, happened to be in the same bar drinking with his friends when the firm was conceived and its articles of incorporation discussed. "Everyone thought [he] was someone else's friend," Bailley told me, "so we just included him [as an officer of the firm]." In fact the young man was an employee of the Defense Intelligence Agency (DIA).

According to Bailley, the man was present at a meeting of the "board of directors" that quickly became controversial. The cause of the controversy was a handful of pornographic photos that Bailley passed around the conference table while the minutes of the previous meeting were being read. The woman reading the minutes was a beautiful young attorney employed in the Office of the President. She enjoyed the parties that often followed the board meetings, and occasionally performed secretarial chores for the firm. The photos snickered at by the men around the table were of her, though she was unaware of that. When the pictures reached the DIA man, Bailley says, he reacted violently, protesting that the woman posing in flagrante delicto was an employee of the President in one of the most sensitive components of government. The photos were therefore a national security matter, and, as a DIA employee, he would have to report the incident. It was this report, Bailley believes, that led to the FBI investigation that was to ruin his career.

Just wanted to add as an afterthought in case anyone was wondering: I find the whole focus on homosexuality as some sort of ultra-deviance throughout this little blip in history to be dogshit stupid, and insulting to most intelligent people. Graham's super-guilty over-compensating quote in particular is hilarious to me. This from a guy who also said stuff like this:

In advance of Mr. Bush's arrival, Mr. Clinton was repeatedly subjected to personal and political attacks even more vituperative than those aimed at him during the Republican convention.

For example, the Rev. Donald F. Wildmon, president of the American Family Association, said, "If Bill Clinton goes to the White House, he'll take his friends the homosexuals, the abortionists and the pornographers."

Daniel O. Graham, a retired Army general and former adviser to Mr. Reagan, said "atheists and agnostics and their trained-seal scientists" invented environmental threats like the greenhouse effect and the ozone hole to promote their dream of "world government." He said Senator Al Gore was one of the chief proponents of the view that "you are supposed to shell out your money and give up your nationhood to prevent these nonexistent dangers."

Buchanan Makes It Personal

Gene Antonio, a Dallas-based speaker who specializes in anti-homosexual remarks, said that new scientific evidence shows that the virus that causes AIDS can be transmitted through breathing because it infects saliva, a view roundly disputed by medical experts. The Democratic convention, he said, "was a sea of homosexuals and lesbians and this is the White House we will be facing in a few months if we do not put in a lot of shoe leather."

But it was Mr. Buchanan, in a speech Friday night, who most forcefully posed a Democratic victory as a personal threat to the audience here.

Speaking of the rioting in Los Angeles last spring, he warned that "barbarians" are taking over American cities. "Where did that mob come from?" he asked. "It came out of public schools where God and the Ten Commandments and the Bible were long ago expelled."


Ha fucking ha

I was going to make a data dump thread on this guy, since he shows up in so many damn dirty places. One of those names that I have tended to forget as soon as I read it. Instead, I'll just add some of it here. He was one of the elite Team B members, affiliated with the American Security Council, the WACL and CAUSA, the Religious Roundtable ("Council of 56") and many other related groups - but he also shows up repeatedly in black budget areas as he was the "visionary" behind the SDI program. (What was that again about all those dead Star Wars scientists? Hmmm...)

The LaRouche-affiliated Schiller Institute -- an international group named for 18th century poet Friedrich Schiller that says it is committed to the ideals of the American Revolution -- lists on its advisory board several high-ranking retired and active-duty military officers.

The LaRouche group also tried for years to gain favor in the Defense Intelligence Agency (DIA), the Pentagon's intelligence arm. When DIA officials first met with LaRouche associates in the early 1970s, they were impressed with the group's intelligence material, said former DIA director Daniel Graham.

Graham recalled that LaRouche associates came up with what he called good intelligence about the situation in Angola, Mozambique and elsewhere. Graham said that in the mid-1970s, he and DIA colleagues concluded that some of the information was so sensitive that they suspected the LaRouche group was getting some of it from the Soviets or another government. Graham added that he couldn't prove the contention.

Ordered Contacts Stopped

Graham, a strong anticommunist, said that in the mid-1970s he ordered the DIA to stop dealing with the LaRouche group.

LaRouche associates strongly deny the assertion that the group is a stalking horse of any foreign government. "It's a weak disinformation slander put out by the KGB itself," said LaRouche aide Paul Goldstein.

Like Douglas MacArthur II and Clay Shaw, General Daniel Graham and General Robert Richardson actually have a rather sinister Belgian connection too. In the 1980s both were sitting on the board of the Institut Europeen pour la Paix et la Securite, a Belgian pro-SDI outfit. Co-founders of the institute in 1983 were Cercle visitors Jacques Jonet, a Habsburg lawyer; Paul Vankerkhoven, head of the Belgian branch of the World Anti-Communist League; General Robert Close, president of the World Anti-Communist League and Western Goals Belgium; and Nicolas de Kerchove, another representative of Otto von Habsburg and Paul vanden Boeynants. Among the other directors were former Cercle chairman Brian Crozier; Cercle visitor and Habsburg representative Count Hans Huyn, also a director Western Goals Europe; Willy De Clercq and Jean Gol. [83] All these persons were basically extremely questionable. Besides belonging to Opus Dei for the most part, these men have endless ties to covert activity and pedophile entrapment as described in the X-Dossiers of the Dutroux affair (much additional material can be found in individual biographies of those accused). They know all the important men accused in these dossiers very well.

So not only MacArthur II has been linked to alleged sadistic child abusers on both sides of the Atlantic, but the same thing goes for General Daniel Graham and General Robert Richardson, as said, both of the American Security Council national strategy board in the 1980s. Left out until now is an alleged private statement of a former CIA deputy director of operations, Robert Crowley, that Allen Dulles, the brother of the man MacArthur II was an important assistant to, is the one who initially set up this pedophile entrapment network, about a decade after he was recruited into the Knights of Malta when serving as OSS chief in Switzerland. This aspect is discussed in the Robert Crowley section of ISGP, however, as still a really good look needs to be taken at the reliability of this claim, despite that it is exactly what ISGP has always assumed. If true, it is important to know that Dulles' deputy, Richard Bissell, sat on the national strategy board of the American Security Council, as did James Angleton, all important allies of Dulles at one point. The Crowley transcripts also name the earlier-mentioned Robert Keith "Bobby" Gray as one of the most important CIA assets of his day.

At one point, after Dr. Jacobs ignored Klass’ repeated demands that he respond to the debunker’s charges, Klass offered character references, citing Admiral Bobby R. Inman (USN Ret.)—the former Director of the National Security Agency, who also held Deputy Director positions at both the Central Intelligence Agency and the Defense Intelligence Agency—and Lt. General Daniel O. Graham (USA Ret.), the former Director of the Defense Intelligence Agency and former Deputy Director of the Central Intelligence Agency. Klass not only provided Jacobs with their names, but home addresses as well, and told him, “ Both men have worked with me and gotten to know me in my efforts for Aviation Week."

The character references provided by Klass are certainly interesting, given his stock response over the years to those who questioned his motives.

As several folks are wondering what I did at Tracor Aviation, Fairview Avenue, Santa Barbara, California, between August 1988 and March 1989, I feel obliged to state for the record:

Tracor Aviation (which is now defunct in Santa Barbara, CA, having been bought out by a corporation in a similar field), was part of Tracor, Inc., of Austin, Texas. Tracor, Inc., which was or is, itself, headed by Bobby Ray Inman--retired Naval Admiral and briefly nominee of the Secretary of Defense in the first Clinton administration). Tracor, Inc. is widely-known to house a multitude of current or "former" U.S. Intelligence officers.

Upon moving back to Santa Barbara in May 1988 at the age of 23, after four (4) years in the oppressive heat of Scottsdale, Arizona, I left Arizona and began writing my political autobiography, Hell Bottled Up: Chronicles of a Late Propaganda Minister--surrounding my political activities while working for former Congressman John B. Conlan (R-AZ), then-Governor Evan Mecham (R-AZ) and the late Lt. General Daniel O. Graham--architect of Reagan's "Strategic Defense Initiative," the missile-defense shield wrongly-dubbed by "mainstream Media" as "Star Wars." While in Santa Barbara, I was "given the opportunity" to work at Tracor Aviation. There has always been tension, conflict and distrust between the Defense Intelligence Agency and the Central Intelligence Agency. My "job" at Tracor Aviation was technically/officially as a "warehouse clerk"--logging in and checking out parts for various airline refurbishing projects. In reality, I was working as a spy for the late Dan Graham, to observe, monitor and report the goings-on at Tracor Aviation of the "S-2 project."

Organized in 1954, Robert A. Maheu Associates became the prototype for the "Mission Impossible" television series, handling CIA assignments so sensitive that the federal spooks dared not perform them themselves. In short, it was dirty work, involving prostitution, pornography, illegal wiretaps, assassination, and a lot more, most of it planned and carried out on American soil. According to Joe Shimon, one of Maheu's oldest friends, "Bob was a pimp for the Cookie Factory. What I mean is, the agency would call him up when Sukarno or [Jordanian king] Hussein was coming to town, and ask him to get some girls. To keep 'em happy, y'know? And Bob did a good job. Sukarno, for instance, never had a clue that the girls were pros. He thought they were All-American kids who loved him for his body." (More exotic requests by visiting heads of state were handled by the CIA's own Office of Security. That office ran a "sex shop" through its field offices, requiring chiefs of station to compile dossiers on the sex habits of male and female vice offenders. Such "black books" were compiled in liaison with local police chiefs who allowed Agency employees to photocopy relevant documents. The former chief of detectives for Washington's classy Northwest quadrant, and therefore responsible for almost all of the capital's embassies, Shimon is a Runyonesque figure. A topnotch wireman, he was also close friends with both Sam Giancana and Johnny Roselli (whom he describes as "fine fellows - the nicest guys you'd ever wanta meet"). Indeed, Shimon says it was he who introduced Giancana and Roselli to each other and who, moreover, served as the "cut-out" between the hoodlums and the CIA in the 1961 plot to murder Fidel Castro. And although Shimon accompanied Maheu on assignments to Tucson and Los Angeles for Howard Hughes in the late Fifties, even he did not know all that Maheu Associates was up to.

The firm was a busy and highly profitable one. As Maheu later told reporters, "I didn't get rich overnight - but I did very well overnight." Besides providing cover for the CIA, and prostitutes for the Agency's clients, he earned his monthly retainer handling various odd jobs that were too seamy for the Agency to undertake itself. And sometimes the jobs were very odd. In one case Maheu served as the "producer" of a pornographic film purporting to show a communist leader (said to have been Yugoslavia's Marshal Tito) cavorting in the nude with a big-bosomed bimbo of unusual appetites.
