Holy Fire Suspect Forrest Clark’s Hearing Postponed After He Refused To Leave Jail Cell

SANTA ANA (CBSLA) — Arraignment for the man suspected of starting the Holy Fire will happen Friday with or without him after he refused to leave his jail cell for his first hearing.

Forrest Gordon Clark, 51, was initially scheduled to make his first court appearance Thursday. But because he refused to come out of his cell, the hearing was postponed to Friday.

Clark was arrested Tuesday night in connection with the fire, which is burning into its fourth day and has burned more than 18,000 acres. Of the 14 cabins in Holy Jim Canyon where Clark lives, his was the only one to remain standing.

Clark has been charged with one felony count each of aggravated arson damaging at least five inhabited structures, arson of inhabited property, arson of forest and criminal threats and two misdemeanor counts of resisting arrest.

Orange County Fire officials say they believe the Holy Fire began near Cabin 14, which is owned by Clark.

Clark apparently has a history of erratic behavior. Last month, he was placed on a psychiatric hold. Volunteer Fire Chief Mike Milligan, who also has a cabin in the area, says every resident in the canyon is afraid of him.

Milligan, who has known Clark for two decades, was the one to receive the text from Clark that said “it’s all going to burn.” Deputies also tried to contact Clark last week, but could not find him.

Clark spoke to a stringer photographer with OnScene outside his cabin, insisting he had nothing to do with the fire.

“They took me away last time for no [expletive] reason, I told them that I’d been vandalized,” Clark said as the fire burned around him.

If convicted as charged, Clark faces life in prison.

Authorities have arrested a man accused of sparking the Holy Fire, the wildfire that has scorched more than 6,200 acres in the Cleveland National Forest since Monday afternoon, and authorities said some areas in Riverside County now fall under mandatory evacuation orders.

Forrest Clark, 51, faces two counts of arson, one count of felony threat to terrorize and one count of misdemeanor resisting arrest, according to Cleveland National Forest officials.

He was arrested Tuesday and is in custody with bail set at $1 million, according to Orange County jail records.

Officials with the Cleveland National Forest said on Wednesday the fire is moving east-northeast into Riverside County. As a result, several areas fall under mandatory evacuation orders in Riverside, including Horsethief Canyon, McVicker Canyon, Rice Canyon, Painted Canyon, Glen Eden, El Cariso Village, Sycamore Creek and Rancho Capistrano.

In addition, Highway 74 is being closed in the area. Residents in El Cariso are advised to exit west on Highway 74, towards Orange County.

Evacuation centers have been set up at Temescal Canyon High School in Lake Elsinore and San Juan Hills High School in San Juan Capistrano. Small Animals may be evacuated to Animal Friends of the Valley in Wildomar, both small animals and large animals from mandatory evacuations zones can also be evacuated to Riding Park in San Juan Capistrano.

At a news conference on Wednesday, authorities held Clark fully responsible for the fire.

"We know this area burns, but it should never burn because of a person intentionally setting fire," said Orange County Supervisor Todd Spitzer, also a member of the county Fire Authority, who called Clark "a monster."

"He's literally destroyed our forest," he said. "This shouldn't be called the Holy Jim Fire; it should be called the Holy Hell Fire. This is a terrible, terrible, terrible fire."

The fire was sparked near the suspect's cabin, which is in a rural area with about 15 homes. Each has a 99-year lease and occupants aren't allowed to live there full time, said OCFA Battalion Chief Shane Sherwood.

As of Wednesday, 12 structures have been destroyed but officials wouldn't confirm news reports that Clark's cabin wasn't damaged.

In custody, Sherwood said, Clark had not admitted anything.

Sherwood wouldn't give specifics on what led to Clark's arrest, but he said, "Our strongest evidence is through our witness statements."

"We believe the fire was an intentional act," Sherwood said.

He later added that the charge of felony threat to terrorize stems from statements made to neighbors.

Clark faces up to life in prison if convicted on all counts, said Orange County District Attorney Chief of Staff Susan Schroeder.

"Arson is a terrible crime that destroys dreams," she said.

Thanh Nguyen, a spokesman for the Garden Grove Fire Department, described the containment plan for the Holy Fire.

"We've got firefighters that are trying to make access wherever they can," he said. "And what they're doing is that they're trying to cut lines in there to build barriers to keep the fire from continuing to spread."

The challenge is that weather conditions, like wind and humidity, can negatively impact the containment plan, causing the fire to jump the barriers, he said.

Up to 1,000 firefighters were requested, he said, but with fires burning across the state and western United States, it's impossible to have such a large team focus solely on this blaze. "This fire is going to be here for a little while before we get it 100 percent contained."

Incident management team Chief Chris Vogel said the fire's point of origin was the Holy Jim Canyon, and the fire is burning actively as it moves down the mountains toward the Lake Elsinore area, threatening residential areas along the way.

The Holy Fire, which was 5 percent contained by Wednesday night, is the third blaze suspected of being intentionally set in the past few weeks. And in each case, a suspect is in custody.

The Cranston Fire, which erupted on July 25 and so far consumed more than 13,000 acres, is suspected to be one of nine fires set by a Temecula man. On Aug. 3, a Desert Hot Springs man was arrested after authorities said he admitted starting a small fire in Desert Hot Springs that was put out soon after.

Brandon N. McGlover, 32, of Temecula was arrested last month on suspicion of setting the Cranston Fire near Idyllwild. He remained held on 15 charges at the Robert Presley Dentention Center in Riverside with bail set at $3.5 million.

John Tatum, 54, was arrested in connection to the Desert Hot Springs fire. He was caught holding a lighter and “immediately admitted to starting the fire,” authorities said. The fire was contained to a small area of vegetation and quickly extinguished by Cal Fire/Riverside County Fire Department.

Tatum was booked into the Larry D. Smith Correctional facility in Banning on suspicion of arson and possession of drug paraphernalia. His bail was set at $35,000.

With state agencies reporting an 11 percent increase in the rate of arson and skyrocketing costs of arson damage in recent years, malicious firesetting is another looming threat in a state burdened by fire’s cost to property and safety.

There were 8,650 arson incidents in California in 2017, up from a state historic low of 7,164 in 2011, according to the California Department of Justice. While arson rates have been plummeting in the state since the department started reporting them in 1985, last year’s increase was the largest increase in arson incidents in decades.

Based on his social media pages, Clark is a sovereign citizen who believes in just about every kooky conspiracy out there, including QAnon, Pizzagate, Jade Helm 15, flat earth theories, NESARA, Jesuit conservancies, shape-shifting lizard overlords. You name it, he believes it.



I've read through eight years of Facebook posts, and he's been making sovereign arguments since at least mid-2010, when he was active in the Restore America Plan (RAP,) which later turned into the alt-gov group Republic of the united States of America (RuSA.)

The people who believe to the RuSA alternative government believe that the real/de jure) US government ceased to exist in 1871 and that an imposter/de facto government has been in power ever since.

To remedy this situation, RuSA has put together a substitute government true to the pre-1871 model and they are waiting until the current government collapses at which time they will step in with their "lawful" alt-gov and take control.

They have a fake President, VP, Cabinet, Supreme Court, House of Representatives, Marshal Service, and so on. Perhaps the most interesting bit is that they are allied with the Constitutional Sheriffs and Police Officers Association (CSPOA.)



Despite the group's significant early noise (they sent letters to the State Governors telling them to step down or else...) and mind-numbing levels of bureaucracy, they haven't ever really attracted more than a few thousand adherents.

Clark was very excited when Timothy Turner of Alabama was elected POTUS of the RuSA in 2010. Alas, Turner was unable to complete his Presidential term as he is currently serving 18 years in federal prison for fraud.

Clark was such an enthusiastic support he even traveled to the first real gathering of the group in Colorado in late 2010. President Turner is the guy in the middle, Clark is the one with the sunflower.

Over the years, Clark bought into just about every nutty theory out there. Satanic rituals, shape-shifting lizard people, Jade Helm 15, Agenda 21, targeted individuals, medical quackery, and so on.

The guy was like a canary in a coal mine. He was always one of the first true believers to glom onto whatever conspiracy theory was new and sexy that month.



While all this may sound harmless, his timeline in recent years is filled with pictures of advanced skin cancers on his leg and face, and he was treating this disease with home remedies he found online --baking soda and essential oils, for example.



Like so many in the country, he recently became fixated with fabricated politically motivated pedophilia, and was an early QAnon "researcher."

Based on his timeline, Clark spent a lot of time on YouTube absorbing 9/11 truther theories, Sandy Hook was fake theories, and just about every major Alex Jones "false flag" story.

The So Cal HolyFire started next to Clark's cabin, but his was the only one of 14 cabins that wasn't destroyed. 20,000 people have been evacuated. countless animals maimed or killed. and as many as 17,000 homes are at risk.

I get a lot of comments from conspiracy theorists who think it's annoying that I spend time debunking their myths, but these fake stories have real consequences.



In the case of Forrest Clark, nestled in between Sandy Hook and QAnon posts, there are conspiracy theories involving fires.

I try to understand why a person would wander out into the sovereign citizen / conspiracy theory weeds. It usually breaks down into 1) desperation (ex. about to lose a home to foreclosure,) 2) greed (keep your taxes for yourself) or 3) redemption for a horrible past experience.



Forrest Clark published his life story online and answered the question for me. He provides a grotesque laundry list of the drug, alcohol, and emotional/physical abuse that haunted his family and killed his wife.

He then contrasts that to the successes he found through work, volunteering, and his participation in the sovereign citizen alt-gov.

Please keep in mind that his brief autobiography is how he views his past. What really happened may be different. Feeling persecuted is a pretty common theme in the movement.

A court commissioner postponed Clark's arraignment until Aug. 17. When the commissioner ordered bail to remain at $1 million, Clark shouted that he could easily afford it. "I can handle a million right now easily," said Clark, clothed in a jail-issued orange jumpsuit.

Clark was arrested Tuesday night in connection with the fire, which is burning into its fourth day and has burned more than 18,000 acres. Of the 14 cabins in Holy Jim Canyon where Clark lives, his was the only one to remain standing.

Clark has been charged with one felony count each of aggravated arson damaging at least five inhabited structures, arson of inhabited property, arson of forest and criminal threats and two misdemeanor counts of resisting arrest.

According to CBS Los Angeles, he initially refused to face the judge, and attorneys told the judge that Clark was afraid to show his face for fear of "retaliation." At one point Clark covered his face with his long hair and later he stared directly at a camera providing a feed to reporters outside the courtroom.

His attorney had asked that Clark's presence be waived, but the commissioner ordered the defendant to appear. If convicted as charged, Clark faces life in prison.

The man accused of setting the Southern California fire last week that has scorched thousands of acres of national forest is a sovereign citizen who appears to have a Kansas connection.

Forrest Gordon Clark has described himself on social media as an “interim congressman for Republic for Kansas” and has been involved in an organization that believes the U.S. government is not legitimate, according to J.J. MacNab, an expert on anti-government extremists.

Clark, 51, was arrested Aug. 7 and is charged with aggravated arson, arson of inhabited property, arson of forest, making criminal threats and resisting arrest. He is being held on $1 million bond and faces a life sentence if convicted.

The blaze, called Holy Fire, started Aug. 6 in Holy Jim Canyon. It has burned more than 22,000 acres of Cleveland National Forest and forced tens of thousands of residents to flee their homes, making it one of the most destructive wildfires of 2018. As of Sunday night, the fire was about 52 percent contained.

The area’s volunteer fire chief said that the week before the fire started, Clark had sent him text messages threatening to start a fire and that Clark had run screaming through the area. He’d also been involved in a longstanding feud with a neighbor and other cabin owners in the area, the fire chief said.

MacNab examined eight years of Clark’s social media posts and determined he’d been promoting sovereign citizen arguments since at least 2010.

Sovereign citizens say the government is corrupt and out of control, so they do not recognize local, state or federal authority or tax systems. Not all are violent, but in recent years the FBI and other government agencies have come to consider them a top domestic terrorism threat.

MacNab, a fellow with the Program on Extremism at George Washington University, said that in 2010, Clark was active in the Restore America Plan, which she said later became the Republic for the united States of America (RuSA). The RuSA, she said, is an alternative-government organization that believes the real U.S. government ceased to exist in 1871 and that an “imposter” or “de facto” government has been in power ever since.

To remedy this situation, MacNab said, RuSA created a substitute government and is waiting until the current government collapses so it can step in and take control.

Clark was such an enthusiastic supporter of the RuSA, MacNab said, that in 2010 he traveled to the first real gathering of the group in Colorado. His Facebook page contains a photo of a grinning Clark wearing a shirt with a large sunflower on it and a nametag that says, “Forrest Clark Representative Kansas.”

In a notice dated Sept. 16, 2011, and posted on his Facebook page, Clark says “I Am A Sovereign Man” and calls himself a “Kansas free state — Interim Representative” and “DeJure grand Juror in service for the Lord, you, our republic, our nation.”

In another post, he describes himself as “a general contractor/builder, a medical missionary, and a interim congressman for Republic for Kansas, trying to save America for those who are worthy & take the time to learn of freedom. Freedom is not free.”

It’s unclear why Clark was representing Kansas in the alternative-government organization. Online searches show he has lived in Ohio and California.

MacNab said that Clark’s exact beliefs are hard to label.

His Facebook posts include pushing such conspiracy theories as 9/11 was an inside job and insisting the FBI has murdered witnesses in the 2017 Las Vegas sniper shooting that killed 58. The site also contains posts about cannabis, religion and numerous close-up photos of what he says is skin cancer on his face and leg. It also suggests that he was involved in a dispute with a neighbor who he says was cooking meth.

“Based on his social media pages,” MacNab said in a Twitter post, “Clark is a sovereign citizen who believes in just about every kooky conspiracy out there, including QAnon, Pizzagate, Jade Helm 15, flat earth theories, NESARA, Jesuit conservancies, shape-shifting lizard overlords. You name it, he believes it.”

Clark appears to have a history of financial and personal troubles, according to the Palm Springs Desert Sun. In addition to multiple credit card collection cases, he was a defendant in a civil breach of contract case, accused of defrauding an employer of about $85,000. The lawsuit claimed that Clark and his co-workers were paid for landscaping work that his company never completed, the Desert Sun said.

And in 2012, the Desert Sun said, Clark’s mother filed a restraining order against him for elder abuse, and his brother filed a restraining order against him for verbal abuse and property destruction.
