Bombshell filing: 9/11 hijackers were CIA recruits

At least two 9/11 hijackers had been recruited into a joint CIA-Saudi intelligence operation that was covered up at the highest level, according to an explosive new court filing.
A newly-released court filing raises grave questions about the relationship between Alec Station, a CIA unit set up to track Al Qaeda chief Osama bin Laden and his associates, and two 9/11 hijackers leading up to the attacks, which was subject to a coverup at the highest levels of the FBI.
Obtained by SpyTalk, the filing is a 21-page declaration by Don Canestraro, a lead investigator for the Office of Military Commissions, the legal body overseeing the cases of 9/11 defendants. It summarizes classified government discovery disclosures, and private interviews he conducted with anonymous high-ranking CIA and FBI officials. Many agents who spoke to Canestraro headed up Operation Encore, the Bureau’s aborted, long-running probe into Saudi government connections to the 9/11 attack.
Despite conducting multiple lengthy interviews with a range of witnesses, producing hundreds of pages of evidence, formally investigating several Saudi officials, and launching a grand jury to probe a Riyadh-run US-based support network for the hijackers, Encore was abruptly terminated in 2016. This was purportedly due to a byzantine intra-FBI bust-up over investigative methods.
When originally released in 2021 on the Office’s public court docket, every part of the document was redacted except an “unclassified” marking. Given its explosive contents, it is not difficult to see why: as Canestraro’s investigation concluded, at least two 9/11 hijackers had been recruited either knowingly or unknowingly into a joint CIA-Saudi intelligence operation which may have gone awry...
...The public’s understanding of the 9/11 attacks is heavily informed by testimonies delivered by CIA torture victims under the most extreme duress imaginable. And Bikowsky, a veteran of the Alec Station that ran cover for at least two would-be 9/11 hijackers, had been in charge of interrogating the alleged perpetrators of the attacks.
The veteran FBI deep cover agent Aukai Collins concluded his memoir with a chilling reflection which was only reinforced by Don Canestraro’s bombshell declaration:I was very mistrustful about the fact that bin Laden’s name was mentioned literally hours after the attack… I became very skeptical about anything anybody said about what happened, or who did it. I thought back to when I was still working for them and we had the opportunity to enter Bin Laden’s camp. Something just hadn’t smelled right…To this day I’m unsure who was behind September 11, nor can I even guess… Someday the truth will reveal itself, and I have a feeling that people won’t like what they hear.

Two decades of U.S. policy appear to be rooted in a mistaken understanding of what happened that day.
For more than two decades, through two wars and domestic upheaval, the idea that al-Qaeda acted alone on 9/11 has been the basis of U.S. policy. A blue-ribbon commission concluded that Osama bin Laden had pioneered a new kind of terrorist group—combining superior technological know-how, extensive resources, and a worldwide network so well coordinated that it could carry out operations of unprecedented magnitude. This vanguard of jihad, it seemed, was the first nonstate actor that rivaled nation-states in the damage it could wreak.
That assessment now appears wrong. And if our understanding of what transpired on 9/11 turns out to have been flawed, then the costly policies that the United States has pursued for the past quarter century have been rooted in a false premise.

BOCA RATON -- Nearly three years after anthrax was found inside the headquarters of American Media Inc. after it killed an employee, a fumigation will be conducted today aimed at clearing out the deadly spores.
Months of planning and rancor over the fate of the infested complex have finally led to the cleanup, which is set to last 24 to 36 hours.
Chlorine dioxide, a chemical used to disinfect drinking water and treat fruits and vegetables, will be pumped into the building to kill the anthrax spores, which have spread throughout the 65,000-square-foot facility. Repeated tests will then determine the safety of the building before a quarantine is lifted, officials said Friday at a community meeting.
A new company formed by former New York City Mayor Rudolph Giuliani and Sabre Technical Services, the company that decontaminated other buildings hit by anthrax attacks, is leading the effort.
The project was an effort of Bio-One Solutions LLC, a joint venture between the former mayor's consulting firm, Giuliani Partners LLC, and Sabre Technical Services LLC, an Albany-based environmental company. Bio-One Solutions had planned to place its offices in a Boca Raton, Fla., building and to have Mr. Giuliani be one of the first to cross the threshold after the firm eliminated the deadly spores from the complex, which once housed the offices of a company that published supermarket tabloids.
Boca Raton's mayor, Steven Abrams, boasted to local residents that, in terms of the building's tenants, the city was trading up. "It used to be home of the National Enquirer and now it's the home of a national hero," Mr. Abrams said last fall as he and Mr. Giuliani campaigned for President Bush.
Now, more than 16 months after Bio-One declared that the offices were anthrax free, there are no plans for the firm, or Mr. Giuliani, to return to the site. In fact, the building remains closed and under quarantine.
Mr. Giuliani's firm stopped work after its contract with the building's owner expired in May. The owner hired a rival decontamination company, Marcor Remediation Incorporated, which began work at the three-story office complex yesterday, a spokesman for the Palm Beach County health department, Timothy O'Connor, said.
No one has challenged the quality of the work Bio-One performed at the site, which involved pumping chlorine dioxide gas through the building's workspaces. "There's a pretty good satisfaction that they got 100% kill in that building," Mr. O'Connor said.

In the Bio-One episode, it was photos of celebrities like Jacqueline Kennedy Onassis and Princess Diana that became the point of contention that ultimately soured the firm's involvement in the widely touted anthrax cleanup project. The photos were among archives of the Enquirer, the Star, and other publications stored in the parking garage at American Media Inc. The wax-lined cardboard containers were doused in a chemical rinse while being moved, but most were never fully decontaminated. Bio-One's chief operating officer and general counsel, Karen Cavanagh, said in an interview yesterday that company officials were not pleased when they felt forced to walk away from the project earlier this year. "It was a very frustrating time for us," she said. "There was the issue of the contents and the photographs and who owned those and who was responsible for them."
Ms. Cavanagh said both her firm and the real estate investor who bought the contaminated building from American Media for $40,000, David Rustine, assumed at the outset that all the boxed up materials would be destroyed. "You can see where the crux of the contract dispute goes back to," she said.
