The U.S. intelligence community has observed a “significant increase” in chatter among terrorist organizations as the 13th anniversary of the Sept. 11, 2001 terrorist attacks nears.
“We’ve noticed a significant increase in chatter among Islamic terrorist organizations overseas both on the Internet and phone lines,” a U.S. government official, speaking on condition of anonymity, told The Blaze.

While the intelligence community can not pinpoint whether or not an attack is planned, the official said that agencies “did see this kind of increase in chatter before the September 11 attacks.”
Deciphering chatter is more difficult than in previous years because of the rise of the Islamic State group, which threatens to drain al Qaeda of resources as it asserts dominance Iraq and Syria. Like al Qaeda, Islamic State, also known as ISIS or ISIL, has openly declared its intent to bring terror to American interests around the globe.

Al Qaeda is split down the middle and now you have 9/11 [anniversary approaching]. It would be beneficial to both camps that on 9/11, some great attack in the United States takes place,” he added.
The Islamic State executed American photojournalist James Foley on Aug. 19, and has used social media platforms to threaten terror attacks on American soil.

It's the Saudis, Stupid!
[Just nine days after I pointed out that Obama's latest “humanitarian” bombing puts American lives in danger, we have the video of the journalist James Foley's beheading at the hands of Daash, a.k.a. Islamic Caliphate, a.k.a. ISIS/ISIL. Well, that didn't take long! But there is more to the story: what stands behind this event, and others, such as 9/11, the Boston Marathon bombing, the Benghazi massacre and numerous other acts of terror is none other than America's best friend, the House of Saud. Here is a post by my friend Idris to explain this vital connection.]
The recent rise of the Islamic State (IS) in Syria and Iraq, along with its bedfellow Jahbat Al-Nusra (JN) is being viewed with alarm worldwide. It is the latest in a series of problems related to Islamic extremism for which Al Qaeda is the poster child. From Somalia to Yemen to Nigeria to the Levant to Afghanistan and Pakistan, to Chechnya to Xinjiang, China and even raising its head among the populations of western countries, both Muslim and non-Muslim are facing the ravages of the Salafi/Takfiri Nexus of Jihad.
However, there has been a failure to focus on the primary cause of these problems with their various manifestations worldwide. Saudi Arabia, with able assistance from several of its Gulf neighbors (with Qatar as the most prominent) has steadfastly promoted the rise of Islamic extremism. The extreme behavior now being manifested is the result of the extremist Wahhabi ideology that Saudi Arabia promotes and the billions of dollars it has spent to influence the entire Muslim world to adopt its extremist ideology or at least to remain silent as its poison spreads, particularly among the youth.
Saudi Arabia has for decades given scholarships to universities in the kingdom devoted to indoctrinating future Muslim leaders. It has funded Masjids, schools and Islamic Centers which have promoted their vitriol and which are usually staffed by graduates of their institutions. They have thus prepared the ground for what we are seeing now, as young Muslims from around the world flock to the Levant to wage Jihad under the banner of the various groups that the Saudis have long nurtured.
The Saudis and their Gulf co-conspirators have not limited themselves to promoting their hateful ideology. They have provided billions in material support for Muslims worldwide willing to take extremist action in accordance with Salafi/Takfiri principles. Any Muslim group worldwide willing to take violent actions that accord with this extreme Salafi/Takfiri worldview finds it easy to tap into the Saudi/Arab Gulf international network to receive funding and other forms of tangible support to launch their violent campaigns.
So next time you hear that Boko Haram or the Taliban or Abu Sayyaf or ISIL or some other Al Qaeda type organization has perpetrated some atrocity in the name of Islam... be sure to thank the Saudis! Its not that there are no just causes for which Muslims may feel compelled to resort to violent resistance... rather it is that Wahhabi ideology, propelled by billions of Petrodollars, has perverted nearly every corner of the Muslim world with its fanaticism.
The US, along with some its major allies, plays along with this travesty for several reasons. Most prominently, billions of Petrodollars recycled through their economies provide them with an exorbitant economic advantage. Secondly, they enjoy the ability to use crazy Jihadis against their enemies du jour. Want to push Russia out of Afghanistan? Send in the Jihadis. Want to topple Assad? Send in the Jihadis. Need to overthrow Gaddafi? Send in the Jihadis. Need to keep Somalia from developing its 100 billion barrels of oil and bringing down the price of oil to levels that would make US fracking uneconomical? Send in the (Ash-Shabab) Jihadis. Need to prevent Russian oil reaching the Caspian via Chechnya and Daghestan? Well you get the idea.
First they spend years priming Muslim groups with the backward, nihilistic Wahhabi ideology. Then, when frustration with their inability to achieve success (as a result of their backward, nihilistic ideology) makes these groups ready to take radical action, in come the suppliers of cash, arms, training and logistic support to make their dreams of Jihad a reality. Its a tried and tested formula that will continue to work until people realize that...
Its the Saudis, stupid!
Of course there are mischievous machinations on the part of imperial and former colonial powers to subjugate the Muslim world and in particular the hydrocarbon-rich Middle East. But both Muslims and non-Muslims need to realize that none of what we are seeing today would have been possible without the corrupting influence of Saudi and Gulf Arab sponsored Wahhabism/Salafism/Takfirism. Muslims in particular need to stop ignoring the dagger aimed at the heart of their religion by these sponsors of fanaticism. They must stop accepting their money, their books and their scholarships. It's all a poison pill!
Nor should the disguise of modernity used by those like the Qataris, who so strongly backed Morsi in Egypt, be allowed to hide their nefarious behavior. They are simply Wahhabis in suits. Just a week before Morsi was deposed, he publicly called on Egyptian youths to join the Takfiri Jihad in Syria. Muslims need to reclaim their true heritage from these usurpers.
On the other hand, Westerners should demand that their governments stop playing with fire by employing Islamic “beserkers” to do their dirty work. The blowback from their governments’ complicity with the Saudis has been extensive and includes highlights like 9/11, the Chechen Boston Marathon bombing, the consulate killings in Benghazi and the recent beheading of James Foley. Now with an entire well-armed and richly funded state spanning the borders of Syria and Iraq at their disposal and recruits flocking to their cause from all over the world, we can expect even more poisonous fruit from this tree planted and nourished by the Saudis and their helpers.
The first step to solving a problem is identifying its nature. Hence the importance of understanding the essential role that Saudi Arabia and its Gulf Arab allies have played in creating the world’s number one security problem. Thus far the Saudis, Qataris and their other Gulf Arab allies have managed to obscure the centrality of their role in spawning Al-Qaeda, ISIS/IS and their like. This needs to end!
Some people speculate that the ISIS/IS Frankenstein that they birthed may yet consume the Saudi Kingdom itself, but that would be little comfort to a world forced to deal with the furies that they have unleashed.

Everyone has noticed the contradiction of those who recently characterized the Islamic Emirate as "freedom fighters" in Syria and who are indignant today faced with its abuses in Iraq. But if that speech is incoherent in itself, it makes perfect sense in the strategic plan: the same individuals were to be presented as allies yesterday and must be as enemies today, even if they are still on orders from Washington. Are Barack Obama and John McCain political opponents as they claim, or are they working together on the imperialist strategy of their country?
John McCain is known as the leader of the Republicans and unhappy 2008 US presidential candidate. This is, we will see, only the real part of his biography, which serves as a cover to conduct covert actions on behalf of his government.
When I was in Libya during the "Western"attack, I was able to view a report of the foreign intelligence services. It stated that, on February 4, 2011 in Cairo, NATO organized a meeting to launch the "Arab Spring" in Libya and Syria. According to this document, the meeting was chaired by John McCain. The report detailed the list of Libyan participants, whose delegation was led by the No. 2 man of the government of the day, Mahmoud Jibril, who abruptly switched sides at the entrance of the meeting to become the opposition leader in exile. I remember that, among the French delegates present, the report quoted Bernard-Henry Lévy, although officially he had never exercised functions within the French government. Many other personalities attended the symposium, including a large delegation of Syrians living abroad.
Emerging from the meeting, the mysterious Syrian Revolution 2011 Facebook account called for demonstrations outside the People’s Council (National Assembly) in Damascus on February 11. Although this Facebook account at the time claimed to have more than 40,000 followers, only a dozen people responded to its call before the flashes of photographers and hundreds of police. The demonstration dispersed peacefully and clashes only began more than a month later in Deraa. [1]
On February 16, 2011, a demonstration underway in Benghazi, in memory of members of the Islamic Fighting Group in Libya [2] massacred in 1996 in the Abu Selim prison, degenerated into shooting. The next day, a second event, this time in memory of those who died by attacking the Danish consulate during the Muhammad cartoons affair, also degenerated into shooting. At the same time, members of the Islamic Fighting Group in Libya ,coming from Egypt and coordinated by unidentified, hooded individuals, simultaneously attacked four military bases in four different cities. After three days of fighting and atrocities, the rebels launched the uprising of Cyrenaica against Tripolitania [3]; a terrorist attack that the western press falsely presented as a "democratic revolution" against "the regime" of Muammar el-Qaddafi.
On February 22nd, John McCain was in Lebanon. He met members of the Future Movement (the party of Saad Hariri) whom he charged to oversee the transfer of arms to Syria around the MP Okab Sakr [4]. Then, leaving Beirut, he inspected the Syrian border and the selected villages including Ersal, which were used as a basis to back mercenaries in the war to come.
The meetings chaired by John McCain were clearly the trigger point for a long-prepared Washington plan; the plan that would have the UK and France attack Libya and Syria simultaneously, following the doctrine of "leadership from behind" and the annex of the Treaty of Lancaster House of November 2010. [5]
The Illegal Trip to Syria, April 2013
In May 2013, Senator John McCain made his way illegally to near Idleb in Syria via Turkey to meet with leaders of the "armed opposition". His trip was not made public until his return to Washington. [6]
This movement was organized by the Syrian Emergency Task Force, which, contrary to its title, is a Zionist Organization led by a Palestinian employee of AIPAC [7]

In photographs released at that time, one noticed the presence of Mohammad Nour, a spokesman for the Northern Storm Brigade (of the Al-Nosra Front, that is to say, al-Qaeda in Syria), who kidnapped and held 11 Lebanese Shiite pilgrims in Azaz. [8] Asked about his proximity to al-Qaeda kidnappers, the Senator claimed not to know Mohammad Nour who would have invited himself into this photo.
The affair made a great noise and the families of the abducted pilgrims lodged a complaint before the Lebanese judiciary against Senator McCain for complicity in kidnapping. Ultimately, an agreement was reached and the pilgrims were released.
Let’s suppose that Senator McCain had told the truth and that he was abused by Mohammad Nour. The object of his illegal trip to Syria was to meet the chiefs of staff of the Free Syrian Army. According to him, the organization was composed "exclusively of Syrians" fighting for "their freedom" against the "Alouite dictatorship” (sic). The tour organizers published this photograph to attest to the meeting.

If we can see Brigadier General Idriss Salem, head of the Free Syrian Army, one can also see Ibrahim al-Badri (foreground on the left) with whom the senator is talking. Back from the surprise trip, John McCain claimed that all those responsible for the Free Syrian Army were "moderates who can be trusted" (sic).
However, since October 4, 2011, Ibrahim al-Badri (also known as Abu Du’a) was on the list of the five terrorists most wanted by the United States (Rewards for Justice). A premium of up to $ 10 million was offered to anyone who would assist in his capture. [9] The next day, October 5, 2011, Ibrahim al-Badri was included in the list of the Sanctions Committee of the UN as a member of Al Qaeda. [10]
In addition, a month before receiving Senator McCain, Ibrahim al-Badri, known under his nom de guerre as Abu Bakr al-Baghdadi, created the Islamic State in Iraq and the Levant (ÉIIL) – all the while still belonging to the staff of the very "moderate" Free Syrian Army. He claimed as his own the attack on the Taj and Abu Ghraib prisons in Iraq, from which he helped between 500 and 1,000 jihadists escape who then joined his organization. This attack was coordinated with other almost simultaneous operations in eight other countries. Each time, the escapees joined the jihadist organizations fighting in Syria. This case is so strange that Interpol issued a note and requested the assistance of the 190 member countries. [11]
For my part, I have always said that there was no difference on the ground between the Free Syrian Army, Al-Nosra Front, the Islamic Emirate etc ... All these organizations are composed of the same individuals who continuously change flag. When they pose as the Free Syrian Army, they fly the flag of French colonization and speak only of overthrowing the "dog Bashar." When they say they belong to Al-Nosra Front, they carry the flag of al Qaeda and declare their intention to spread Islam in the world. Finally when they say they are the Islamic Emirate, they brandish the flag of the Caliphate and announce that they will clean the area of all infidels. But whatever the label, they proceed to the same abuses: rape, torture, beheadings, crucifixions.
Yet neither Senator McCain nor his companions of the Syrian Emergency Task Force provided the information in their possession on Ibrahim al-Badri to the State Department, nor have they asked for the reward. Nor have they informed the anti-terrorism Committee of the UN.
In no country in the world, regardless of their political system, would one accept that the opposition leader be in direct contact, and publicly friendly, with a very dangerous wanted terrorist.
Who Then is Senator McCain?
But John McCain is not just the leader of the political opposition to President Obama, he is also one of his senior officials!
He is in fact President of the International Republican Institute (IRI), the republican branch of NED / CIA [12], since January 1993. This so-called "NGO" was officially established by President Ronald Reagan to extend certain activities of the CIA, in connection with the British, Canadian and Australian secret services. Contrary to its claims, it is indeed an inter-governmental agency. Its budget is approved by Congress in a budget line dependent of the Secretary of State.
It is also because it is a joint agency of the Anglo-Saxon secret services that several states in the world prohibit it from any activity on their territory.
Accused of plotting the overthrow of President Hosni Mubarak for the Muslim Brotherhood, the two employees of the International Republican Institute (IRI) in Cairo, John Tomlaszewski (second right) and Sam LaHood (son of US-Lebanese, Ray LaHood, a democratic government Transportation Secretary) (second left) took refuge at the embassy of the United States. The list of interventions by John McCain on behalf of the State Department is impressive. He participated in all the color revolutions of the last twenty years.
To take only a few examples, ever in the name of "democracy", he prepared the failed coup against constitutional president Hugo Chávez in Venezuela, [13] the overthrow of constitutionally elected president Jean-Bertrand Aristide in Haiti [14], the attempt to overthrow the constitutional President Mwai Kibaki in Kenya [15] and, more recently, the ousting of the constitutional president of Ukraine, Viktor Yanukovych.
In any state in the world, when a citizen takes initiative to topple the regime of another State, he may be appreciated if successful and the new regime proves an ally, but he will be severely condemned when his initiatives have negative consequences for his own country. Now, Senator McCain never was harassed because of his anti-democratic actions in states where it has failed and who have turned against Washington. In Venezuela, for example. That is because, for the United States, John McCain is not a traitor, but an agent.
And an agent that has the best coverage imaginable: he is the official opponent of Barack Obama. As such, he can travel anywhere in the world (he is the most traveled US senator) and meet whoever he wants without fear. If his interlocutors approve Washington policy, he promised them to continue it, if they fight it, he hands over the responsibility to President Obama.
John McCain is known to have been a prisoner of war in Vietnam for five years, where he was tortured. He was involved in a program designed not to extract information but to instill speech. This was to transform his personality in order that he make statements against his own country. This program, studied based on the Korean experience for the Rand Corporation by Professor Albert D. Biderman, served as the basis for research at Guantánamo and elsewhere by Dr. Martin Seligman [16]. Applied under George W. Bush to more than 80,000 prisoners, it has transformed many of them into real fighters serving Washington. John McCain, who had cracked in Vietnam, therefore understands. He knows how to unscrupulously manipulate jihadists.
What is the US strategy with the jihadists in the Levant?
In 1990, the United States decided to destroy its former Iraqi ally. Having suggested to President Saddam Hussein that they would consider the attack of Kuwait as an Iraqi internal affair, they used this attack as an excuse to mobilize a broad coalition against Iraq. However, because of the opposition of the USSR, they did not overthrow the regime, but were content to administer a no-fly zone.
In 2003, France’s opposition was not enough to offset the influence of the Committee for the Liberation of Iraq. The United States attacked the country again and this time overthrew President Hussein. Of course, John McCain was a major contributor to the Committee. After handing to a private company the care of plundering the country for a year [17], they tried to partition Iraq into three separate states, but had to give it up due to the resistance of the population. They tried again in 2007, around the Biden-Brownback resolution, but again failed. [18] Hence the current strategy that attempts to achieve this by means of a non-state actor: the Islamic Emirate.
The operation was planned well in advance, even before the meeting between John McCain and Ibrahim al-Badri. For example, internal correspondence from the Qatari Ministry of Foreign Affairs, published by my friends James and Joanne Moriarty [19], shows that 5,000 jihadis were trained at the expense of Qatar in NATO’s Libya in 2012, and 2,5 million dollars was paid at the same time to the future Caliph.
In January of 2014, the Congress of the United States held a secret meeting at which it voted, in violation of international law, to approve funding for the Al-Nosra Front (Al-Qaeda) and the Islamic emirate in Iraq and the Levant until September 2014. [20] Although it is unclear precisely what was really agreed to during this meeting revealed by the British Reuters news agency [21], and no media US media dared bypass censorship, it is highly probable that the law includes a section on arming and training jihadists.
Proud of this US funding, Saudi Arabia has claimed on its public television channel, Al-Arabiya, that the Islamic Emirate was headed by Prince Abdul Rahman al-Faisal, brother of Prince Saud al Faisal (Foreign Minister) and Prince Turki al-Faisal (Saudi ambassador to the United States and the United Kingdom) [22].
The Islamic Emirate represents a new step in the world of mercenaries. Unlike jihadi groups who fought in Afghanistan, Bosnia-Herzegovina and Chechnya around Osama bin Laden, it does not constitute a residual force but actually an army in itself. Unlike previous groups in Iraq, Libya and Syria, around Prince Bandar bin Sultan, they have sophisticated communication services at their disposal for recruitment and civilian officials trained in large western schools capable of instantly taking over the administration of a territory.
Brand new Ukrainian weapons were purchased by Saudi Arabia and conveyed by the Turkish secret services who gave them to the Islamic Emirate. Final details were coordinated with the Barzani family at a meeting of jihadist groups in Amman on 1 June 2014. [23] The joint attack on Iraq by the Islamic Emirate and the Kurdistan Regional Government began four days later. The Islamic Emirate seized the Sunni part of the country, while the Kurdistan Regional Government increased its territory by over 40%. Fleeing the atrocities of jihadists, religious minorities left the Sunni area, paving the way for the three-way partition of the country.
Violating the Iraqi-US Defense agreement, the Pentagon did not intervene and allowed the Islamic Emirate to continue its conquest and massacres. A month later, while the Kurdish Peshmerga Regional Government had retreated without a fight, and when the emotions of world public opinion became too strong, President Obama gave the order to bomb some positions of the Islamic Emirate. However, according to General William Mayville, director of operations at the headquarters, "These bombings are unlikely to affect the overall capacity of the Islamic Emirate and its activities in other areas of Iraq or Syria ". [24] Obviously, they are not meant to destroy the jihadist army, but only to ensure that each player does not overlap the territory that has been assigned. Moreover, for the moment, they are symbolic and have destroyed only a handful of vehicles. It was ultimately the intervention of the Kurds of the Turkish and Syrian Kurdish PKK which halted the progress of the Islamic Emirate and opened a corridor to allow civilians to escape the massacre.
Much disinformation is circulating about the Islamic Emirate and its caliph. The Gulf Daily News newspaper claimed that Edward Snowden had made revelations about it. [25] However, after verification, the former US spy published nothing about it. Gulf Daily News is published in Bahrain, a state occupied by Saudi troops. The article aims to clear only Saudi Arabia and Prince Abdul Rahman al-Faisal of their responsibilities.
The Islamic Emirate is comparable to the mercenary armies of the European sixteenth century. They were conducting religious wars on behalf of the lords who paid them, sometimes in one camp, sometimes in another. Caliph Ibrahim is a modern condottiere. Although he is under the orders of Prince Abdul Rahman (Member of Sudeiris clan), it would not be surprising if he continued his epic in Saudi Arabia (after a brief detour in Lebanon or Kuwait) and determine the Royal succession favoring the Sudeiris clan over Prince Mithab (son, not brother of King Abdullah).
John McCain and the Caliph
In the latest issue of its magazine, the Islamic Emirate devoted two pages to denounce Senator John McCain as "the enemy" and "double-crosser", recalling his support for the US invasion of Iraq. Lest this accusation remain unknown in the United States, Senator immediately issued a statement calling the Emirate the "most dangerous Islamist terrorist group in the world" [26].

Ibrahim al-Badri, also known as Abu Du’a, also known as Abu Bakr al-Baghdadi, aka Caliph Ibrahim, mercenary of Prince Abdul Rahman al-Faisal, funded by Saudi Arabia, Qatar and the United States. He can commit all the horrors that are forbidden to states by the Geneva Conventions.[1] We relayed press reports assuring that the demonstration in Deraa was a protest after the arrest and torture of students who tagged hostile slogans about the Republic. However, many colleagues have attempted to establish the identity of these students and meet their families. None was able to do so, the only witnesses who spoke did so for the British press, but anonymously, thus unverifiably. We are now convinced that this event never existed. The study of Syrian contemporary documents shows that the event was really about an increase in civil servants’ salaries and pensions. It obtained satisfaction from the government. At that point, no newspaper had mentioned these students, this story having been invented by Al-Jazeera two weeks later.

Rep. Mike Rogers: Hundreds of US foreign fighters in Syria pose ‘very serious threat’ to US

Hundreds of U.S., British and Canadian citizens who have trained with Islamic State fighters trying to carve out their own state in Iraq and Syria pose a “very serious threat” to the United States, a top Republican lawmaker said Sunday.
Representative Mike Rogers, chairman of the House Intelligence Committee, urged the Obama administration to aggressively prosecute U.S. citizens who had trained overseas as it weighed options for how to respond to escalating violence by Islamic State militants in Iraq.
He said an attack on the Jewish museum in Brussels in May had shown a new push by extremist groups to carry out attacks on Western targets, and growing efforts to recruit backers on social media.
“I’m very concerned because we don’t know every single person who has gone and trained and learned how to fight,” Rogers told “Fox News Sunday.”
The United States carried out three air strikes on Saturday against Islamic State fighters near the besieged Shi’ite town of Amerli in northern Iraq and airdropped more than hundred additional bundles of humanitarian aid to civilians trapped there, the Pentagon said.
President Barack Obama last week authorized the new military action, broadening U.S. operations in Iraq amid an international outcry over the threat to Amerli’s mostly ethnic Turkmen population. Washington is seeking to build an international coalition to fight against Islamic State forces.
Rogers said he believed hundreds of U.S. citizens had trained with Islamic State at least once, in addition to an estimated 500 British citizens and hundreds more from Canada, with their passports essentially allowing them “free travel” to the United States to carry out extremist attacks.
“The chances of error are greater than our ability to track every single area. It’s a very serious threat,” he said, noting that U.S. intelligence agencies were also tracking “pretty serious” threats of planned attacks in the West by al Qaeda.
Concerns about Americans associating with Islamic State militant fighters have grown in recent weeks after the deaths of two U.S. citizens in Syria.
U.S. Attorney General Eric Holder said in July dozens of Americans were among roughly 7,000 foreign fighters that U.S. intelligence agencies estimate to be operating in Syria, out of roughly 23,000 violent extremists.
Rogers said the number of Americans who had traveled and trained overseas at least once was considerably higher.
He said U.S. efforts to tamp down on such travel by U.S. citizens needed to be handled carefully to avoid restricting the ability of other Americans to travel overseas.
But aggressive prosecution of those who trained with extremist groups could have a deterrent effect, he said.
Representative Dutch Ruppersberger, the top Democrat on the House Intelligence Committee, echoed Rogers’ concerns.
“The biggest threat that I see to the United States right now are Americans and Brits who have passports that have the ability to come into our country without getting a visa,” Ruppersberger told CNN’s “State of the Union” program.
“We had the suicide American bomber who was radicalized, came home to visit his parents, went back and then killed himself. Now, that could have happened in the United States,” Ruppersberger said.
A 22-year-old man from Florida carried out a suicide bombing in Syria’s Idlib province in May. A Denver woman was arrested in July on suspicion of trying to fly to Syria to help insurgents, and two men in Texas were arrested on similar charges in June.

Islamist militias in Libya took control of nearly a dozen commercial jetliners last month, and western intelligence agencies recently issued a warning that the jets could be used in terrorist attacks across North Africa.
Intelligence reports of the stolen jetliners were distributed within the U.S. government over the past two weeks and included a warning that one or more of the aircraft could be used in an attack later this month on the date marking the anniversary of the Sept. 11, 2001, terrorist attacks against New York and Washington, said U.S. officials familiar with the reports.
“There are a number of commercial airliners in Libya that are missing,” said one official. “We found out on September 11 what can happen with hijacked planes.”
The official said the aircraft are a serious counterterrorism concern because reports of terrorist control over the Libyan airliners come three weeks before the 13th anniversary of 9/11 attacks and the second anniversary of the Libyan terrorist attack on the U.S. diplomatic compound in Benghazi.
Four Americans, including Ambassador Christopher Stevens, were killed in the Benghazi attack, which the Obama administration initially said was the result of a spontaneous demonstration against an anti-Muslim video.
A senior State Department counterterrorism official declined to comment on reports of the stolen jetliners.
A second State department official sought to downplay the reports. “We can’t confirm that,” he said.
Meanwhile, officials said Egyptian military forces appear to be preparing to intervene in Libya to prevent the country from becoming a failed state run by terrorists, many with ties to al Qaeda.
Libya remains an oil-rich state and if the country is taken over completely by Islamist extremists, U.S. counterterrorism officials believe it will become another terrorist safe haven in the region.
The officials said U.S. intelligence agencies have not confirmed the aircraft theft following the takeover of Tripoli International Airport in late August, and are attempting to locate all aircraft owned by two Libyan state-owned airline companies, as security in the country continued to deteriorate amid fighting between Islamists and anti-Islamist militias.
Video surfaced on Sunday showing armed fighters from the Islamist militia group Libyan Dawn partying inside a captured U.S. diplomatic compound in Tripoli. The footage showed one fighter diving into a pool from a second-story balcony at the facility.
Tripoli airport and at least seven aircraft were reported damaged during fighting that began in July. Photos of the airport in the aftermath showed a number of damaged aircraft. The airport has been closed since mid-July.
The state-owned Libyan Airlines fleet until this summer included 14 passenger and cargo jetliners, including seven Airbus 320s, one Airbus 330, two French ATR-42 turboprop aircraft, and four Bombardier CJR-900s. Libyan state-owned Afriqiyah Airways fleet is made up of 13 aircraft, including three Airbus 319s, seven Airbus 320s, two Airbus 330s, and one Airbus 340.
The aircraft were reportedly taken in late August following the takeover of Tripoli International Airport, located about 20 miles south of the capital, by Libyan Dawn.
Al Jazeera television reported in late August that western intelligence reports had warned of terror threats to the region from 11 stolen commercial jets.
In response, Tunisia stopped flights from other Libyan airports at Tripoli, Sirte, and Misrata over concerns that jets from those airports could be on suicide missions.
Egypt’s government also halted flights to and from Libya.
Military forces in North Africa, including those from Morocco, Algeria, Tunisia, and Egypt have been placed on heightened alert as a result of intelligence warning of the stolen aircraft.
Egyptian military jets reportedly have conducted strikes inside Libya against Libyan Dawn positions recently, and U.S. officials said there are signs a larger Egyptian military incursion is being planned.
Egyptian President Abdel-Fatah al-Sisi was quoted as denying Egyptian air strikes into Libya have taken place but suggested that military action is being considered.
Secretary of State John Kerry last week told his Egyptian counterpart that the United States would speed up the delivery of Apache attack helicopters, although it is not clear the Apaches would be used in any Libyan operations.
Egypt’s military-backed government appears to be seeking a more significant role in regional security after the Obama administration helped engineer the ouster of Libyan strongman Moammar Qaddafi in 2011. Since then, the Obama administration, through its announced policy of “leading from behind,” has stood by while Libya gradually has spiraled into chaos.
The Libyan government announced Sunday that it no longer controlled the capital of Tripoli.
“We announce that the majority of the ministries, institutions, and associations in the capital Tripoli are no longer under its control,” a government statement said.
Libya’s parliament in August declared both Ansar al Sharia and Libyan Dawn as terrorist organizations working to overthrow the government.
Ansar al Sharia, which is based in Benghazi, recently publicized on social media that it has obtained large numbers of more sophisticated weapons, including SA-6 surface-to-air missiles, anti-aircraft guns, rocket-propelled grenades, shoulder-fired anti-aircraft missiles, assault rifles, and armored vehicles. The group is closely aligned with al Qaeda-linked rebels in Syria.
Abderrahmane Mekkaoui, a Moroccan military expert, told Al Jazeera television, which first reported the airline theft Aug. 21, the alert regarding the stolen jetliners was preventive and covers the region from Cairo to Lagos Nigeria.
Mekkaoui said the jets being held by the Libyan group called Masked Men Brigade that was designated as a foreign terrorist organization by the State Department in December.
The Masked Men Brigade is linked to al Qaeda and Ansar al Sharia—the group behind the Benghazi terrorist attacks of Sept. 11, 2012.
Until the Libya Dawn takeover of the airport, announced Aug. 24, two other militia groups, known as Al Qaqa and Al Sawa controlled the airport and all aircraft belonging to Libyan Airlines and Afriqiyah Airways.
Mekkaoui said “credible intelligence” reports given to states in the region indicated the Masked Men Brigade “is plotting to use the planes in attacks on a Maghreb state” on the 9/11 anniversary.
Counterterrorism expert Sebastian Gorka said that if the theft is confirmed, the stolen aircraft could be used in at least two ways.
“The first would be how commercial airliners were used on Sept. 11, 2001, literally turning an innocent mode of mass transit into a super-high precision guided missile of immense potency,” said Gorka, who holds the Maj. Gen. Charles Horner chair at Marine Corps University in Quantico, Va.
“The second tactic could be to use the airframe with its civilian markings as a tool of deception to insert a full payload of armed terrorists into a locale that otherwise is always open to commercial carriers,” he said.
Michael Rubin, a counterterrorism specialist with the American Enterprise Institute, said commercial jetliners in the hands of terrorists could be formidable weapons.
“Who needs ballistic missiles when you have passenger planes? Even empty, but loaded up with fuel they can be as devastating,” Rubin said.
“Each plane could, if deployed by terrorists to maximum devastating effect, represent 1,000 civilian casualties.”
Among the potential targets are urban areas and economic targets, like Saudi Arabia’s oil fields.
“Anyone who has ever flown over Saudi Arabia at night can see refineries like Yanbu lit up like Christmas trees against the blackness of the desert,” Rubin said. “One Saudi security officer once told me that they would only have about 90 seconds to shoot down a hijacked plane from the time it left international airspace to impact in one of the region’s most important refineries.”
Rubin said in 2003 a Boeing 727 went missing in Africa fueling concerns about a terror attack on the U.S. consulate in Karachi.
“What is striking is that more than a decade later, the United States hasn’t taken the need to safeguard what are effectively giant guided missiles seriously,” he said.
A former Libyan general, Khalifa Haftar, has been leading anti-Islamist forces. His group has access to Libyan air force MiG jets that have conducted strikes on Libyan Dawn positions in recent days. Haftar also has conducted military raids in Benghazi.
The United Nations Security Council on Aug. 27 announced plans for new sanctions on Libyan militias and terrorists. In a resolution the U.N. warned of the “growing presence of al Qaeda-linked terrorist groups and individuals operating in Libya.”

In the latest round of court papers in Saleh v. Bush, Case No. 3:13-cv-1124 JST (N.D. Cal. Mar. 13, 2013), the United States has argued that the holdings from the Nuremberg Tribunal have “neither estoppel nor preclusive effect” and are “irrelevant” to the question of whether US officials are immune from suit based on allegations of aggression.
The United States continues to maintain that former Bush Administration officials are subject to dismissal based on a domestic law, the Westfall Act, that shields government officials from civil lawsuits for activities undertaken during the scope of an official’s employment.
Saleh argues that defendants Bush, Cheney, Powell, Rice, Rumsfeld and Wolfowitz acted outside the scope of their authority in planning and waging the Iraq War, which she contents was done in violation of US and international law. Specifically, she contends that these individuals committed aggression against Iraq, which was outlawed by the International Military Tribunal at Nuremberg, Germany, over 60 years ago.
The Court has also reset the hearing date from September 11, 2014, to November 13, 2014 in the Northern District of California.
