Deadly Drone Strike on Muslims in the Southern Philippines

Early last month, Tausug villagers on the Southern Philippine island of Jolo heard a buzzing sound not heard before. It is a sound familiar to the people of Waziristan who live along Pakistan's border with Afghanistan, where the United States fights the Taliban. It was the dreaded drone, which arrives from distant and unknown destinations to cause death and destruction. Within minutes, 15 people lay dead and a community plunged into despair, fear and mourning.

The U.S. drone strike, targeting accused leaders in the Abu Sayyaf and Jemaah Islamiyah organisations, marked the first time the weapon has been used in Southeast Asia. The drone has so far been used against Muslim groups and the Tausug are the latest on the list.

Just as in Pakistan and other theatres of the "war on terror", the strike has provoked controversy, with a Filipino lawmaker condemning the attack as a violation of national sovereignty. This controversy could increase with the recent American announcement that it plans to boost its drone fleet in the Philippines by 30 per cent. The U.S. already has hundreds of troops stationed on Jolo Island, but until now, the Americans have maintained a non-combat "advisory" role.

The expansion of U.S.' drone war has the potential to further enflame a volatile conflict involving the southern Muslim areas and Manila, which has killed around 120,000 people over the past four decades. To understand what is happening in the Philippines and the U.S.' role in the conflict, we need to look at the Tausug, among the most populous and dominant of the 13 groups of Muslims in the South Philippines known as "Moro", a pejorative name given by Spanish colonisers centuries ago.

Sulu Sultanate

For hundreds of years, the Tausug had their own independent kingdom, the Sulu Sultanate, which was established in 1457 and centered in Jolo. The Sultanate became the largest and most influential political power in the Philippines with highly developed trade links across the region. From this base among the Tausug, Islam took root in neighbouring Mindanao Island among the Maguindanao and other groups.

The antagonistic relationship between the Moro periphery and the centre in Manila developed during the Spanish colonial era. The Spanish had arrived not long after expelling the Muslims from Spain and, intoxicated by that historical victory, were determined to exterminate Islam in the region and unite the Philippines under Christian rule.

In the instructions given by the Spanish governor on the eve of the first campaign against the southern Muslims in 1578, he ordered that "there be not among them anymore preachers of the doctrines of Mahoma since it is evil and false" and called for all mosques to be destroyed. The governor's instructions set the tone for centuries of continuous warfare. The idea of a predatory central authority is deeply embedded in Tausug mythology and psychology.

Of all the Moro groups, the Tausug has been considered the most independent and difficult to conquer, with not a single generation of Tausug experiencing life without war over the past 450 years.

As any anthropologist will testify, the Tausug have survived half a millennium of persecution and attempts at conversion because of their highly developed code and clan structure. It is the classic tribe: egalitarian and feuding clans that unite in the face of the outside enemy and a code which emphasizes honor, revenge, loyalty and hospitality.

It was only in the late 19th century that Spain succeeded in incorporating the Sulu Sultanate as a protectorate and established a military presence on Jolo. The Spanish were followed by American colonisers who could be as brutal as their predecessors. In a 1906 battle, U.S. troops killed as many as 1,000 Tausug men, women and children, and between 500 and 2,000 in a 1913 engagement.

Despite the Moro resistance to U.S. colonial rule, they advocated for either continued American administration or their own country, rather than be incorporated into an independent Philippines, which they believed would continue the policies of the Spanish against their religion and culture. The request, however, was rejected.

'Special provinces'

Following independence in 1946, the Muslim regions were ruled as "special provinces" with most of the important government posts reserved for Christian Filipinos. Despite being granted electoral representation in the 1950s, the majority of Moro had little interest in dealing with the central government. Manila, for its part, largely neglected the region.

The Tausug areas remained impoverished and, in the absence of jobs, young men turned to looting and piracy. In response, Manila opted for heavy-handed military tactics and based its largest command of security forces in the nation among the Tausug.

Central government actions to subdue the Tausug areas in the 1950s resulted in the deaths of almost all fighting age men in certain regions. The society was torn apart, with the young generation growing up without traditional leadership.

The current conflict began in 1968 with what became known as the Jabidah Massacre, when around 60 mainly Tausug recruits in the Philippine Army were summarily executed after they refused a mission to attack the Malaysian region of Sabah, where a population of Tausug also resides.

In 1971, the Moro, incensed by Jabidah and accusing the central government of conducting "genocide", began an open war against the state. A Tausug-dominated independence movement soon developed called the Moro National Liberation Front (MNLF). In 1976, the government reached an agreement with the MNLF to grant the Moro areas autonomy, which was further developed in a 1996 treaty that is still being negotiated.

For many Moro living on Mindanao, however, the deal was unsatisfactory because of the presence of so many Christian settlers, who they complained were taking more and more of their land under what seemed like government policy.

Indeed, the population had dramatically changed from 76 per cent Muslim in 1903 to 72.5 per cent Christian by 2000. The government was arming Christian settlers to attack Muslims. In 1971, the most notorious Christian militia, the Ilaga, killed 70 Moro in a mosque. Muslim militias lashed back, leading to a cycle of violence.

A new group, the Moro Islamic Liberation Front (MILF), based in Mindanao's Maguindanao ethnic group, soon split from the MNLF and vowed to push for secession.

'Abu Sayyaf' label

Following the 9/11 attacks, the United States became involved in the region in pursuit of the elusive Abu Sayyaf, which it accused of having links with al-Qaeda. The group was formed by a charismatic Tausug preacher in the late 1980s, whose speeches attracted angry young men from a community rife with orphans due to the previous decades of war.

Abu Sayyaf has been blamed for kidnappings, bombings and beheadings, gripping the Philippines with sensational media reports. Manila has been accused of applying the "Abu Sayyaf" label to any conflict in the region, including those involving small armed Tausug groups, many of them kinship based, which have existed for centuries.

Aid workers kidnapped in 2009, for example, reported that their "Abu Sayyaf" captor told them "I can be ASG (Abu Sayyaf Group), I can be MILF, I can be [MILF or MNLF breakaway group] Lost Command".

Manila was discovering, like many other nations after 9/11, that by associating its restless communities on the periphery with al-Qaeda, it could garner easy American support.

To resolve the conflict between the Moro and Manila, President Benigno Aquino must demonstrate that the centuries of conflict and forced assimilation into a monolithic Filipino culture are over. The government needs to promote pluralism and build trust with the periphery.

With the recent declarations by President Aquino's government that the state is fully invested in implementing the 1996 autonomy agreement with the MNLF and hopes to have a peace treaty in place with the MILF by 2013, the various parties have a unique opportunity to work for a longstanding solution.

Development projects to help the suffering Tausug must be conducted urgently as the situation for ordinary people is dire. Amidst the frequent barrages of artillery and bombs and the displacement of hundreds of thousands over the past decade, a 2005 study found that 92 per cent of water sources in Sulu Province, where the majority of Tausug live, were contaminated, while the malnutrition rate for children under five is 50 per cent. Education and employment are constant challenges.

The sad state of affairs does not only result from a lack of funds, as the Philippines government, the United States and others have poured millions into the region, but rather how funds are spent. The association of development with the military among the population has been an impediment to implementing necessary projects.

Mediation needed

Between inefficient aid funding and the ongoing military campaigns, Manila has been drained of desperately needed resources and diverted from fulfilling its ambitions to become an economic powerhouse.

Development solutions can only work if they have the full support of the clans that decide local politics, which is no easy task, considering the tenacity with which clans can fight over resources. Yet with a holistic plan of engagement in the context of true autonomy, it is possible to bring them together.

Mediation, involving local religious leaders and international bodies like the Organisation of Islamic Co-operation, which has taken the lead in peace talks between the Moro factions and the government, can play a key role in this regard.

Major General Reuben Rafael, the Philippine commander formerly in charge of military operations in Sulu Province, gave us an example of how to proceed. In 2007, he staged a public apology for transgressions against the population. The assembled people began to cry, including the Tausug mayor of the town, who stated that never in the history of Sulu had a military general apologized to them in such a manner. This is the way to the heart of the Tausug, and we salute the general for showing us the path to peace.

By unleashing the drones, the U.S. has pushed the conflict between centre and periphery in the Philippines in a dangerous direction. If there is one lesson we can learn from half a millennium of history it is this: weapons destroy flesh and blood, but cannot break the spirit of a people motivated by ideas of honour and justice.

Instead, the U.S. and Manila should work with the Muslims of the Philippines to ensure full rights of identity, development, dignity, human rights and self-determination. Only then will the security situation improve and the Moro permitted to live the prosperous and secure lives they have been denied for so long; and only then will the Philippines be able to become the Asian Tiger it aspires to be.

How apalling, the US has found a new 'theatre' to expand its drone wars.

Good Gawd. As if the US doesn't already have decades of malicious treachery & deceit in supporting & stage-managing the Aquino debacle to atone for and reconcile with all the US PR hype about respect for life and liberty ad nauseum. And with the fingerprints of US-managed false-flag bombing-terror from several years ago still very evident in the consciousness of many Phillipinos.

I found the article really well-written, lucid and insightful. Although I haven't seen it in the kind of news we cover & talk about here at RI for awhile, I didn't expect the US's interest in interfering with Phillipine politics and society to have waned. Too tragicly and sadly, it hasn't.

Once again, alas, the seemingly boundless perfidy & deceit of American 'leaders' is shown to be inversely proportional to their dignity & honour.

I guess there's no room for the latter in their vision of a Brave New World.

US drone strikes now targeting the Philippines? What the heck? I necro threaded on another forum an old posting where liberals were going ape over the revealing of Cheney's secret assassin team that apparently never materialized, posting about how Obama brags about his kill list. Silence of course. But man, where does the madness end? I thought the drones were being kept to Pakistan/Yemen/Somalia, as if that wasnt bad enough.

Now this isnt really controversial to speak of, as its open that both Romeny and Obama's top campaign donors include JP Morgan Chase, Citibank, Goldman Sachs, Wells Fargo, etc. Yet the left and right never seem to mention both their guys are funded by the same wall street banks!

Letter--Russian Highly Enriched Uranium

TEXT OF A LETTER FROM THE PRESIDENT TO THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE PRESIDENT OF THE SENATE

June 25, 2012

Dear Mr. Speaker: (Dear Mr. President:)

Pursuant to section 204(b) of the International Emergency Economic Powers Act (IEEPA), 50 U.S.C. 1703(b), I hereby report that I have exercised my authority to declare a national emergency to deal with the threat posed to the United States by the risk of nuclear proliferation created by the accumulation in the Russian Federation of a large volume of weapons-usable fissile material.

In Executive Order 13159 of June 21, 2000, the President found that this same risk constituted an unusual and extraordinary threat to the national security and foreign policy of the United States and declared a national emergency to deal with that threat. The United States and the Russian Federation had entered into a series of agreements that provide for the conversion of highly enriched uranium (HEU) extracted from Russian nuclear weapons into low enriched uranium (LEU) for use in commercial nuclear reactors. There were concerns that payments due to the Russian Federation under these agreements may be subject to attachment, garnishment, or other judicial process, in the United States, which could put implementation of such agreements at risk. In Executive Order 13159, the President therefore ordered blocked all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements so that it would be protected from the threat of attachment, garnishment, or other judicial process.

In the Executive Order I have issued today, I find that the risk of nuclear proliferation created by the accumulation in the Russian Federation of a large volume of weapons-usable fissile material continues to constitute an unusual and extraordinary threat to the national security and foreign policy of the United States. I therefore declared a national emergency to address this threat and to continue the blocking of all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements.

A major national security goal of the United States is to ensure that fissile material removed from Russian nuclear weapons pursuant to various arms control and disarmament agreements is dedicated to peaceful uses, subject to transparency measures, and protected from diversion to activities of proliferation concern. The United States and the Russian Federation entered into an international agreement in February 1993 to deal with these issues as they relate to the disposition of HEU extracted from Russian nuclear weapons (the "HEU Agreement"). The HEU Agreement provides for 500 metric tons of HEU to be converted to LEU over a 20-year period. This is the equivalent of 20,000 nuclear warheads.

Additional agreements were put in place to effectuate the HEU Agreement, including agreements and contracts on transparency, on the appointment of executive agents to assist in implementing the agreements, and on the disposition of LEU delivered to the United States (collectively, the "HEU Agreements"). Under the HEU Agreements, the Russian Federation extracts HEU metal from nuclear weapons. That HEU is oxidized and blended down to LEU in the Russian Federation. The resulting LEU is shipped to the United States for fabrication into fuel for commercial reactors.

The HEU Agreements provide for the Russian Federation to receive money and uranium hexafluoride in payment for each shipment of LEU converted from the Russian nuclear weapons. The money and uranium hexafluoride are transferred to the Russian Federation executive agent in the United States.

The executive branch and the Congress have previously recognized and continue to recognize the threat posed to the United States national security from the risk of nuclear proliferation created by the accumulation of weapons-usable fissile material in the Russian Federation. This threat is the basis for significant programs aimed at Cooperative Threat Reduction and at controlling excess fissile material. The HEU Agreements are essential tools to accomplish these overall national security goals. The Congress has repeatedly demonstrated support for these agreements.

Payments made to the Russian Federation pursuant to the HEU Agreements are integral to the operation of this key national security program. Uncertainty surrounding litigation and the possible attachment, garnishment, or other judicial process that could impede these payments could lead to a long term suspension of the HEU Agreements, which creates the risk of nuclear proliferation. This is an unacceptable threat to the national security and foreign policy of the United States.

Accordingly, I have concluded that all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements should remain protected from the threat of attachment, garnishment, or other judicial process. I have, therefore, exercised my authority and issued an Executive Order that provides:

except to the extent provided in regulations, orders, directives, or licenses that may be issued pursuant to the order, or that were issued pursuant to Executive Order 13159 of June 21, 2000, all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements that are in the United States, that hereafter come within the United States, or hereafter come within the possession or control of any United States persons, including any foreign branch, are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in;

unless licensed or authorized pursuant to the order, any attachment, judgment, decree, lien, execution, garnishment, or other judicial process is null and void with respect to any property or interest in property blocked pursuant to the order; and

that all heads of departments and agencies of the United States Government shall continue to take all appropriate measures within their authority to further the full implementation of the HEU Agreements.

The effect of this Executive Order is limited to property that is directly related to the implementation of the HEU Agreements. Such property will be clearly defined by the regulations, orders, directives, or licenses that will be issued pursuant to this Executive Order. I have delegated to the Secretary of the Treasury, in consultation with the Secretary of State, the authority to take such actions, including the promulgation of rules and regulations, and to employ all powers granted to the President by IEEPA as may be necessary to carry out the purposes of the order. All agencies of the United States Government are directed to take all appropriate measures within their authority to carry out the provisions of the order.

I am enclosing a copy of the Executive Order I have issued.

Obama Betrays Campaign Promise to Label Genetically Engineered Food
In 2007, Senator Obama, campaigning for the presidency in the Democratic primary, promised to label genetically engineered food.

Now, if you write the Obama for America campaign about GMO labels, you get this response:

"Genetically modified crops hold out the promise of benefits like increased production and reduced reliance on pesticides. At the same time, some Americans want more information to help them choose their food. President Obama understands these concerns and is considering additional steps in this area."

What? How can he flip his position like that? What makes him believe Monsanto's lies? Why isn't he listening to the 9 out of 10 voters who want GMOs labeled? Is there anything we can do to get him back on our side before November?


The first step is to give Barack Obama a piece of our minds! Bill Maher did on his show last week, when he called the President out for breaking his campaign promise on GMO labels and putting Monsanto's Michael Taylor in charge of food safety. Obamacare Wins, We Lose

It was a brilliant move by far Right (but oh so likable) Chief Justice Roberts to side with the Dem-appointed Justices and uphold ObamaCare. After all, this is a massive victory for corporate power, forcing citizens to buy an expensive insurance product that won’t serve our needs very well but will profit industry, in lieu of receiving real health care.

Obamacare and its corporate mandate were born on the Right (as in Heritage Foundation) as a way to destroy the political prospects of any single payer system that would cover all Americans with a tax-funded system of guaranteed medical care. This is the way all other industrial societies protect the right to health care, by taking it out of the hands of the giant insurance industry. The right to health care is like the right to not be enslaved – there are no half measures, and the insurance industry is the slave master.

Roberts may have brilliantly scored a “4-fer” victory:

1.) He now has an interesting historic legacy.

2.) He and his Dem-appointed colleagues have given huge new powers to corporations, and further reduced the rights of citizens.

3.) Any real reform — call it single payer, or medicare for all — is doomed in bipartisan fashion. The “pragmatists” who are for Obamacare are duped if they think it is going to be expanded to single payer. From this point on, it will only be picked over and further reinvented to empower the insurance and drug industries.

4.) Roberts siding with Dems has probably bounced Obama right out of office. The public overwhelmingly hates Obamacare, and this pours gas on the electoral fire.

No wonder Roberts delivered the goods! What a great Right Wing Justice he is.

I am surprised. I expected to see outrage here, or... somewhere. The crowing from Obama supporters on Facebook today was intolerable. It was a giant holiday for loyal, hoodwinked Dems. I looked forward to myriad voices criticizing this corporate compromise, but I've seen few.

Ah well, maybe they will surface in the days ahead.

^ Only in Counterputz, where up is down and night is day, could today's ruling be considered a "Grand Slam for the Right." Seriously. And if "The public overwhelmingly hates Obamacare," it's because mockingbirds like FOX, CNN, and Counterputz have been shitting their brains out on it. Fox and CNN even lied about the ruling today and claimed it was struck down (oops, another big misunderstanding, like November 2000). And the provisions enacted so far have turned out to be, surprise, popular, eg the one allowing children up to 26 to remain on their parents' plans. Yes, single-payer would have been far better, yes, this is basically Romneycare, and yes, Roberts introduced the tax angle, but considering that every Repuke in the House voted against it, and Romney himself intends to run against it, I'd say it has to be a good thing, and I think on balance it is. Does anyone honestly expect Congress to abolish the for-profit health insurance industry, or any other parasite industry, in our lifetimes? I don't.

In an eagerly anticipated opinion on the Patient Protection and Affordable Care Act, colloquially known as “Obamacare’, an unusual alignment of justices upheld the Act nearly entirely. The crucial part of the decision found the ‘odd bedfellows’ combination of Chief Justice Roberts joining the four ‘liberal’ justices to uphold the ‘individual mandate’, the section of the law requiring all Americans to buy health insurance from private health insurance companies. The alignment is especially strange given the lengths to which Justice Roberts had to go to support his convoluted reasoning.

He accepted the argument that the individual mandate was unconstitutional as an exercise of the Commerce Clause becuase it required a commercial activity that had never hitherto existed, i.e. the purchase of health insurance by someone who had never purchased it. He accepted the argument that the individual mandate was unconstitutional as an exercise of the “Necessary and Reasonable” Clause. And he rejected the argument that the payment of a penalty to the IRS by those who refused to comply with the individual mandate (“refuseniks”) was a “tax” subject to a law that says you first have to pay the tax before you can sue for a refund.

But then he turned about and found that the money that the IRS can take from a refusenik WAS a tax and NOT a penalty. Under that reasoning, the ‘individual mandate’ requiring everyone to buy health insurance from a private company becomes a ‘tax law’ and therefore constitutional.

With this bizarre twisting of words, the Supreme Court has revealed the nature of 21st century American political thought. Those who make, interpret and enforce the laws no longer lie on the ‘left-right’ political continuum. Instead, they are in effect at ‘right angles’ to that continuum. The ideology that drives the Supreme Court, the political administration and the Congress is not Conservative or Liberal but can best be described as “Corporatist.” This is the ideology that affirms that “corporations are citizens, my friends.” it is the ideology that drove the Roberts Court to the odious Citizens United decision. it is the ideology behind a bailout for banks that are ‘too big to fail.’ And it is the ideology that allows Congress to pass a law like the ACA that is essentially written by a favored industry. The Corporatist ideology allows the Supreme Court to uphold the ACA despite the obvious and glaring consequence: forcing someone to buy health insurance is like forcing someone to buy a used Rambler — it’s a shoddy product at an inflated price, but you must pay a tax or swallow your anger and buy it from the smirking dealer down the street.

Why does Corporatism favor Obamacare? Because Obamacare is nothing more than a huge bailout for another failing industry — the health insurance industry. No health insurer could continue to raise premiums at the rate of two to three times inflation, as they have done for at least a decade. No health insurer could continue to pay 200 million dollar plus bonuses to top executives, as they have done repeatedly. No health insurer could continue to restrict Americans’ access to decent health care, in effect creating slow and silent ‘death panels.’ No health insurer could do those things and survive. But with the Obamacare act now firmly in place, health insurers will see a HUGE multibillion dollar windfall in the form of 40 million or more new health insurance customers whose premiums are paid largely by government subsidies. That is the explanation for the numerous expansions and mergers you have seen in the health care industry in the past couple of years. You will see more of the same, and if you are a stock bettor, you would do well to buy stock in smaller health insurers, because they will be snapped up in a wave of consolidation that dwarfs anything yet seen in this country.

As I write this, I note that health industry stocks have taken a big jump on Wall Street.

What a surprise!

The system will necessarily and inevitably corrupt you.

That last point is absolutely critical, and it must never be forgotten.

I want to stress that it is a huge error to believe that liberals and progressives who are happy about the Supreme Court "victory," and who generally support Obama and view his reelection as vitally important -- despite the fact (among other similar facts) that Obama asserts that he can murder anyone he wishes, anywhere in the world, for any reason he chooses or invents -- will somehow recognize the truth and come to their senses. I'm not referring here to those Americans who barely follow politics and who vote automatically and without any measurable degree of analysis and consideration beforehand, if they vote at all -- but to those liberals and progressives who follow politics even somewhat closely. And I'm especially referring to liberals and progressives who are active in politics, including writers and bloggers.

It must be understood that they cannot and will not grasp the actual meaning of the Supreme Court ruling, just as they will not grasp the meaning of Obama's other numerous, heinous acts.

The other issue I want to discuss is a contention that was frequently offered during the debate over the health "care" bill, and I'm certain it will put in another appearance in the wake of the Supreme Court ruling. A certain kind of commentator would ruefully note the bill's numerous shortcomings (including the fact that it was bought and paid for, and sometimes written, by the major insurance and pharmaceutical interests), but go on to support the bill anyway -- because, they claimed, it would help "some" people.

This is one of the most awful arguments imaginable. I discussed it in detail here: "Concerning Those Who Manufacture and Eat Shit."

. . . But the fact that this bill will help some people is a ridiculous, completely asinine standard. It is utterly illegitimate as a matter of analysis, as well as being vile in moral terms, to use the fact that it will help some people as justification for its passage. Think about it for a moment. Any bill in any political system will help some people. This is true even in a dictatorship, and even under totalitarian rule. . . .

What lies at the heart of the health "reform" bill is a massive transfer of wealth from "ordinary" Americans to an already hugely wealthy and powerful insurance industry via the mandate system, which is made still worse by being a subsidized mandate system (which means that taxpayers are robbed at gunpoint twice). As a result, the legislation in its totality is, right, a piece of shit.

Just like the ABC Path to 9/11 debacle, just like every other controlled football issue, the fake Obamacare response has been deafening. So typical.

I posted on some comments from right wingers outraged/liberal pant jizzing regarding why noone seems upset when Obama slaughters a whole village on a near daily basis or sells us out to wall street or takes neocon police state/above the law tactics to a cracked out steroid level...oh but Obamacare, thats what is firing up people on either sides. Yawn.

God, dems and right wingers really should just kiss and form a hybrid party called the 'sell out' party.

Well, they already kiss behind closed doors. And it's already a hybrid party, but that'll never be made public -- wouldn't want to give away the game after all.
