Missile Defense Agency Fact Sheet
Sea-Based X-Band Radar
The Sea-Based X-Band (SBX) Radar tracks, discriminates, and assesses the flight characteristics of ballistic missiles. The SBX provides an advanced capability to the overall Ballistic Missile Defense System (BMDS), greatly increasing the Missile Defense Agency’s ability to conduct operational and realistic testing of the BMDS, while providing an operational capability to the Combatant Commands.
Overview
The SBX is a unique combination of an advanced X-band radar
mounted on a mobile, ocean-going, semi-submersible platform that provides the BMDS with an extremely powerful and capable radar that can be positioned to cover any region of the globe.
The vessel is based on a fifth-generation semi-submersible oil drilling platform. It is twin-hulled, self-propelled, and stable in high winds and turbulent sea conditions.
Its ocean-spanning mobility allows the radar to be repositioned as needed to support the various BMDS test scenarios. Operationally, it provides an advanced radar capability to obtain missile tracking information while an incoming threat missile is in flight, discriminates between the hostile missile warhead and any decoys, and provides that data to interceptor missiles so that they can successfully intercept and destroy the threat missile before it can reach its target.
Details
The SBX is 240 feet wide and 390 feet long. It towers more than 280 feet from its keel to the top of the radar dome and displaces nearly 50,000 tons.
Larger than a football field, the main deck houses living quarters, workspaces, storage, power generation, bridge, and control rooms while providing the space and infrastructure necessary to support the radar antenna array, command control and communications suites, and an In-flight Interceptor Communication System Data Terminal which provides missile tracking and target discrimination data to interceptor missiles.
Development
Construction of the vessel and integration of the payloads were completed in two Texas shipyards and extensive sea-trials were conducted in the Gulf of Mexico and the Pacific Ocean.
The SBX can be redeployed as needed to support both testing and defensive operations for the BMDS.

JAKARTA, Indonesia (AP) - The recent monster quake that hit northeastern Japan altered the earth's surface, geologists say, loading stress onto a different segment of the fault line much closer to Tokyo.
Experts are quick to point out that this doesn't mean a powerful earthquake is necessarily about to strike the Japanese capital. Even if it did, the structure of the tectonic plates and fault lines around the city makes it unlikely that Tokyo would be hit by a quake anywhere near the intensity of the 9.0-magnitude one that struck March 11, said Roger Musson of the British Geological Survey
But, given the vast population - Tokyo and its surroundings are home to 39 million people - any strong temblor could be devastating.
"Even if you've got, let's say, a 7.5, that would be serious," the seismologist said.
Japan is located on the Ring of Fire, an arc of volcanos and fault lines spanning the Pacific Basin, and is regularly hit by earthquakes.
But before last week's quake - the largest to hit the country since it started keeping records 130 years ago - few geologists considered Japan to be a strong candidate for a 9-plus earthquake, said Andrew Moore, of Earlham College in Richmond, Indiana.
There is mounting evidence, however, that Japan has been struck by several severe quakes in the last 3,500 years - most in the northern reaches of the country. Sand deposits indicate that several quakes have spawned 30-foot-high (9-meter-high) waves that slammed into the northern island of Hokkaido, he said, the most recent in the 17th century.
Similar deposits underlie the city of Sendai - the area rocked last week - with the most recent from an 869 A.D. tsunami that killed 1,000 people and washed more than 2.5 miles (three kilometers) inland.
And even weaker quakes that hit Tokyo in the past have caused significant damage.
But last week's tremor changed the coastal landscape - and not just above sea-level. It created a trench in the sea floor 240 miles long (380 kilometers long) and 120 miles wide (190 kilometers wide) as one tectonic plate dove 30 feet (nine meters) beneath another, said Eric Fielding of NASA's Jet Propulsion Laboratory.
While that relieved stress at the breaking point, it appears to have piled pressure onto adjacent segments, said Brian Atwater, a geologist with the U.S. Geological Survey.
That added strain could now trigger a strong, deadly aftershock on Tokyo's doorstep.
It's a common occurrence after strong quakes and happened after the 2004 mega-earthquake and tsunami off Indonesia that killed 230,000 people in a dozen nations.
Three months later, an 8.6-magnitude quake erupted farther down the fault line, killing 1,000 people on sparsely populated Nias island.
"But it's difficult to say," said Atwater. "There are good examples of such stresses leading to other earthquakes, big earthquakes, and there are good examples of that not happening."
Scientists are studying the March 11 quake and ongoing seismic activity to determine where new strains might be building.
"When the main shock is this big, you get a football-shaped region where aftershocks are fair game. It extends in all directions," including toward Tokyo, USGS seismologist Susan Hough and other experts said.
But, they acknowledge, it's hard to keep up.
"We are drinking from a fire hose here. The input data keeps changing and augmenting," Ross Stein, of the USGS, wrote in an e-mail.
His focus now is on the fragment of the Pacific tectonic plate lodged beneath Tokyo - movement of which is believed to have caused a 7.3-magnitude quake in 1855 that killed an estimated 7,000 people.
"We believe ... the faults which bound the fragment were brought closer to failure by the magnitude-9 quake," Ross said.

Two of Asia's most oppressive regimes may have joined forces to develop a nuclear arsenal, according to strategic experts who have analysed information supplied by a pair of Burmese defectors.
The men, who played key roles in helping the isolated military junta before defecting to Thailand, have provided evidence which suggests Myanmar has enlisted North Korean help to build its own nuclear bomb within the next five years.
Details supplied by the pair, who were extensively interviewed over the past two years by Professor Desmond Ball of the Australian National University and Thai-based Irish-Australian journalist Phil Thornton, points to Myanmar building a secret nuclear reactor and plutonium extraction facility with the assistance of North Korea.
Thitinan Pongsudhirak, the head of Thailand's Institute of Security and International Studies, said: "The evidence is preliminary and needs to be verified, but this is something that would completely change the regional security status quo.
"It would move Myanmar [Burma] from not just being a pariah state but a rogue state - that is one that jeopardises the security and well-being of its immediate neighbours," he said.
The nuclear claims, revealed by The Sydney Morning Herald at the weekend, will ring alarm bells across Asia.
The newspaper said the testimony of the two defectors brought into sharp focus the hints emerging recently from other sources, supported by sightings of North Korean delegations, that the Myanmar junta, under growing pressure to democratise, was seeking a deterrent to any foreign moves to force regime change.
Their evidence also reinforces concerns expressed by Hillary Clinton, the US Secretary of State, in Thailand last week about growing military co-operation between North Korea and Myanmar.
"We worry about the transfer of nuclear technology and other dangerous weapons," she said at a regional security conference.
The two defectors whose briefings have created such alarm are both regarded as credible sources.
One was an officer with a secret nuclear battalion in the Myanmar army who was sent to Moscow for two years' training.
He was part of a nuclear programme which planned to train 1,000 Burmese.
"You don't need 1,000 people in the fuel cycle or to run a nuclear reactor. It's obvious there is much more going on," he said.
The other is a former executive of the regime's leading business partner, Htoo Trading, who handled nuclear contracts with Russia and North Korea.
The man, who died in 2008, provided a detailed report which insisted that Myanmar's rationale for a nuclear programme was nonsense.
"They [the generals] say it is to produce medical isotopes for health purposes in hospitals. How many hospitals in Burma have nuclear science? he asked.
"Burma can barely get electricity up and running. It's a nonsense," he said.
Professor Ball and Mr Thornton reported that the army defector claimed that there were more than five North Koreans working at the Thabeik Kyin uranium processing plant in Myanmar and that the country was providing yellowcake - partially refined uranium - to both Iran and North Korea.
The authors concluded that the illicit nuclear co-operation was based on a trade of locally refined uranium from Myanmar to North Korea in return for technological expertise.
What is missing in the nuclear chain at the moment is a plutonium reprocessing plant, but according to the army defector, one was being planned at Naung Laing in northern Myanmar, parallel to a civilian reactor which is already under construction with Russian help.
The secret complex would be hidden in caves tunnelled into a nearby mountain.
Once Myanmar had its own plutonium reprocessing plant, it could produce 8kg of weapons-grade plutonium-239 a year, enough to build one nuclear bomb every 12 months.
If the testimony of the two defectors proves to be correct, the secret reactor could be operational by 2014, The Herald reported.
"These two guys never met each other, never knew of each other's existence, and yet they both tell the same story basically," said Professor Ball.
"If it was just the Russian reactor, under full International Energy supervision, then the likelihood of them being able to do something with it in terms of a bomb would be zero," Professor ball said.
"It's the North Korean element which adds danger to it."

The United States Air Force and Navy has provided a visual insight into what caused the 9.0 magnitude off of Japan on March 11, 2011 at 05:46:23 UTC. The image above was downloaded from the High Frequency Active Auroral Research Program (HAARP) website. It is a time-frequency spectrogram, which shows the frequency content of signals recorded by the HAARP Induction Magnetometer. What you can also see is a constant ULF frequency of 2.5 Hz being recorded by the magnetometer. The ULF 2.5 Hz frequency is evidence of an induced earthquake. The chart recorded this constant before, during and after the 9.0 magnitude earthquake struck. On March 11, 2011 the 2.5 Hz ULF frequency was being emitted and recorded from 0:00 hours to about 10:00 hours – or for 10 hours. We know for a fact that the Japan earthquake lasted only a few minutes so why was the earthquake signature frequency (2.5 Hz) being recorded for 10 hours on the morning of March 11, 2011? Because a HAARP phased array antenna system was broadcasting (transmitting) the 2.5Hz ULF frequency and it triggered the Japan earthquake and ensuing tsunami.
If you go to HAARP’s official website you can see for yourself that the 2.5 Hz ULF frequency wasn’t only being broadcated for 10 hours, it was constantly being broadcasted for 2 days prior to the earthquake. Click on the Next Day link to see that the earthquake inducing 2.5 Hz ULF frequency was being broadcasted for the entire days of March 9, 2011 and March 10, 2011. Even though the signature frequency of an earthquake was shown throughout March 9 and March 10 there were no constant earthquakes occurring off the east coast of Japan.
What is the significance of a 2.5 Hz ULF broadcast? The natural resonance of an earthquake is 2.5 Hz. Scientists working for the United States military discovered this using the phased array antennas at the HAARP facility in Alaska. HAARP’s own charts suggests that earthquakes occurred constantly for 3 days. We know for a fact that they haven’t.
The HAARP magnetometer data provides proof that the Japan earthquake was not a naturally occurring quake – it was triggered. This data shows us that a HAARP military installation was broadcasting the known earthquake signature frequency in order to trigger a major earthquake. The broadcast was most likely being transmitted from a floating HAARP system like the floating Sea-Based X-Band Radar platform that can be moved anywhere in the Pacific or Atlantic ocean under the protection of a carrier strike group – like the USS Ronald Regan. Evidence or Conspiracy theory?
Is this evidence or just a bunch of nonsense attached to a baseless conspiracy theory and recklessly made public by a crackpot? The above image is of the HAARP Sea-Based X-Band Radar (SBX) platform which does exist – not a conspiracy theory. The preceding link is to the United States Navy website. What is sitting on top of the deck of the SBX is a phased array antenna – a key component of the Missile Defense Agency (MDA) GMD system – clearly not a conspiracy theory.
The military vessel includes power plant, a bridge, control rooms, living quarters, storage areas and the infrastructure necessary to support the massive X-band radar. The SBX radar is the most sophisticated phased array, electro-mechanically steered X-band radar in the world – according to Boeing claims. The phased array antenna consists of thousands of antennas driven by transmit/receive modules. The radar is designed and built by Raytheon Integrated Defense Systems for Boeing, the prime contractor on the project for the United States Missile Defense Agency (MDA). Boeing, Raytheon and MDA exists – also not a conspiracy theory.
HAARP does exists. The HAARP program is no secret. Their own website states that: The HAARP program is committed to developing a world class ionospheric research facility consisting of: The Ionospheric Research Instrument (IRI), a high power transmitter facility operating in the High Frequency (HF) range. The IRI will be used to temporarily excite a limited area of the ionosphere for scientific study. The High Frequency Active Auroral Research Program (HAARP) facility is located in Gakona, Alaska at 62.39º N, 145.15º W, near mile 11 of the Tok Cutoff Highway. The facility houses many diagnostic instruments for studying the ionosphere, but the highlight is the HF transmitter array. This array consists of 15×12 crossed dipole antennas, which together can transmit a total of 3600kW of RF power at frequencies from 2.8 – 10 MHz (HF, high frequency range). This power is partially absorbed by the ionosphere, and though only a tiny fraction of the power it naturally receives from the sun, can still produce subtle changes that can be detected with sensitive instruments.
The VLF group focuses on using HAARP to generate ELF and VLF waves through a process called modulated heating. Such experiments have been conducted since 1999.
