The 911 emergency services system has no doubt been the subject of network news stories on a few occasions. Seeming implausibility of the juxtaposition with 9/11/01 is enough only to note it, not to support a conclusion that it was part of a plan.

For this to mean anything I need a mechanism. It has to start with something like, who decided to run a story on this subject and why? Was there a prompting event outside of NBC, a recent failure of the system? Did other networks or corporate media run stories about 911? Doesn't matter what Spidey Sense says, doesn't matter how much we want it to be part of the tapestry. Also doesn't matter that without a doubt, psyop stories run all the time, because that still doesn't make this story a psyop.

ON EDIT: It occurs to add that the theoretical framework for how this is supposed to work also matters: What's the point of talking about "911" prior to "9/11," from the perspective of a psyop associated with the events that would soon become known under the latter name? What does it achieve and at what relative risk? So not just the who and how, but why?

FWIW Cowboys and Aliens was in development for about 20 years. So it's not like they came up with it in reaction to the recent Afghanistan and Iraq invasions.

It could have been, I suppose, a reaction to the first gulf war in 1990.
