Is it acceptable for anyone to sexually assault, grope, fondle, touch up, abuse, rape and murder your children?
Well, according to the Specialist Crime Directorate Child Abuse Investigation Command or the Pedophile Unit, if you are a member of parliament then it is acceptable to do just that. For the record it was officers from the Paedophile Unit who approached me for information on Kenneth Clarke not the other way around. I did not go to the Police, the Police came to me. I have the tapes to prove it if that is ever an issue.
Detectives from Operation Fairbridge, (can they hide behind anymore names?) educated me into how the law actually works. This is quite complicated so bear with me. Politicians and "others" are above the Law. Got it! So stop complaining about paedophile rings in Westminster and prepare to have you sons, bent over and buggered by any politician who chooses to fancy your child.
If you are Kenneth Clarke MP or any living serving politician then you cannot be arrested, questioned under caution or charged, etc., by the Police. This dramatic information by the Police explains why Kenneth Clarke's paedophile politician friends never get caught — as they are above the law. This was according to Senior Detective Ben Lambskin of the now, not fit for purpose, Paedophile Unit.
Sorry I was under the mistaken impression that the Metropolitan Police Paedophile Unit was created to hunt down and catch paedophiles and not protect them.
The Police, in the their "Dixon of Doc Green," mode have just given every single potential charged celebrity the ammunition to win their cases on technical grounds. I have proven that there are some members of our society who will be charged by the Police such as common people whilst the elites, Royals and politicians are, in fact, above the laws of England. Every barrister representing those already charged should petition the court to have their cases dropped due to Police incompetence. How can Max Clifford et al. get a fair trail when the jury know for a fact that politicians are not being arrested and charged or even questioned? So, if we are going to be naming names like Kenneth Clarke's et al. it is only correct that the Police who have been in charge of this purposefully bungled investigation are also named . Starring: Detective Chief Inspector Paul Settle, Detective Constable Nathan Jones (who openly threatened me over the telephone to give the Police a statement regarding Kenneth Clarke), Detective Sergeant James Townly, Detective Constable Ben Lambskin, Andy and Julia-Anne who took an eight hour statement from me which was pretty detailed. These officers need to be suspended pending a detailed and thorough review of their actions and also the actions of "others" around them including the management up to senior officers and Tom Watson MP to find out exactly why they have decided not to question, under caution, Kenneth Clarke MP over serious allegations that I have made and committed to a Police statement.
On the 30th April 2013 Detective Constable Ben Lambskin, with his colleague who called himself Andy, turned up at my front door wishing to speak with me about my case. An up date if you will. The up shot was that Ben Lambskin, who is the Police's sacrificial lamb in this case, informed me that they'd spoken to four people from The Cook Report and none of them had backed up my version of events. What a surprise? Media people who still work for the media and intelligence service have not agreed with me. I do believe that I said that in the first place. However, to be clear none of those people were in the room with Kenneth Clarke, Ian Greer or myself and the tape which recorded the incident has mysteriously gone missing.
DC Ben Lambskin, a Serpico wannabe but without the integrity, said after speaking with Sylvia Jones, Clive Entwhistle and two others — " After speaking to these people, that perhaps the conspiracy view isn't such a bad one." He then went on to talk about the video tape showing Kenneth Clarke sexually assaulting me by stating "the possible location for that tape is that it was taken by a lawyer who was dealing with The Cook Report and that is the most likely the last time it was seen" he went on " That particular Cook Report investigation appears to be quickly cut down and ended. By some of the people we've spoken to they are of the opinion that is was the company who was running it changed hands to people who were particularly involved with 'Cash for Questions.'" At least the Police have proven political corruption within the Conservative Government as the "Cash for Questions" scandal re-emerges. We must call for a full and transparent re opening of the "Cash for Questions" case to find out the truth.
The up shot of The Cook Report investigation into Ian Greer and John Major's corrupt government is that it was discovered that The Cook Report had indeed uncovered a major scandal leading all the way up to the Prime Minister John Major. The politicians involved along with Ian Greer et al. arranged, as far as I understand it, for Greer's client Carlton Television to buy Central Television to stop the programme from airing. This programme was and still is in the public's interest as all the political decisions which have happened subsequently have been linked directly to the Cash for Questions scandal.
I guess this is a case of murder will out. The scandal that ended the Major Government is set to do exactly the same thing to David Cameron's corrupt government because it wasn't properly investigated and dealt with at the time, it's now worse.
The fact that Kenneth Clarke MP was seen in Ian Greer's office at the very time of Cash for Questions is suspicious within itself. Why was a Cabinet Minister in the office of a political lobbyist? Isn't that breaking some kind of Parliamentary law? When I asked about the tape and the convenient fire at Iron Mountain storage facility Ben Lambskin and colleague just looked at me blankly — they didn't know. These people who call themselves Detectives have failed to detect what even the average journalist has been able to find out. Jack "I haven't got a pad" Malvern of The Times found out about the Iron Mountain fire. Why didn't the Police? What about the Dolphin Square flat? Back in November Sylvia Jones said to Jack "one cup of tea" Malvern that yes she saw the tape, she saw me and Kenneth Clarke but she didn't see the grope. Now after six months to get her story straight she suddenly didn't see anything when she was talking to the Police.
The Police also admitted that when it comes to investigating corporations they are indeed powerless there as well. Ben Lambskin proudly stated about any further enquiries about the tape — " That's corporate and there's not much we can do about that, is there?" So the Metropolitan Police on official police business state that so far Politicians and Royalty are above the law and also corporations. It seems that true and tangible feudalism has returned to England's green and pleasant land.
Ben Lambskin also said when referring to my statement — "I'm sorry but we're not going to go galavanting into the House of Commons. There's protocol which has to be observed." Allow me to merely suggest that they follow the correct protocol and ask to question Kenneth Clarke MP under caution. What's the problem? Lambskin continued "Clarke didn't get to where he is today without being very smart!!!" If I was Kenneth Clarke I wouldn't like that implication one bit and would probably sue the Police but I'm not Kenneth Clarke so I don't care.
We then went on to talk about the Police questioning Ian Greer, the other person in the room and the man who introduced me to Kenneth Clarke. Detective Ben Lambskin states " We're not entirely sure whether he's in the country or not". Of course I informed them that Greer was in South Africa. Unfortunately he's protected by protocols as well. But he's just an ex political lobbyist. Or is he? Is Greer more important than he first appears? I imagine Greer will soon turn up six feet under with a mystery heart attack whilst wearing stocking and suspenders, which is the usual British modus operandi. Although putting people into bags is a quirky invention of the security services, Greer better throw out any large luggage he might have around. So it's just British citizens who aren't protected by any protocols, just to be clear, and we are now at the whim of any elite Politician, Lord or Member of the Royal family.
Who are these Detectives? Do they actually do any detecting? Have they actually been to deceptive school, sorry, I mean detective school? To clarify Kenneth Clarke has stated, in a Cabinet Office correspondence, that his appearance in Ian Greer's office must have been a case of mistaken identity. But who is he referring to? I didn't introduce myself to Kenneth Clarke? So Kenneth Clarke is clearly calling his best friend's memory into question, suggesting that perhaps Greer didn't know who was standing in his office and accidentally introduced this mystery gentleman as Kenneth Clarke MP to me. Really? That's as a ridiculous a stand point as the big bang theory.
Kenneth Clarke is a barrister and Queens Council. Does he really think that answer is good enough? Is that really the best argument that he, the Cabinet Office and Prime Minister David Cameron can come up with?
Ben Lambskin said that, "Ken Clarke is likely to lie about being in Greer's office" and he went on to say that, — "Greer is probably going to say he didn't see anything". Well, that's okay isn't it. I thought that being a Police Detective meant, at the very least, you want to question the actual people being accused and have them lie to your face — if needs be. But silly old me I assumed the wrong thing. The Police just assume that various people will lie and so therefore after an imaginary conversation with themselves decide not to talk to them. Is it any wonder that murders, rapists, muggers, child abusers, etc, etc,. get away with their crimes if this is any indication of how the Police investigate serious allegations.
Detective Ben Lambskin said, and I thought this was said in all honesty, that, "The Police can't investigate historic cases". Detective Chief Inspector Paul Settle stated back in November, "That child abuse has become an industry standard in the entertainment industry." All these Paedophile detectives know this, more importantly do nothing about it and sleep soundly at night. Surely you would be disgusted to find out that your husband or wife who you thought was a hero for working in the paedophile unit was protecting paedophiles. What would you do with that information?
The Police do themselves no favours. They are about to get completely taken over by G4S and they are handing the finest police force in the world over to them. Why? Is there really this much corruption or is there a deeper darker agenda at play here.
Systematic Police failures is how this investigation will be viewed by history, not to mention all the other investigations which will now collapse because of the Police's own admittance of a feudal society. There have been systematic failures to follow an investigation through to the end even when you have a detailed statement from a credible member of the public, me in this case, who makes serious allegations against a senior member of parliament. It is now obvious to us all that the very unit tasked with investigating paedophiles and their crimes against children have failed on every level. I said at the beginning of this process that I was the test case for all those people who have been abused by politicians. Who could, had I had my day in court, have felt confident to know that now in this time society was grown up enough to act responsibly and to investigate these matters fully. But no, I'm sorry to say that I was wrong.
Detective Chief Inspector Paul Settle said, " I'd like to think I could talk to anyone," when I asked if he would talk to Prince Charles about his relationship with Jimmy Savile. He said, "Yes". He said if he found out that that wasn't the case he would resign. Clearly just another broken promise and Police half truth from people who don't keep their word to anyone. Why can't the Police just be straight and give you a straight answer. Dealing with the Police is worse than dealing villains in many respects. So in light of this I am going to release my dealings with the Police on YouTube so everyone can hear the excuses as to why Kenneth Clarke cannot be arrested, questioned or interviewed under caution like any other member of our society. As a society we should insist on no more secrets or lies from our public servants and the mere impropriety of grey areas should immediately raise our suspicions.
There is indeed a paedophile ring operating in Westminister and it includes No 10 Downing Street and David Cameron who's known about the Kengate scandal from the start and has failed to act. Obviously being abused as a child at Eton College has clouded his own judgement because as we all know Eton College are well known for abusing children. In fact the Police were planning a raid on Eton but surprise, surprise the investigation was halted by "powerful interests". Eton College is producing future child abusers either wilfully or ignorantly it doesn't matter which the place is rife. Those who are abused become abusers, we all know this and yet we allow Eton College to continue producing paedophiles because it's traditional. I know the government has got everyone in the country living all in council wards, presumably of the psychiatric variety, but truly have we all gone raving mad. When is enough enough! Tom Watson MP, who's performance in the House of Commons when he insisted that Operation Fairbridge be set up to investigate a potential pedophile ring in Westminster, can only be described as a ham and cheese sandwich but without the bread and cheese. I've seen better performances with the Epsom Players.
Operation Fairbridge was clearly set up to retrieve modern day information on the active Westminster Paedophile ring and to cover up allegations and intimidate witnesses into remaining quiet in order for the politicians to go about their disgusting business as usual. With another Police botching of a paedophile cases it's Jimmy Savile all over again. Perhaps when men and women like Kenneth Clarke are finally laid to rest the insidiousness will finally come out. Too late for the victims of course, again.
The Metropolitan Police have sent a clear message to all powerful paedophiles. It's okay you will not be even talked to by the Police and you are free to continue abusing children. So say the Child Protection Command which should be renamed to the Paedophile Protection Command.
Kenneth Clarke is a Freemason, the Police officers on the investigating team for Fairbridge are all freemasons, the courts are freemasons. Is it any wonder that victims don't get any justice. When individuals cannot be questioned or talked to regarding child abuse and pedophile accusations because of their apparent position in society then there is a two tier system, which for any democracy is very wrong.
If you are Max Clifford, Rolf Harris, Jim Davidson or some soap star then rest assured that your names will be leaked by the Police to the press. You will be humiliated and embarrassed and probably sent to jail. But if you are a member of the Cabinet or Royal Family you are clearly free to continue abusing. As a business manager surely David Cameron has a duty to his own party to have these matters investigated. Any manager in any company upon learning that a member of his close staff had had allegations made against them would have to suspend that person from their job pending a full investigation. However, David Cameron hasn't got the balls to do that so instead he protects his paedophile friends.
The only answer is to call an election and replace the entire parliament, with more MP's not less. We, the people, are not being represented or even listened to by our politicians or public servants, so what are we all doing? Why are we even tolerating these people for an instant? Those members of parliament and their staff who know what goes on and choose to look the other way are just as culpable and as guilty as any of the paedophile perpetrators in Westminster.
In closing I say to you the reader - What does life matter if our children are not safe from predators who are in positions of power in our society. When witnesses purger themselves by changing their stories as often as their underwear. If a Criminal Prosecution Service will throw a poor man to the mob and not a wealthy man for political self interest. When so called men of honour and men of God (The Grand Architect) take, sexually abuse and murder children and there isn't even one public servant who will investigate and arrest these people.
Where is the justice? Justice is simply the laws which we have all agreed to live by in this country. The laws apply to everyone from the Queen on down. Nobody is exempt or we are all exempt. These laws are man's feeble attempt to set down the principles of living in a civilised society. Being civilised is an art form which has to be practised and it is not easy. Being civilised and decent with each other isn't a hustle, a scheme or scam. Decent cannot be bargained for sold, rented or mortgaged. Being civilised is what our ancestors taught us and decency is what our grandparents taught us. Being civilised and decent is in our DNA and all we have to do is choose to be decent people. The choice is ours.
The one absolute truth which has come out of all of this is that the children in Great Britain are not safe. Paedophiles are running around out of control in our schools, nurseries, playgroups, leisure centres and sports grounds. Anywhere you find children you find paedophiles. Especially in the entertainment industry, why are children even on television? Children shouldn't be advertised to they are not commodities. They deserve a childhood because they as sure as hell are not going to enjoy their adult life. Unless of course you like being in debt to criminal bankers!
Kenneth Clarke MP has to be arrested, interviewed under caution and charged. If the Police wish to have any credibility or power left after this then why not let a jury decide. I'll go one step better, why don't I meet Kenneth Clarke MP I can then make sure that he was the person in Greer's office and we can have the opportunity to be questioned by the press and public. We could even do it as a Question Time Special - now that's a ratings winner. On second thoughts I have an SIA license after the whistle blowing the Olympics last year I should use it and arrest Kenneth Clarke myself.
Let's for a moment put the politicians to one side. What on earth was HRH Prince Charles doing having known paedophile Jimmy Savile as his unofficial social secretary? What was Prince Charles doing when he went up to Scotland to Jimmy Savile's cottage? If we can not question a Member of Parliament, what hope is there of asking Prince Charles, or any member of the Royal family, about their relationship with known paedophile and abuser Jimmy Savile. Let us not forget, that it was the very same Kenneth Clarke MP who allowed Jimmy Savile the keys to Broadmoor in order for him to be able to abuse and associate with imprisoned paedophiles. Of course as we all know where you get one paedophile…
Again I invite Kenneth Clarke MP or any celebrity, producer or any Hollywood movie stars, who will be mentioned in the forth coming release of my Police tapes, to sue me.

I do not support the persecution of old men. The manipulation of the rule of law by the Savile Inquisition – otherwise known as Operation Yewtree – and its attendant zealots poses a far graver threat to society than anything Jimmy Savile ever did.
Now even a deputy speaker of the House of Commons is accused of male rape. This is an unfortunate consequence of the present mania for policing all aspects of personal life under the mantra of ‘child protection’.
We have been here before. England has a long history of do-gooders seeking to stamp out their version of sexual misconduct by force of the criminal law. In the eighteenth century, the quaintly named Society for the Reformation of Manners funded prosecutions of brothels, playwrights and gay men.
In the 1880s, the Social Purity movement repeatedly tried to increase the age of consent for girls from 13 to 16, despite parliament’s resistance. At that time, puberty for girls was at age 15 (now it is 10). The movement’s supporters portrayed women as fragile creatures needing protection from men’s animal impulses. Their efforts were finally rewarded after the maverick editor of the Pall Mall Gazette, WT Stead, set up his own secret commission to expose the sins of those in high places.
After procuring a 13-year-old girl, Stead ran a lurid exposé of the sex industry, memorably entitled ‘The Maiden Tribute of Modern Babylon’. His voyeuristic accounts under such titles as ‘Strapping girls down’ and ‘Why the cries of the victims are not heard’ electrified the Victorian public. The ensuing moral panic resulted in the age of consent being raised in 1885, as well as the criminalisation of gross indecency between men.
By contrast, the goings-on at the BBC in past decades are not a patch on what Stead exposed. Taking girls to one’s dressing room, bottom pinching and groping in cars hardly rank in the annals of depravity with flogging and rape in padded rooms. Yet the Victorian narrative of innocents despoiled by nasty men endures.
What is strikingly different today is how Britain’s law-enforcement apparatus has been infiltrated by moral crusaders, like the National Society for the Prevention of Cruelty to Children (NSPCC) and the National Association for People Abused in Childhood (NAPAC). Both groups take part in Operation Yewtree, which looks into alleged offences both by and not by Savile.
These pressure groups have a vested interest in universalising the notion of abuse, making it almost as prevalent as original sin, but with the modern complication that it carries no possibility of redemption, only ‘survival’. The problem with this approach is that it makes abuse banal, and reduces the sympathy that we should feel for victims of really serious assaults (1).
But the most remarkable facet of the Savile scandal is how adult complainants are invited to act like children. Hence we have witnessed the strange spectacle of mature adults calling a children’s charity to complain about the distant past.
The NSPCC and the Metropolitan Police Force produced a joint report into Savile’s alleged offending in January 2013, called Giving Victims a Voice. It states: ‘The volume of the allegations that have been made, most of them dating back many years, has made this an unusual and complex inquiry. On the whole victims are not known to each other [sic] and taken together their accounts paint a compelling picture of widespread sexual abuse by a predatory sex offender. We are therefore referring to them as “victims” rather than “complainants” and are not presenting the evidence they have provided as unproven allegations [italics added].’ The report also states that ‘more work still needs to be done to ensure that the vulnerable feel that the scales of justice have been rebalanced’.
Note how the police and NSPCC assume the roles of judge and jury. What neither acknowledges is that this national trawl for historical victims was an open invitation to all manner of folk to reinterpret their experience of the past as one of victimisation (2).
The acute problems of proof which stale allegations entail also generates a demand that criminal courts should afford accusers therapy, by giving them ‘a voice’. This function is far removed from the courts’ traditional role, in which the state must prove defendants guilty beyond reasonable doubt.
What this infantilising of adult complainants ultimately requires is that we re-model our criminal-justice system on child-welfare courts. These courts (as I have written in spiked previously) have for some decades now applied a model of therapeutic jurisprudence, in which ‘the best interests of the child’ are paramount.
It is depressing, but true, that many reforms introduced in the name of child protection involve sweeping attacks on fundamental Anglo-American legal rights and safeguards, such as the presumption of innocence. This has ominous consequences for the rule of law, as US judge Arthur Christean pointed out: ‘Therapeutic jurisprudence marks a major and in many ways a truly radical shift in the historic function of courts of law and the basic purpose for which they have been established under our form of government. It also marks a fundamental shift in judges’ loyalty away from principles of due process and toward particular social policies. These policies are less concerned with judicial impartiality and fair hearings and more concerned with achieving particular results…’
The therapeutic model has certain analogies with a Soviet-style conception of justice, which emphasises outcomes over processes. It’s not difficult, then, to see why some celebrity elderly defendants, thrust into the glare of hostile publicity, including Dalek-style utterances from the police (‘offenders have nowhere to hide’), may conclude that resistance is useless. But the low-level misdemeanours with which Stuart Hall was charged are nothing like serious crime.
Touching a 17-year-old’s breast, kissing a 13-year-old, or putting one’s hand up a 16-year-old’s skirt, are not remotely comparable to the horrors of the Ealing Vicarage assaults and gang rape, or the Fordingbridge gang rape and murders, both dating from 1986. Anyone suggesting otherwise has lost touch with reality.
Ordinarily, Hall’s misdemeanors would not be prosecuted, and certainly not decades after the event. What we have here is the manipulation of the British criminal-justice system to produce scapegoats on demand. It is a grotesque spectacle.
It’s interesting that two complainants who waived anonymity have told how they rebuffed Hall’s advances. That is, they dealt with it at the time. Re-framing such experiences, as one solicitor did, as a ‘horrible personal tragedy’ is ironic, given that tragoidia means the fall of an honourable, worthy and important protagonist.
It’s time to end this prurient charade, which has nothing to do with justice or the public interest. Adults and law-enforcement agencies must stop fetishising victimhood. Instead, we should focus on arming today’s youngsters with the savoir-faire and social skills to avoid drifting into compromising situations, and prosecute modern crime. As for law reform, now regrettably necessary, my recommendations are: remove complainant anonymity; introduce a strict statute of limitations for criminal prosecutions and civil actions; and reduce the age of consent to 13.

There have been a lot of new developments in the press regarding this nightmare... I won't bother to collect all of it here; just search "jimmy savile" on Google News. I'm pretty sure the whole extended affair will disappear down the mainstream memory hole relatively soon; here are a few recent interesting items anyway:
A West Yorkshire Police report has found "no evidence" Jimmy Savile was protected from arrest or prosecution by his relationship with the force.
But it highlighted an "over-reliance on personal friendships" between Savile and some officers, and said "mistakes were made" in handling intelligence.
I was glad to see Frankie Boyle and Max Keiser broaching the topic of how the media is treating the Jimmy Savile affair towards the end of this new episode of the Keiser Report. Even when it is obviously relevant to the conversation, it still feels a bit subversive to even hear someone mentioning it on TV:

OK, so now I'm really angry. Its bad enough that victims have to wait until the offenders are dead or nearly dead having been allowed a lifetime of callous sadistic criminal depravity, now they have to be let off the hook because they are old?

In closing I say to you the reader - What does life matter if our children are not safe from predators who are in positions of power in our society. When witnesses purger themselves by changing their stories as often as their underwear. If a Criminal Prosecution Service will throw a poor man to the mob and not a wealthy man for political self interest. When so called men of honour and men of God (The Grand Architect) take, sexually abuse and murder children and there isn't even one public servant who will investigate and arrest these people.
Where is the justice? Justice is simply the laws which we have all agreed to live by in this country. The laws apply to everyone from the Queen on down. Nobody is exempt or we are all exempt. These laws are man's feeble attempt to set down the principles of living in a civilised society. Being civilised is an art form which has to be practised and it is not easy. Being civilised and decent with each other isn't a hustle, a scheme or scam. Decent cannot be bargained for sold, rented or mortgaged. Being civilised is what our ancestors taught us and decency is what our grandparents taught us. Being civilised and decent is in our DNA and all we have to do is choose to be decent people. The choice is ours.
The one absolute truth which has come out of all of this is that the children in Great Britain are not safe. Paedophiles are running around out of control in our schools, nurseries, playgroups, leisure centres and sports grounds. Anywhere you find children you find paedophiles. Especially in the entertainment industry, why are children even on television? Children shouldn't be advertised to they are not commodities. They deserve a childhood because they as sure as hell are not going to enjoy their adult life. Unless of course you like being in debt to criminal bankers!
Kenneth Clarke MP has to be arrested, interviewed under caution and charged. If the Police wish to have any credibility or power left after this then why not let a jury decide. I'll go one step better, why don't I meet Kenneth Clarke MP I can then make sure that he was the person in Greer's office and we can have the opportunity to be questioned by the press and public. We could even do it as a Question Time Special - now that's a ratings winner. On second thoughts I have an SIA license after the whistle blowing the Olympics last year I should use it and arrest Kenneth Clarke myself.
Let's for a moment put the politicians to one side. What on earth was HRH Prince Charles doing having known paedophile Jimmy Savile as his unofficial social secretary? What was Prince Charles doing when he went up to Scotland to Jimmy Savile's cottage? If we can not question a Member of Parliament, what hope is there of asking Prince Charles, or any member of the Royal family, about their relationship with known paedophile and abuser Jimmy Savile. Let us not forget, that it was the very same Kenneth Clarke MP who allowed Jimmy Savile the keys to Broadmoor in order for him to be able to abuse and associate with imprisoned paedophiles. Of course as we all know where you get one paedophile…

Jillings report confirms 'extensive' abuse at north Wales children's homes Heavily redacted version of 300-page report finally published after 20 years following freedom of information requests

A report into physical and sexual abuse at children's homes that was suppressed for almost 20 years concluded there was "extensive" mistreatment of young people over a "substantial" number of years.
The Jillings report into residential care units in north Wales, which has finally been released, said the lives of many children had been blighted by the abuse they suffered while living at the homes.
It said the panel that investigated the abuse had considered abandoning its inquiry as it was not sure it had all the material from agencies including police and social services that it needed to see the whole picture.
The report also expressed concern that there was no independent mechanism to investigate serving or former police officers implicated in abuse. And it said it had simply not been able to address some areas including the suggestion that public figures had been involved in abuse.
The now-defunct Clwyd county council commissioned John Jillings in 1994 to investigate allegations of abuse against residents of children's homes in the 1970s and 1980s.
His report was completed two years later but not published amid fears it could open up the authority to compensation claims.
Calls for it to be published resurfaced last year after the BBC Newsnight report that led to false child abuse allegations against the former Tory treasurer Lord McAlpine.
Following freedom of information requests by the Guardian and others, the successor councils to Clwyd agreed to publish a heavily redacted version of the 300-page Jillings report.
It made clear that it was limited by a number of "constraining factors", including that it was unclear to what extent material held by North Wales police was available. It also said there was a lack of clarity about the accessibility of some social services files.
But it concluded: "Our investigations have led us to conclude that the abuse of children and young people in Clwyd residential units has been extensive and has taken place over a substantial number of years.
"It's clear in a significant number of cases the lives of young people who have been through the care system in Clwyd have been severely disrupted. At least 12 young people are dead."
The report said the role of other agencies including North Wales police and the Welsh Office needed "careful and detailed scrutiny".
It expressed concern there was "no mechanism to ensure that independent investigations are conducted of allegations against former and serving police officers".
The report added: "Time and time again the responses to indications that children may have been abused has been too little and too late. The criticisms apply not only to Clwyd county council but also to the Welsh Office and North Wales police."
Complaints that there had been a cover-up over Jillings led to an inquiry headed by the late Sir Ronald Waterhouse, which concluded in 2000 that there had been appalling mistreatment at homes over a period of 20 years.
At the time of the McAlpine controversy last year some former victims and politicians came forward to claim that the Waterhouse inquiry had been flawed and demanded that the Jillings report be finally published.
A police investigation ordered by David Cameron at the height of the McAlpine scandal is under way. So far more than 140 people have told police they were victims of abuse at children's homes across north Wales between 1963 and 1992.
Explaining why the Jillings report had been released, the successor councils to Clwyd said: "The north Wales councils recognise that the release of the report may bring distress to those affected by historic abuse and they encourage anyone who is affected by its release to call … if they need support. All councils have and will continue to support anyone affected by abuse."
Peter Wanless, the NSPCC's chief executive, said: "This report comments on appalling child protection failures that took place nearly 40 years ago but could just so easily be commenting on dreadful events happening today.
"While some things have improved – particularly for those in care – there is a depressing realisation that in some areas nothing has moved on.
"Jillings comments that the interests of children were often sacrificed by the very professionals who should have been looking after them. And when the young victims tried to raise the alarm people turned a deaf ear to their pleas for help.
"The same mistakes have been highlighted in recent grooming cases where young girls were abused in sickening ways for many years while those who could and should have helped stood by, leaving them to their awful fate.
"While Jillings is concerned with what went on from 1974 to 1993, we have to ensure this kind of abuse does not cast its long shadow over children today. We can only prevent it by giving children confidence to speak out, paying attention when they tell us they need protection and moving swiftly to justice – so 40 years down the line we do not find ourselves in this invidious situation again."
There was also criticism that many passages in the published report had been redacted.
A legal expert in abuse in residential care, Alison Millar, from the law firm Leigh Day, said: "The refusal to publish this report in full is tragically short-sighted. We are in an Alice in Wonderland situation whereby an independent panel is commissioned to investigate what went wrong and why. The report remains unpublished for over 15 years and then, when it is finally published, the report is effectively gutted so that important sections dealing with the very issue of what the panel found did go wrong are specifically excluded.
"The whole truth must come out, for the sake of all those affected and so that this can never happen again."
The report spells out the dreadful treatment meted out to boys who lived at the Bryn Estyn home in Wrexham – described by one former resident as "the Colditz of residential care".
It outlined how some boys were put on the "flat list" by the deputy head, Peter Howarth, and made to visit him in his apartment in their pyjamas with no underwear. They were sexually abused by him and forced to perform sex acts on each other. He bribed them with cigarettes, money and privileges.
Howarth was convicted and jailed for abusing children at the home.
The report also told how other staff members physically abused boys. One tortured a boy during canoe practice by holding the craft upside down.
Another staff member ordered older boys to "discipline" younger ones by urinating or defecating on them.
The report said there had been a "disturbing number of deaths and suicides" among former residents of children's homes in north Wales. It revealed how some had died after abusing drugs, solvents or alcohol. Of the 12 deaths of former residents the panel knew about, four had lived at Bryn Estyn. Others had become repeat offenders and served a number of custodial sentences.
The panel found that almost 4,000 statements were taken by police investigating abuse at children's homes during the period they looked at.
But the report said: "Of the many statements taken, it is unclear how many were forwarded to the Crown Prosecution Service for consideration. It is also unclear how many other professionals, including police officers, were named in these statements as perpetrators of assaults."
Though the report said the panel could not investigate suspicions that paedophile rings or famous people were involved in abuse of children, it did conclude: "It is clear that sex offenders can and do network."
It also carried a letter from a council officer to North Wales police noting concerns that a paedophile ring was operating in north Wales and pointing out that many names of possible suspects given to police had links to Bryn Estyn.
On the panel's struggle to get information from the police, the report said 130 boxes of files were passed on to detectives investigating child abuse from social services. The panel was not allowed to see these files as they were considered Sub judice (matter under consideration by a judge or court).
The report claimed the "interests" of the county council's insurers "played an important part in the events surrounding the investigation of child abuse in Clwyd", and added: "We know that this is not a situation that is unique to Clwyd."
A bitter irony, given that the report was suppressed for 17 years, was that some victims clearly relished the chance to tell their stories.
One told the panel: "This is the first time I have ever felt heard." The report's parting shot was: "We hope that all those who participated in our investigations will ultimately benefit from the experience of speaking out in the hope of being heard."

In her first interview since she wrote a controversial article in May for the online magazine Spiked, Barbara Hewson laughed as she remarked on Channel 4 News tonight that TV presenter Savile was alleged to have subjected a victim to satanic ritual abuse.
When asked by presenter Krishnan Guru-Murthy whether she found it funny, she said: “I do. Satanic ritual abuse doesn’t exist, it’s like alien abduction.”
“Are you saying that the people who have made these allegations have made it up?” Mr Guru-Murthy then asked, to which she responded: “I would think so. They have made allegations but that’s not evidence.

The vile register, which contained the names, ages and a disgusting ratings system seemingly used to mark their sexual performance, was scrawled on a secret wall buried behind layers of wallpaper and plaster.

David Cameron strategy guru attacks Clarke's Ukip remarks
David Cameron's campaign chief Lynton Crosby has drawn up plans to unmask potential “racists” and “paedophiles” within Ukip as he criticised a senior Cabinet minister for previous unauthorised attacks on Nigel Farage’s party.

Lynton Crosby, the Australian running Mr Cameron’s 2015 election operation, said Ken Clarke had been “stupid” after the Minister without Portfolio dismissed Ukip voters as closet racists earlier this year.
Mr Crosby believes that Mr Clarke’s open attack played into Mr Farage’s hands and said that the intervention was not authorised by Downing Street.
In what will be seen as a sign of growing unease in the Prime Minister’s inner circle over the rise of Ukip, it has emerged that Mr Crosby held discussions with a lobbying firm about a “below-the-radar” campaign targeting Ukip.
Mr Crosby held the meeting with a lobbying firm, Westbourne. Plans were discussed by those at the meeting about the value of investigating the nearly 150 Ukip councillors elected in the May local elections.
A source familiar with the meeting has said that Mr Crosby referred to elected Ukip members as “f***ers” and suggested that attempts could be made to delve into the personal lives of the party’s candidates.
Mr Crosby, who masterminded Boris Johnson’s two mayoral election victories in London, is said to have at the meeting said that one way to address Ukip would be to reveal information about whether any of Ukip’s elected members are racists or paedophiles.
He also suggested that details about whether a Ukip member had even been declared bankrupt could also assist the Conservatives.
A spokesman for Mr Crosby described the allegations as “categorically untrue”. “This is categorically wrong,” the spokesman said. “People will make their own mind up about who is more accurate – people who were actually at the meeting or un-named sources who were not at the meeting.”
His criticism during the meeting of Mr Clarke, a Tory grandee who is still a popular figure in the party, is sure to prompt concerns amongsome Conservatives about the tactics being deployed by Mr Crosby.
But others in the party who have been pressing Mr Cameron to take the Ukip threat seriously will be delighted by evidence that the party high command is drawing up plans for a sustained campaign.
Just days before the local elections in May, which saw huge gains for Mr Farage’s party, Mr Clarke risked angering thousands of voters across the country by saying that he would describe some Ukip supporters as closet racists.
In a television interview Mr Clarke referred to comments made by the Prime Minister in 2006 when he dismissed Ukip as being full of “fruitcakes, loonies and closet racists”.
Mr Clarke said: “I’ve met people who satisfy both those descriptions in Ukip. Indeed some of the people who assure me that they are going to vote Ukip I would put into that category. And I rather suspect that they have never voted for me.” He also referred to Ukip members as “clowns”.
Following Mr Clarke’s outburst senior ministers and the Prime Minister himself have attempted to play down the threat of Ukip, painting the 2015 election as a straight fight between the Tories and Labour.
Mr Crosby is understood to believe that open criticism of Mr Farage allows him to get more publicity and potentially draw voters away from the Conservatives. Mr Crosby also used the meeting with a London lobbying firm to criticise a Home Office campaign telling immigrants to “go home or face arrest”. He believes that the controversial measure led to people focusing on the tactic rather than the wider issue of immigration.
The campaign, attacked by senior Liberal Democrats as “racist”, was signed off by the Home Office.
Mr Farage last night accused Mr Crosby of descending to the “gutter”. “This goes way beyond the normal constraints of political discourse, debate and opposition,” he said. “It shows the Conservative Party are now conducting their operations not from a bunker, but the gutter.” The Ukip leader added: “There is no doubt that the Government’s recent cack-handed approach to immigration is in response to the rise of Ukip, but so is their never-never land promise of an EU referendum in some mythical time when the Conservatives have won an outright majority in 2015.
A Tory source last night denied strongly that there are any plans to use third parties for any campaigning about Ukip in the build-up to the 2015 election. James Bethell, director of Westbourne, said he was present at the meeting and also denied the comments attributed to Mr Crosby. Mr Bethell said: “He categorically did not say f***ers”. Asked about any attack specifically directed at Mr Clarke, he said: “It was me that voiced the opinion that Ken Clarke was the wrong man to put up against Ukip.”
“The idea that we made an agreement to target Ukip councillors is quite wrong,” he said.
