The dark reality of Kosovo's deep state as a foothold for Western imperialist interests and the factuality of the Serb dominated Yugoslav government genocidal aggression against ethnic Albanians are not mutually exclusive propositions. Every Kosovar I spoke with gave vivid accounts of Serbian abuses during the late 1990's. Of course, the entire country could have been given a detailed and elaborate fictional script to rewrite history.

In fact most of the Serb's don't even challenge the specifics. They just justify their behavior based on the threat the Albanian scourge presented to their sovereignty. Indeed, death squad command's like Arkan are celebrated and his visage is available on T-shirts sold in most bus stops in the country. You see Milosevic used the race card to consolidate his power domestically. This was demagoguery which tapped into frustrations stemming from centuries of ethnic conflicts in the region and had nothing to with socialism vs. global capitalism. Ironically, milosevic racist extremism gave the KLA an opportunity to gain power and prestige among the Albanians and eventually provided the opening for NATO and EU to establish a militay presence in the region.

Remember Albanians weren't the only people who wished to free themselves from the Yugoslav Federation. They were merely the last group who managed to do so. And yeah, they aren't exactly on the level but I challenge you to find any clean hands in that arena.
