National Guard Takes Over School In Swine Flu “Vaccine Riot” Drill

A High School in Maine is to be taken over by the National Guard today for the purposes of a drill that will see Guardsmen deal with unruly citizens begging for swine flu vaccines.

Oxford Hills Comprehensive High School in Paris, ME, has been chosen as a distribution site for the H1N1 flu vaccine by state officials.

Today’s drill will enact a riot scenario after Gov. John Baldacci and Gen. John Libby, adjutant general of the Maine National Guard, agreed that measures should be in place to deal with a possible public rush for inoculations against swine flu.

“On Thursday morning, four or five National Guard Humvees will travel from Augusta to Paris with vials of fake serum.” reports the Maine Sun Journal.

“The National Guardsmen will take on the roles of panicked citizens and military police and practice what they would do, such as using tear gas, in the case of a riot.” The article continues.

Local police will also liaise with the National Guard on the school grounds. The school itself will remain open, according to the report.

Center for Disease Control figures state that there are 323 confirmed cases of H1N1 in Maine. One man has died from the disease, though he was said to have “underlying health conditions” that were worsened by the flu.

This story dovetails with reports from late July indicating that the U.S. military is gearing up to get involved in the H1N1 swine flu outbreak promised to strike in the Fall.

“The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials,” a proposal that is currently on the desk of Defense Secretary Robert Gates, according to a CNN report.

The report indicates that the troops could be drawn from either active duty forces or the National Guard and Reserve forces, or both.

“As a first step, Gates is being asked to sign a so-called ‘execution order’ that would authorize the military to begin to conduct the detailed planning to execute the proposed plan.” the report states.

Gates’ overtures to usurp control of the Guard in a national emergency, and even to eventually merge the Guard and the Army Reserves into the “Total Force” of the U.S. military, under management of the DoD, has riled state authorities.

Last week The National Governors Association wrote to the Pentagon condemning the military’s open plans to effectively seize domestic control of National Guard and federal forces deployed in the event of a disaster or terrorist attack.

The NGA noted that the military’s agenda amounted to a dilution of governors’ constitutional responsibilities.

In addition to these ongoing proposals, the Pentagon has announced that at least 20,000 more active duty soldiers will be placed inside the United States under Northcom to “help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe.”

According to Northcom itself, the move also encompasses “civil unrest and crowd control”.

The ACLU has warned that the deployment represents an expansion in presidential and military authority and a militarization of homeland security.

This trend hasn’t gone unnoticed on Capitol Hill either. Georgia Congressman Paul Broun warned attendees of a town hall event Tuesday that the Obama administration is planning to use a pandemic or a natural disaster to implement martial law in the United States, in the wake of increased political unrest and plunging approval ratings.

The use of the National Guard for law enforcement duties and confrontation of the American people is becoming increasingly commonplace throughout the US.

National Guard troops were used to control the public during the Boston Marathon, the Kentucky Derby, and during New Year celebrations in Times Square last year.

As we reported last week, the sheriff of Alabama’s most populous county has announced he will probably have to bring in National Guard troops to perform law enforcement duties due to budget cuts.

Such a move has been replicated in other parts of the country, including in Schenectady New York, where budgetary constraints were not even cited as a reason for the changeover.

Back in April of this year, The Maryland National Guard was put on alert under an anti-terrorism program in anticipation of nationwide Tea Party protests. A “Force Protection advisory” document stated that Guardsmen and Guard facilities might become “targets of opportunity.”

One month earlier in March, the United States Army Reserve Command published a Force Protection Advisory recommending “situational awareness” and “mitigation measures” in response to End the Fed protests.

Other National Guard outfits have recently undergone training to engage in combat with “militia” groups, and held door to door gun confiscation drills.

Meanwhile, the Army National Guard is advertising for qualified personnel to work as Corrections Officers and Internment/Resettlement Specialists.

The use of military assets in civilian law enforcement is still illegal under Posse Comitatus, unless a clear state of emergency exists.

Published: Aug 13, 2009 1:46 am PARIS — Oxford Hills Comprehensive High School will be the site of a National Guard riot control drill Thursday morning to prepare in the event of a panic over distribution of serum to treat the swine flu.

The school on Route 26 at the Paris-Norway town line has been designated by state officials as a distribution site for the H1N1 flu vaccine. The drill is to prepare for a worst-case scenario should the serum have to be transported from Augusta and people rush to get it.

On Thursday morning, four or five National Guard Humvees will travel from Augusta to Paris with vials of fake serum. The National Guardsmen will take on the roles of panicked citizens and military police and practice what they would do, such as using tear gas, in the case of a riot.

"This is just a component of moving the stuff from point A to B," said Oxford County Emergency Management Agency Director Scott Parker. The plan will be put into place only if needed, he said.

Plans were developed in April to have vials of serum sent from the federal government to Augusta, Parker said. From Augusta, the supplies will be transported to designated distribution centers.

During the April conference, concerns were raised about a possible out-of-control rush on the serum, Parker said. Because of that concern, Gov. John Baldacci and Gen. John Libby, adjutant general of the Maine National Guard, agreed that a plan should be devised to quell such a disturbance.

Local police chiefs have also been involved in the planning, Parker said. In a real event, local police would be in charge of security once the serum arrives in Paris. "We own it. We're in charge of providing security," he said.

As of Aug. 5, the Maine Center for Disease Control said there had been 323 confirmed cases of H1N1 in Maine, of which 176 are Maine residents and the rest out-of-staters diagnosed in Maine. A total of 19 people required hospitalization. Sixty percent of the victims were under the age of 25.

On Tuesday, health authorities reported Maine's first death from the H1N1 virus. Dr. Dora Anne Mills, director of the Maine Center for Disease Control, said a York County man in his 50s was hospitalized for three weeks and died last week of underlying conditions complicated by H1N1.

The drill will take place behind the school and will not affect the day-to-day activities within the school. Access to the school building will be available through the main entrance, Parker said.

Police prepare drill for plague at school

LAKE IN THE HILLS – Citizens infected with a fictitious pneumonic plague will line up outside Lincoln Prairie Elementary School on Saturday to help test the site as a medication dispensary in case of an emergency.

The Lake in the Hills Police Department is carrying out the test as part of a grant from the McHenry County Department of Health for its emergency health plan. In case of a biological terrorist attack or widespread disease outbreak, the site would be able get medicine to the community, Lake in the Hills Chief of Patrol Services David Brey said.

“This is just a functional test of the site,” he said.

The event will use volunteers pretending to have been stricken by the plague to help test the flow of the site, from initial triage through receiving proof of being medicated.

“We picked the plague on purpose so it would have nothing to do with the swine flu,” Brey said.

The test will start at 9 a.m. Saturday at Lincoln Prairie, 500 Harvest Gate, across from Lake in the Hills Village Hall.

Jack, I know you speak German, so this is well worth taking a look at: Andreas Hauss's ongoing documentation -- soon to be published as a book -- of the sometimes gross anomalies and implausibilities in the notorious Winnenden case. (That was the two-part massacre in southern Germany on March 11 2009, in which a grand total of 10 school students and 6 adults were eventually shot dead, including the alleged sole culprit, 17-year-old Tim Kretschmar.) -

But their parents were more appalled when they learnt the 'crime' had been staged by the school as part of a problem-solving exercise.

'I know a lot of parents would have done that. I actually saw the teacher still walking around with a plaster on her head two days after the fake attack.'
Mrs Whitehead and her husband Jonathan, 32, have three children Benjamin, five, Ellie, six, and Joshua, eight, at the school.
Engineer Mr Whitehead said: 'The school carried on pretending a crime had really taken place for four days and during that time the children believed a teacher had been injured and that their school had been broken into.
'To make it more convincing, South Yorkshire Police forensic officers went to the school and took the fingerprints of some of the children and a police officer spoke to the children about it.

Concerns: Parents have accused staff at Fox Hill Primary School in Sheffield of frightening pupils by carrying out the week-long mock break-in
'Surely the kids could have been told to imagine all this had happened rather than being told it was real? My son is autistic and we are still struggling to convince him that this was just make believe. He was so upset he didn't want to go back to school.'
Mrs Shipman said the problem solving was held to cover key skills in science, numeracy and analysis. 'All the feedback is that the children who took part enjoyed the week,' she said.
'Essentially we asked them to become a mini-Sherlock Holmes.
'The problem-solving week was held to cover key skills in the school curriculum from creative writing through to science, numeracy and analysis.
'We wanted to give the pupils a topic that would inspire their creativity and their imaginations which is why the crime scene was chosen.
'We did consider informing parents ahead of the week but we felt this might impact upon the children getting fully involved.'

As part of a training exercise for SWAT personnel, about 70 students, including volunteers from El Dorado and Yorba Linda high schools, joined police officers from the North County SWAT Team at Yorba Linda High School Sunday.

Police posted signs in the immediate area notifying the public of the training exercise. They advised nearby residents they would be firing blanks from their weapons, which simulated the sounds of gunfire and noise-flash devices.

The North County SWAT team is comprised of about 50 officers from the Brea, La Habra, Placentia, Fullerton, La Palma and Cal State Fullerton police departments.

To keep the exercise realistic, SWAT officers were given little information about the staged scenario, which was a hostage situation involving shootings, ahead of time. The SWAT team had no idea what they are walking into nor how many casualties to expect in the training exercise.

Shortly before 8:00 Tuesday morning, a concerned parent visited the elementary school at West-Mont Christian Academy in North Coventry, Pennsylvania. After checking in at the desk, the teacher was escorted to the lobby to wait for his child’s kindergarten teacher.

At some point, the parent made the “mistake” of walking upstairs to look at some of the student-produced artwork. Eventually the teacher arrived and had a “fruitful” discussion with the parent, who left.

Unfortunately, the teacher who had been the parent’s original escort panicked when the visitor couldn’t be found. The administration was notified, and at around 8:30 a.m. the children were herded into the gym, and lockdown protocols went into effect.

“Police called in the Chesmont Emergency Response Team [ERT], who were training Tuesday in the township, to assist in clearing the building,” reported the Chester County, PA Daily Local. It’s not clear whether the ERT — a paramilitary police unit equipped with Pentagon-issued toys — arrived in their nifty “Peacekeeper” armored vehicle.

The ERT was “assisted by three K-9 officers from North Coventry and Pottstown police departments,” continues the report. “Warwick Child Care locations on East Cedarville Road and Umer Street were both notified about the potential danger and were advised to go into lockdown.” The nearby Owen J. Roberts was also “also alerted to the situation,” but its security team — the slackers! — chose not to impose a lockdown on the student body.

Nor was this the limit of the official over-reaction: “South Hanover Street, between Route 724 and Cedarville Road, was shut down by fire police as officers from area police departments, the state police and the response team surrounded the building. Area residents, while not advised by police that it was necessary to do so, were staying inside their homes and away from the scene as the response team entered the building, guns raised, at about 10:30 a.m.”

Notice that this crack tactical team spent two hours dithering and skulking around the perimeter before entering the school. Had the parent whose innocuous behavior triggered this crackdown been an actual terrorist, he most likely would have finished his killing spree by the time the heroic, battle-ready ERT actually been on the scene.

Remember: Whenever a shooting rampage takes place, all the police are good for is drawing chalk outlines and stringing up the crime scene tape after the victims have been slaughtered.

At 11:14 — more than three hours after this exercise in police state absurdity began — the all-clear was given and the children were permitted to leave the gym.

“Because of our cooperation with the police department here and our safety team that was in place, no children were at risk,” insisted school administrator Dr. James Smock. In fact, the only “risk” the children faced that morning was a result of the school’s over-reaction, which resulted in a potentially dangerous visit by over-anxious, armed tax-feeders in camouflage.

Schoolchildren were left in tears after their teacher was gunned down by a crazed hoodie in the playground - in a 'sick' role-playing stunt.

Terrified children - aged from 10 to 13 years old - watched as the supposed gunman strolled into the playground, took aim and shot the teacher, before running into the school's science lab.
Other staff in on the stunt rushed to the popular teacher's aid and appeared to give CPR in an attempt to save his life.

It was 10 minutes before the shocked pupils of Blackminster Middle School in Evesham, Worcestershire, were rounded up and taken into the school hall where teachers explained that the scenario had been mocked up as part of a forthcoming science lesson.

But pupils were left traumatised, with one having a panic attack and others being sick.
The 'shooting' happened on Tuesday after pupils were originally told there was a gun somewhere in the school.

Five minutes later, the alarm bell went and over 300 pupils were sent to the playground where three teachers could be seen running across the field before a loud sound, like gunfire, was heard and science and RE teacher Mr Kent fell to the ground and played dead.

Parents said their children were then sent back to their form rooms and called to the assembly hall ten minutes later, when the truth and a fit and healthy teacher was revealed.

However, the damage had already been done to a selection of pupils - and apparently included one girl whose father had been shot dead a few years ago.

Parents, with children at the school reacted angrily to the stunt and branded it 'inappropriate and beyond belief'.

Some said their children were still traumatised hours later.

Mother Vikki Woosey, whose son is in Year 6 at the school, said: 'When I heard about it I just thought "Oh My God - that is so inappropriate."

'They were standing in the playground, and then a man appeared in the distance holding a gun.
'Then their teacher dropped to the ground and the teaching assistants ran over.

'They start doing CPR on the teacher and then the man runs into the school and supposedly trashes the science lab. It left some of the pupils terrified.'

Another angry parent, who has a 11-year-old daughter at the school, added: 'There were kids in tears - they thought their teacher had been shot.

'And all this time you have kids crying in fear because they were not told this was about to happen.

'It's 10 minutes later that they told the children that it wasn't real, and that it was all a joke. I think its absolutely disgusting.'

Another 33-year-old, who has a stepdaughter at the school added: 'The children thought they were watching their teacher gunned down.

'It is beyond belief and totally inappropriate. One pupil's father was shot dead a few years back and then they're in the assembly hall calling this role-play a "joke".'

'Their wording, their timing,everything was out of order. Pupils were missing the bus home because they were consoling each other and being sick in the toilets. Another girl had a panic attack.'

Headteacher Terry Holland said: 'The role play was part of a science lesson where a selection of students and teachers acted out this scenario.

'The problem with a small minority of the pupils was that there was a slight delay in getting them back into the hall to to explain what had just happened.

'Most of them already knew it was a spoof but a couple of them were upset and we have since spoken to them and their parents and apologised to them.

'It was one of the more popular teachers who played the victim, I don't think there would have been as much concern if it was one or two of the others.'

In a letter to parents, the school said: 'We have reflected on the matter and now feel that the time delay was too long and pupils should have been reassured instantly to allay their concern.
'I wish to apologise for any upset the role play may have caused. It was an original idea but one that went too far. Any role play activities in the future will be based on themes that are less controversial and non-violent.

'I held a special assembly first thing this morning to apologise for the mistakes that had been made if your child in any way was upset by the role play event please get in touch and we will reassure them individually.'

Man, I don't think even a public whipping is sufficient -- I think every last damn one who approved of this hair-brained idiotic stunt ought to be disbarred from teaching for several years if not FOREVER -- and spend at least 200 hours in community service, in between a couple-months of weekend home-arrest during which they should write a thoroughly-researched, footnoted academic-quality paper analyzing WHY this was a criminally-negligent breach of professional educator ethics.

What gets me is the first smarmy 'excuse' that deflects blame away from the teachers and principle and onto 'circumstance', such as a few students not being 'in' on the spoof, or those who weren't informed right-away because of a 'small delay', and the light-hearted banter about 'the students would probably not have been as upset if it was one of the other less-popular teachers'. What POSSIBLE, legitimate educational purpose was supposed to be served here? I think it has MUCH more to do with conditioning a society at a young age to be desensitized to public terrorism and violence, so they get accustomed to sudden random killing in tomorrow's Brave new World.

Idiots.

School Shooting Exercise Portrays Student as Anti-Illegal Immigration Terrorist

The 912 Project-Nebraska Message Board warns that the Department of Homeland Security and officials in Pottawatamie County, Iowa, plan to hold a school shooting exercise on March 26 that portrays a student opposed to illegal immigration as a white supremacist.

“This Saturday, Pottawatamie County and Homeland Security are conducting an exercise with the Treynor, IA Community Schools and will simulate a school shooting,” writes Michael Patomson of Council Bluffs, Iowa. “The premise of the mock shooting has been changed to suggest that a student, whose parents oppose illegal immigration comes to school with a gun and shoots a Latino Student.”

Patomson received a PDF entitled “Operation Closed Campus” from the father of a student who was asked to participate in the exercise.

“The premise is that a white teen boy, whose family is involved in anti-illegal immigration rallies and favor guns, goes to school and shoots a Hispanic in a rural school,” writes Joan Becker in an email. “This premise is politically motivated, as it is the view of the Democrats in power that white American citizens who believe in all of their Constitutional rights are extremists and terrorists. It is an act of silencing my family, and it is an act of intimidation of all American citizens who believe in our rule of law.”

The PDF describes the shooter’s father as connected to an “underground white supremacist group” involved in violent demonstrations. The family is described as Second Amendment “fanatics” in possession of a large cache of weapons, including materials for the manufacture of IEDs. The scenario is right out of the Department of Homeland Security’s playbook.

The DHS’ “Right-wing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment” document connects white supremacists with the militia movement, advocates of the Second Amendment, activists opposed to illegal immigration, and other loosely defined “antigovernment” groups.

The report describes “white supremacists” as a national security threat. DHS secretary Janet Napolitano defended the report after it leaked to the media.

In January, the corporate media attempted to connect the deranged suspected killer of a federal judge who also is accused of seriously wounding Rep. Gabrielle Gifford to a white supremacist group. Jennifer Griffin, a colleague of Fox News’ Greta Van Susteren, wrote that Jared Loughner was associated with the American Renaissance, described by the Department of Homeland Security as an anti-immigration group.

Fox received the information from a law enforcement memo based on information provided by the DHS.

It was later determined that Loughner holds incoherent and conflicting political opinions and was not associated with white supremacists.

Mr. Patomson includes contact information for several Iowa officials involved in the mock shooting exercise. He urges concerned citizens to contact them and voice their opposition to the racist and political motivated premise of the exercise.

School safety drill sparks controversy in Orangeville

Orangeville, Ill. — Orangeville School District 203 administration and Stephenson County sheriff’s officials will address a controversial school safety drill at a school board meeting set for 7 p.m. tonight at the elementary school.

The drill occurred Friday at around 10 a.m. at Orangeville High School. The intent was to evaluate the effectiveness of the school’s emergency and crisis response plan and staff preparedness.

School administration came up with a mock scenario of an armed intruder entering the building, and contacted the Stephenson County Sheriff’s Office, which actively participated in the drill.

Several Stephenson County sheriff’s deputies helped with the drill, said Chief Deputy Todd Welch. This is the first time the sheriff’s department has assisted with a drill of this kind at a school. The mock scenario involved an “armed intruder,” played by a deputy, who entered the school, fired a cap gun, and asked for a specific student. Other officers arrived on the scene and “arrested” the intruder.

Notification Concerns

High school staff were notified of the security drill the day before and were instructed to follow the school’s response plan, said District 203 Superintendent Randy Otto. He said teachers were told to lock their classroom doors and remain inside with students, or to evacuate students.

“Most remained inside their classes. There were a few teachers that did escort their students out to a safe place, deemed prior to the drill, somewhere outside the school,” Otto said.

Parents were notified by phone via a school reach notification system between 9 a.m. and 10 a.m. the day of the drill.

“I sent a message on our school reach system that the drill was going on, that it was just a drill, and not to do any communication (with students) via phone or text,” Otto said.

Students were not informed of the drill beforehand. Otto said staff were told not to notify students that it was a drill unless multiple students became seriously overwrought.

“We chose not to tell them because we wanted to see how the teachers could put them through the drill,” Otto said.

Student Flees

Otto did confirm that the student who the “intruder” was searching for, fled school grounds and had to be located and brought back to school.

“We found there are some areas to work on, some things were not done according to our plan,” Otto said. He added that this type of security drill will not be practiced in the near future. After the drill, classes resumed.

State law requires schools to conduct annual law enforcement drills pertaining to incidents of shootings, suspicious persons, bomb threats, or hazardous materials. On Monday afternoon, Orangeville teachers received an e-mail that students would convene for a debriefing assembly today about the drill.
