Ashley Turton, Former Hill Staffer, Dies in Car Fire

Ashley Turton, former chief of staff to Rep. Rosa DeLauro (D-Conn.) and wife of White House liaison to the House of Representatives Dan Turton, was found dead in her car Monday morning, according to a source.

Turton worked as a lobbyist for the Raleigh, N.C.-based utility giant Progress Energy.

According to the D.C. Fire and Metropolitan Police departments, Turton’s car was discovered ablaze in a row house garage, presumably the Turton home, in the 800 block of A Street Southeast near Eastern Market.

Metropolitan Police Lt. Nicholas Breul said there is a joint investigation into the cause of the accident. Homicide detectives have been called to the scene.

“This could be just a tragic freak accident,” Breul said. “And that’s why we’re crossing our i’s and dotting our t’s because it is a little freaky, and we need to figure out why. But there is no indication now that there was any crime.”

Neighbors said the fire started about 5 a.m. Breul said fire officials were at the scene two minutes after neighbors dialed 911. When the fire was extinguished, firefighters discovered Turton’s body inside the car.

Family members are still being contacted.

At 9 a.m. Monday, two fire trucks were at the scene in addition to nearly a half-dozen police cars. Neighbors and passers-by stood outside as police continued to survey the wreckage in the garage attached to Turton’s home.

Police said there was a heavy fire in the garage that caused significant damage to the car, which was still parked in the driveway and looked singed. Fire damage could also be seen on a corner of the brick home.

WASHINGTON—The wife of a senior White House aide was found dead in a burning car in the garage behind her Capitol Hill home on Monday morning.

Fire officials didn't identify Ashley Turton, 37 years old, by name as the victim. But a spokesman for her employer, Progress Energy Inc., confirmed on Monday that she was the victim.

She was married to Daniel Turton, a White House liaison to Congress, with whom she had three children. A White House spokesman declined to comment.

Firefighters were dispatched to the scene shortly before 5 a.m. after neighbors called to report that a garage was on fire, according to Pete Piringer, a District of Columbia fire-department spokesman.

The driver crashed a 2008 BMW X-5 into the interior of the garage at about 4:45 a.m., the Washington, DC, police said in a statement. A fire started and quickly engulfed the entire garage as well as the car, the police said.

The news was the latest to shake Capitol Hill and the White House, which are still reeling from the shooting of Rep. Gabrielle Giffords (D., Ariz.) in Tucson over the weekend. An aide to Ms. Giffords and five other people were killed in the rampage.

White House staffers had returned to their desks after a moment of silence for the victims in Arizona to find an email with the news of Ms. Turton's death.

Ms. Turton was a lobbyist for energy firm Progress Energy and the mother of four-year-old twin boys and a girl who was about 18 months old, according to people who worked with her.

"I don't know anyone who didn't have a marvelous time working with her," said Scott Segal, an attorney at Bracewell & Giuliani, who has done work for Progress Energy. "She was such a vital part of every meeting I was in with her. Her opinion was always thoughtful. She was well respected and she was funny and delightful to be around."

Ms. Turton would have played a role in the merger between Progress Energy and Duke Energy Corp. by communicating with congressional staffers, Progress Energy spokesman Mike Hughes said. Duke and Progress agreed to an all-stock merger on Monday, valued at about $13.7 billion.

One adult and two children were evacuated from the home, about eight blocks from the U.S. Capitol, Mr. Piringer said. The victim was discovered in the driver's seat of an SUV-type vehicle, he said.

Before joining Progress Energy in September, 2007, Ms. Turton had worked on Capitol Hill for Rep. Rosa DeLauro (D., Conn.), among other people.

So far, no one's quite sure why lobbyist Ashely Turton's car burst into flames on Jan. 10, killing her. Metropolitan Police Department officials tell us the death of the 37-year-old is still under investigation, and an Office of the Chief Medical Examiner ruling on cause and manner of death is still pending. But Turton's body suffered burns, so the fire that erupted along or inside her 2008 BMW X5 sport-utility vehicle was obviously a factor.

In trying to figure out what happened to Turton—a mother of three, and the wife of Obama administration liaison to Capitol Hill, Daniel A. Turton—police and fire investigators have theorized there was an accident. The theory is that while heading from her home in the 800 block of A Street SE to work at around 5 a.m., Turton was in a low-speed crash. Colliding with her garage, Turton may have ignited something flammable stored there. The vehicle then ignited.

But some think the fire might be due to a mechanical failure. BMW North America spokesperson Thomas Plucinsky is aware of the possibility. He says BMW has been contacted by investigators from the National Highway Traffic Safety Administration about Turton's car. Plucinsky, who says the company is "shocked and saddened by the death of Ashley Turton," also says BMW has been "cooperating" with the investigators as they probe the tragedy. But though authorities have been asking for things like the warranty records for Turton's vehicle, Plucinsky says "there's no indication it's the cause of the fire."

Message boards indicate X5s have caught fire before, though. "I pulled into the garage (inside a 170 unit condo building!), turned off the ignition, went inside, and within 15 minutes there are 8 fire trucks outside, and my X5 was engulfed in flames," one user posts in a forum. "My insurance company and some independent company took the car apart and concluded that the accessory fan overheated and caught fire." The forum has about 40 similar accounts.

Plucinsky says that problem sounds familiar, but that it's a thing of the past. The 2001 X5 had an electrical problem that could cause a vehicle to overheat and catch fire like that. But he says the problem was corrected through a recall, and none of the other models since have been fire hazards. "We have no reports of 2008 X5s catching fire," he states.

According to the NHTSA database, at least, Plucinsky is right. Of the 22 complaints submitted to the government office about the 2008 X5, none involve fire. But those are official reports.

One message board poster, Hope Pessis, of Marina del Rey, Calif., tells City Desk her 2002 X5 caught fire in 2006, and that she knows of other, similar blazes. "I have received e-mails from all over the world from people who's[sic] BMWX5 went up in flames in the same manner as mine," she says.

Asked about Pessis' 2002 going up in smoke, Plucinsky changes his story a little. He says it's possible that even though it wasn't a 2001, Pessis' vehicle was of the same "generation" as that model, a design produced until 2007. He claims the car Turton drove, on the other hand, was of the later generation.

There are websites that claim BMW fires are a longstanding problem the company has ignored. If investigators link Turton's death to mechanical problems with the car, BMW can expect some fallout. It's still early in the investigation, though, and BMW seems earnestly concerned about the fire. It was clear that Plucinsky has been following Turton's story closely.

The death of a lobbyist in a Capitol Hill garage fire last month has been ruled accidental by the D.C. medical examiner's office, which said Friday that 37-year-old Ashley Turton died from burns and inhaling "products of combustion."

An autopsy also found that "acute alcohol intoxication" contributed to her death, the office said.

Investigators think Turton was backing out of the garage when the BMW rolled forward and struck a work bench, Piringer said. The "low-speed" collision apparently ignited the fire, Piringer said.

Authorities have said they think Turton was striken by a medical problem or lost consciousness for some other reason as she backed up the inclined driveway.

Turton's body showed no obvious signs of trauma, authorities said. They said homicide detectives found no evidence of criminal wrongdoing in her death.

Marc S. Micozzi, a pathologist on the faculty of Georgetown University School of Medicine who is not involved in the Turton case, said in an interview that "acute" alcohol intoxication occurs when a person consumes a large amount of alcohol "very quickly, in a short time."

The incident occurred as Turton was leaving home earlier than usual for work, anticipating a busy day in her office downtown, colleagues said. That day, her employer, Progress Energy, and another North Carolina utility giant, Duke Energy, announced Duke's intention to buy Progress for $13 billion in stock.

Turton and her husband were a Washington power couple well known in Democratic circles.

“We’ll hunt you down and kill you if we don’t like what you write,” the staffer threatened, according to Hastings, who responded: “Well, I get death threats like that about once a year, so no worries.” ...

Most people wouldn’t connect these particular dots, but the message isn’t meant for most people. I’d suggest that if you are in a position to take down someone who has tasked an organization like the Joint Special Operations Command, this message is for you.

It’s also interesting that an incident in a garage is mentioned in this Forbes piece:
