North Georgia FBI agent pleads guilty to disclosing confidential information

An FBI agent who ran a "To Catch a Predator"-style task force in North Georgia pleaded guilty Thursday to disclosing confidential information.

According to a release from the U.S. Department of Justice, Special Agent Ken Hillman let Emerson Russell and his wife, Angela, observe agents chatting undercover with potential child predators. He also let them ride along for meet ups and arrests of the task force's targets.

In addition, Hillman let Angela Russell chat with suspects on an FBI laptop, as if she were an agent herself.




The Northwest Georgia Internet Crime and Child Exploitation Task Force, spearheaded by Hillman, also consisted of officers from multiple local agencies, including the Catoosa County Sheriff's Office. The investigators would post on websites like Craigslist or Backpage.com, pretending to be fathers and uncles willing to pawn off children for sex.

The task force disbanded after Hillman's relationship with Angela Russell became public in February 2013. According to an internal Ringgold police investigation, Officer Tom Evans stopped Hillman and Angela Russell in the parking lot of a local bar, after the staff called 911 to report a couple that might be driving away drunk.

According to the investigation, the officer drove them to an apartment in the Chattanooga area. The officer also said that Hillman told him he was having an affair with Angela Russell. Emerson Russell later said he watched his estranged wife chat with the task force's targets while they were still together.

Family of Temple professor joins lawsuit against FBI for false arrest

The family of a Temple University professor who was falsely accused of being a Chinese spy is joining his civil rights lawsuit against the FBI.

Xiaoxing Xi was chair of the physics department at the North Philadelphia university in May of 2015 when the FBI arrested him during a raid at his Penn Valley home, accusing the renowned expert in superconductivity of selling U.S. defense technology to China.

Xiaoxing Xi is the Laura H. Carnell Professor of Physics at Temple University.

The U.S. Attorney's Office in Philadelphia dropped the charges four months later after Xi, a naturalized citizen who was born in China, was able to prove to investigators he did not share or discuss restricted technology in emails with his contacts in China and was just collaborating with other academics.

In May of this year, the 57-year-old professor filed a civil rights lawsuit against an FBI agent who Xi claims fabricated evidence and pursued charges against him despite knowing he did not engage in illegal activity. It also alleges that the charges were motivated by Xi's Chinese ethnicity and is the latest in a string of discriminatory accusations against Asian-American scientists.

Xi's family's now joined the lawsuit, alleging the search of their home and seizure of property was illegal.

"We saw him get dragged away. After that, we were kind of at a loss of words," Xi's daughter Joyce Xi told Newsworks in 2015. "It was hard to sleep. It was hard to concentrate. It was hard to do any work." She also said agents pointed guns at the family as they walked down the stairs of their house.

Other Asian-American advocacy groups are backing Xi's suit, according to a recent announcement. They argue Xi's case is in line with at least three others in which Asian-American scientists were charged by the FBI but later saw those charges dropped.

"Professor Xi’s prosecution is indeed part of a disturbing string of recent cases in which Chinese Americans have been accused by the federal government of spying for China, only to have those charges later dropped with no explanation, no apology and no accountability," Executive Director of Chinese for Affirmative Action Vincent Pan said in a statement.

LOUISVILLE (WHAS11) -- School may be out for summer, but for this group of teens it has been a week full of learning in the FBI's Future Agents in Training Program.

"We had them visit our FBI office, we talked to them about our SWAT program, about our evidence response team, but we also talked to them about our investigations, our cyber investigations, all the things we do, counter terrorism, counter intelligence, white collar crime, violent crime, transnational organized crime," said Amy Hess, FBI Special Agent in Charge of the Louisville office.

These 18 students graduated from the program held at the Chestnut Street YMCA in front of their families Friday afternoon. A celebration to culminate a week of expanding their horizons from developing leadership skills to learning CPR to meeting a bomb technician.

"We got to see the bomb technician, which personally I think is really good because that is kind of what I want to do, technician stuff, so it was a great experience all around," said Dakota O'Bannon.

O'Bannon says this experience reaffirmed her interest in being an evidence technician.

"I was kind of hesitant because I want to go into law enforcement, but I didn't know which path to take and when we went to the FBI building they told us that there is a lot of support behind and agent, so I was hoping that I could fall into the support group and just, find my way there," said O'Bannon.

Attorney General Jeff Sessions Criticized for Speaking to ‘Hate Group’

Democrats and LGBT groups assailed Attorney General Jeff Sessions for an off-camera, closed-door speech Tuesday to an organization designated as a "hate group" by a prominent civil rights watchdog.

As announced on his public schedule, Sessions addressed a crowd at the Alliance Defending Freedom’s Summit on Religious Liberty in Orange County, California.

As the news of the scheduled speech traveled, nonprofit advocacy groups and Democrats issued statements asking why the head of the U.S. Justice Department was speaking at a summit put on by the ADF, designated a "hate group" by the Southern Poverty Law Center in 2016.

“You can judge a person by the company they keep and tonight — Attorney General Jeff Sessions is choosing to spend his time speaking in front of one of the country’s leading anti-LGBTQ hate groups,” Democratic National Committee spokesman Joel Kasnetz wrote in a statement emailed to NBC News. “Sessions’ appearance at this event, as the top law enforcement official in the country, brings into question whether the attorney general intends to protect all Americans.”

"The nation’s top lawyer rallying with an anti-LGBTQ hate group? Outrageous," the Human Rights Campaign said in a blog post Wednesday.

NBC News asked the Justice Department for comment on the public outcry but did not receive a response. An additional request for comment sent to Alliance Defending Freedom did not receive a reply.

ADF is essentially a powerhouse Christian law firm, defending clients like Masterpiece Cakeshop, the bakery taking its refusal to make a same-sex wedding cake all the way to the Supreme Court. But with millions in its war chest, ADF does more than just litigate: The firm wrote model legislation called the Student Physical Privacy Act that built a foundation for dozens of proposals and policies around the country that are frequently referred to as “bathroom bills.” ADF’s model legislation, and the national trend that stems from it, is aimed at keeping transgender people out of restrooms and other private facilities that correspond to their gender identity and presentation.

Founded in 1994, the Alliance Defending Freedom was a coalition effort between conservative Christian leaders aiming to preserve traditional social norms, restrict access to abortion and fight the “homosexual agenda.” Much of the firm’s early work came in the form of court briefs urging states to keep anti-gay sodomy laws on the books and in fighting attempts to legalize same-sex marriage. After Massachusetts legalized gay marriage in 2003, ADF issued an official statement deriding the “radical homosexual” state policy.

"Radical homosexual activists have made their intentions clear – ‘couples’ will now converge on Massachusetts, ‘marry,’ and return to their respective states and file lawsuits to challenge Defense of Marriage Acts (DOMAs) and try to force the states to recognize their ‘marriages.’ We are disappointed but we’re going to continue the fight state by state,” longtime ADF president Alan Sears wrote at the time.

The list of anti-LGBTQ remarks by ADF co-founders is long; James C. Dobson wrote an entire book about the gay “culture war” in 2004’s “Marriage Under Fire.” But after a Supreme Court decision in Obergefell v. Hodges made same-sex marriage legal across America, ADF pivoted away from a now-futile fight and toward a new goal: keeping transgender people out of bathrooms.

In April, ADF attorney Kellie Fiedorek disputed the idea that the firm’s model legislation — and general motivation — is anti-LGBTQ or harmful to the rights of transgender people.

"The bills protecting privacy are simply ensuring that when it comes to intimate facilities, they are simply limiting them to biological sex. We all have a right to privacy," Fiedorek said. "Even if you believe you are a man, a woman shouldn’t have to undress in front of you."

In response to ADF being designated a hate group by the Southern Poverty Law Center, Fiedorek said the latter was “increasingly irrelevant” and “extreme,” saying ADF was the world’s “largest religious freedom legal advocacy organization.”

SPLC’s Heidi Beirich, though, told NBC News in April her organization doesn’t recklessly toss around the hate group label and had good reason to classify ADF as such a group.

"We don’t put a group on the hate list because they are against gay marriage," Beirich said. "Where the rubber hits the road is when ADF attorneys engage in model legislation and litigation that attacks the LGBT

Security mistakes prompt changes to Georgia election system

ATLANTA — Georgia's top elections official announced Friday that his office plans to take over managing the state's elections technology after major security mistakes were discovered at the center that has done the work for 15 years.


The planned change by Secretary of State Brian Kemp follows media reports that cybersecurity experts discovered the state's 6.7 million voter records and other sensitive files had been left exposed for months on the public website of the Center for Election Systems. The researchers raised an alarm in March, prompting an FBI investigation and revealing still more problems.

Mutilation probe widens as deportation fears mount

Steve Francis, special agent in charge of Homeland Security Investigation’s office in Detroit, denied that agents were threatening people with deportation in the nation’s first federal prosecution involving female genital mutilation.

“Homeland Security Investigations special agents conduct all investigative activities with the highest level of professionalism and respect,” Francis said in a statement Tuesday. “Any allegations to the contrary are baseless and without merit.”

The head of the FBI in Detroit defended his agents’ handling of the case.

“The FBI has and will continue to tirelessly investigate allegations involving harm to children, and we will pursue each and every lead in this case, as it is literally some of the most important work that we do,” said David P. Gelios, special agent in charge for the Detroit Division of the FBI.


“At the same time, just as we remain steadfast in our efforts to protect children from harm, FBI special agents adhere to the highest level of professionalism and uphold the constitutional protections afforded to everyone in the United States — victims and defendants alike,” he said. “Any accusations to the contrary are misguided, without merit, and cut against not only what the FBI stands for but also the work performed by the men and women of the FBI every day.”

Disgraced Ex-House Speaker Dennis Hastert Released From Federal Prison

Former House Speaker Dennis Hastert, 75, who had long been regarded in the public eye as just a Regular Joe from the Midwest — that is until his scandal emerged — has been released from a federal prison hospital in Minnesota and transferred to a halfway house in Chicago, Josh Gerstein of Politico reports.

Hastert pleaded guilty last year to violating money laundering laws in a case that shocked the country and Beltway insiders. The scandal stemmed from hush money he paid to conceal sexual abuse he committed of students while he was a high school teacher and coach several decades ago.

A federal judge in Chicago sentenced him to 15 months.

Hastert was never charged in the sexual abuse cases because of the statute of limitations. But Politico notes that two men are suing him, alleging they were abused as kids.

Despite parents' pleas, police closed in, and a life was lost in Hingham

HINGHAM — As police cars rolled into his pristine suburban neighborhood last Saturday night, past the sprawling Colonials and manicured lawns, and as dozens of officers from across the region surrounded his home, Russell Reeves begged them again and again to back off.

In a bedroom upstairs his son Austin, 26, was distraught over a breakup. He had told his family he needed time alone. With him was his dog and his 9 mm handgun. If you pressure him, if he feels cornered, Reeves said he told the police, this will end with Austin killing himself.

The police listened and nodded and took notes in their notebooks, according to Reeves. And yet, more officers kept coming. Some wore camouflage and carried rifles. They set up bright lights to shine onto the house and drove a military-style vehicle into the backyard. Eventually, they broke seven upstairs windows so a mounted camera could look inside for Austin.

“Please,” the frightened father says he asked them, “why can’t you just let him go to sleep?”

Teenager stuck behind bars for a crime he did not commit will soon lose his college scholarship

Pedro Hernandez graduated from high school with distinction and was recognized for helping many of his peers accomplish the same thing. For all of this, he was awarded a full college scholarship and should be starting college in a few weeks. Except Hernandez is behind bars.

Everything about the case against Pedro Hernandez stinks to high heaven. Over a year ago he was arrested for shooting someone in the Bronx. The shooting victim says Hernandez was not the shooter. Eight different eyewitnesses have said Hernandez was not the shooter. In recorded statements, witnesses to the shooting have said that the officer who arrested Hernandez, David Terrell of the NYPD, threatened them with physical violence if they did not claim Hernandez was the shooter, PIX11 News reports. Officer Terrell is now suspended after being recorded gambling while a suspect sat in his squad car. Yeah, really.

Sadly, in a completely separate incident, a surveillance camera recorded a security officer brutally beating then 15-year-old Pedro Hernandez. That officer was fired and charged with a crime.

Secret Service Employee Stole Authentic Money While Examining Counterfeit money
A Secret Service technician whose job was to determine whether suspicious currency was counterfeit pocketed some of the cash that was authentic.

Shaun Qureshi, a 34-year-old Maryland resident who began working in the Secret Service’s Washington field office in 2009 as a”counterfeit technician,” pleaded guilty Friday to one felony count of illegal conversion of property, the Washington Post reports.

Disgraced cop Mark Fuhrman will turn Fox News' coverage of O.J. Simpson's parole hearing into a nightmare, not a dream team, the football star's best pal told the Daily News on Tuesday.

"He's a racist and a convicted felon," friend Tom Scotto said of Fuhrman. "Everyone saw he's a racist on live TV."

Fuhrman, 65, is due to provide on-air "contributions and analysis" to Fox News during the Thursday parole hearing tied to Simpson's 2008 robbery conviction in Nevada, the network said in a press release.

The Los Angeles Police detective was a notorious figure during Simpson's “Trial of the Century” in 1995. He told jurors he found the bloody glove that seemed to connect Simpson to the shocking murders of ex-wife Nicole Brown Simpson and her friend Ron Goldman, but then his tape-recorded use of racial epithets surfaced and shredded his credibility.

A Japanese trailer has been released from the upcoming drama "9/11" starring Charlie Sheen.

What's notable is that the "Two and a Half Men" star has previously raised questions about the 9/11 terrorist attacks.

During a radio interview with Alex Jones in 2006, the 51-year-old actor claimed that the towers had collapsed because of a "controlled demolition," rather than two planes being flown into them.

"We're not the conspiracy theorists on this issue," he said. "It seems to me like 19 amateurs with box cutters taking over four commercial airlines and hitting 75% of the targets — that feels like a conspiracy theory."


He also spoke at the Neocon Agenda — a conference organized by neoconservatives, some of whom believe in 9/11 conspiracy theories — and called for people to "wake up and join us," speaking out to "unleash the juggernaut of truth."

In late April, traveling musician Brandon Carpenter of Portland, Maine, experienced the tragedy of a lifetime during a trip through Sulphur, Louisiana.

Carpenter, 28, was visiting the small Calcasieu Parish town with his dog Arzy, a Labrador Retriever–Newfoundland–Golden Retriever mix, and their friend, 21-year-old Logan Laliberte. Arzy, Carpenter, and Laliberte had been traveling around the country performing, hopping trains, and hitching rides, the Portland Press Herald reports, and were on their way to stay with a friend in Lake Charles.

The trio arrived in Sulphur during a rainstorm, so they took refuge in the back of an old box truck in the parking lot of a newspaper office to wait out the bad weather. Unfortunately, their choice of shelter prompted someone to call the police.

Officer Brian Thierbach of the Sulphur Police Department was the responding officer. Carpenter says he and his friend were sleeping when Officer Thierbach arrived and ordered them out of the truck. Thierbach put Carpenter and Laliberte in handcuffs, told them to lie on the ground, and then proceeded into the truck to retrieve their belongings.

“We were extremely compliant. We did everything he asked us to do,” Carpenter insists.

Meanwhile, Arzy was inside the truck, secured by a 4-foot leash. When Thierbach asked if Arzy was going to attack him, Carpenter said there was no way, that Arzy was harmless and sweet.

“I said no, it’s an incredibly friendly dog,” Carpenter remembers.

Newspaper employee Eric Midkiff looked on as Officer Thierbach approached Arzy, the police officer allegedly even petting the dog for a few seconds.

“His tongue was out. His tail was wagging. That’s my dog,” Carpenter said of Arzy. “Arzy maybe did a little sniff, like do you want to play?”

That’s when, without warning, Officer Thierbach drew his gun, shooting and killing Arzy.

Arzy was only 14 months old when he died.

“Then [the officer] jumped down from the back of the truck and shoots my dog in the head,” says Carpenter. “I watched him convulse his last breath and twitch the life out of him.”

Carpenter says he and Laliberte watched in horror as poor Arzy’s body was disposed of, thrown into a garbage bag. When Carpenter insisted that Officer Thierbach had needlessly shot Arzy, Thierbach claimed the dog had attacked him and bitten him in his foot.

But Eric Midkiff, the newspaper employee, witnessed the entire incident. Midkiff contends that Arzy never attacked Officer Thierbach, and said as much in his official report. Midkiff confirms that Arzy was indeed wagging his tail, happily greeting Officer Thierbach in a friendly manner. Theirbach shot Arzy when the lovable dog brushed up against him.

“All he had to do is take one giant step back,” Carpenter tells the Sulphur Daily News. “Why didn’t he ask me to move the dog or just take one big step back if he was uncomfortable?”

The loss of his dog has taken a toll on Carpenter, who maintains that Arzy was an innocent victim.

“That dog wouldn’t hurt a fly. Everybody loved Arzy,” Carpenter tells the Bangor Daily News (BGN). “Everybody said, ‘Oh, he’s so friendly. So gentle.’ He was an angel in dog form.”

Following Arzy’s death, the Sulphur Police Department launched an investigation into whether or not Officer Thierbach’s conduct was appropriate given the circumstances.

“I am a dog lover and I am deeply saddened by this incident,” Sulphur Police Chief Louis Coats told the BGN in early May. “I realize there is nothing I can say that would take away the hurt this incident has caused Mr. Carpenter. The actions of Officer Thierbach did not represent what I expect from the officers of the Sulphur Police Department.”

Officer Thierbach submitted his resignation May 7, but the department continued a criminal investigation.

“Those of us who serve as law enforcement officers do so with the responsibility of serving and protecting the community as professionals,” Chief Coats added. “The resignation of Officer Theirbach was accepted so that the officers and community can heal and move forward.”

Carpenter said Thierbach’s resignation was certainly a step in the right direction, but continued to push for justice. Supporters started a Facebook group, “Justice for Arzy,” hoping law enforcement would punish Thierbach.

Finally, on June 5, a grand jury served Brian Thierbach with an indictment for one count of aggravated animal cruelty. A warrant was issued for Thierbach’s arrest. Thierbach was taken into custody and his bail has been set at $20,000.

“They came to the right decision,” Carpenter tells the Southwest Daily News.

China Cracks 100 Gigawatts of Solar Capacity as Musk Pitches More U.S. Gigafactories
When it comes to solar energy, China is on one hell of a roll.

In the first half of 2017, the massive country added a record 24.4 gigawatts of solar electrical generating capacity. This boosted its total solar capacity to 101.82 gigawatts. By comparison, China has about 900 gigawatts of coal generating capacity, but recent coal curtailments provide an opportunity for renewable energy to take up a larger portion of China’s energy market share. Such an event would provide a crucial opening for the world to begin a necessary early draw-down of global carbon emissions in the face of rising risks from climate change.

This very rapid solar growth rate, if it continues, puts China on track to beat its 2016 record annual solar installation rate of 34 GW. And, already, it is 9 percent ahead of last year’s more than doubling of new annual solar capacity toward a likely 2017 build-out at around 40 GW. China is also adding new high voltage power cables and averaging about 25 GW of new wind energy capacity each year. A stunning combined wind and solar build rate that has led CNN to claim that China is crushing the U.S. when it comes to renewable energy production and adoption rates. With the Trump Administration still wallowing in climate change denial, withdrawing from the Paris Climate Summit, and courting dangerous deals with petro-states like Russia, it’s enough to make you wonder if American technology and climate leadership are a thing of the past.

Back in the states, more progressive American (it’s not tough to beat Trump in this regard) Elon Musk was trying to help prevent just such a slide into backward-looking regression. Addressing 30 state governors at the summer governor’s association meeting, Musk explained that only a 100 by 100 mile square region was needed to capture enough solar energy to power the U.S. and that the battery storage needed for such a system to provide energy 24/7 would only cover a region 1×1 mile in size.

This is less than the total rooftop and highway area of all buildings and roads in the U.S. Musk also soft-pitched the notion of new gigafactories to the 30 state governors in attendance. Hopefully, a few will take up what amounts to an amazing economic opportunity. With Nevada seeing major new growth surrounding Musk’s Gigafactory 1 site, you’d think that interest would be high.

Oddly enough, 20 governors were AWOL at the meeting. Primarily republicans, apparently they had “more important” work to attend to than helping America become energy independent while fighting to prevent the fat tail of global climate catastrophe from crashing down on their constituents like a 1960s Godzilla on a mad romp in Tokyo.

Steve Hanley of Clean Technica notes:

“Whether any of the governors will take Elon’s words to heart remains to be seen. Only 30 of them bothered to attend. Many Republicans stayed home so they could focus on challenging issues like how to discriminate against Muslims, slash Medicare rolls, promote more fracking on public lands, and prevent transgender people from using public bathrooms. When you are in government, it is important to keep your priorities straight.”

NYPD worker robbed Manhattan bank by claiming to have homemade bomb:

The suspect is a custodial assistant for the NYPD and was arrested Tuesday on charges of robbing a bank.
Cops busted an NYPD employee who held up a Greenwich Village bank and threatened the teller with a homemade bomb, officials said Wednesday.

Calissa Alston, 27, a custodial assistant at the NYPD's Military and Extended Leave Desk, was arrested Tuesday afternoon.

Alston walked into a Chase bank branch on Sixth Ave. near W. 4th St. on July 12 and handed the bank teller a note demanding cash, police said.

The note read, "I have a homemade bomb, pass me your loose $50s and $100s. Hurry the f--- up."

Bank robbers, ages 71 and 60, busted after Manhattan heist
The frightened teller handed over the $1,100 and hit the silent alarm once Alston bolted, authorities said.

Detectives originally believed Alston, who spoke in a deep voice, was a man dressed in women’s clothing.

Alston was on a leave of absence from the NYPD when she was arrested Tuesday, although it is unclear why.

The Staten Islander was suspended from the department as a result of her arrest, cops said.

Alston is charged with robbery. She was also arrested in April for trying to cash a check of an NYPD colleague. She was charged with petit larceny and criminal possession of stolen property

Graphic body cam footage shows police officer shooting 2 dogs

MINNEAPOLIS -- Body camera video released Thursday shows how two dogs approached a Minneapolis police officer before they were shot and seriously wounded in their fenced-in backyard earlier this month, CBS Minnesota reports.

The officer was responding to a false security alarm on July 8 when he shot the dogs, according to the police report. One suffered a bullet wound to the jaw, and the other was hit multiple times in its body. Both dogs survived but will require extensive treatment.

In the body camera footage, the first dog can be seen approaching the officer, identified as Michael Mays, slowly with its tail wagging. After the officer shoots the animal in the face, the other dog dashes toward the officer and is hit by gunfire.

"I dispatched both of them," the officer reports immediately after the shooting. Video then shows Mays climb the backyard fence, walk around the house and speak to the teenage resident who tripped the alarm.

He apologizes to the sobbing teenager for shooting the dogs, saying, "I don't like shooting dogs, I love dogs."

In a report filed the night of the shooting, Mays said that the dogs, which he described as pit bulls, charged at him.

The police union defended Mays, saying the first pit bull growled at him before approaching.

However, the body camera footage cannot verify this, as no sound was recorded until after shots were fired.

The body camera footage was released Thursday afternoon by Michael Padden, the attorney for the dogs' owner, Jennifer LeMay, who says the animals are service dogs for her children. At a news conference, Padden wanted to know why the audio on Mays' body camera wasn't turned on as the officer approached the house.

The day after the shooting happened, LeMay posted surveillance video taken by a backyard camera to Facebook, where it went viral, garnering hundreds of thousands of views. The video clearly shows Mays shooting both dogs and climbing over the fence.

Minneapolis Police Chief Janee Harteau described the surveillance video as "difficult to watch." She called for an Internal Affairs use of force review of the incident and said that officer training courses on dealing with dogs will be updated.

So far, the department has yet to comment on Mays' actions.

The wounded dogs required thousands of dollars in veterinary treatment. A GoFundMe page to raise money for medical expenses has received nearly $40,000.

Harteau also said that the police department will help pay for treatment expenses.

The dog shooting is the second Minneapolis police incident this month involving questions of police and body cameras.

Over the weekend, Justine Damond, an Australian yoga teacher reporting a possible sexual assault in the alley behind her home, was fatally shot by a responding officer.

While both officers on the scene were wearing body cameras, neither was turned on when the fatal shot was fired. The shooting remains under investigation.

The Federal Bureau of Investigation (FBI) has been a staple of American popular culture since its christening in 1935. That year also marked the beginning of the popular "G-Man" phenomenon that helped establish the Bureau's image, beginning with the aptly titled James Cagney movie, G Men. Although the detective novel and other police-related entertainment had long enthralled audiences, the FBI itself can take some of the credit for its media prominence. J. Edgar Hoover, the Bureau's "patriarch", took an active interest to ensure that it was not only well represented in the media, but also that the FBI was depicted in a heroic, positive light and that the message, "crime doesn't pay", was blatantly conveyed to audiences. The context, naturally, has changed profoundly since the 1930s "war on crime", and especially so since Hoover's death in 1972.[2]

The following excerpts are from Failure of the Public Trust.

Patrick was harassed beginning October 26, 1995, and the harassment obviously involved the FBI. Five months later, we completed Patrick's Report of Witness Tampering, detailing and proving the harassment (which you read portions of above), and gave it to almost all the major newspapers. No articles appeared.
On October 24, 1996, just under a year after the harassment (before the one-year statute of limitations for the assault count expired), Patrick filed his civil rights lawsuit. Because the timing was on the eve of the Presidential election, the suit was filed under seal in anticipation of attacks that the suit was politically motivated. On November 12, 1996, one week after the election, it was unsealed and distributed at a press conference held on the steps of the federal courthouse in Washington. Many representatives of the press attended. There was almost no coverage.
A year later, October 10, 1997, Patrick's 20-page submission wasattached as an Appendix to Mr. Starr's Report on Mr. Foster's death, by order of the Special Division for the Purpose of Appointing Independent Counsels of the United States Court of Appeals. The media received the Report and its Appendix, much of which is reprinted above. Despite the obvious historical significance of evidence of the FBI cover-up in the case being ordered attached to the Independent Counsel's Report, the media suppressed its existence. Some of the articles even mentioned Patrick's name, but not his Court-ordered Appendix. On the evening of October 10, 1997, Peter Jennings announced that Starr's report should "satisfy even the most ardent conspiracy theorists." (Only three out of ten Americans believed him. )
In October of 1998, Patrick's Amended Complaint was filed (before the expiration of the three-year statute of limitations period for the civil rights violation). It names as defendants United States Park Police Sergeant Robert Edwards, Deputy Chief Medical Examiner James Beyer and his unknown assistant, Deputy Director of the FBI Robert Bryant, FBI agents Lawrence Monroe and Russell Bransford, unknown FBI Lab technicians, Scott Bickett, and the group of men who harassed Patrick: Ayman Alouri, Abdel Alouri, and 24 John Does. The press ignored it.
Those are the developments in the case, each of which occurred in October of the last four years. They were the harassment in October of 1995, the filing of the suit in October of 1996, the Court-ordered Appendix to the OIC's Report in October of 1997, and the filing of the Amended Complaint in October of 1998. The media still fails to apprise the public of these facts.
We cannot explain it, but, despite the fact that evidence of the cover-up is obvious, no major news organization has ever assigned a single reporter to the case. Our efforts to apprise members of the press have been steadfastly rebuffed. The press has acted mostly as a conduit for the official announcements and conclusions of the executive branch, like a public relations department, or the press in countries that do not enjoy the same guarantees of free speech as we do. By its attacks on doubters as conspiracy theorists, the media has a record of turning questions of fact in the case into questions of the motives of those who question the official conclusion, and even into questions of mental stability.
Besides repeating the official conclusions, the media's reporting of the facts of the case is generally limited to the verdict of depression. In light of the physical evidence in the case, the facts of which the press has yet to report, the print on the depression verdict could be the basis of a study on the role of the press during the progress of the cover-up.
Here we simply point out what is now manifest. After six years of anobvious cover-up under the nose of the Washington press corps, the media has a powerful interest in keeping the facts of the case from public view. Mike Wallace remarked on 60 Minutes that some people even accused him of being "a part of the conspiracy." He is not. But his most valuable professional asset, his credibility, as well as the credibility of his industry, will be diminished when the existence of the conspiracy is no longer a secret. Today, suppressing the truth of Mr. Foster's death is a matter of professional self-preservation for numerous members of the news media.
Immediately after this filing is unsealed, it will have been delivered to every major news organization in America. Every day that goes by without its being reported makes the point that much stronger. The media just will not inform the public what it knows of the truth in the case.

170. Defendants also accomplished their object of publicly discrediting Plaintiff. On November 24, 1997, a book review entitled The Secret Life of Ambrose Evans-Pritchard, written by Michael Isikoff, appeared in the widely circulated Weekly Standard Magazine. In it, Isikoff wrote:

Evans-Pritchards' work, such as it is, consists of little more than wild flights of conspiratorial fancy coupled with outrageous and wholly uncorroborated allegations offered up by his "sources" - largely a collection of oddballs... and borderline psychotics.

Back in Washington, Evans-Pritchard breaks one of his big stories: Patrick Knowlton, a construction worker who stopped to urinate at Fort Marcy Park on the afternoon of Vince Foster's death and -- here's the key part -- recalls seeing a mysterious "Hispanic-looking" man lingering around the parking lot. No sooner has Evans-Pritchard popped this bombshell in the Telegraph than, Knowlton reports, menacing-looking men in business suits begin following him and staring really hard at him...

But for the moment I prefer my own conspiracy theory: Evans-Pritchard doesn't believe a word he has written... designed to discredit critics of the Clinton White House by making them look like a bunch of blithering idiots.

The next day, November 25, 1997 another book
review, entitled Conspiracy Central, authored by Jacob
Cohen, appeared in the widely circulated National
Review Magazine. In it, Cohen wrote:

...Patrick Knowlton, who claims that he came to the park at 4:30 on the afternoon of July 20 to relieve himself, and at that time saw in the parking lot a brown Honda with Arkansas plates...
* * *
He insists that a very sinister-looking man was hovering around the parking lot and may have monitored his peeing... Knowlton seems to have a penchant for seeing the sinister in the glances of those he meets... Mysterious cars follow him, he says. Carefully organized teams of men constantly pass him and his girlfriend on the streets, giving them very menacing stares... Apparently, they are present during every walk Knowlton takes, so that any experimental stroll will reveal them. One wonders, is there a school that teaches federal agents this methodology of intimidation?

An analysis of the use of the media during the progress of the cover-up could include:
(1) A comparison of the initial published accounts of Mr. Foster's demeanor (no noticeable signs of distress) to the accounts that suddenly began appearing upon the "discovery" of torn note six days after the death (rapid weight loss and other symptoms consistent with severe depression);
(2) The alliance between the Washington press corps and the Justice Department -- permanent institutions of government;
(3) The chilling effect on witnesses of the steady
stream of press leaks that the OIC was soon to issue a report validating earlier official conclusions (see January 1995 Scripps-Howard wire reporting Starr's suicide conclusion appearing the same day that the OIC began grand jury proceedings into the death, February, 1995 Wall Street Journal feature quoting sources close to Starr as saying the case had been closed as a suicide, October, 1995 60 Minutes piece declaring that Starr's suicide report would be out shortly, December, 1995 Fox News report that Starr's Washington office was to issue a suicide report within six weeks, July, 1996 60 Minutes piece declaring that Starr had concluded the death was a suicide and that a report would be issued that summer, November, 1996, Newsweek cover story by M. Isikoff quoting unidentified sources as saying that the suicide report was to be released imminently);
(4) Years of repeating of the official suicide
conclusion in stories about other matters, like
the OIC's Supreme Court litigation of its
subpoena of attorney James Hamilton's notes of a
consultation he had with Mr. Foster shortly
before the death;
(5) Pulitzer Prize winning journalists who
misreported the Foster story: Haynes Johnson,
David Broder, Bob Woodward, Anthony Lewis, Mary
McGrory, James Stewart, and Mike McAlary;
(6) The accounts of the death in virtually every book written on the Clinton Presidency: Bob Woodward, The Agenda, Simon & Schuster, 1994; David Brock, The Seduction of Hillary Clinton, Free Press, 1996; Haynes Johnson & David Broder, The System, Little & Brown, 1996; James Stewart, Blood Sport, Simon & Schuster, 1996; Gary Aldrich, Unlimited Access, Regnery, 1996; R. The Press.

The following excerpts are from Failure of the Public Trust.

Patrick was harassed beginning October 26, 1995, and the harassment obviously involved the FBI. Five months later, we completed Patrick's Report of Witness Tampering, detailing and proving the harassment (which you read portions of above), and gave it to almost all the major newspapers. No articles appeared.
On October 24, 1996, just under a year after the harassment (before the one-year statute of limitations for the assault count expired), Patrick filed his civil rights lawsuit. Because the timing was on the eve of the Presidential election, the suit was filed under seal in anticipation of attacks that the suit was politically motivated. On November 12, 1996, one week after the election, it was unsealed and distributed at a press conference held on the steps of the federal courthouse in Washington. Many representatives of the press attended. There was almost no coverage.
A year later, October 10, 1997, Patrick's 20-page submission wasattached as an Appendix to Mr. Starr's Report on Mr. Foster's death, by order of the Special Division for the Purpose of Appointing Independent Counsels of the United States Court of Appeals. The media received the Report and its Appendix, much of which is reprinted above. Despite the obvious historical significance of evidence of the FBI cover-up in the case being ordered attached to the Independent Counsel's Report, the media suppressed its existence. Some of the articles even mentioned Patrick's name, but not his Court-ordered Appendix. On the evening of October 10, 1997, Peter Jennings announced that Starr's report should "satisfy even the most ardent conspiracy theorists." (Only three out of ten Americans believed him. )
In October of 1998, Patrick's Amended Complaint was filed (before the expiration of the three-year statute of limitations period for the civil rights violation). It names as defendants United States Park Police Sergeant Robert Edwards, Deputy Chief Medical Examiner James Beyer and his unknown assistant, Deputy Director of the FBI Robert Bryant, FBI agents Lawrence Monroe and Russell Bransford, unknown FBI Lab technicians, Scott Bickett, and the group of men who harassed Patrick: Ayman Alouri, Abdel Alouri, and 24 John Does. The press ignored it.
Those are the developments in the case, each of which occurred in October of the last four years. They were the harassment in October of 1995, the filing of the suit in October of 1996, the Court-ordered Appendix to the OIC's Report in October of 1997, and the filing of the Amended Complaint in October of 1998. The media still fails to apprise the public of these facts.
We cannot explain it, but, despite the fact that evidence of the cover-up is obvious, no major news organization has ever assigned a single reporter to the case. Our efforts to apprise members of the press have been steadfastly rebuffed. The press has acted mostly as a conduit for the official announcements and conclusions of the executive branch, like a public relations department, or the press in countries that do not enjoy the same guarantees of free speech as we do. By its attacks on doubters as conspiracy theorists, the media has a record of turning questions of fact in the case into questions of the motives of those who question the official conclusion, and even into questions of mental stability.
Besides repeating the official conclusions, the media's reporting of the facts of the case is generally limited to the verdict of depression. In light of the physical evidence in the case, the facts of which the press has yet to report, the print on the depression verdict could be the basis of a study on the role of the press during the progress of the cover-up.
Here we simply point out what is now manifest. After six years of anobvious cover-up under the nose of the Washington press corps, the media has a powerful interest in keeping the facts of the case from public view. Mike Wallace remarked on 60 Minutes that some people even accused him of being "a part of the conspiracy." He is not. But his most valuable professional asset, his credibility, as well as the credibility of his industry, will be diminished when the existence of the conspiracy is no longer a secret. Today, suppressing the truth of Mr. Foster's death is a matter of professional self-preservation for numerous members of the news media.
Immediately after this filing is unsealed, it will have been delivered to every major news organization in America. Every day that goes by without its being reported makes the point that much stronger. The media just will not inform the public what it knows of the truth in the case.

The next day, November 25, 1997 another book
review, entitled Conspiracy Central, authored by Jacob
Cohen, appeared in the widely circulated National
Review Magazine. In it, Cohen wrote:

Apparently, they are present during every walk Knowlton takes, so that any experimental stroll will reveal them. One wonders, is there a school that teaches federal agents this methodology of intimidation?

An analysis of the use of the media during the progress of the cover-up could include:
(1) A comparison of the initial published accounts of Mr. Foster's demeanor (no noticeable signs of distress) to the accounts that suddenly began appearing upon the "discovery" of torn note six days after the death (rapid weight loss and other symptoms consistent with severe depression);
(2) The alliance between the Washington press corps and the Justice Department -- permanent institutions of government;
(3) The chilling effect on witnesses of the steady
stream of press leaks that the OIC was soon to issue a report validating earlier official conclusions (see January 1995 Scripps-Howard wire reporting Starr's suicide conclusion appearing the same day that the OIC began grand jury proceedings into the death, February, 1995 Wall Street Journal feature quoting sources close to Starr as saying the case had been closed as a suicide, October, 1995 60 Minutes piece declaring that Starr's suicide report would be out shortly, December, 1995 Fox News report that Starr's Washington office was to issue a suicide report within six weeks, July, 1996 60 Minutes piece declaring that Starr had concluded the death was a suicide and that a report would be issued that summer, November, 1996, Newsweek cover story by M. Isikoff quoting unidentified sources as saying that the suicide report was to be released imminently);

When Russian Irakly “Ike” Kaveladze became the eighth and last participant identified last week attending Donald Trump Jr.’s June 2016 meeting with Russians in Trump Tower, many wondered if there might be a reason he’d been fingered last.

Turns out, there is. His “legend,” or cover story, cannot withstand close scrutiny. Kaveladze’s lawyer Scott Balber said last week his client attended the Trump Junior meeting with the Russians “just to make sure it happened.”




That would have been an odd mis-use of his talents. Because when Ike Kaveladze attended Donald Trump’s Jr’s meeting with the Russians last year, he brought to the table with him abundant experience with putting together oligarch-to-oligarch deals.

Was that why he was at Trump Towers?



Fake news is not just what gets reported, but what gets left out

In dozens of media profiles of Kaveladze which have appeared since he was identified last Tuesday, a big chunk of his known activity while in the U.S. has somehow been redacted.

Stories profiling Kaverladze begin with the extraordinary tale of congressional investigators discovering his money laundering in 2000.

“Seventeen years ago congressional investigators looking into money laundering stumbled upon an obscure Soviet-born financier who offered ‘special services’ to his Russian clients.”



That’s Ike. Citing a November 2000 Government Accountability Office report, the reports indicated that Kaveladze laundered $1.4 billion through more than 2,000 bank accounts he opened at two U.S. banks for Russian oligarchs.

Back in 2000, Kaveladze had blasted away at investigators using the same “Russian witch hunt” characterization President Trump uses 17 years later.

Now here’s the ‘tricky part. The timeline of Kaveladze’s history in the U.S leaps directly and inexplicably ahead from 2000 to the present. But there is something wrong here.

Kaveladze’s timeline doesn’t match his tick-tock.

“On Tuesday that man, Irakly Kaveladze, resurfaced as the latest foreign ‘guest’ on the ever-expanding list of participants to last year’s June 2016 meeting where Donald Trump Jr was hoping to get damaging information about Hillary Clinton.”

We don’t pretend to know why, but news report to date about the last man identified as being in the room with Donald Trump Jr and Russians and folders with TOP SECRET stickers on them, have all left out Kaveladze’s attendance at The Oligarch’s Ball.



The part they left out

Three years after successfully laundering $1.4 billion for the Russian Mob, Ike Kaveladze surfaced again in 2003. This time he was playing an important role in the sale of a U.S. company, Stillwater Mining, to Russia’s huge Norilsk Mining, which produces nickel, palladium, platinum, copper and cobalt.

In November 2002, Norilsk of Siberia, which is apparently located at the back-end of nowhere, even though its listed as one of the world’s most polluted places, announced its intention to buy Stillwater Mining of Montana—the U.S.’s only producer of palladium, used in catalytic converters, and found in only three places on the planet: the U.S. Russia, and South Africa— for $341 million.

Surprisingly, they were very quickly successful in purchasing controlling interest in the company.

The Norilsk-Stillwater deal was unprecedented in its scope and significance. It required strong lobbying in the U.S. with the Federal Trade Commission, and with an inter-agency body called the Committee on Foreign Investment in the U.S., which reviews foreign transactions which may have an effect on U.S. national security.



To help make it happen, President Bush flew to St Petersburg Russia on June 3, 2003 to help his friend Vladimir Putin celebrate his hometown’s 300th birthday. In a lunch in the Konstantin Palace the two men huddled over the terms of the deal.

Along with former Bush officials in the Carlyle Group, the sweetheart deal Kaveladze helped put together nearly passed unnoticed, because of the Iraq War.

But it outraged many industry observers. One of them, Andrew Meier, writing in Harpers magazine in April 2004, called what transpired “The Oligarch’s Ball.”

The subhead: “Washington’s plutocrats court their Russian counterparts.”



Thirst for oil, etc etc.

Washington-based private equity fund Carlyle Group, which boasted former Bush alumni like James Baker, as well as the former President himself, lost Arab investors after the 9/11 attack, who either withdrew their money or saw it returned when it became impolitic to hang on to.

Among them, Meier explained, was Shafiq Bin Laden, one of Osama’s numerous brothers.

America’s thirst for non-Arab oil was increasing exponentially at the same time. It prompted a fundamental shift in U.S. policy towards Russia. The oligarchs came alive, and quickly learned to thrive.

“They need the oligarchs now more than ever,” said a Moscow financier who has had longtime dealings with Carlyle. “They’re replacing the Bin Laden’s with the Potanin’s and the Khodorkovsky’s.”

The “Potanin’s” refers to the Kremlin’s favorite oligarch at the time, Vladimir Potanin, a 42-year old banker who, with a second Russian billionaire, Mikhail Prokhorov, jointly controlled the Norilsk metals empire.



Speaking as one oligarch to another

Mikhail Prokhorov has gone on to become the most famous Russian in Brooklyn, no mean feat. He currently owns the NBA’s also-ran Nets.

Donald Trump’s oligarch-to-oligarch deals may be more brazen, but oligarch-to-oligarch collusion under cover of government diplomacy has apparently been going on longer than many suspected.

“On the subject of oligarchs—the clutch of Russian ‘entrepreneurs’ who had seized the spoils of the Soviet state and become preposterously rich overnight—the governor of Texas railed against their contributions to Russia’s twin epidemics of crime and corruption,” Meier writes in the Oligarch Ball.

“The real fundamental question for Russia,” Bush told Jim Lehrer in 2000, “is what will Russian look like? A market economy? Or one of those economies where a favored few elite are able to put money in their own pockets? And it’s something that we need to be concerned about; something we need to watch very carefully.”

“That approach to the Bush Administration’s dealings with the oligarchs seems not to have lasted long. The administration, its corporate proxies, and even the president’s own father have been waging a campaign to charm the oligarchs, the same “favored few elite” candidates Bush had earlier discerned were the clear and present danger in the Russian morass.”



“Out of an abundance of caution.”

To ensure the historic union, Norilsk hired Baker Botts, the Houston-based law firm run by James A. Baker III. Andrew Meier called it “an instructive example of the oligarch’s new clout in Washington.”

Norilsk engaged two U.S. lobbyists to smooth the way for federal approval of the deal in the U.S. The men became two of the five nominees to the new Stillwater board of directors.

Atop the list was Craig Fuller, former chief of staff to George H.W. Bush, co-chair of the presidential transition team, and chairman of the 1992 Republican convention.

Largely unknown outside Washington, D.C. Fuller has been called one of the “most important Republicans alive.”

In addition to Fuller, the others were former Democratic Senator Donald W. Riegle Jr., Jack E. Thompson, Vice Chairman of Barrick Gold Corporation; and two experienced lawyers, Steven S. Lucas and Todd D. Schafer.

But not Ike Kaveladze. A Russian language press release headlined “Norilsk offers Steve Lucas to replace Ike Kaveladze on Stillwater Board” explained why.

“US citizen Irakly Kaveladze, a former classmate of the general director of Norilsk, Mikhail Prokhorov, was mentioned in 2000 in connection with money laundering through the Bank of New York. Therefore the Company decided not to take risks.”



“It’s a theater of financiers.”

Norilsk and Stillwater controlled over 50% of the palladium in the world. Yet U.S. Federal agencies rolled over and immediately signed off on the deal. The FTC even granted early termination of the waiting period for the transaction, and it closed on June 23, 2003.

About the only disgruntled parties were locals in Montana, where the Stillwater mines were located, along with many mining industry analysts. “Just ten years after the Cold War ended, our once-mortal enemy now stands to control half of the world’s supply of palladium with its foot right in America’s heartland,” wrote one.

In The Oligarch’s Ball” Meier wrote, “Since the days of the Romanov’s trade and commerce, Russia has followed a patriarchal model, in which courtiers who wish to succeed must “kiss the ring,” as Russians like to say.”

“The success of the Russian oligarchs abroad delivers a bitter and familiar lesson. Business and politics have always been inseparable in Russia…

“In America these days, things are not so very different.”



“Ecoutez and repetez!”

Since Kaveladze is a name we’ll be hearing often, getting it’s pronunciation right— it’s Kah-veh-LAHD’-zeh—may well separate the cognoscenti from those occupying cheaper seats in the coming circus.

Kaveladze’s lawyer Scott Balber said last week that his client attended the Trump Junior meeting with Russians “just to make sure it happened.”

Attorney Balber also said his client was “cooperating fully with investigators.”

But there is reason to doubt both statements. Ike himself was incommunicado. Or maybe he’d already fled the country. And attorney Balber often works for Donald Trump. He threatened to sue, on Donald’s behalf, HBO host Bill Maher for likening Trump to an orangutan. Cooler head prevailed.

As to the wheraqbouts of Ike, it certainly sounds as if he left town in a hurry.



“No one answered the door or the phone at Kaveladze’s three-story home in Huntington Beach,” reported the L.A. Times. “A dresser and other small pieces of furniture sat on the front lawn.”

More Fire and Anthrax for the Arctic: Study Finds 21 to 25 Percent of Northern Permafrost Will Thaw at Just 1.5 C of Warming
In the far north, the land is rippling, trembling, subsiding, and blowing up as greenhouse gasses are released from thawing frozen soil. Meanwhile, old diseases are being released from thawing carcasses and presenting a health hazard to locals. Strange processes that are likely to accelerate soon as global warming approaches 1.5 degrees Celsius and between 21 and 25.5 percent of all the vast region of Northern Permafrost thaws out.

Arctic Carbon Feedbacks Accelerating

Carbon feedbacks from the thawing permafrost are a serious concern. And they should be. There’s about 1,400 billion tons of carbon locked away in that massive region of frozen ground. More than twice the amount humans have already emitted into the atmosphere. And though frozen permafrost carbon stays locked away, thawed permafrost carbon tends to become biologically active — releasing into soils, the water and the air.

Already, this thawing has generated a worrying effect. During the 20th Century, it was estimated that about 500,000 tons of methane were released from the Siberian land-based permafrost region. By 2003, as this permafrost zone warmed, the annual rate of release was estimated to be 3.8 million tons per year. And by 2013, with still greater warming, the rate of release had grown to 17 million tons per year. This compares to a global emission of methane from all sources — both human and Earth System-based — of about 500 million tons per year.


(Megaslump craters like the one at Batagaika, formed by subsidence, are also a result of permafrost thaw. Such features are likely to grow and proliferate as the Earth warms and permafrost thaw expands.)

That’s a thirty-fold acceleration in the rate of Siberian permafrost methane emission over a little more than one generation. One that occurred as temperatures rose to about 1 C above 1880s averages and into a range not seen for about 150,000 years. It’s a warming that has produced visible and concerning geophysical changes throughout the Arctic permafrost environment. In Siberia, lands are subsiding even as more and more methane and carbon dioxide are leeching out. And in the Yamal region of Arctic Russia, temperatures warming into the upper 80s (30 C+) during summer appear to have set off a rash of methane eruptions from the soil even as ancient reindeer carcasses release anthrax spores into the environment as they thaw. From a report this week in The Guardian:

Long dormant spores of the highly infectious anthrax bacteria frozen in the carcass of an infected reindeer rejuvenated themselves and infected herds of reindeer and eventually local people. More recently, a huge explosion was heard in June in the Yamal Peninsula. Reindeer herders camped nearby saw flames shooting up with pillars of smoke and found a large crater left in the ground. Melting permafrost was again suspected, thawing out dead vegetation and erupting in a blowout of highly flammable methane gas.

21 to 25.5 Percent of Northern Permafrost Set to Thaw over Next Two Decades

In total, 14 methane blow out craters are now identified throughout the Yamal region. A testament to the growing carbon feedback coming from previously frozen and inactive stores.

But, unfortunately, these kinds of weird, disturbing, and often dangerous changes to northern environments are just a foreshadowing of more to come. For a recent scientific study has found that just 1.5 degrees Celsius worth of warming will force between 21 and 25.5 percent of the northern permafrost to thaw. A process that is already underway, but that will continue to accelerate with each 0.1 degree Celsius of additional warming. The study found that the faster human atmospheric greenhouse gas emissions build up, the more rapidly permafrost would thaw once the 1.5 C threshold was reached. Under a rapid human reduction of greenhouse gasses (RCP 2.6 scenario), permafrost thaw was reduced to 21 percent in the study. But under worst case human fossil fuel emissions (RCP 8.5 scenario), the accelerated rate of warming resulted in 25.5 percent permafrost thaw.

Perhaps more concerning was the fact that the study found that this 1.5 C temperature threshold was reached by as early as 2023 under the worst case fossil fuel burning scenario even as it was held off only to 2027 if rapid fossil fuel burning reductions were achieved. A broader sampling of studies and natural variability hold out some hope that 1.5 C might be pushed back to the early to mid 2030s in the absolute best case. However, considering the amount of human emissions already released and in the pipeline even under the best cases, it appears that crossing the 1.5 C threshold sometime in the near future is unavoidable at this time (barring some unforeseen massive global response and mobilization).

Overall, the study found that surface permafrost losses lagged the crossing of the 1.5 C threshold by only about 10 years. And that the lowest emissions scenarios (RCP 2.6) resulted in a leveling off of permafrost losses to 24 percent by 2100. Meanwhile, the worst case human greenhouse gas emissions scenarios (RCP 8.5) resulted in 87 percent permafrost area reductions by 2100.

Risk of Serious Carbon Feedback Far Worse With Fossil Fuel Burning

With so much carbon locked away in permafrost, heightened rates of thaw present a risk that longer term warming might eventually run away as millions and billions of tons of carbon are ultimately liberated. Under moderate to worst case human fossil fuel burning scenarios, it is estimated that permafrost carbon emissions could approach 1 billion tons per year or more. At about 10 percent or more of the present human emission, such a rate of release to the atmosphere is about equivalent to that achieved during the last hyper-thermal event of 55 million years ago (the PETM). Moreover, a heightened response by large methane stores could result in a more immediate warming effect as methane is 28 to 36 times more potent a heat trapping gas than carbon dioxide over Century time scales.

A risk of serious carbon feedbacks that accelerate rates of warming this Century and over the longer term is not inconsiderable even with a 24 percent loss of Permafrost under the best case scenario identified by this study. EXCLUSIVE: ‘8th Man’ in mystery purchase of U.S. Mining Co.

It’s been widely reported that Irakly “Ike” Kaveladze, the “8th man” who attended the June 2016 meeting where Donald Trump Jr. was promised dirt on Hillary Clinton, had years earlier laundered $800 million through Citibank.



What’s remained unknown until now is that Citibank ALSO loaned the exact same amount, $800 million, to Kaveladze’s Russian oligarch boss at the time.



An itinerary that refuses to come into the light

At the now-famous confab in Trump Towers, Kaveladze was representing Russian billionaire Aras Agalarov, who was paid $20 million to bring Trump’s Miss Universe Pageant to his family’s Moscow concert hall in 2013.

Reports stated Kaveladze began working for Agalarov in the early 1990s. Federal investigators were said to believe he began laundering money shortly thereafter.

However Ike Kaveladze’s U.S. itinerary is far more mysterious than what’s been so far reported. Here’s what’s already known:

In 2000, Kaveladze incorporated 2000 shell companies in Delaware, then ran their deposits through either Citibank, which investigators concluded had laundered $800 million for unknown Eastern European and Russian “clients,” or Commercial Bank of San Francisco, which laundered an additional $600 million.

Kaveladze’s actions— caught laundering hundreds of million of dollars for the Russian Mob— became the subject of a Congressional investigation into how Russians were able to so easily launder billions through U.S. banks.



Overnight a bank disappears

According to a report from the Government Accountability Office, Kaveladze was a central figure in a near decade-long effort to launder $1.4 billion of Russian and Eastern European money through U.S. banks.

A Government Accountability Office report—requested by then-Sen. Carl Levin (D-Mich.)— concluded it was “relatively easy” for foreigners to use shell companies to open U.S. bank accounts and route hidden money through the American financial system.

When U.S. authorities discovered the scam, Commercial Bank immediately disappeared from existence.

Citibank, being somewhat larger (assets of S1.7 trillion), did not have that option. The bank was forced to scrape their feet in the dust, admitting a few “lapses” in deliberately vague press releases.

Sen. Levin, who retired in 2014, issued a statement on Tuesday calling Kaveladze a “poster child” for the practice of using shell companies to launder dirty money.

Disquieting news: Neither Kaveladze nor either of the two U.S. bank were ever charged with any crime. “Lapses” allowing the laundering of $800 million of unknown money apparently don’t even rise to the level of nuisance crime.



Citibank “dances with bears”

Kaveladze surfaced again several years later. The Mining Journal, a trade publication, reported on April 11, 2003:

“Metals producer MMC Norilsk Nickel of Russia has named five nominees to the board of Stillwater Mining Co. in respect of its proposed acquisition of a 51% interest in the US-based company.”

Kaveladze was working in the U.S. for another Russian oligarch, Vladimir Potanin, when he engaged two U.S. lobbyists, one a prominent Republican, the other a former Democratic Senator, to smooth the way for federal approval of the purchase of U.S. mining company Stillwater by Potanin’s Norilsk Mining, Russia’s largest, producing nickel, palladium, platinum, copper and cobalt.



One month before that purchase, in February 2003, Citibank loaned Norilsk Nickel $50 million, tightly secured by the export sale of nickel, and already the object of due diligence over many months by no less than ten other banks.

Eyebrows were raised a year later Citibank loaned Potanin’s Norilsk $800 million. Several years earlier, while head of Russian bank Uneximbank, Potanin had “defaulted” on billions of dollars of obligations, which is not a usual resume item for someone finding himself at the center of one of the largest Russian offshore transactions to date, and the largest-ever Russian borrowing from Citibank at that time.



Collateral is out. Kompromat is in

“Citibank’s credit committee and legal department wouldn’t readily approve lending $800 million to Potanin without trusting him,” said Moscow business journalist John Helmer, whose “Dances with Bears” website covers the Russian mining industry.

“Citibank had never loaned Norilsk more than $50 million before. That loan, in February 2003, was tightly secured by the export sale of nickel. Also, it had been the object of a due diligence effort over many months by no less than ten other banks.”

Citibank executives privately admitted to Helmer that they secured the $800 million loan from Citibank only with Norilsk’s guarantee to repay out of metal sales.

“Potanin’s intentions were plain,” Helmer reported. “He was trying to move the mining assets he secured by rigged privatization in the 1990’s beyond the reach of the Russian government.”



“The Perestroika 5K”

Ike Kaveladze first surfaced in American life during the summer of 1989, when he ran in a race in Gettysburg, Pennsylvania named “The Perestroika 5k” in his honor. Judith Ann Flinchbaugh from Gettysburg’s second husband was the director of the Gettysburg 5k race program.

When she died four years later, she named her two sons as her survivors, as well as Irakly Kaveladze, listed as her adopted son.

A few years later, on July 6, 1993, Kaveladze made news again. This time it was because it was hot in New York City. “As the city plunges into another heat wave this week, New Yorkers are seeking refuge from the sauna-like weather wherever they can find it,” reported Newsday.

“Nearby, in Central Park yesterday, some park-goers found shaded spots, under trees and on the grass. Others escaped the heat on the deck of the Boathouse Café, sipping a cool drink.

“But yesterday’s heat didn’t seem to deter the cyclists, joggers and roller-bladers roller-blading in Central Park. “For me, it’s a better workout,” said a breathless Ike Kaveladze, 28, who was roller-blading past the Great Lawn. “The hotter the day, the more weight I lose.”

Early on Kaveladze was involved with classic nested Russian dolls, called Matryoshkas, that reflect something of the nature of the Trump-Russia scandal itself. Billionaire Aras Agalarov set up a company to manufacture the dolls in Moscow and export them to the U.S.

Today it seems an odd coincidence—or something worse—that Citibank in 2004 loaned Ike Kaveladze’s Russian oligarch boss the exact same amount that Kaveladze had years earlier laundered through the bank.

Kaveladze has been under a harsh public spotlight before, but never one this incandescent. Is there something in Ike Kaveladze’s background that made Citibank’s $800 million loan in 2004 less risky?

It’s time to take a closer look at the two American political operatives who worked with the money laundering team to win quick federal approval of the Russian purchase of Stillwater Mining, a strategic U.S. mining company.

The work of the American novelist, journalist and essayist Clancy Sigal, who has died aged 90, was much admired and discussed – particularly in leftwing circles – over the course of six decades. His best known book, the novel Going Away (1961), featured a politically blacklisted Hollywood agent on a cross-country journey from Los Angeles to New York, observing with sagacity the experiences both of ordinary people and of the protagonist himself.

The novel was largely autobiographical: Clancy himself had been blacklisted in Hollywood, where he worked as a talent agent, and, in the 1950s, had spent a period on the run from J Edgar Hoover’s FBI agents. At the end of that decade he fled to London, where he began a relationship with the novelist Doris Lessing and became a darling of the London left.

Thereafter, with periods spent between the UK and the US, he wrote novels, aligned himself with political causes, became involved with the radical psychiatrist RD Laing, contributed comment pieces, columns and book reviews to various newspapers, including the Guardian and the New York Review of Books, and wrote screenplays, notably for the 2002 film Frida.


Clancy acquired his chutzpah and resilience in 30s Chicago, where he was born as the result of an illicit affair between Leo Sigal and Jennie Persily, both labour organisers. Leo was almost entirely absent from Clancy’s upbringing and he was raised by his tough Jewish mother, who managed to earn a precarious living from union activities in a neighbourhood blighted by gangsters, poverty and violence.

After school he was drafted into the US Infantry, where he trained to fight in the Battle of the Bulge and retrained after VE Day for the expected invasion of Japan that never happened. He was then posted as a sergeant to occupied Germany, attending the Nuremburg war trials and determined (he insisted later) to shoot Hermann Göring.



After being demobbed Clancy returned home to become an organiser for the Detroit auto workers’ union, only to find himself expelled during one of the early cold war purges of communists and fellow travellers. He hitchhiked to Los Angeles, attracted by the promise of golden age Hollywood, where he attended UCLA and found success working as a talent agent, hustling in the day and, in his own words, playing the radical Scarlet Pimpernel by night. However, he was fired when Harry Cohn, president of Columbia Pictures, discovered him using the studio mimeograph to run off subversive leaflets.

Now blacklisted and under the shadow of FBI surveillance, he travelled to Britain via Paris, where he had dug his sharp elbows into the set around Simone de Beauvoir and Jean-Paul Sartre and dived headlong into the violent street politics whipped up by the Algerian war of independence.

A New Jersey Democrat is drafting a bill in response to a WNYC report about the unusual arrangement between Governor Chris Christie and his Bridgegate attorney, Christopher Wray, who President Trump has nominated to lead the FBI.

Documents obtained by WNYC show that Wray secretly started representing Christie, at a $2 million cost to taxpayers, in September 2014. But it wasn't until 11 months later, in August 2015, that Wray and Christie signed a legally-required retainer agreement.

Legal experts said that lag time is unusual and unethical.

New Jersey Assemblyman John Wisniewski questions why Christie, who was preparing to run for president at the time, hid Wray's public job as the governor's criminal attorney.

Wasserman Schultz’s IT Aide Arrested At Airport After Transferring $300k To Pakistan From House Office

Florida Democratic Rep. Debbie Wasserman Schultz’s top information technology (IT) aide was arrested attempting to leave the country just a few hours after The Daily Caller News Foundation’s Investigative Group revealed that he is the target of an FBI investigation.

The employee, Imran Awan, had wired $283,000 from the Congressional Federal Credit Union in a House office building to two individuals in Pakistan. Credit union officials permitted the wire to go through, and his wife has already fled the country to Pakistan, after police confronted her at the airport and found $12,000 in cash hidden in her suitcase but did not stop her from boarding.

“On January 18, 2017 at 12:09 pm, an international wire transfer request form was submitted [at the Congressional Federal Credit Union] at the Longworth House Office Building in the District of Columbia, in the amount of $283,000.00, to two individuals in Faisalabad, Pakistan,” according to an affidavit obtained by TheDCNF.

Imran Awan, a Pakistani-born IT aide, had access to all emails and files of dozens of members of Congress, as well as the password to the iPad that Wasserman Schultz used for Democratic National Committee business before she resigned as its head in July 2016.

The Capitol Police confronted her at the airport but could not stop her. “U.S. Customs and Border Protection conducted a search of Alvi’s bags immediately prior to her boarding the plane and located a total of $12,400.00 in U.S. cash inside. Alvi was permitted to board the flight to Qatar and she and her daughters have not returned to the United States,” the affidavit says. “Alvi had numerous pieces of luggage with her, including cardboard boxes… Your affiant does not believe that Alvi has any intention to return to the United States.”

(News.com.au) Missing pages from a heavily censored internal FBI report on 9/11 contain explosive information on Saudi Arabia’s role in the 2001 terrorist attack, according to a group of investigative journalists.

The declassified version of a slide show titled “Overview of the 9/11 Investigation” was published by Florida Bulldog, a non-profit investigative journalist outfit, after it sued the FBI for the records in 2015.

The FBI made the presentation to the 9/11 Review Commission in secret on April 25, 2014.

But the agency redacted 13 pages and completely deleted an additional nine pages from the report, which was believed to have originally contained around 60 pages, before releasing it in March.

The document, released under America’s Freedom of Information Act (FOIA) was also obtained by public records database Government Attic, which posted it online yesterday.

MISSING pages from a heavily censored internal FBI report on 9/11 contain explosive information on Saudi Arabia’s role in the 2001 terrorist attack, according to a group of investigative journalists.
The declassified version of a slide show titled “Overview of the 9/11 Investigation” was published by Florida Bulldog, a non-profit investigative journalist outfit, after it sued the FBI for the records in 2015.
The FBI made the presentation to the 9/11 Review Commission in secret on April 25, 2014.
But the agency redacted 13 pages and completely deleted an additional nine pages from the report, which was believed to have originally contained around 60 pages, before releasing it in March.
The document, released under America’s Freedom of Information Act (FOIA) was also obtained by public records database Government Attic, which posted it online yesterday.
According to Florida Bulldog, which has conducted a long-running investigation into Saudi Arabia’s possible link to the West’s most notorious terrorist attack, the censored pages detail “the transfer of money prior to and funding of the attacks”.
Some of the slides released are blank except for their tantalising titles which include “Funding of the 9/11 Attacks”; “Early to Mid-2001: Additional Funding”; “August 2011: Reserving 9/11 Tickets”; and “KSM (Khalid Sheikh Mohammed) Non-Immigrant Visa Application”.
Of the 19 hijackers who crashed planes into New York’s Twin Towers and the Pentagon in Virginia, 15 were Saudi Arabian.
In documents tendered to court earlier this year, Florida Bulldog alleged the FBI improperly redacted key intelligence related to the funding of the 9/11 attacks.

In May, Miami judge Cecilia Altonaga ruled the document should be largely opened for public inspection, after the FBI failed to establish Freedom of Information Act Exemption 7(E) applied. The exemption applies when the information would “disclose techniques and procedures for law enforcement investigations or prosecutions”.
But the FBI asked her to reconsider, arguing that while the document doesn’t discuss techniques, it could still reveal some techniques used. As an example it cited a photograph taken from a security camera which could reveal the camera’s location unless redacted.
On July 6, Judge Altonaga had a change of heart, siding with the FBI and reversing her May decision, dismissing Florida Bulldog’s application for a Freedom of Information Act trial.
“The court sees no need for further facts to be elicited at trial,” she said.
The pages exempt from disclosure include two slides titled “Funding of the 9/11 Attacks” and “Early to Mid-2001 Additional Funding” and others that currently appear blank under the headings: “Early to Mid-2000: Pilots/Intended Pilots Arrive U.S.”; “Investigative Findings regarding hijacker Identification”, “Financial”, “Early to Mid-2001: Non-pilots arrive U.S.”,‘July-August 2001: Knife Purchases” and “August 2001: Reserving 9/11 Tickets” as well as four pages titled, “Ongoing Investigation”.
Lawyers for Florida Bulldog have indicated they may challenge the ruling in the Supreme Court.
Florida Bulldog co-founder and editor Dan Christensen says the FBI’s grounds for continuing to withhold information on the 9/11 attacks are weak and make no sense. He addressed the agency’s concerns, including the mysterious redacted photograph, in an article posted on his website last month.
But he believes the real reason for the FBI’s secrecy relates to questions about who financed the 9/11 attacks.

Survivors and relatives of the almost 3000 victims are currently engaged in a fraught civil litigation with Saudi Arabia amid accusations that the kingdom and its official charities were among those who supplied funds. The country has denied any wrongdoing.
“Another page the FBI wants to remain hidden ‘contains specific factors deemed pertinent in the analysis of the actions of the hijackers’ concerning financial transactions before September 11, 2001,” Christensen said.
“(According to the FBI) disclosure of this information would reveal what the FBI already knows about the hijackers’ financial actions and how they were able to stay ‘under the radar’.”
FBI record chief David M Hardy expanded on this in his submission to keep the reacted and missing pages secret.

“The release of this information would reveal sensitive details about how much money was being moved around, when it was being moved, how it was being moved, the mode of transfer and locations the FBI had detected movements in,” Mr Hardy told the court in his sixth court declaration in June.
“Disclosure of this information would provide a playbook to future subjects on how much money one can move around in certain forms without attracting attention.”
Christensen claims the FBI has also redacted details relating to:
*The types of weapons and identification the conspirators carried;
*The timing of the arrival of the pilots, intended pilots and conspirators in the US;
*Information about when the conspirators moved to their respective departure cities and the timing of their plane ticket purchases;
* A timeline of telephone records and money transfers between conspirators; and
*Information about previous flights the conspirators took before the attacks to include the collection and timing and locations of flights.
“One page, withheld in full, ‘is a photo taken by a security camera’. The FBI does not identify the photo’s subject, the date it was taken or its general location,” Christensen said.
“This was withheld because the release of this picture would disclose the location of the security camera at the site where the photo was taken. The disclosure would allow future subjects to know where to find the security camera so as to avoid the area in which the camera points, thereby circumventing detection or the ability for the FBI and law enforcement to try to obtain an image of the subject.
“Two more pages from the overview section about the FBI’s ‘ongoing investigation,’ also completely withheld, contain “information about a conspirator and his actions taken in preparation for the attacks. This is sensitive information, which if revealed, would put at risk the collection techniques used to obtain such information. It also reveals sensitivities that future subjects could exploit in the future while

"THIS WAS SOMETHING that all the girls knew," a 22-year-old woman named Elizabeth Hardman recently told The Post. Ms. Hardman was referring to the commonly held belief that for years, out on I-66 and I-95 and Route 28, Route 29 and around the watering holes of Manassas, there was a Virginia state trooper, William A. "Buck" Carter, who showed a predilection for targeting women. He liked, Ms. Hardman said, to hang out in parking lots, watching for women leaving bars. He liked to follow them in his police car. He liked to pull them over. This went on, and on, and on, until allegedly he went too far: This month, Mr. Carter was indicted for soliciting sex from a 20-year-old. According to prosecutors, he arrested her for drunk driving, took her to the Prince William jail, let her understand the gravity of that place, then told her that if she left and had sex with him, the charge would disappear. The day the indictment was handed down, Trooper Carter resigned.

It goes without saying that most police don't behave this way; most Virginia troopers treat women, and men, with respect and courtesy. All the more reason to be outraged by this story: an alleged stalker operating under the aegis of the state police, using the power of his badge to violate rather than protect -- and the "girls" weren't the only ones who had an inkling. Some of the troopers knew; they've said so. Officials at the state police knew, or should have known: Last May, a local law enforcement officer complained about Mr. Carter's arrest habits. An internal investigation was done; it found that while 19 percent of those arrested in the county for drunk driving are women, Mr. Carter was arresting 53 percent women, almost three times the average. No problem, headquarters concluded. After all, half the people in the county are women. Looks okay to us.

Belatedly, everyone is taking this seriously. The commonwealth's attorney, who has been forced to drop cases against nearly 40 women Mr. Carter arrested, has charged him with bribery. The superintendent of state police, calling this "possibly profiling of a different nature," says he wants to know who knew what, when. More needs to happen: Last year in New York, the attorney general filed a federal civil rights complaint against the town of Wallkill, charging that officers pulled over young women to solicit dates. Federal civil rights folks should look here too, to see whether women were deprived of their constitutional right not to be unfairly targeted -- and, if so, to see what sort of culture was permitting this profiling to go on. One cannot help wondering: When Buck Carter took that young woman down to the jail, started to book her, abruptly stopped, and left with her, did nobody notice? Was everybody looking the other way?

On July 27, 2017, the Honolulu Division of the FBI hosted a joint information sharing conference for some of Guam's leading businesses. This Strategic Partnership Engagement Conference was an opportunity for the FBI and other law enforcement entities to provide the state's leading industries with unique access to current threats facing the United States as well as specific issues facing Guam. It is part of a national effort led by the FBI's Office of the Private Sector to build deeper and more meaningful relationships with infrastructure, industry, and security stakeholders.

"Typically, law enforcement challenges are overcome by two elements: meaningful community relationships and coordinated law enforcement response," said FBI Honolulu Assistant Special Agent in Charge (ASAC) Tuan Nguyen. "The Executive Partnership Engagement Conference is an opportunity for our office in Guam to enhance both these dynamics. Our experience has shown that the time to build these relationships is not in the midst of a crisis. This conference serves as a building block in establishing meaningful dialog between law enforcement and industry leaders."

During the conference, law enforcement subject matter experts briefed industry executives about trending threats in the areas of terrorism, counter-intelligence, economic espionage, and cyber intrusions. ASAC Nguyen noted, "We intend for this to be the next step in a long-term relationship we will have with infrastructure and industry in our community."

A singer who performs with the Harlem Gospel Choir plans to sue the city, claiming cops falsely arrested her after she was harassed by a pro-Trump protester outside Trump Tower.

LennAsia Harvey, 21, of East Orange, N.J., claims she was leaving a choir gig at the Plaza Hotel with a fellow singer and heading toward the subway about 9:45 p.m. on Nov. 10, 2016.

As she and Shacara McLaurin, 23, passed two groups of competing protesters outside the President's building on W. 57th St. and 5th Ave., she claimed a Trump supporter began taunting.

“He was saying things like 'Why are you protesting? You don't even know why you don't like Trump,’” she said of a man she identified as James Durkan, 74, of Manhattan.

Durkan, she said, trailed after them for more than a block and called them the n-word and “black b-----s.”

“I was trying to ignore him, but my friend is very protective and he was getting aggravated,” said Harvey, who has performed with the choir at Madison Square Garden, Barclays Center and elsewhere. “He targeted us because we were young, black and female.”

McLaurin confronted him and told him to back off and then pushed him when he drew too close to her, Harvey said.

Harvey alleges that Durkan dramatically fell to the ground. Durkan and other witnesses then reported the incident to police.

After cops arrived and interviewed all three, an NYPD supervisor said, “Lock them up,” Harvey said.

"I was asking them why they were arresting me and they are not answering me at all," she said. “I was just like panicking. It was annoying. Period.”

Harvey said she was held for three hours before she was released without charge — with cops calling it a misunderstanding.

An NYPD spokeswoman countered that multiple witnesses reported that McLaurin pushed Durkan, leading to her arrest for assault.

“As a result, the victim fell to [the] ground causing a laceration and substantial pain,” the spokeswoman said.

Oklahoma to Build World’s Second Largest Wind Farm as France + UK Pledge to Ban Fossil Fuel Vehicles
If we’re going to effectively deal with climate change while maintaining economic prosperity, then it’s absolutely essential to rapidly transition fossil fuel based energy to non-carbon emitting energy. And some of the best options for doing so presently involve leveraging economies of scale with three widely available technologies — wind, solar, and low cost storage and EV batteries.

Oklahoma Wind Capacity to Rise Above 30 Percent of Electrical Generation

Over the past week, serious advances continue to be made on these fronts. In the Oklahoma panhandle, Invenergy has partnered with GE Renewable Energy to build a 2 GW onshore wind farm. Once finished, the farm (named Wind Catcher) will be the largest U.S. wind farm and the second largest such farm in the world. The farm itself will be composed of 800 massive 2.5 megawatt wind turbines. This is GE’s largest wind turbine model and its size will help to lower the cost of producing electricity, some of the benefits of which will then be passed on to energy customers.



(According to the American Wind Energy Association, Oklahoma presently ranks as third in the U.S. for wind electrical generation capacity at 6,645 megawatts. Adding another 2,000 megawatts would considerably increase Oklahoma’s wind energy share by 30 percent. As a result, present Oklahoma wind generation of 25 percent of the state’s electrical supply would likely rise to 32.5 percent as a result of this single large project.)

Pete McCabe, President and CEO of GE’s Onshore Wind business noted in Clean Technica:

“GE is delighted to be a part of the groundbreaking Wind Catcher project with Invenergy and American Electric Power. We look forward to putting our teams to work in these communities as we continue to move toward our goal of ensuring that no one has to choose between sustainable, reliable and affordable energy.”

The project which will cost 4.5 billion dollars hits a pretty amazing price of around 2.25 cents per kilowatt hour installed. And with new wind energy projects costing as little as 2.5 cents per kilowatt hour on average in 2017, it appears that raw economic factors alone are likely to continue driving large and lucrative wind projects like the one now being pursued in Oklahoma. A single project that will increase Oklahoma’s wind energy generation capacity by 30 percent to 8,645 GW and push wind’s total share of state electrical generation to around 32.5 percent (see image and caption above).

France and UK Pledge to Ban Fossil Fuel Vehicles

Even as wind gains a larger share of energy production capacity in a red state, the UK and France have now joined a growing number of cities and nations in providing a responsible pledge to ban petrol and diesel based vehicles by 2040. These national moves match a recent initiative by Norway — which aims to sell only electrical vehicles in country by 2025. Meanwhile, India has also recently set a goal to sell only electrical vehicles in its own markets by 2030. Cities such as Madrid, Munich and Stuggard are also considering diesel bans.


Concerns about worsening air quality, recent cheating by automakers on emissions standards, worries about climate change and a major threat to traditional automaker market share by all-electric manufacturers like Tesla appear to have reached a kind of critical mass.

Britain’s decision is, however, the latest indication of how swiftly governments and the public in Europe have turned against diesel and internal combustion engines in general. Automakers, though reluctant to abandon technologies that have served them well for more than a century, are increasingly resigned to the demise of engines that run on fossil fuels. They are investing heavily in battery-powered cars as they realize their traditional business is threatened by Tesla or emerging Chinese companies, which have a lead in electric car technology. The shift away from internal combustion engines is in large part a result of growing awareness of the health hazards of diesel.

According to reports from the BBC, France’s own July 6 decision to ban petrol and diesel vehicle sales by 2040 was spurred by the Trump Administration’s withdrawal from the Paris Climate Accord. France has long aimed to reduce its carbon emissions and the 2040 vehicle ban is part of a larger plan for the country to become carbon neutral by 2050.

Cincinnati Bell security supervisors ordered wire taps installed on county computers before elections in the late 1970s and early 1980s that could have allowed vote totals to be altered, a former Bell employee says in a sworn court documents

Leonard Gates, a 23-year Cincinnati Bell employee until he was fired in 1986, claims in a deposition filed Thursday in Hamilton County Common Pleas Court to have installed the wire taps.

Cincinnati Bell officials denied Gates’ allegations tha are part of a six-year-old civil suit that contends the elections computer is subject to manipulation and fraud.

Gates claims a security supervisor for the telephone company told him in 1979 that the firm had obtained a computer program through the FBI that gave it access to the county computer used to count votes.

The deposition does not say if vote totals ever were changed. Gates claimed to have installed wire taps on county computers befoore the elections in 1977 through 1981 and believes, but wasn’t certain, in 1982 and 1983.

Gates’ allegations also have taken on political overtones. He appeared in a television commercial that aired twice Thursday on WKRC-Channel 12 for Jim Condit Jr., a Cincinnatus Party candidate for Cincinnati City Council.

The commercial also features former Bell employee Robert Draise, who was convicted of tapping a Hamilton, Ohio woman’s home and fired for it and who claims he wire-tapped the homes of multi-millionaire and anti-pornography crusader Charles Keating and former Hamilton County Commissioner Allen Paul.

Gates’ deposition claims he told the FBI, the U.S. Attorney’s ofice in Cincinnati and U.S. Rep. William Gradison, R-Cincinnati, about the alleged wire taps.

Gradison confirmed he met with Gates about two years ago and helped him contact the U.S. Department of Justice.

The Post also learned the FBI’s internal investigation arm – the Office of Professional Responsibility – is considering granting Gates immunity from prosectuion in exchange for his testimony. Local FBI officials declined comment.

U.S. Attorney D. Michael Crites declined comment Thursday on whether Gates’ allegations are under investigation, but said if the claims are true, federal wire-tapping laws may have been violated.

Cincinnati Bell spokesman Chuck Shawver said: “We categorically deny any wrongdoing by Cincinnati Bell. This is a disgruntled ex-employee making allegations which have been checked and found to have no foundation.” He declined further comment. Bell also denies Draise’s allegations, he said.

Neither Paul nor Keating, whose homes were allegedly tapped, could be reached for comment.

Gates, 44, of Anderson Township, was fired by Cincinnati Bell on May 15, 1986. He sued in U.S. District Court to get his job back and recover $350,000. That result is pending.

Gates’ deposition is part of a lawsuit filed in 1981 by attorney James Condit Sr. on behalf of a Cincinnatus candidate for council who claimed election results could be manipulated. Condit’s son, James Jr., is running the TV commercials featuring Gates and Draise.

Assistant Hamilton County Prosecutor James Harper, representing the county, and Condit Sr. were at the deposition. Common Pleas Court Judge Richard Niehaus ordered the deposition for use as evidence if an appeals court overturns his dismissal 1981 lawsuit.

Harper, who represents the elections board, did not question Gates during the deposition and said he wanted to discuss the allegations with Prosecutor Arthur M. Ney Jr.

Condit Sr. said the political use of Gates’ allegations was peripheral. “Gates’ deposition had to be filed prior to Nov. 13, when the Ohio First District Court of Appeals may rule on the appeal of the lawsuit”, he said.

Cincinnatus candidate Condit Jr., whose party believes elections are subject to fraud due to the use of computers, said he used the commercial to allow Gates and Draise to express their grievances because they have been trying to make their stories known for two years. The commercials will only air three times.

In the deposition, Gates claims he first installed a wire tap on a telephone line to the county computers before the 1977 election at the instruction of James West, a Bell security supervisor.

Gates contends both West and Peter Gabor, security director, told him to install wire taps in subsequent elections. Both men declined comment Thursday.

In 1979 – the election which is the focus of the deposition – Gates said he received instructions in the mail from West about installing wire taps on county computers in the County Administration Building at Court and Main streets.

The wire taps were installed on the eve of the election at Cincinnati Bell’s switching control center at Seventh and Elm Streets and terminated in a conference room in the building, Gates alleges.

In the deposition, Gates described in great technical detail installation of the wire taps.

About 8:30 p.m. on election day – Nov. 6, 1979 – Gates said he was called by West and told something had gone wrong causing the elections computer to malfunction. At West’s instructions, Gates said he removed the taps.

The elections computer shut down for two hours on election evening due to what was believed to be a power failure, Condit Sr. has said.

Gates said West told him they “had the ability to actually alter what was being done with the votes.”

Gates said West told him the Board of Elections did not know about the taps and that the computer program for the eletions computer “was obtained out of California, and that the programming had been obtained through the FBI … ”

Shortly after the 1979 election, Gates said he met with the late Richad Dugan, former Cincinnati Bell president, to express his concerns that the wire taps were done without a court order.

“Mr. Dugan said it was a very gray area . . . This was just small compared to what was going on. He told me just, if I had a problem, to talk to him and everything would be okay, but everything was under control,” Gates

FBI internal affairs chief pleads guilty
WASHINGTON (— The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for a two-decade career.
John H. Conditt Jr., 53, who retired in 2001, was sentenced last Friday to 12 years in prison in Tarrant County court in Fort Worth, after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before his law enforcement career, his lawyer said.

Conditt sought treatment for sex offenders after his arrest last year, said his attorney, Toby Goldsmith.

In summary, scientists have been restricted, sidelined, and limited—and many now believe a "hostile environment" to factual analysis has become the norm.

The report, produced by the Union of Concerned Scientists, was described by The Washington Post after Joel Clement, an outspoken scientist at the U.S. Department of Interior, was reassigned from the position he held before Trump took office.

Clement went from managing 25 employees as Director of Policy Analysis to a minor role in accounting.

The scientist—who clarified that "I am not an accountant"—believes the reassignment shows one way the current government works to sideline input on policy from the scientific community.



His reassignment came after he raised alarms over the dangers posed to Alaska Native communities by climate change. He is one of fully 50 scientists at senior levels who was reassigned.

The Union of Concerned Scientists report highlighted four points that it says have already helped to “diminish the role of science in our democracy.”

Federal advisory committees have been weakened, the use of terms such as "climate change" has been banned or restricted, “science-based safeguards” have been revoked, and a managerial culture of fear and intimidation has ensued.

The parents of two black men who died after being apprehended by the police have vowed to pursue justice for their sons amid growing calls for the officers involved to be disciplined

More than 100 people gathered outside Stoke Newington police station in east London on Saturday afternoon to show their anger towards the Metropolitan police.

Rashan Charles, 20, died last weekend after being restrained by officers in nearby Dalston, while Edson Da Costa, 25, from East Ham, died after contact with the police five weeks earlier.

The fathers of the men, Esa Charles and Ginario Da Costa, addressed the vigil promising to “continue to fight for justice” not only for their two sons but for all those who have died in police custody.

Charles also made a fresh plea for “peace on the streets” following outbreaks of violent disorder in Hackney on Friday night.

WASHINGTON — A Washington police officer is under investigation for wearing a T-shirt to court that an advocacy group says has a racist symbol and offensive images.

Local media report the unidentified officer was assigned to desk duty Friday and ordered to have no contact with the public, pending an investigation. Police Chief Peter Newsham called the T-shirt "disgraceful."

The black shirt shows the Grim Reaper holding a rifle under a District of Columbia flag. Above the image is the word "Powershift" with a cross embedded in the letter "o."

That image is a "sun cross," which advocacy groups say white supremacist groups use in their logos and imagery.

The group Law 4 Black Lives DC has filed a complaint against the officer and posted an online petition demanding his firing.

Summary
This paper examines United States Representative Hale Boggs's 1971 speech on the House floor, in which he denounced J. Edgar Hoover and the Federal Bureau of Investigation (FBI) for wiretapping members of Congress and infiltrating campus student groups. Following an introduction to the objectives of the paper, the first section reviews Boggs's academic and political career, giving some insight into his personality. The second part discusses the nature of Boggs's 1971 speech and the accuracy of the charges he leveled against Hoover and the FBI. The third part of the paper examines Boggs's motives for denouncing Hoover, speculating as to whether he personally had become a victim of the FBI surveillance that he had denounced and elaborating on Boggs's feelings toward Hoover. In the fourth part, the paper describes the reactions of the House and Senate and of Mr. Hoover to Boggs's allegations. The paper concludes that the object of Boggs's speech was to stir Congress to investigate the FBI in protection of the Bill of Rights, and that the brief but intense rhetoric of his speech was successful. Australia to Build One of World’s Longest EV Highways

Queensland will have a 1,200 mile (2,000 km) network of electric vehicle charging stations that make up one of the world’s longest electric vehicle highways within six months.

The state government announced on Thursday it would build an 18-station network stretching along Queensland’s east coast from Cairns to Coolangatta and west to Toowoomba.

The stations, which recharge a vehicle in 30 minutes, will offer free power for at least a year in what the environment minister, Steven Miles, said was a bid to boost the number of electric cars on Queensland roads, currently about 700.

“This project is ambitious, but we want as many people as possible on board the electric vehicle revolution, as part of our transition to a low-emissions future,” Miles said.

New Study Finds that Present CO2 Levels are Capable of Melting Large Portions of East and West Antarctica
If you’re a regular reader of this blog and its comments section, you’re probably more than a little worried about two bits of climate science in particular:

Our understanding of past climates (paleoclimate) and 5-6 C long term climate sensitivity.

And if you’re a frequent returner, you’ve probably figured out by now that the two go hand in glove.

Looking back to a period of time called the Pliocene climate epoch of 2.6 to 5.3 million years ago, we find that atmospheric carbon dioxide levels were somewhat lower than they are at present — ranging from 390 to 400 parts per million. We also find that global temperatures were between 2 to 3 degrees Celsius warmer than 1880s ranges, that glaciers in Antarctica and Greenland were significantly reduced, and that sea levels were about 25 meters (82 feet) higher than they are today.

Given that atmospheric CO2 levels during 2017 will average around 407 parts per million, given that these levels are above those when sea levels were considerably higher than today, and given that these levels of heat trapping gasses are rapidly rising due to continued fossil fuel burning, both the present level of greenhouse gasses in the Earth’s atmosphere and our understanding of past climates should give us substantial cause for concern.

This past week, even more fuel was thrown onto the fire as a paleoclimate-based model study led by Nick Golledge has found that under 400 parts per million CO2 heat forcing during the Pliocene, substantial portions of Antarctica melted over a rather brief period of decades and centuries.


Notably, the model found that the West Antarctic Ice Sheet collapsed in just 100-300 years under the steady 400 ppm CO2 forcing at 4.23 million years ago. In addition, the Wilkes Basin section of Antarctica collapsed within 1-2000 years under a similar heat forcing. In total, the study found that Antarctica contributed to 8.6 meters of sea level rise at the time due to the loss of these large formations of land ice.

From the study:

We conclude that the Antarctic ice sheet contributed 8.6 ± 2.8 m to global sea level at this time, under an atmospheric CO2concentration identical to present (400 ppm). Warmer-than-present ocean temperatures led to the collapse of West Antarctica over centuries, whereas higher air temperatures initiated surface melting in parts of East Antarctica that over one to two millennia led to lowering of the ice-sheet surface, flotation of grounded margins in some areas, and retreat of the ice sheet into the Wilkes Subglacial Basin. The results show that regional variations in climate, ice-sheet geometry, and topography produce long-term sea-level contributions that are non-linear with respect to the applied forcings, and which under certain conditions exhibit threshold behaviour associated with behavioural tipping points (emphasis added).

This study began the publication process in 2016 when year-end atmospheric CO2 averages hit around 405 parts per million. By end 2017, those averages will be in the range of 407 parts per million. Even more worrying is the fact that CO2 equivalent forcing from all the various greenhouse gasses that fossil fuel burning and related industrial activity has pumped into the atmosphere (methane, nitrogen oxides, CFCs and others) will, by end 2017 hit around 492 ppm.

As a result, though conditions in Antarctica are presently cooler than during 4.23 million years ago, the considerably higher atmospheric greenhouse gas loading implies that there’s quite a lot more warming in store for both Antarctica and the rest of the world. A warming that, even if atmospheric greenhouse gasses remain at present highly elevated levels and do not continue to rise, could bring about a substantially more significant and rapid melt than during the Pliocene.

Excessive heat warnings blanket the western third of Northern California, Oregon and Washington state. High temperatures just inland from coastal locations are forecast to soar to between 100 and 110 degrees.

“We are talking about one of the major sustained heat waves in a long time around here,” writes Cliff Mass, professor of meteorology at the University of Washington. He said that “there is a lot of confidence” temperatures will at least reach the mid-90s in Seattle and notes the GFS model projects a high of 100 on Thursday — a reading he can’t “remember ever seeing”.

NAACP issues travel advisory for Missouri in wake of police brutality incidents, passage of ‘Jim Cr

The NAACP has adopted a travel advisory for Missouri, the first of its kind issued in the organization’s 108-year history.

The warning to travelers comes after several high-profile police brutality assaults on black residents in the last few years as well as a new “Jim Crow Bill” that makes it harder to sue for discrimination.

“The advisory is for people to be aware, and warn their families and friends and co-workers of what could happen in Missouri,” Rod Chapel, president of the Missouri NAACP, told the Kansas City Star. “People need to be ready, whether it’s bringing bail money with them, or letting relatives know they are traveling through the state.”

Chapel’s state chapter first issued the advisory in early June, and the national organization adopted it last week. The advisory will be ratified in October.

Missouri inmate sexually, physically abuses cellmate for days
Advisories typically come from the State Department and warn about visiting other countries with unsettled political conditions or health hazards.

But the Missouri NAACP crafted its warning in part because of recent incidents that included racist statements to University of Missouri students, a hot glue gun attack on black teens in St. Louis and the May death of Tory Sanders.

Sanders, 28, suffered from depression and lived in Nashville when he went for a drive on May 5, the Riverfront Times reported at the time. A wrong turn landed him in Mississippi County in southeast Missouri, where the married father of eight ran out of gas.

bodycam video showing a second group of Baltimore cops apparently planting evidence has been uncovered, the Maryland public defender’s office announced Monday.

The video shows seven officers “working together to manufacture evidence,” according to The Baltimore Sun.

Police said the video includes “two arrests and the recovery of drugs from a car during a traffic stop.”

The footage released by the public’s defender’s office and obtained by ABC News shows the officers searching through the driver’s car before turning their body cameras off and on. An officer allegedly plants something in the car, and then the others discover the drugs, the video shows.

Charges against the driver in the November arrest were dropped, according to the network.

The same office released a video last month depicting an officer apparently planting drugs in an alley filled with trash. Officer Richard Pinheiro was suspended as a result, and two other cops, Hovhannes Simonyan and Jamal Brunson, were placed on administrative duty.

With virtually no help from the mainstream media and very little from the justice system, Pepper was able to piece together what really happened on April 4, 1968 in Memphis right down to who gave the order and supplied the money, how the patsy was chosen, and who actually pulled the trigger.

Without this information, the truth about King’s assassination would have been buried and lost to history. Witnesses would have died off, taking their secrets with them, and the official lie that King was the victim of a racist lone gunman named James Earl Ray would have remained “fact.”

Instead, we know that Ray took the fall for a murder he did not commit. We know that a member of the Memphis Police Department fired the fatal shot and that two military sniper teams that were part of the 902ndMilitary Intelligence Group were sent to Memphis as back-ups should the primary shooter fail. We have access to the fascinating account of how Pepper came to meet Colonel John Downie, the man in charge of the military part of the plot and Lyndon Johnson’s former Vietnam briefer. We also learn that as part of the operation, photographs were actually taken of the shooting and that Pepper came very close to getting his hands on those photographs.

Unfortunately, the mainstream media has ignored all of these revelations and continues to label Ray as King’s lone assassin. In fact, Pepper chronicles in detail how a disinformation campaign has featured the collaboration of many mainstream journalists over almost half a century. He says he suspects that those orchestrating the cover-up, which continues to this day, are no longer concerned with what he writes about the subject.

“I’m really basically harmless, I think, to the power structure,” Pepper said in an interview.

“I don’t think I threaten them, really. The control of the media is so consolidated now they can keep someone like me under wraps, under cover, forever. This book will probably never be reviewed seriously by mainstream, the story will not be aired in mainstream – they control the media. It was bad in the ’60s but nowhere near as bad as now.”

And the most stunning revelation in The Plot to Kill King – which some may question because the account is second hand – is that King was still alive when he arrived at St. Joseph’s Hospital and that he was killed by a doctor who was supposed to be trying to save his life.

“That is probably the most shocking aspect of the book, that final revelation of how this great man was taken from us,” Pepper says. (By the way, when I quote Pepper as having “said” something I mean in our interview. If I’m quoting from the book, I’ll indicate that.)

The hospital story was told to Pepper by a man named Johnton Shelby, whose mother, Lula Mae Shelby, had been a surgical aide at St. Joseph’s that night. Shelby told Pepper the story of how his mother came home the morning after the shooting (she hadn’t been allowed to go home the night before) and gathered the family together. He remembers her saying to them, “I can’t believe they took his life.”

She described chief of surgery Dr. Breen Bland entering the emergency room with two men in suits. Seeing doctors working on King, Bland commanded, “Stop working on the nigger and let him die! Now, all of you get out of here, right now. Everybody get out.”

Johnton Shelby says his mother described hearing the sound of the three men sucking up saliva into their mouths and then spitting. Lula Mae described to her family that she looked over her shoulder as she was leaving the room and saw that the breathing tube had been removed from King and that Bland was holding a pillow over his head. (The book contains the entire deposition given by Johnton Shelby to Pepper, so readers can judge for themselves whether they think Shelby is credible – as Pepper believes he is.)

In fact, a second invaluable source was Ron Adkins, whose father, Russell Adkins Sr., was a local Dixie Mafia gangster and conspirator in the planning of the assassination even though he died a year before it took place. Ron told Pepper he had overheard Bland, who was his family’s doctor, tell his father that if King did survive the shooting he had to be taken to St. Joseph’s and nowhere else. As Pepper describes it:

He remembers Breen Bland saying to his father, ‘If he’s not killed by the shot, just make sure he gets to St. Joseph Hospital, and we’ll make sure that he doesn’t leave.’

Ron, who was just 16 when the shooting took place, was apparently taken everywhere by his father in those days, and he was able to recount many details of what happened as the assassination was planned and carried out.

“I definitely found him credible,” Pepper says. “I found him troubled, I found him disturbed in a lot of ways by things that went on earlier in his life.”

His deposition is also contained in the book, which Pepper explains was important so that readers could judge the statements for themselves.

“What I wanted to do was to make sure that the entire deposition of these critical moments and this critical information was there, so that one could go and read the depositions and see that I was being accurate,” Pepper says.

Besides describing what he heard Bland tell his father, Ron Adkins described the many visits made to Russell Sr. by Clyde Tolson, J. Edgar Hoover’s right hand man. Known to Ron as “Uncle Clyde,” the high-level FBI official often delivered cash to the elder Adkins for jobs he and his associates would carry out on behalf of Hoover. Among those the younger Adkins said were paid to supply information about the activities of Martin Luther King were the reverends Samuel “Billy” Kyles and Jesse Jackson.

The basics of the official story

If you seek out any information from a mainstream source about James Earl Ray, you’ll find him described as the killer of Martin Luther King, just as Lee Harvey Oswald and Sirhan Sirhan are labelled “assassins” in the murders of John and Robert Kennedy.

But once you read any or all of Pepper’s three books on the King slaying, you see very clearly that Ray is not a killer at all. Instead, he was a petty criminal who was a perfect “follower.” Like Oswald and Sirhan, Ray was set up to take the fall for an assassination that originated within the American deep state. In fact, Pepper says he’s convinced that knowledge of the plot went all the way to the top.

“The whole thing would have been part of Lyndon Johnson’s playbook,” Pepper says. “I think Johnson knew about this.”

As the official story of the shooting goes, at 5:50 p.m. on April 4, Kyles knocked on the door of room 306 of the Lorraine Motel to let King and the rest of his party know that they were running late for a planned dinner at Kyles’s home. Kyles then walked about 60 feet down the balcony where he remained even after King came out of the room at about 6 p.m. (Although Kyles has maintained ever since that he spent the last half hour in the room, Pepper has proven otherwise.)

Members of a militant black organizing group the Invaders, who were also staying in the motel because of King’s visit, were told shortly before the shooting by a member of the motel staff that their rooms would no longer being paid for by the Southern Christian Leadership Conference (SCLC) and that they had to leave immediately. When they asked who had given this order, they were told it was Jesse Jackson. At the time of the shooting, Jackson was waiting down by the swimming pool. Ron Adkins also identified Jackson as the person who called the owners of the Lorraine Motel and demanded that King be moved from a more secure inner courtyard room to an exposed room on the second floor facing the street.

The Memphis Police Department usually formed a detail of black officers to protect King when he was in town, but did not this time. Emergency TACT support units were pulled back from the Lorraine to the fire station, which overlooked the motel. Pepper also learned that the only two black members of the Memphis Fire Department had been told the day before the shooting not to report for work the next day at the fire station. And black detective Ed Redditt was told an hour before the shooting to stay home because a threat had been made on his life.

Just about a minute after King exited his room, a single shot was fired and the bullet ripped through King’s jaw and spinal cord, dropping him immediately. The shot appeared to come from across Mulberry Street. King was rushed to hospital, where he was pronounced dead just after 7 p.m.

According to the official story, the shot was fired by Ray from the bathroom of a rooming house above a bar called Jim’s Grill, which backed on to Mulberry and faced onto South Main Street. But, as Pepper’s investigation proves, the shot actually came from the bushes located in between the rooming house and the street. In fact, the only “witness” who placed Ray at the scene was a falling-down-drunk named Charles Stephens, who later did not recognize Ray in a photograph and who cab driver James McCraw had refused to transport a short time before because he was too intoxicated.

The bushes that concealed the shooter were conveniently trimmed the day after the shooting, giving a false impression that a shooter could not have been concealed there. Several witnesses, including journalist Earl Caldwell and King’s Memphis driver, Solomon Jones, described seeing the shot come from the bushes and not from the bathroom of the rooming house as the official story states.

Another casualty of the King murder was cab driver Buddy Butler who reported that he saw a man running from the scene right after the shot, going south on Mulberry St., and jumping into a police car (this would turn out to be MPD Lieutenant Earl Clark). Butler reported this to his dispatcher and later to fellow cab driver Louie Ward. Butler was interviewed at the Yellow Cab Company later that evening by police. Ward was told the next day that Butler had either fallen, or was pushed, to his death from a speeding car on the Memphis-Arkansas Bridge.

The owner of Jim’ Grill, Loyd Jowers, would later admit to being part of the conspiracy to kill King, and he would be found responsible – along with various government agencies – for the killing in a 1999 civil lawsuit by the King family, which was represented by Pepper.

“The King family got enormous comfort out of the results of that trial and the evidence that came forward from that,” Pepper says.

Betty Spates, a waitress at Jim’s Grill and girlfriend of Jowers, says she saw him rush into the back of the Grill through the back door seconds after the shot, white as a ghost and holding a rifle, which he then wrapped in a tablecloth and hid on a shelf under the counter. He turned to her and said, “Betty, you wouldn’t do anything to hurt me, would you?” She responded, “Of course not, Loyd.” Spates, who didn’t come forward until the 1990s, also recounted that Jowers had been delivered a large sum of money right before the assassination.

James McCraw stated that Jowers had shown him a rifle the day after the shooting and told him it was the one used to kill King.

“We confronted Loyd,” Peppers explains. “We told him he was likely to be indicted if he didn’t help us, if he didn’t give more information. Jowers didn’t know there was no way the grand jury was going to indict him. All he knew was what he did, what he participated in, how much money he got for it – he got quite a large sum of money, built a taxi cab company with it, had his gambling debt with [local Mafia figure Frank] Liberto forgiven.”

Liberto, an associate of Louisiana crime boss Carlos Marcello, turned out to be involved in the assassination also. He owned a produce warehouse and one of his regular customers, John McFerren, was making his weekly shopping trip there when he overheard Liberto shout into the phone an hour before the shooting: “Shoot the son of a bitch on the balcony.” Nathan Whitlock and his mother, LaVada Addison Whitlock, who owned a restaurant frequented by Liberto, stated that Liberto had told them he was responsible for the King murder.

Setting up the patsy

One thing that many don’t know is that Ray was in prison in 1967, the year before the assassination, serving a 20-year sentence for a grocery store robbery in 1959. After a couple of unsuccessful escape attempts, Ray succeeded in breaking out of prison on April 23, 1967. Unknown to Ray was the fact that the escape had been orchestrated, because he had already been chosen as the patsy in the planned assassination of King, which was still a year away.

The warden of Missouri State Penitentiary was paid $25,000 by Russell Adkins Sr. to allow the escape (as confirmed by Ron Adkins). The money was delivered to Adkins by Tolson, and it was this same connection that would later be used to finance the assassination of King.

After his escape from prison, Ray went to Chicago for a few weeks where he got a job. But, worried about getting caught, he went to Canada, specifically Montreal, and took the name Eric S. Galt. His intention was to get a passport under a false name and to travel to a country from which he could not be extradited.

At the Neptune Bar in the Montreal dock area in August 1967, Ray met a mysterious figure who identified himself as “Raul.” Raul asked Ray to help him with a smuggling scheme, and Ray agreed. In the months ahead, Ray would do a number of jobs, including gun running, for Raul for which he was paid and given a car. Always, Ray had to wait to be contacted by Raul, who Ray said co-ordinated his activities right up until the day of the assassination.

At one point Ray was instructed to purchase a deer rifle with a scope (although Raul was not satisfied with the one he bought and made him exchange it for another). Ray was instructed to go to Memphis (he arrived April 3, 1968) and upon meeting with Raul in his motel was given the name of Jim’s Grill, where the two were to meet at 3 p.m. the next day. He also handed the rifle over to Raul and always maintained that he never saw it again.

Ray rented a room at the rooming house above Jim’s Grill (the two met the day of the assassination as planned). About an hour before the shooting, he was given money to go to the movies, but first he tried to have a tire repaired because Raul had said he wanted to use the car. But when Ray heard the sirens that followed the shooting, he got scared and left the area.

Fearing he had been set up, Ray left the country and ended up in England where he was captured on June 8, 1968 at London’s Heathrow Airport as he was trying to leave the UK. Once charged with the crime, Ray was pressured by his second lawyer, Percy Foreman, to plead guilty on the grounds that the evidence was too strong against him and Foreman was not in good health and couldn’t offer a strong defence.

“Foreman was sent in with the purpose of replacing the original lawyers,” Pepper says.

Foreman offered Ray $500 to get another lawyer if he pleaded guilty and even put this in writing. Ray would regret accepting this offer for the rest of his life. He tried unsuccessfully to rescind the guilty plea and get a trial for the next 30 years, finally dying in prison of cancer in 1998.

Pepper becomes convinced of Ray’s innocence

It was 10 years after the assassination before Pepper would even consider meeting with Ray. He had taken for granted at first that Ray was the assassin, but he was encouraged to meet him by Rev. Ralph Abernathy, who had succeeded King as President of the SCLC. Abernathy had remained unsatisfied with the official account of the shooting.

In the book, Pepper describes his first meeting with Ray in 1978 and how he quickly came to believe that Ray had not been the shooter and that the case was essentially still unsolved. It wasn’t until 1988 before Pepper became certain that Ray had not played any knowing part in the conspiracy, and at that point he agreed to represent him, which he did until his death.

Purveyors of the official story of the assassination have always claimed that Raul was an invention of Ray’s, and mainstream media accounts refer to this question as still unanswered even though Pepper not only found witnesses who described their connections to Raul, he actually found Raul himself with the help of witness Glenda Grabow (Pepper learned that his last name was Coelho). She identified Raul as someone she had known in Houston in 1963 and who around 1974, in a fit of rage, had implicated himself in the King assassination right before raping her. Grabow also identified Jack Ruby as someone who she had seen with Raul in 1963. This fascinating story is recounted both in An Act of State and The Plot to Kill King.

One of the most intriguing things to come out of both of these books is the account of a young FBI agent named Don Wilson who after the assassination was sent to check out a white Mustang with Alabama plates (Ray drove a white Mustang) that had been abandoned and that was thought to be connected to the assassination. Wilson opened the car door and some papers fell out. He examined them later and found a torn-out piece of a 1963 Dallas, Texas telephone directory. Written on the page was the name “Raul” and the initial “J” and a phone number, which turned out to be that of a Las Vegas night club run by Jack Ruby, the man who had shot Lee Harvey Oswald in the basement of the Dallas police station. A second piece of paper had a list of names with amounts of money beside each. Wilson decided to hold on to this evidence, fearing it would disappear forever if he turned it in. He held on to it for 29 years before making it available to Pepper and the King family.

The shooter revealed

Another incredible revelation in The Plot to Kill King is the identity of the man who appears to have fired the fatal shot. Pepper learned his identity from Lenny B. Curtis, who was a custodian at the Memphis Police Department rifle range. Curtis told Pepper this in 2003, and Pepper recorded a deposition with him but kept it confidential out of fear for Curtis’s life. Only after his death in 2013 did Pepper reveal what Curtis had said – that the shooter was Memphis police officer Frank Strausser.

“We had to be very careful about [Curtis’s safety],” Pepper says.

Curtis said to Pepper in his deposition that he heard Strausser say about King four or five months before the assassination that somebody was going to “. . . blow his motherfucking brains out.” He also described that Strausser had practised in the rifle range with a particular rifle that had been brought in four or five days earlier by a member of the fire department. That fireman had shown the rifle to Curtis and asked, “How would you like that scoundrel, that baby there?” When Curtis said it look like any other rifle, he replied, “No, this is a special one; that baby is special.” Lenny remembered that on the day of the assassination, Strausser spent the whole day practicing with it. (Strausser has given several conflicting accounts of where he was and what he was doing that day.)

After the assassination, Curtis says he was followed and intimidated by Strausser. Pepper writes:

Lenny said that he subsequently became aware that strange things were happening around him. His gas was strangely turned on once when he was about to enter his house. He had lit a cigarette, but as he opened the door he smelled gas and quickly put out the cigarette. A strange Lincoln was occasionally parked across the street from his apartment house. He was frightened. One morning when the car was there, he got into his own car and quickly drove off, and the strange car pulled out and followed him. He managed to see the driver. It was Strausser.

In the book, Pepper describes how he came to meet with Strausser, who he describes as a committed and devoted racist.

“He had no respect for black people at all,” Pepper says. “He wasn’t explicit about his racism. But he was not at all sympathetic to what Martin King was all about.”

In the hope of prompting an admission, Pepper lied and told him that he had been implicated in the killing by Loyd Jowers – but Strausser didn’t take the bait. Pepper also told Strausser that the footprints found in the bushes after the shooting were from size 13 shoes (which they were). Then he asked him about the size of his feet:

“He had a bit of a grin on his face, and he said ‘13 large,’” Pepper says.

Pepper also arranged to have cab driver Nathan Whitlock, who Strausser knew, tell him that there was a good possibility that he (Strausser) would be indicted for the shooting. He responded: “What are they going to indict me for, something I did 30 years ago?” Then he caught himself and added, “Or something I knew about 30 years ago?”

A threat to the powers that be

As Pepper explains, King was not only hated by the establishment as he rose to prominence in the 1960s, he was feared. Not only did he have the ability to move large numbers of people with his message of peace and tolerance, but he had designs on a political career. According to Pepper, King was planning to run for president on a third-party ticket with fellow anti-war activist Dr. Benjamin Spock. He was also causing panic in powerful circles because he intended to bring hundreds of thousands of poor people to an encampment in Washington, D.C. in the spring of 1968 to bring attention to the plight of the poor.

“They were terrified that the anger level when [the demonstrators] were not going to get what they wanted was going to rise to such a point where Martin was going to lose control of that group and the more radical among them would take it over and they’d have a revolution,” Pepper explains. “And they didn’t have the troops to put it down. That was a real fear that the Army had. And I think it was a justifiable fear.”

King would also have posed an increasing threat to the political establishment because he intended to become much more vocal in his opposition to the Vietnam War. He had been influenced by an article and photos by Pepper called, “The Children of Vietnam,” which was published in Ramparts Magazine in January 1967 and later reprinted in Look magazine. (The man who published the piece in Look, Bill Atwood, actually told Pepper he received a visit from former New York governor and ambassador to the Soviet Union Averill Harriman who passed on a message from President Johnson that he would appreciate it if Atwood never published anything by Pepper.)

Beyond King’s importance as a powerful force for justice, peace, and equality, he was also Pepper’s friend. And the lawyer/journalist had to deal with that loss as he sought the truth about who really killed King and fought for justice for the man falsely accused of his murder. He writes:

For me, this is a story rife with sadness, replete with massive accounts of personal and public deception and betrayal. Its revelations and experiences have produced in the writer a depression stemming from an unavoidable confrontation with the depths to which human beings, even those subject to professional codes of ethics, have fallen. In addition, there is an element of personal despair that has resulted from this long effort, which has made me even question the wis

Ex-jailer settles Pulaski County inmate's sex suit

A federal lawsuit accusing a former Pulaski County jail supervisor of repeatedly sexually assaulting a female inmate in 2014 and 2015 has been settled, canceling a jury trial that was to begin Sept. 12 before U.S. District Judge Billy Roy Wilson.


On June 2, Hazel pleaded guilty in a related criminal case, admitting he made a false statement to FBI agents who were conducting a civil-rights investigation into allegations of sexual encounters between Hazel and the woman.

In return for his guilty plea, and at the request of prosecutors, Chief U.S. District Judge Brian Miller dropped the original charge Hazel had faced, sexual abuse of a ward, for which Hazel was facing a June 12 jury trial. Hazel is now awaiting sentencing on the false-statement charge.

In the civil lawsuit, the woman accused Hazel of battery, sexual assault and wrongful imprisonment. The suit also accused Pulaski County and Sheriff Charles "Doc" Holladay of creating an atmosphere in which illegal behavior was tolerated, thereby violating their constitutional duty to protect an inmate.

However, attorneys for the woman filed a motion July 25 asking that her claims against Holladay, the county and Hazel in his official capacity be dropped.

That left only claims against Hazel in his individual capacity -- which attorneys for the woman also asked to dismiss last week, citing a settlement but offering no details. Wilson granted the motions July 26 and dismissed the case.

Attorneys Kathryn Hudson and Justin Huett of Little Rock, who represent the woman who was a federal inmate at the time, filed their motions to dismiss the defendants in lieu of filing a response to the county's July 13 statement of undisputed facts.

LINCOLN, Neb. As investigations into misconduct in the Nebraska State Patrol begin the union that represents State Troopers is standing behind the troopers.


The one case in particular involves trooper Tim Flick and his role in a pursuit last October that turned deadly.

His cruiser and the suspect's collided. The crash killed one person in the suspect's car.

Nebraska Governor Pete Ricketts Thursday released a report that outlined policy and procedure changes for the Nebraska State Patrol following an internal affairs investigation.

Chief Human Resources Officer Jason Jackson mentioned several cases of misconduct within the department but wouldn't give specific details in any of the incidents. Jackson said possible harassment, theft of ammunition allegedly by a state trooper and cases of use of force were among the issues discussed in the report.

Names were redacted in the report. Ricketts said they hoped to be as transparent as possible but didn't want to interfere with any due process. Read the full NSP report here.


Ricketts ordered the review after state patrol troopers were accused of changing their story about a high-speed chase that killed a South Dakota driver.

Ricketts announced in June that he had fired Col. Brad Rice and sent the investigation's initial findings to the FBI and the U.S. attorney's office. During Thursday's briefing, Ricketts said some of the issues with internal affairs were directly related to command interference.

Ricketts said, "In particular, I gave you the case for example with the Colonel seemingly to lead where the investigation wanted to go with his remarks."

Jackson added there were cases of misconduct that were deliberately not turned over to the crime commission. He said motives were varied, but in some cases troopers accused of misconduct resigned which relieved the patrol of the requirement to continue the investigation.

An officer involved in the rifle-butt incident in western Nebraska resigned voluntarily in advance of his final disciplinary hearing with Col. Rice. NSP has a practice of administratively closing misconduct investigations if the officer resigns before the investigation is complete. Jackson said failure to complete these investigations and report the findings to the crime commission means an officer may find employment in other jurisdictions. It's a policy the Nebraska State Patrol will change.

TOYOTA is reportedly working on a new generation of electric cars that will use solid-state capacitors to power themselves that can recharge much faster than conventional batteries.
Japanese news service Chunichi reported this week that Toyota planned to have the cars on sale in Japan by 2022, promising electric vehicles that can travel much further than the current generation of battery-fuelled versions, and cut top-up times to about the same as it takes to refuel a normal car.
Solid-state capacitors do not rely on liquids to store their energy. They tend to be much lighter and smaller than conventional “wet” lithium-ion batteries, and have a much higher energy density – the amount of electrical charge they can hold compared to a standard battery – and are better at storing the charge.
However, they tend to have a low power density, meaning that while they can hold a lot of charge (energy), they can’t produce much power quickly.
The carmaker is currently rolling out the Toyota New Generation Architecture – a hybrid, electric and fuel cell-ready platform – across its product range that is expected to also be compatible with solid-state batteries.
So far, only the Toyota Prius petrol-electric hybrid and the Toyota C-HR small SUV are using the new architecture, with the Corolla small car soon to roll out a new version also based on it.
Toyota also has the Mirai fuel-cell car that is built off the TNGA platform – the world’s first mass production hydrogen-fuelled car that converts the fuel to water and electricity to drive an electric motor – but the lack of refuelling infrastructure here has seen plans to launch it locally shelved.
Mazda is the only manufacturer to use a solid-state capacitor. The Mazda 6 sedan and wagon use the capacitor to store energy that’s normally wasted while braking, converting it into electricity that’s used for short periods while the car’s idle-stop system shuts down the engine to save fuel.

Solid State Lithium-Ion & Graphene Batteries

Batteries are a big pain point in modern electronics: they take up too much space, have a finite life, lose charge over time, can be heavy , are slow to charge and can be dangerous if improperly handled. What if all these disadvantages just go away?

Toyota has been working on batteries using sulfide superionic conductors.Essentially , these batteries, if perfected will work like super capacitors, able to store huge amounts of energy in a short while. Spanish company Graphenano has been developing graphene polymer batteries that have an energy density of 1,000 Whkg (lithium batteries are about 200 Whkg). It's also purported to charge 33 times faster without retaining a memory effect. We need better batteries and these could be here by 2020.

In a speech at the International Association for Identification on Monday, Deputy Attorney General Rod J. Rosenstein announced the creation of a Forensic Science Working Group within the Justice Department. Recall that one of the first moves by Attorney General Jeff Sessions was to end the National Commission on Forensic Science (NCFS), which brought in independent scientists to evaluate the credibility of forensics fields used in U.S. courtrooms.

The new group will be housed within the Justice Department, which will inevitably make it less independent and less transparent than the NCFS. It will be led by Ted Hunt, a longtime prosecutor. Though Hunt worked with the NCFS, putting a prosecutor in charge of forensic reform doesn’t inspire a lot of confidence in the new working group’s impartiality.

For that matter, neither does Rosenstein’s speech. It’s been striking to see prosecutors and law enforcement groups react to the critiques of forensics that have come from the scientific community. Those critiques didn’t come out of nowhere. They came from commissions and panels formed after DNA testing, crime lab scandals and exonerations showed us that for decades prosecutors have been presenting juries with “scientific” evidence that is anything but. The FBI’s hair fiber analysis scandal alone tainted thousands of cases. And yet the reactions from prosecutors to these critiques — that experts are overstating their findings, wrongly implicating suspects, or practicing fields utterly lacking in any scientific principles at all — have been utterly devoid of any humility
Rosenstein’s speech Monday is less strident than others I’ve seen, but it’s still preachy and didactic.

Those disciplines have been around for a long time. When subjected to informed cross examination, expert testimony can be tremendously probative and helpful to the jury.

Nevertheless, some critics have sought to limit the forensic evidence and testimony that can be presented in court. These critics suggest that unless a forensic discipline has a “known error rate,” evidence derived from that discipline should not be admitted in court. Under that standard, trusted and reliable forensic evidence would be excluded simply because the discipline is not susceptible to an easy-to-calculate error rate.

The folly of that approach is clear when critics question fingerprint analysis. They admit that it usually works. Their objection is that it requires judgment.

This isn’t quite true. Few are suggesting fingerprint evidence be barred from the courtroom. The criticism is that experts have been overstating the certainty of fingerprint evidence, particularly when it comes to partial prints. Fingerprinting has long been touted as the “gold standard” in forensics. It’s been touted as foolproof and definitive. The criticism here is that if we don’t actually know how unique a fingerprint is in a given population, we can’t tell jurors that they’re unique. If prosecutors want to present fingerprint evidence, jurors should be made aware of this. And if experts want to testify about “matches” and levels of “certainty,” let’s give them regular competency tests arranged by outside entities.

Prosecutor: Suspended FBI agent didn't mention mistress was investigator

An FBI agent who ran a "To Catch a Predator"-style task force in North Georgia pleaded guilty Thursday to disclosing confidential information.

According to a release from the U.S. Department of Justice, Special Agent Ken Hillman let Emerson Russell and his wife, Angela, observe agents chatting undercover with potential child predators. He also let them ride along for meet ups and arrests of the task force's targets.

In addition, Hillman let Angela Russell chat with suspects on an FBI laptop, as if she were an agent herself.


Hillman pleaded guilty in front of U.S. Magistrate Judge Walter Johnson. District Court Judge Harold Murphy will sentence Hillman, though the release does not say when that will be. He faces a penalty of up to 1 year in prison, plus a fine of up to $100,000.

The Northwest Georgia Internet Crime and Child Exploitation Task Force, spearheaded by Hillman, also consisted of officers from multiple local agencies, including the Catoosa County Sheriff's Office. The investigators would post on websites like Craigslist or Backpage.com, pretending to be fathers and uncles willing to pawn off children for sex.

The task force disbanded after Hillman's relationship with Angela Russell became public in February 2013. According to an internal Ringgold police investigation, Officer Tom Evans stopped Hillman and Angela Russell in the parking lot of a local bar, after the staff called 911 to report a couple that might be driving away drunk.

According to the investigation, the officer drove them to an apartment in the Chattanooga area. The officer also said that Hillman told him he was having an affair with Angela Russell. Emerson Russell later said he watched his estranged wife chat with the task force's targets while they were still together.

Angela Russell is not a trained officer. According to the Department of Justice release, Hillman did not receive clearance from his bosses to include her in his investigations.

Hillman was given a "medical retirement" from the FBI, his sentencing hearing is scheduled for Sept. 22 at 1 p.m.

Fossil fuel subsidies are a staggering $5 tn per year
A new study finds 6.5% of global GDP goes to subsidizing dirty fossil fuels

Fossil fuels have two major problems that paint a dim picture for their future energy dominance. These problems are inter-related but still should be discussed separately. First, they cause climate change. We know that, we’ve known it for decades, and we know that continued use of fossil fuels will cause enormous worldwide economic and social consequences.

Second, fossil fuels are expensive. Much of their costs are hidden, however, as subsidies. If people knew how large their subsidies were, there would be a backlash against them from so-called financial conservatives.

A study was just published in the journal World Development that quantifies the amount of subsidies directed toward fossil fuels globally, and the results are shocking. The authors work at the IMF and are well-skilled to quantify the subsidies discussed in the paper.

Let’s give the final numbers and then back up to dig into the details. The subsidies were $4.9 tn in 2013 and they rose to $5.3 tn just two years later. According to the authors, these subsidies are important because first, they promote fossil fuel use which damages the environment. Second, these are fiscally costly. Third, the subsidies discourage investments in energy efficiency and renewable energy that compete with the subsidized fossil fuels. Finally, subsidies are very inefficient means to support low-income households.

With these truths made plain, why haven’t subsidies been eliminated? The answer to that is a bit complicated. Part of the answer to this question is that people do not fully appreciate the costs of fossil fuels to the rest of us. Often we think of them as all gain with no pain.

So what is a subsidy anyway? Well, that too isn’t black and white. Typically, people on the street think of a subsidy as a direct financial cost that result in consumers paying a price that is below the opportunity cost of the product (fossil fuel in this case). However, as pointed out by the authors, a more correct view of the costs would encompass:

Suspended FBI agent accuses bureau of retaliation, violating his rights in Harry Morel case

A New Orleans-based FBI agent filed a federal lawsuit Monday claiming the bureau violated his First Amendment rights last year when it suspended him without pay for sending an unusual letter to the judge who presided over criminal proceedings involving former St. Charles Parish District Attorney Harry Morel.

The agent, Michael S. Zummer, accused the FBI of retaliating against him for sending a 31-page letter to U.S. District Judge Kurt Engelhardt that criticized the way federal prosecutors handled allegations that Morel demanded sexual favors from women who were caught up in the criminal justice system.

Zummer, who served as lead agent in the Morel case, outlined a host of what he considered improprieties in his letter, claiming Morel received favorable treatment and that his plea agreement had been tainted by prosecutorial misconduct within the local U.S. Attorney's Office.

The agent disregarded bureau directives by sending the document to the judge on the eve of Morel's sentencing.

In a written order at one point, Engelhardt said he shared Zummer's concerns about whether the Justice Department "is either unable or unwilling to self-police lapses of ethics, professionalism and truthfulness in its ranks."

The judge declined to make the letter public, but Zummer ultimately released portions of it after the FBI, following a lengthy review, blacked out entire pages of the document, in which Zummer apparently implicated a list of government officials he said acted improperly in the Morel case.

Federal authorities publicly accused Morel of being a "sexual predator" and of committing a host of crimes, including sexual assault, dating back decades, but they never pursued charges on those offenses.

Morel ultimately faced just one count of obstruction of justice, a charge that stemmed from his efforts to derail a long-running FBI investigation. The former district attorney is serving a three-year prison term.

The new lawsuit, filed in U.S. District Court, asserts that Zummer's decision to send the letter to Engelhardt was protected by his right to freedom of speech. It offers new details about his suspension and says Zummer initially took pains to send the letter in accordance with FBI protocol.

Before being stripped of his security clearance and escorted out of the bureau's New Orleans field office, Zummer first was suspended from conducting any investigative activity and told that he "was to move his desk to the empty nurse's office on the second floor" of the FBI's lakefront office, the lawsuit says.


He received an email from a supervisor saying his new role was "not a punishment," but adding that he could not be assigned to cases anymore "because you have taken the position that information you personally gather in the performance of your duties as an FBI special agent may be disclosed by you as a private citizen ... despite being instructed not to do so without authorization."

An FBI spokesman declined to comment on the lawsuit.

A former Marine and a Stanford-educated attorney, Zummer has been prohibited by Justice Department rules from practicing law for compensation during his indefinite suspension and has been told he can take another job only with the FBI's permission, the lawsuit says.

In the suit, Zummer is asking the court for his old job back at the bureau, as well as back pay, damages and an order allowing him to make public the full letter he sent to Engelhardt about the Morel case.

Zummer wrote in the letter that he had encountered "systemic corruption" within the Justice Department and that he came under pressure at times to cover up the misconduct of federal prosecutors.

Grant Cameron: The Government's UFO Disclosure Plan

There has been a lot of discussion in the UFO community lately about disclosure. There has been so much, in fact, that many people don't want to hear the word anymore. The word disclosure has become almost as unpopular as the word UFO. The disclosure word became unpopular, perhaps because there have been many predictions of imminent disclosure with nothing happening. People now either believe that it won't happen, or they share the position taken by John Alexander and repeated by former Senior CIA officer Jim Semivan, which is that "disclosure has already happened, it is confirmation that we are after."

What needs to be clarified is that there are two types of disclosure. Most researchers, when they refer to UFO disclosure, mean the President stands at the podium and says "ETs are here." That would be full disclosure. Disclosure is defined as "the action of making new or secret information known or a fact, especially a secret, that is made known."

Government UFO disclosure is someone who has a need-to-know revealing information about the UFO mystery that we didn't know before they started talking. An example of this might be Hillary Clinton saying "They (aliens) may already be here." This is a big departure from government officials who have maintained that none of the UFO evidence shows any indication of an ET presence. Disclosure is also officials admitting there is probably life out there in outer space. Saying they may already be here is to me a disclosure. Saying aliens may be here is a big deal, especially when the same Hillary Clinton and her campaign manager John Podesta state that if elected they will disclose what they can about the government's secret UFO knowledge.

When George W. Bush is asked if he reviewed the government UFO files when he got to the White House says, "maybe," that is disclosure. He could have said "No" but he didn't. He is revealing something we didn't know as the official government position is that there are no unreleased UFO files. Seconds later, Bush responds as to whether he can talk about what he saw, and that too is disclosure.

Assuming there is a non-human intelligence interacting with mankind, and assuming the United States government has dealt with that mystery, there are three possibilities:

Plan 1: A Government Cover-up - The government plan might be to cover-up and bury the UFO story. If that were the case, their actions would be to simply shut up about the subject and never talk about it again. Canada, as an example, released all their UFO sighting files in 1967, announced they would no longer investigate UFOs, and then completely shut up. Unlike the United States, in Canada, there have been no whistleblowers, government rumors about underground bases, or leaked documents. Government UFO researchers in Canada have nothing to research or research. The lack of any discussion on the part of the Canadian government makes it look like they might, in fact, not be involved anymore. If there is a cover-up, it is a cover-up of what the Canadians described in a 1950 Top Secret memo to be the "most highly classified subject in the United States." The release of that information is punishable by ten years in jail for every item leaked. The amount of "seemingly" leaked material that I will point out in this book strongly indicates that there is no full cover-up going on. There have been no UFO prosecutions, and it is very evident that officials are aware of the UFO leaks, and where they originate.

Plan 2: The Disclosure Plan - The second idea is that the United States government is preparing for full disclosure. This theory is flawed from the start because they would not be leaking bits and pieces of unsupported stories into the public domain. If the plan were to disclose, the president would just stand in front of the White House press corps and announce whatever the truth is behind the UFO mystery. If the government wanted full disclosure, they would take the editor of the The New York Times and The Washington Post to an underground base and show them a downed saucer and alien bodies. Then they would provide whatever statements, photos, and documents required to do a front-page article with the truth. What has been going on for 70 years does not fit this scenario.

Plan 3: An Acclimatization Plan - The third possibility is that they are preparing the population over an extended period for the knowledge that we are not alone in the universe. Other such as Bob Bigalow have termed this confirmation. When the evidence gets a fair review, it seems apparent that there is some long-term acclimatization plan going on. The burning question is what government is doing to reveal the UFO story to the public, why it is being done the way that it is, and what was the final plan. The United States government has not shut up and remained quiet as in Plan 1. They have not made a disclosure announcement as in Plan 2, so they are obviously doing something in between. Seen in this light, the statements of Hillary Clinton and George Bush now make sense. They are playing a gradual disclosure game. Don't lie, but don't reveal classified information. It is a difficult road they have to walk. If Clinton was doing full disclosure she would say ETs are here and I will produce the documents. If she were covering up, she would not have brought up the subject. She did something in between. If Bush was doing full disclosure, he would have brought documents and alien pictures to Jimmy Kimmel's interview. If he were covering up, he would have said he didn't look at the UFO documents instead of saying "maybe." He would have said I don't know anything, instead of "I'm not saying nothin'!" He did something in between. Once the actions of the United States government are seen as gradual disclosure or acclimatization event, the things they have done, and continue to do, start to make sense.

I will shortly release a book called Managing Magic: The United States Government Disclosure Plan, which is a historical look of what the government did, and perhaps why they did it. In the book I tried to look at the 64 possible reasons that prevented the President of the United States from telling the true and complete story, even when some like Ford and Carter were pro-disclosure when took the presidency. I tried to recount 50 odd stories of efforts made to get out the UFO story, while at the same time protecting the classified UFO secrets. Included among these is Tom DeLonge and his ten high level government sources, five of them who have been identified and confirmed to be key government figures. What most people don't know or forget is that some of these officials were dealing with people in the UFO community long before they ever joined DeLonge's team of advisors. I had written about Podesta's UFO interest twenty years ago, and I knew of his CIA advisor Jim Semivan long before he made contact with DeLonge in April 2016.

The other thing that becomes evident when all 50 stories are put together is that these acclimatization leaks of UFO information go right back to the beginning when Kenneth Arnold was given 8 x 11 photos of flying saucers by the 4th Air Force along with the assurance that they were legitimate. The stories include the 1975 UFO documentary called "UFOs, Past, Present, and Future" that was made and paid for under contract to the Pentagon at a time when the Pentagon said they were not involved in the UFO topic. This must have gone well because the same producers were contacted in 1985. During the negotiation for that documentary the producers were told that the government wanted another documentary as there was film in the vault that they wanted to get out. Then there was the 1988 documentary called "UFO Cover-up ...Live" that appeared on TV in the final couple of weeks of the Reagan administration. Among the things leaked in that documentary was Area-51, first leaked six months before it became public. The documentary introduced the idea of the live alien, which had never been mentioned, and identified the remote viewing program at the DIA, which remained Top Secret till it was revealed seven years later.

From history I gathered together 14 men who I refer to as magicians. They were CIA and their job over the last 70 years was to get the story out via five men that I refer to as the Messiahs. These Messiahs included researchers such as Bill Moore, Steven Greer, and Tom Delonge, who each saw themselves as the person picked to bring disclosure to the American public.

My conclusion is there is no plan to fully disclose, no matter how loud the demands inside the UFO community are. The plan is to continue to drop stories till people are so acclimatized that when full disclosure does happen by those in power, it will surprise no one.

When all the evidence is gathered, it is pretty clear what is happening, but like every good story there is one story that refuses to fit in. This story deals with the election of Donald Trump, and his UFO briefing. I have watched this story for months and was actually contacted by people who thought Trump would not be told the truth. Within this Trump world is a story of a briefing, and a president who was picked by intelligence to be /the disclosure president. It involves a portal/pod. It involves a "goodie bag" which is like an instant replay of the 1997 Corso filing cabinet or the 2012 Chase Brandon Roswell box story. The story also claims that the new president is "open to disclosure and against disinformation." The story is full disclosure and is tied into an identifiable member of the CIA.

They may be anticipating some action. I have been waiting for President-Elect Trump to take office before taking more serious actions. He is very "pro-disclosure" and very anti "disinformation." Dr. Ronald Pandolfi who ran the UFO weird desk at the CIA.

Now that Hillary Clinton has been defeated at the polls, her promise to get to the bottom of the government secrecy on UFOs has ended. The stories of some sort of imminent raising of an ET awareness by the government has not.

There is a group of people inside the Pentagon who have come forward, in the last couple of days, who are willing to come forward if they are given the green light by those in the government who control the issue.

If Hillary were asked to elaborate on her knowledge of what happened on UFOs during the Clinton administration, and how the system has kept the secret, it might stir enough controversy to turn the light green.

There is also another move to move the government to open up further on the UFO issue. The famous rocker Tom DeLonge is a big part of this.

I have a source inside the huge number of people that are part of this openness effort. I am aware of the person in Washington who is running it.

When the election was over I asked if the light was still green or if it had turned red. I was told it was still green and bigger than ever, with big names and big money behind it. I was once again pointed to January where there would not be disclosure but a big event.

Sadly, there seems to be no clear intent by any reporter to go down this road for various reasons, so we may just be heading back into the dark ages of knowledge about the UFO subject.

As the researcher who has invested 30 years of research into the relationship between the United States President and UFOs, I have worked a lot to find how Trump fits into the UFO story. Now that he has won the election, the time has come to write about what I have found.

The first thing to mention is that there is very little reliable material that shows a link to Trump and the UFO story, aliens, or extraterrestrial life. All we have is a tweet that indicates he has no interest in the subject.Â

The president also compared military strategy to renovating a restaurant

In a recent situation room meeting with generals and top national security advisors, President Donald Trump reportedly compared war policy to renovating a restaurant and complained that the U.S. isn't doing enough to exploit Afghanistan's mineral wealth.

This is according to senior administration officials who leaked details of the "tense" meeting to NBC News.

Trump also complained that the U.S. is "losing" the war in Afghanistan—which is approaching its 16th year—and said he was contemplating firing Gen. John Nicholson, the commander of American forces in the country, who he has not met.

Here's how NBC summarized the conversation:

Over nearly two hours in the situation room, according to the officials, Trump complained about NATO allies, inquired about the United States getting a piece of Afghanistan's mineral wealth, and repeatedly said the top U.S. general there should be fired. He also startled the room with a story that seemed to compare their advice to that of a paid consultant who cost a tony New York restaurateur profits by offering bad advice.

As Common Dreams reported last week, Trump has long been enticed by the prospect of plundering Afghanistan's untapped mineral reserves. In the meeting with his national security advisors, NBC noted, Trump reiterated his wishes and fumed that China is "making money off of Afghanistan's estimated $1 trillion in rare minerals while American troops are fighting the war."

Trump also "expressed frustration that his advisers tasked with figuring out how the U.S. can help American businesses get rights to those minerals were moving too slowly," NBC reported.

How Serious Is The Possibility of a Constitutional Convention?

Let’s start with Article V of the United States Constitution:

The Congress, whenever [A] two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on [B] the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when [C] ratified by the legislatures of three fourths of the several states, or by [D] conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made prior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate.

(This language — “The first and fourth clauses in the ninth section of the first article” — protects the slave trade.[1]) So amending the Constitution is not easy, and by design. Federalist Papers 39 (which, honestly, reads like a Vox explainer tap-dancing through a heavily contested policy issue, except in 18th Century prose), ALL CAPS as in the original:

The difference between a federal and national government, as it relates to the OPERATION OF THE GOVERNMENT, is supposed to consist in this, that in the former the powers operate on the political bodies composing the Confederacy, in their political capacities; in the latter, on the individual citizens composing the nation, in their individual capacities….

But if the government be national with regard to the OPERATION of its powers, it changes its aspect again when we contemplate it in relation to the EXTENT of its powers. ….

(The “EXTENT” of the government’s powers being indeed the key issue, as we shall see.)

If we try the Constitution by its last relation to the authority by which amendments are to be made, we find it neither wholly NATIONAL nor wholly FEDERAL. Were it wholly national, the supreme and ultimate authority would reside in the MAJORITY of the people of the Union; and this authority would be competent at all times, like that of a majority of every national society, to alter or abolish its established government. Were it wholly federal, on the other hand, the concurrence of each State in the Union would be essential to every alteration that would be binding on all. The mode provided by the plan of the convention is not founded on either of these principles. In requiring more than a majority, and principles. In requiring more than a majority, and particularly in computing the proportion by STATES, not by CITIZENS, it departs from the NATIONAL and advances towards the FEDERAL character; in rendering the concurrence of less than the whole number of States sufficient, it loses again the FEDERAL and partakes of the NATIONAL character.

The proposed Constitution, therefore, is, in strictness, neither a national nor a federal Constitution, but a composition of both. In its foundation it is federal, not national; in the sources from which the ordinary powers of the government are drawn, it is partly federal and partly national; in the operation of these powers, it is national, not federal; in the extent of them, again, it is federal, not national; and, finally, in the authoritative mode of introducing amendments, it is neither wholly federal nor wholly national.

I’m glad that’s sorted. Suffice to say that Amendments are hard.[2] If we return to the text of Article V, we see two modes for proposing Amendments (at [A] and [B]) and two modes for ratifying them ([C] and [D]). All amendments, so far, have taken the path from [A] through [C]: Proposed by both houses of Congress; ratified by state legislatures (except for the Twenty First Amendment, abolishing Prohibition, which was passed by state conventions). However, given the current composition and polarization of Congress, it’s very hard to see how path [A], proposal through Congress, can be followed by either party. There remains path [B], “the application of the legislatures of two thirds of the several states,” followed by whichever of the two ratification modes[3]. The magic number for an “Amending Convention” is 34 (two-thirds of 50) and until very recently I would have thought that path to a Constitutional convention implausible, too. As indeed it has been: “There have been hundreds of applications for an amending convention over the years from virtually every state [but] no amending convention has ever occurred.” But then I see maps like this:

Staff at the US Department of Agriculture (USDA) have been told to avoid using the term climate change in their work, with the officials instructed to reference “weather extremes” instead.

A series of emails obtained by the Guardian between staff at the Natural Resources Conservation Service (NRCS), a USDA unit that oversees farmers’ land conservation, show that the incoming Trump administration has had a stark impact on the language used by some federal employees around climate change.

A 13-year-old runaway allegedly forced into prostitution by a detective could have been spared the nightmare if NYPD brass had properly disciplined him for a series of complaints — including allegations he'd had sex with hookers, a judge ruled.

Brooklyn Federal Judge Nina Gershon said the woman — now in her 20s and identified only as “H.H.” — sufficiently showed a potential jury could reasonably buy the argument that police brass should've known former Detective Wayne Taylor was a problem before his 2008 conviction.

"A reasonable jury could find that, had Taylor been adequately investigated and disciplined, he would not have felt empowered to force H.H. into prostitution," Gershon said Monday, letting the case against the city go forward.

Taylor was convicted of attempted kidnapping, but Gershon noted "it is undisputed that Taylor kidnapped H.H. and forced her into prostitution."

Pimp found minors online for music teacher's alleged sex meetups
Taylor, a 14-year member of the department, racked up 25 complaints in his nine years with the Narcotics Division, the judge said. Complaints generally had to do with misusing police authority, sexual relations with prostitutes and other criminal activity.

Taylor got cleared on three complaints, but the remainder were either unsubstantiated — meaning they couldn’t be proven or disproven — or pending at the time of his termination.

"Though many of the allegations against Taylor were never proven, investigators never found them to be false either," Gershon said.


The city shouldn't be on the hook for what happened to the victim, its lawyers argued.

Alleged pimp raped 14-year-old for months, prosecutors say
Queens prosecutors said Taylor and a woman claiming to be his wife, Zelika (Mommy Z) Brown, brought the girl to parties in January 2008 and forced her into sex acts with men.

The girl, once a ballet dancer, got snared when Brown's relative invited her to "dance" for money. Court papers said the relative "sold" the girl to Brown for $500.

Brown, Taylor and others held her against her will. H.H. remembered Taylor saying he was a detective "and if you don't do what I say, I will put you out on the street and arrest you for prostitution."

After days of beatings and forced sex, H.H. said she was "sold" to another pimp, prostituted again, and then transferred to another who released her.

When Taylor was first busted in 2008, he told the Daily News he was "100% innocent of all the charges."

But in a 2015 jailhouse affidavit, Taylor said that working undercover at the Narcotics Division, he was trained how to blend in with prostitutes, pimps and johns.

Taylor said various police units occasionally looked at him "but little or nothing came of these investigations." This all led to him "being trained in how to function as a criminal, empowered to believe I could get away with unlawful activities."

Officials said Taylor, 45, completed his full sentence and supervised release in July 2016.

'May you die in pain': California GOP congressman gets an earful at town hall


“May you die in pain.”

That was the nastiest moment of Republican Rep. Doug LaMalfa's early morning town hall in the Northern California town of Chico on Monday.

The wish was uttered by an older man who criticized LaMalfa for voting for the House GOP plan to replace the Affordable Care Act. He was also holding a pink sign that read “Lackey for the Rich!"

The open hostility and intransigence inside the Chico Elks Lodge came as the political divide in the country has grown more inflamed, with Trump’s election unleashing a wave of both liberal activism and conservative empowerment.

As a result, Washington’s deeply partisan fights over issues such as health care, immigration and environmental protections have followed members of Congress home, turning once sedate town halls into in-your-face venting sessions that in left-leaning California have Republican House members on the defensive.

LaMalfa stood his ground on stage as person after person ripped into him for his votes and positions on healthcare and climate change, as well as for his unyielding support for President Trump.

A few speakers asked LaMalfa to resign, including one dressed up as the “Wicked Witch of the West Coast.”

Most comments and questions during the hour-long town hall were fairly cordial, although they were laced with plenty of boos and catcalls.

Norma Wilcox, a retired nurse who lives in Chico, also questioned LaMalfa’s healthcare vote. Wilcox told LaMalfa the House plan would take away healthcare for millions of Americans while providing tax breaks to the rich.

“I am open to new ideas,” LaMalfa told her, describing the House GOP bill as a placeholder that everyone expected to be improved during negotiations with the Senate. (The Senate's healthcare efforts now appear dead.)

But the Richvale congressman, who represents California’s massive 1st Congressional District in the northeast corner of the state, said he will support only a new healthcare program that provides affordable coverage to middle-class Americans.

LaMalfa said Obamacare is quickly become unaffordable and unsustainable, with premium costs rising and the number of insurance companies offering coverage declining.

“People across the board are being hurt by this,” LaMalfa said.

When shouts and boos rained down on him, he chastised the crowd saying, “I have the mic folks. Yep, boo away.”

Ann Sisney of Chico told LaMalfa that her son, William, died of an opioid overdose two years ago. She held up a picture of the 19-year-old, asked the congressman to take it, and told him more people will die if GOP leadership in Congress gets its way on healthcare.

“These are life-and-death decisions that you are making,” Sisney told him.

LaMalfa assured her that Congress was working to find funds to address the nationwide opioid epidemic.

The Republican congressman also raised the ire of the crowd when he was asked about climate change and the degraded air quality in this stretch of Northern California.

“I don’t buy the idea that man-made activity is responsible,” LaMalfa said bluntly.

The crowd of several hundred did include some LaMalfa supporters, though most stayed silent.

Ron Jones, 67, of Paradise said he’s been to a few of LaMalfa’s town halls and all have been dominated by his critics.

“Most of the time people want to ... complain,” said Jones, a self-described conservative, after the event ended. “The people who support him are quietly in the background.”

LaMalfa does indeed have a lot of support in the district that also overwhelmingly voted for Trump over Hillary Clinton in last year's presidential election. LaMalfa won his last election by almost 15%, and though he has attracted a few Democratic challengers, the district is not considered a battleground for 2018.

Unlike many California Republican members of Congress, LaMalfa hasn't shied away from holding town halls, though it's rarely a pleasant experience for him. He held one in Nevada City in March and another in April in Oroville. No other California Republicans are scheduled to hold town halls during their August recess.
