I've only had opportunity to speak with Hal on a couple of occasions - his affiliation with INACS is minimal, having more to do with the org's beginnings over 10 years ago - before I was affiliated with it. Each time I've interacted with him I've taken the opportunity to ask a question of him that was on my mind regarding something either ufological or remote viewing connected. Those opportunities have been few and far between.
