Deadly officer-involved shooting leads to violent clash between witnesses, Anaheim police

By The Associated Press July 22, 2012

ANAHEIM, Calif. - A police shooting that left a man dead led to a violent clash as angry witness threw bottles at officers who responded with tear gas and beanbag rounds to suppress the crowd, authorities said.

The man was shot in front of an apartment complex around 4 p.m. following a foot chase, Anaheim Sgt. Bob Dunn said. He died three hours later at a hospital.

As officers were investigating what happened at the scene, Dunn said an angry group of people began yelling and throwing bottles at them. He said that as officers detained several people, the crowd advanced on officers so they fired tear gas and beanbag rounds at them.

Video captured by a KCAL-TV crew showed a chaotic scene in which officers fired beanbag rounds as some people ducked to the ground while others scattered screaming. A man is seen yelling at an officer even as a weapon is pointed at him; two adults huddled to shield a boy and girl. Meanwhile, a police dog ran into several people sitting on the grass, including a woman and child in a stroller, before biting a man in the arm.

Dunn said the dog somehow got out of a patrol car and was "deployed accidentally."

Looks like a bunch of people seated on a lawn when the shots start. Then they start running and screaming, which is pretty suspicious.

Kandahar Province, Kalifornia.

Here's the media play now:

Angry Anaheim crowd threw bottles at police, set fires on streets

Yeah, those children do look a bit angry.

I was just starting to drink my coffee for the morning when I saw this. Who needs coffee now?

I just checked yahoo news for this story and couldn't even find it.

So much for the Goodwill Toward Cops as a result of the Aurora shooting. Apparently the cops are credited there with acting really well (saw it on Facebook).

God I hate cops now.

Love how the media calls it a "near riot". The word "riot" connoting that the crowd started it, that the crowd was rioting. Because, well, cops don't start riots, right?

Right. "Police are facing off with an unruly crowd" is how the anchor introduced the video.

Yea, no kidding. But the reporter himself did a pretty good job.
And the woman with the baby, man my heart sank.

That police response looked uncalled for.

That's putting it very mildly. They were totally out of control, didn't even have authority over their own dog after it ran in.

They deserve the traditional punishment for such blatant thuggery - two weeks paid leave for the lot of them, I say!

But even that doesn't happen anymore.

A similar situation developed here yesterday, but it fortunately didn't result in more violence. There are a number of vidoes at the link.

DALLAS - Police shot and killed a man in south Dallas on Tuesday, prompting a tense situation with hundreds of angry, emotional neighbors.

The shooting happened at about 5:30 p.m. at a known drug house in the 5300 block of Bourquin Street while, according to Dallas Police Chief David Brown, police were responding to a kidnapping call.

Brown said four suspects fled the house via various means, including by breaking windows. He said officers saw a gun on a table in the house and that crack cocaine was also present.

According to Brown, eight-year DPD veteran Officer Brian Rowden chased James Harper, fighting the suspect three times. Rowden was losing the fight and was exhausted when, according to Brown, Harper said, "You're going to have to kill me."

Rowden feared for his life and fatally shot Harper, Brown said.

Word of the shooting quickly spread through the neighborhood as family members and the curious rushed to the scene, eventually amassing in the hundreds and prompting police to call for additional crowd control, including SWAT. In fact, officers armed with pepper ball guns and shields forced the crowd back amid reports of people trying to cut through fences to gain access to the shooting scene.
The slain man's inconsolable mother and enraged father confronted police and media at the scene. Both said their 31-year-old son was unarmed and fleeing police when he was shot in the back.

"No reason for him to be shot like a dog. If he's running away from them, ain't no reason," James White said.

However, Brown downplayed that possibility. "We don't believe any of the family members witnessed anything," Brown said, adding that family members make similar claims "on almost every shooting."

He said he thought Harper might have been shot in the abdomen and hand.

Still, the chief admitted that several questions remained and that Harper might not have been armed when he was killed.

"We're also not able to find a gun that Mr. Harper possessed," Brown said. "We do not have a gun."

The chief also said he was not certain that any of the responding officers, including Rowden, were ever fired upon.

According to Brown, Harper has a lengthy criminal record that includes multiple charges of drug possession and manufacturing, assault, evading arrest, and more.

A second, unidentified suspect was also arrested, Brown said.

No officers were injured.

Immediately following the shooting and throughout most of the evening, a chaotic crowd swelled, diminished and regrouped. At one point, a fight seemed to break out.

Brown said much of the drama could be due to a family feud in the neighborhood. In fact, he said, a 911 call that initially drew police to the scene was likely bogus and an intentional, retaliatory act.

Despite the explosive situation, there were no reports of arrests or injuries.

The situation in Anaheim has been going from worst to worse. Interestingly, Disney corp has been trying to get the area cleared of low-income housing for a long time, mostly because poor people's houses spoil the view from Disneyland's roller coasters and tourists might be put off by the social conditions surrounding the park.

The police have now killed two men, including the one in the OP. There has been a 1000-plus protest, turning to a near-riot, though even then the police have continued to behave much more violently than the people they are facing off with.

The area is heavily Latino, but due to the "at large" voting system only three Latinos have served on the city council in it's 142-year history.

I can only recommend this thread for a full round-up of events: http://forums.somethingawful.com/showth ... genumber=1

I know there are intelligent activists in Anaheim who know a few ways to make a bigger statement to these stormtroopers. This shit can't be tolerated right now, or it's just going to accelerate in other cities. Thankfully we're almost out of summer – but it could still get worse.
