Others connected with the Able Danger program, including defense analysts such as Lieutenant Colonel Anthony Shaffer and Captain Mark Phillpott, are also expected to be called to testify. Both longtime military analysts, along with several others involved in the Able Danger program, say their operation identified Mohamed Atta and three other 9/11 hijackers a year before the terror attacks. They were slated to speak at open hearings before the Senate Judiciary Committee September 21, but at the last minute the Defense Department abruptly refused permission for their stories to be told and the hearings were postponed indefinitely.
In granting part of a January 20 defense motion for documents, Judge Leonie M. Brinkema of Federal District Court acted without even waiting for the government's response.
"Several of the categories of information are so critical to the issues in this case," Judge Brinkema wrote, "That the court can address some of the requests without a response."
Judge Brinkema ordered the government to turn over any threat assessments immediately, especially those (like Able Danger) completed in the year before the 2001 attacks. Her order was released after government censors blacked out about five lines of it.
The defense may also argue that agents already had more information about the plot than Moussaoui could have provided. "Their second argument could be that the authorities could have prevented the 9/11 attacks without apprehending Moussaoui ahead of time," the attorney reasoned, "Since there is nothing Moussaoui could have told them that they couldn't have learned about from Able Danger."

Zacarias Moussaoui has claimed all along that he was not preparing for the 9-11 attacks, but for a second wave of attacks. Bush’s speech detailing the existence of a 2002 West Coast plot and an earlier speech mentioning a 2003 East coast plot corroborates Moussaoui’s claims. When officials provided the list of participants in this plot, Moussaoui’s name was on the list.
The other two men implicated in the attack plans were Zacarias Moussaoui, who is in U.S. custody, and Abderraouf Jdey (tunisia), who remains at large with a $5 million U.S. bounty on his head.
The mastermind of the 9-11 plot, KSM, revealed Moussaoui’s role in the West Coast attack during his interrogation. Of course, the interrogation took place after the indictment of Moussaoui as the 20th hijacker in the 9-11 attacks.
DHS official Fran Townsend gave the white house timeline for the planning of the West Coast attack.
In October 2001, the mastermind of the September 11 attacks, Khalid Shaykh Muhammad (KSM), began planning the attack against the U.S. Bank Tower, formerly known as the Library Tower, which is located in Los Angeles and is the tallest building on the U.S. West Coast.
If the Bush Administration believes that the planning for the attacks began after 9-11, how can we go forward with charging Moussaoui with a role in the 9-11 attacks? Do we need to reindict him for the second wave attacks? Of the six charges on the current indictment only the charge of conspiring to murder U.S. employees does not contain the phrase

Moussaoui came to the attention of the FBI because of suspicions from his flight school not Rumfeld’s Defense Department. Coleen Rowley who describes herself as “legal counsel to the Minneapolis FBI Division and witness to the entire Moussaoui case,” said the failures in the case have nothing to do with FISA and do not justify Bush’s warrantless wiretap program.

The Justice Department's Office of Intelligence Policy and Review, which handles FISA matters, was never contacted. Furthermore, no contact was made either with criminal attorneys in the Department of Justice or with the U.S. Attorney's Office. Therefore, no decision was ever made by Department of Justice personnel regarding the given evidence and its application to FISA or criminal standards.

WASHINGTON -- The terrorists who perpetrated the 2001 anthrax attack on Congress likely were US government scientists at the army's Ft. Detrick, MD., bioterrorism lab having access to "moonsuits" that enabled them to safely process and manufacture super-weapons-grade anthrax, an eminent authority on the subject says.
Boyle, who drafted the US Biological Weapons Convention of 1989 enacted by Congress, said destruction of the Ames anthrax "appears to be a cover-up orchestrated by the FBI."
Boyle, a leading American authority on international law, said after the attacks he contacted senior FBI official Marion "Spike" Bowman, who handles counter-terrorism issues, and provided him with the names of the scientists working with anthrax. Boyle told Bowman the Ft. Detrick scientists were not to be trusted.
In addition to then destroying the anthrax, the FBI "retained every independent life-scientist it could locate as part of its fictitious investigation, and then swore them all to secrecy so that they cannot publicly comment on the investigation or give their expert opinion," Boyle said.
Boyle pointed out that Bowman is the same FBI agent "who played a pivotal role in suppressing evidence which in turn prevented the issuance of a search warrant for the computer of Zacarias Moussaoui, the alleged 20th Al Qaeda hijacker on 11 September 2001, which might otherwise have led to foreknowledge and therefore prevention of those terrorist attacks in the first place."
Because of its "bogus investigation," Boyle said, "the greatest political crime in the history of the United States of America since its founding on 4 July, 1776 - the anthrax attacks on Congress, which served not only to deliver a terrorist threat on its members, but actually to close it down for a period - may remain officially unresolved forever."
"Could it truly be coincidental," he continued, "that two of the primary intended victims of the terrorist anthrax attacks - Senators Daschle and Leahy - were holding up the speedy passage of the pre-planned USA Patriot Act ... an act which provided the federal government with unprecedented powers in relation to US citizens and institutions?"
Leahy is incoming Chair of the Senate Judiciary Committee and may have a personal interest in holding hearings to learn who tried to kill him. He recently said President George W. Bush should be "terrified" that he will be the new Chair.

Grassley Questions Rationale Behind FBI Award
WASHINGTON — Sen. Chuck Grassley today wrote to FBI Director Mueller to question why he gave an award to Marion "Spike" Bowman in light of the FBI's problems with FISA warrants, especially in the case of Zacarias Moussaoui.
The Judiciary Committee has been investigating the FISA problems at the FBI, including holding closed hearings where Mr. Bowman and other officials were questioned about the Moussaoui case. During testimony before the Senate Judiciary Committee and in a letter to Director Mueller, Agent Coleen Rowley highlighted the resistance at headquarters, that agents in Minnesota faced in their investigation of Moussaoui.

I am writing to express my concern and inquire about an award you recently gave to Marion "Spike" Bowman for "meritorious service."
Mr. Bowman, as deputy general counsel who is in charge of the FBI's National Security Law Unit, has a great deal of authority at the FBI over the use and processing of warrants sought under the Foreign Intelligence Surveillance Act (FISA), one of the FBI's most important tools against terrorists.
As you know, the FBI has experienced serious problems with the FISA process over the last several years. These problems are well documented by the May 2000 Bellows report, a July 2001 GAO report, the May 2002 Foreign Intelligence Surveillance Court's ruling and the Joint inquiry of the Intelligence Committees.
The case of Zaracarias Moussaoui, who has been charged in connection with the terrorist attacks of Sepetmber 11, 2001, is a prime example of the FBI's problems with FISA warrants. The 26-page Electronic Communication from the Minneapolis Division contained information that a reasonable person would have concluded is sufficient to obtain a FISA warrant. The application should have gone forward to the Justice Department and the FISA court.
Instead, Supervisory Special Agent Michael Maltbie concluded there was not enough information to go forward with the application. Incredibly, SSA Maltbie removed certain information before making a presentation of questionable accuracy and length to the National Security Law Unit. Mr. Bowman has said he concurred with SSA Maltbie that there was insufficient evidence to move forward with the FISA warrant application. Even after Mr. Bowman was made aware of the information that had been removed from the application, he maintained that even with that information the application still should not have gone forward.
If the application for the FISA warrant had gone forward as it should have, and had a warrant been granted as I believe it would have, agents would have found information in Moussaoui's belongings that linked him both to a major financier of the hijacking plot working out of Germany, and to a Malaysian Al Qaeda boss who had met with at least two other hijackers while under surveillance by intelligence officials.
In light of the consequences of the decision not to even attempt to seek the FISA warrant, and Mr. Bowman's concurrence with that, it is shocking then that you gave Mr. Bowman the award known as the "Presidential Rank of Meritorious Service."
By granting this award and a monetary bonus, you are sending the wrong signal to those agents who fought – sometimes against senior FBI bureaucrats at headquarters – to prevent the attacks. This also fits with a disturbing pattern of rewarding wrongdoing or mistakes by top officials at the FBI that I hoped would end during your tenure. Also, you have said that the FBI must admit its mistakes, but it seems that is not happening in this case.
To my knowledge, agents who were investigating leads on the hijacking plot prior to September 11, 2001, have neither been thanked nor awarded by you or other headquarters officials in any official way. Agents in Minnesota who investigated Moussaoui and the agent in New York who tried to investigate Khalid Al-Mihdhar should be held up as models of FBI agents seeking to prevent terrorism. Instead, you have given an award and extra money to a bureaucrat at headquarters who is seen by many as having stymied the work of field agents.
I ask that you personally review the Judiciary Committee transcript of the closed hearing held on July 9, 2002 about the FBI's FISA problems. This transcript contains troubling comments and answers from Mr. Bowman and others in the National Security Law Unit. Any reasonable person who reads the transcript will seriously question the competence of the National Security Law Unit.
To better understand why you gave the award to Mr. Bowman, please answer the following questions.
1) How and why was Mr. Bowman selected for this award? – Was this award given by your sole discretion as director, or were others involved in nominating or selecting Mr. Bowman? If others were involved, please identify them and include their reasons for thinking Mr. Bowman should be rewarded in the response. – Please provide any and all documents relating to the decision to grant Mr. Bowman this award. – My staff has been informed by an FBI official in the Office of Congressional and Public Affairs that the award is for work performed over the last three years. If this is so, please include documentation of achievements in this period for which Mr. Bowman was given the award and extra money.
2) I ask that you provide the full internal announcement, or the citation, for the award to Mr. Bowman and other recipients.
3) Please state how much money accompanies Mr. Bowman's award.
I would appreciate a full response in writing by Monday, January 27.

On September 11, 2001, Jerome Hauer was a national security advisor with the National Institute of Health, a managing director with Kroll Associates, and a guest on national television. His background in counter-terror and his specialized knowledge of biological warfare served him well on that day. Perhaps a little too well.
On September 11, 2001, Jerome Hauer advised the White House to begin taking Cipro, an antibiotic which is effective against anthrax.
Mr. Hauer's advice was not made public. Its value may have been underestimated at the time, but it was clearly demonstrated a week later, when the first anthrax letters appeared, and again three weeks after that, when anthrax appeared in letters to Democratic Senators Daschle and Leahy.
The obvious question is: Did Jerome Hauer know about the anthrax attacks in advance?
Strangely, perhaps, this is not the first time questions of prior knowledge have surfaced in Jerome Hauer's wake.
Jerome Hauer joined New York City's Office of Emergency Management (OEM) in 1998 and quickly obtained funding from the office of then-mayor Rudy Giuliani for the study of West Nile virus. The following year the virus appeared in the city, and Jerome Hauer led the fumigation effort.
Did Jerome Hauer know this was going to happen? Or did he just get "lucky"?
And how could anyone know such a thing was going to happen? Unless ... unless ...

Strangely, perhaps, Jerome Hauer managed the NIH response to the anthrax attacks. The anthrax used in the attacks was identified as an Ames strain, which means it had to have come from the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland.
Jerome Hauer received relatively good information for tracking down the origin of the anthrax. He even got a list of people from various institutes, including USAMRIID at Fort Detrick. But his response was slow and hidden behind a public relations campaign spreading Orwellian claims like "Suspects are Osama bin Laden and his Al-Q'aeda network and sympathizers to US right wing extremists".
Why would he act so slowly, and in such an inappropriate fashion? Perhaps because Jerome Hauer knew someone whose name was on that list?
Stephen Hatfill, at one time considered a prime suspect in this still-unsolved case, had worked for USAMRIID at Fort Detrick. Strangely, perhaps, he had also worked with Jerome Hauer, for Scientific Applications International Corporation, at the Center for Counterterrorism Technology and Analysis.

Last I heard, Mr. Hauer was in charge of public bio-defense efforts.

I'm just getting started about this as I live in Wisconsin and suffered under Tommy Thompson for many years. One of his real pals is Charles Murray, the American eugenicist that co-authored "The Bell Curve" and was hired by Tommy Thompson to help draft the Wisconsin Works/W2 welfare reform bill that has since been adopted as the Federal model for welfare reform.

WASHINGTON (AP) - The anthrax false alarm this week served as a reminder that federal authorities still haven’t caught whoever was responsible for the all-too-real attacks in 2001 that left five people dead.
No arrests have been made, and no charges filed in the case the FBI has dubbed Amerithrax. Attorneys and scientists who have followed the investigation - and at times been touched by it - say they see no evidence of recent activity.
Debra Weierman, spokeswoman for the FBI’s Washington field office, disputed that. She said 30 FBI agents and 15 postal inspectors are assigned to the anthrax investigation, and more than 5,000 grand jury subpoenas have been issued.
"The investigation remains intensely active," Weierman said.
Steven Hatfill, the one person identified by former Attorney General John Ashcroft as a "person of interest" in the case, has filed suit against Ashcroft and the government, asserting they ruined his reputation. Hatfill has repeatedly said he had nothing to do with the anthrax-tainted letters that scared a jittery nation a month after the Sept. 11 attacks.

WASHINGTON –– President Bush said confidently Tuesday that "I don't have anthrax" after biohazard testing at the White House and the discovery of anthrax on a mail-opening machine at a screening facility six miles away.
All White House mail – more than 40,000 letters a week – is examined at military facilities across the Potomac River.
"Let me put it this way," Bush said. "I'm confident that when I come to work tomorrow, I'll be safe."
Asked if he was tested for the germ that has killed three people already this month, or if he was taking precautionary antibiotics, Bush replied simply: "I don't have anthrax."
At least some White House personnel were given Cipro six weeks ago. White House officials won't discuss who might be receiving the anthrax-treating antibiotic now.

Why is Jerome Hauer not making national news yet?
He's becoming famous on the Internet. Not only for Republicans, who appreciate his long fight against bioterrorism, which he started three to four years ago.
Hauer is also controversial among those who are able to connect the dots between his person and shady business deals in biopharmacy since 1998.
More interesting, he seems to have had prior knowledge about both so called terrorist-attacks: September 11th and Anthrax.
But many private investigators claim since months, he let the attacks happen on purpose to continue his career.
Is Hauer LIHOP suspect No.1?
He started to work for the NIH under Tommy Thompson on September 10, 2001 as an adviser on national security. On September 11th, he told the White House to take Cipro, the antibiotic that works against the anthrax virus, without bothering to reveal his warning to the American nation.
The watchdog group JudicialWatch decided to file a lawsuit against the NIH, but also against the FBI, CDC and the White House, for the same reason: Prior Knowledge.
It is not known how long Hauer worked at the NIH before Sept. 11, but we can confirm that he was working on Sept. 10.
But things get really interesting when we consider that Jerome Hauer was also the man who in August 2001 arranged a new job for John O'Neill - the resigning chief of the FBI Terror Task Force - as head of security at the World Trade Center.
How did Hauer know that the Twin Towers would be so important?
We would like to ask John O' Neill, but there is one problem: O'Neill died in the towers on September 11th, one day after he started his job officially, according to the New Yorker.
Disturbingly, O'Neill has never been received the same hero status in the mass media as has been accorded to the fallen New York firefighters and police officers. His death has gone without the same fanfare. For 11 months his story went untold, with two big exceptions.
The two French intelligence specialists Brisard and Dasquie (see: http://intelligenceonline.fr ) published an interview with O'Neill taken before his death in their book, "Bin Laden: The Forbidden Truth." And articles on O'Neill were also published in the New Yorker and New York Magazine. Last week, TIME magazine also tried to remember him, but left out the most important angles.
This should change immediately.

This might have something to do with the FBI HQ (O'Neill complained about them), but also with Jerome Hauer - who is a friend of the current prime anthrax suspect, Stephen Hatfill, who was working for the military anthrax program USAMRIID at Fort Detrick and Battelle, a huge pharmacy company with many ties to the CIA.
Hauer and Hatfill worked together at the SAIC's Center for Counterterrorism Technology and Analysis in 1999. The SAIC (Scientific Applications International Corp) later received also a huge BioDefense budget in autumn 2001.

In 1983, Hauer joined IBM where he was responsible for the company's Hazardous Materials Response and Crisis Management and Fire Safety programs. Hauer produced a series of hazardous materials training videos that earned him the International Film andTV Critics of New York Bronze award in 1986.
In the early 1990s, Hauer got his first contacts to military and biodefense.
Hauer received a master's degree in emergency medical services from the Johns Hopkins School of Hygiene and Public Health. Then he became member of the Johns Hopkins Working Group on Civilian Bio Defense, where he wrote various articles about a possible bioterrorist attack.
In 1998, he started working at the OEM (Office for Emergency Management) in New York.
In the same year, Hauer and anthrax suspect Hatfill both supported the CFR as experts in their respective fields. The CFR is an acronym for Council on Foreign Relations, one of the most important think-tanks advising the US government, as well as many other governments abroad.
CFR members include the Pentagon's top advisers, Richard Perle, Henry Kissinger, Deputy Defense Secretary Paul Wolfowitz, ex-CIA chief James Woolsey, biosciences specialist Joshua Lederberg, and many others.
On May 28, 1998, Hatfill and Hauer spoke together at the same CFR meeting about "Building a 'Biobomb': Terrorist Challenge"
Hatfill was at that time also Senior Research Associate at the U.S. Army Medical Research Institute for Infectious Diseases (=USAMRIID)
Hauer seems to specialize in the art of holding down several different jobs at the same time. While he started to work for the NIH in September 2001, he remained a Managing Director at Kroll Associates - the official security and bodyguard company for all American presidents since World War II!
With Hauer's many sources of insider information (e.g. Kroll/President bodyguards) , it makes sense that he also knew about the CIA briefing for George Bush on August 6, 2001, about warnings of an imminent terrorist "attack with planes."
Hauer is still trying to save the world.
On November 6th, 2001 he participated in the "Independent Task Force on America's Response to Terrorism" at the CFR. Participants there included James J. Zogby (President of the Arab American Institute and Central Asian Enterprise Fund), Newton L. Gingrich (Chief Executive Officer, The Gingrich Group), Harold Brown (former secretary of defense and counselor at CSIS: the Center for Strategic and International Studies), Henry A. Kissinger (Senior Fellow in National Security and European Affairs), Richard C. Holbrooke (Counselor, CFR and Vice Chairman of Perseus, LLC) and Philip A. Odeen (Executive Vice President, Washington Operations of TRW, Inc. and CEO of Reynolds + Reynolds, Dayton).

WASHINGTON — On the eve of the 18th anniversary of the September 11th terror attacks, Saudi Arabia’s crown prince hosted a delegation of evangelical Christian leaders from the United States at his Jeddah palace.
This was the second time in less than a year that Saudi Crown Prince Mohammed bin Salman hosts such a delegation in the Kingdom, as part of the country's efforts to improve its public image in the U.S., especially among the evangelical community.
The nine-member delegation was led by Joel Rosenberg, an evangelical author and activist who lives in Jerusalem and has dual U.S.-Israeli citizenship, and included Rev. Johnnie Moore, a member of Trump’s Evangelical Advisory Council.
In a joint statement written by the delegation, they thanked the Saudi royals for their hospitality, and noted that the seemingly incongruous timing of their visit is no accident.
"While it may surprise some that we would choose the week of September 11 to visit the Kingdom, we actually feel there is no more appropriate time to focus on where the Kingdom must go, can go, and where we believe it is going,” the delegation wrote.
Of the 19 terrorists who committed the attacks on the United States on September 11, 2001, 15 were Saudi citizens. Last year, a U.S. judge rejected Saudi Arabia's bid to dismiss lawsuits implicating it in planning the attacks and forcing it to pay damages to victims.
“Our visit here on this profoundly important week is in defiance of those that aim to derail reform in the Kingdom through an embrace of hate and fear rather than courage and moderation,” the statement continued, a reference to the crown prince. Prince Mohammed has enacted reforms in the Kingdom that have, among other things, granted women the ability to drive and travel without consent from a male guardian.
But he has also faced harsh criticism for arresting human rights activists, jailing his political opponents and silencing critics of the regime. The international backlash against him reached its peak after the murder of Saudi journalist Jamal Khashoggi, who was tortured to death by Saudi agents at the country’s consulate in Istanbul in October of 2018.
Rosenberg expressed regret that only two U.S. senators had visited the Kingdom since the beginning of 2019. “Saudi Arabia is one of America’s most important strategic allies in the war against radical Islamist terrorism and in countering the rising Iranian threat,” he explained.
“Yes, there are significant challenges in the U.S.-Saudi relationship," he wrote. "But we urge more Senators to come here, see the sweeping and positive reforms that the Crown Prince is making, and ask him candid questions directly rather than sniping at him from Washington.”
Rosenberg also led the previous evangelical delegation to Saudi Arabia, the first visit of its kind in the history of the country. That visit took place in November of last year, at the height of the international outrage over Khashoggi's murder.
The Saudi crown prince personally hosted both this delegation and the previous one, a clear sign of the Saudi leadership's prioritization of building inroads with U.S. evangelicals. The evangelical community has reached the height of its political influence since President Donald Trump entered the White House; close to 80 percent of white evangelicals voted for Trump in 2016, and they remain a key component of his political coalition ahead of next year’s presidential election.
The Saudi prince is not the first Arab leader to host an evangelical delegation led by Rosenberg; he has headed similar trips to Jordan, Egypt and the United Arab Emirates. Other Muslim and Arab countries, such as Bahrain, Qatar and Azerbaijan, are also investing in their relationships with evangelicals in light of the community’s growing political influence under Trump.

CHARLOTTESVILLE, Va. (CBS19 NEWS) -- Former Secretary of State Condoleezza Rice and Professor Phillip Zelikow of the University of Virginia Miller Center spoke on Thursday about their experience in national security and their recently published book.
Rice and Zelikow released their book, "To Build a Better World: Choices to End the Cold War and Create a Global Commonwealth," at a time when the world could learn a lot from their experience in national security.
"How did we get through the last great global crisis,” asked Zelikow. “Because I think there's some worry we're heading to another big crisis in the global system."
He worked together with Rice under former President George H.W. Bush in ending the Cold War more than 30 years ago. He said America ended the tense time through principles, being practical, and through partnerships.
"All of the changes that happened that we described kind of step by step are all done through a variety of partnerships with other countries,” said Zelikow. “No one country or one party had the agenda."
Zelikow said we should use those same tactics today.
"Our system rebooted, we developed answers, but you build that confidence by accomplishing things,” he said. “You don't build that confidence by bragging about how great you are. You build it step by step by actually being able to put accomplishments on the board and then that creates some positive momentum."
Zelikow said the current tariff issues with China are not comparable to the start of the Cold War and he does not believe it will lead to another one.
Rice did not do an interview with reporters.

Consider this passage from a piece in today's Times ...
They said the warnings were delivered in urgent post-election intelligence briefings in December 2000 and January 2001 for Condoleezza Rice, who became Mr. Bush's national security adviser; Stephen Hadley, now Ms. Rice's deputy; and Philip D. Zelikow, a member of the Bush transition team, among others.
One official scheduled to testify, Richard A. Clarke, who was President Bill Clinton's counterterrorism coordinator, said in an interview that the warning about the Qaeda threat could not have been made more bluntly to the incoming Bush officials in intelligence briefings that he led.
At the time of the briefings, there was extensive evidence tying Al Qaeda to the bombing in Yemen two months earlier of an American warship, the Cole, in which 17 sailors were killed.
"It was very explicit," Mr. Clarke said of the warning given to the Bush administration officials. "Rice was briefed, and Hadley was briefed, and Zelikow sat in." Mr. Clarke served as Mr. Bush's counterterrorism chief in the early months of the administration, but after Sept. 11 was given a more limited portfolio as the president's cyberterrorism adviser.
Now we know about Rice and Hadley, her deputy. But how about Zelikow? He's a former NSC official from the first Bush administration and a close associate of Rice's. The two of them even wrote a book together.
He was in the key meetings where the warnings -- seemingly ignored -- about al Qaida came up. He seems like someone you'd want to talk to to find out what they were warned about and why they didn't take the warnings more seriously.
Well, you don't have to look far to find him. He runs the 9/11 Commission. Zelikow is the Executive Director of the Commission, which means he has operational control of the investigation under the overall management of the two co-chairs Tom Kean and Lee Hamilton.

Summary: The specter of weapons of mass destruction being used against America looms larger today than at any time since the Cuban missile crisis. The World Trade Center bombing scarcely hints at the enormity of the danger. America is prepared only for conventional terrorism, not a nuclear, chemical, or biological weapons catastrophe. With the right approach and organization, however, the United States can be ready. Herewith a plan to reorganize the U.S. government to ensure that it can handle the threats of the next century.

IMAGINING THE TRANSFORMING EVENT
Terrorism is not a new phenomenon. But today's terrorists, be they international cults like Aum Shinrikyo or individual nihilists like the Unabomber, act on a greater variety of motives than ever before. More ominously, terrorists may gain access to weapons of mass destruction, including nuclear devices, germ dispensers, poison gas weapons, and even computer viruses. Also new is the world's dependence on a nearly invisible and fragile network for distributing energy and information. Long part of the Hollywood and Tom Clancy repertory of nightmarish scenarios, catastrophic terrorism has moved from far-fetched horror to a contingency that could happen next month. Although the United States still takes conventional terrorism seriously, as demonstrated by the response to the attacks on its embassies in Kenya and Tanzania in August, it is not yet prepared for the new threat of catastrophic terrorism.
American military superiority on the conventional battlefield pushes its adversaries toward unconventional alternatives. The United States has already destroyed one facility in Sudan in its attempt to target chemical weapons. Russia, storehouse of tens of thousands of weapons and material to make tens of thousands more, may be descending into turmoil. Meanwhile, the combination of new technology and lethal force has made biological weapons at least as deadly as chemical and nuclear alternatives. Technology is more accessible, and society is more vulnerable. Elaborate international networks have developed among organized criminals, drug traffickers, arms dealers, and money launderers, creating an infrastructure for catastrophic terrorism around the world.
The bombings in East Africa killed hundreds. A successful attack with weapons of mass destruction could certainly take thousands, or tens of thousands, of lives. If the device that exploded in 1993 under the World Trade Center had been nuclear, or had effectively dispersed a deadly pathogen, the resulting horror and chaos would have exceeded our ability to describe it. Such an act of catastrophic terrorism would be a watershed event in American history. It could involve loss of life and property unprecedented in peacetime and undermine America's fundamental sense of security, as did the Soviet atomic bomb test in 1949. Like Pearl Harbor, this event would divide our past and future into a before and after. The United States might respond with draconian measures, scaling back civil liberties, allowing wider surveillance of citizens, detention of suspects, and use of deadly force. More violence could follow, either further terrorist attacks or U.S. counterattacks. Belatedly, Americans would judge their leaders negligent for not addressing terrorism more urgently.
Zelikow is an expert on "the creation and maintenance of 'public myths’ or 'public presumptions’. His theory analyzes how consciousness is shaped by "searing events" which take on "transcendent importance" and, therefore, move the public in the direction chosen by the policymakers.

In his opening remarks at a conference on contemporary political history organized by the Miller Center of Public Affairs at the University of Virginia, future 9/11 Commission Executive Director Philip Zelikow emphasizes that the public understanding of history is shaped by what are sometimes referred to as “public myths.” “[U]nderstanding contemporary political history is extremely important and constantly alive in public discourse. ‘Contemporary’ is defined functionally by those critical people and events that go into forming the public’s presumptions about its immediate past. This idea of ‘public presumption’ is akin to William McNeill’s notion of ‘public myth’ but without the negative implication sometimes invoked by the word ‘myth.’ Such presumptions are beliefs (1) thought to be true (although not necessarily known to be true with certainty), and (2) shared in common within the relevant political community. Philip D. Zelikow: The Myth Maker Behind 9/11 And The War on Terror
Authoritarian regimes could not exist without official historians, government gatekeepers, and political myth-makers whose job is to construct and control the public's beliefs about their government's actions, and make people view history through the eyes of tyrants and believe the narrative of power. America's authoritarian regime relies on what can be called a modern priest class who tell lies for the state for a living and have considerable influence on how people understand significant world events in American history like a major war or a terrorist attack on the scale of 9/11. One of the high-priest members of America's class of official historians is Philip D. Zelikow, an academic and author who served as the Executive Director of the 9/11 Commission.
Zelikow's main area of expertise is in the field of public policy, particularly in the framing of history to serve state policy and the formation of public myths, or "public presumptions." From Wikipedia:
While at Harvard, he worked with Ernest May and Richard Neustadt on the use, and misuse, of history in policymaking. They observed, as Zelikow noted in his own words, that "contemporary" history is "defined functionally by those critical people and events that go into forming the public's presumptions about its immediate past. Zelikow says that history's narrative power can affect how people engage with the world and how they relate to "the actions of individuals in the history." As far as Zelikow and the National Security Regime in America are concerned, it is better that the American people view 9/11 as an attack by a radical Muslim terrorist group than to know the truth - that 9/11 was the result of a government conspiracy at the highest levels of the Bush administration, the United States government, and the Israeli government.
Zelikow combined his knowledge of public mythology with his knowledge of the so-called threat of terrorism. In 1998, Zelikow co-authored a report with Ashton B. Carter and John M. Deutch called "Catastrophic Terrorism: Elements of a National Policy," which argued that America's national security was at greater risk after the fall of the Soviet Union than before, and laid out a strategy of deterrence and preventive defense. They wrote: "We are not as confident that the United States government is suitably prepared to address the new threat of catastrophic terrorism that utilizes weapons of mass destruction or intensive cyber-assault." A new world brought with it new enemies to America, the report stated. America's conventional military had to be remodeled to meet the new threat of catastrophic terrorism, which threatens public security on the largest and most unconventional of battlefields - society. But they left out an essential truth about terrorism in the report, and that is that the American empire is the biggest agent and sponsor of terrorism in the world. Only a terrorist state can be threatened with terrorism.
In retrospect, the "Catastrophic Terrorism" report was less a warning than a blueprint. The authors pondered the implications of a terrorist attack in America, saying that such an event would mark a "before" and an "after" and give the government greater powers to protect the citizenry from similar attacks. Zelikow, Carter, and Deutch wrote:
Readers should imagine the possibilities for themselves, because the most serious constraint on current policy is lack of imagination. An act of catastrophic terrorism that killed thousands or tens of thousands of people and/or disrupted the necessities of life for hundreds of thousands, or even millions, would be a watershed event in America’s history. It could involve loss of life and property unprecedented for peacetime and undermine Americans’ fundamental sense of security within their own borders in a manner akin to the 1949 Soviet atomic bomb test, or perhaps even worse. Constitutional liberties would be challenged as the United States sought to protect itself from further attacks by pressing against allowable limits in surveillance of citizens, detention of suspects, and the use of deadly force. More violence would follow, either as other terrorists seek to imitate this great "success" or as the United States strikes out at those considered responsible. Like Pearl Harbor, such an event would divide our past and future into a "before" and "after." The effort and resources we devote to averting or containing this threat now, in the "before" period, will seem woeful, even pathetic, when compared to what will happen "after." Our leaders will be judged negligent for not addressing catastrophic terrorism more urgently.
Using imagination, we hope now to find some of the political will that we know would be there later, "after," because this nation prefers prevention to funereal reconstruction. When this threat becomes clear the President must be in a position to activate extraordinary capabilities.
The government conspirators who committed 9/11 attacks most likely read this report, and Zelikow himself must have been pleased when he was selected to be the Director of the 9/11 commission.
The job of Zelikow and other like-minded opportunists is to cover up treasonous and criminal events and whitewash history. He was chosen to be the Director of 9/11 Commission by the Bush administration because of his Machiavellian abilities to preserve official myths, and formulate rationales for criminal state policies and procedures.
Another interesting bit of information is that Zelikow had close ties with the first Bush administration as well as with a key member of the second Bush administration, former Secretary of State Condoleezza Rice. The two published a book in 1997 called "Germany Unified and Europe Transformed: A Study in Statecraft." Zelikow has also co-authored a book with World Bank President Robert Zoellick on America and East Asia, and ironically, he edited a book called "Why People Don't Trust Government."
You don't need a book to answer the question of why people don't trust government, all it takes is four words: because the government lies. And it also outsources its lying to individuals like Zelikow. To borrow a phrase from English essayist William Hazlitt, Zelikow is an intellectual pimp of power. Washington's treasonous National Security Regime pays academic whores like Zelikow to give their lies and crimes a rationale, and justify the murder of innocents. Such people regard the separation between politics and morality as a natural thing. Killing innocent human beings to serve a greater agenda is an essential part of "statecraft." So is covering up history and replacing historical truths with political myths.
In March 2000 Zelikow wrote a review of the book "Day Of Deceit: The Truth About FDR and Pearl Harbor," by author and WWII veteran Robert Stinnett. The book successfully makes the case that the FDR administration had foreknowledge of the Pearl Harbor attack, discrediting the official story that was used to draw America into World War II. Zelikow defended the official lie in his review, a pattern that can be seen throughout his career. His main purpose is to suppress real history and maintain the elitist narrative of politics and world events in the modern world, from WWII to the war against Communism to the 9/11 attacks and the war on terrorism.
Five years ago, the writer of Washington's Blog stated that "Zelikow is arguably the single most responsible person in covering up the truth about 9/11." From Washington's Blog article called "The Myth Maker":

In 2004, author and former CIA and State Department analyst Melvin Goodman told Democracy Now's Amy Goodman that Zelikow was paid by the CIA to whitewash the Agency's history, and that he has served as a mouthpiece for numerous administrations. Democracy Now, April 29, 2004:
AMY GOODMAN: Why did they roll over, and what is the role of Phillip Zelikow, the director of the 9-11 commission? We have reported in the past that he is the co-author of a book with Condoleezza Rice. So, they clearly are colleagues and are close.
MEL GOODMAN: Well, he has ties to the first George Bush administration from 1989 to 1992. He has a very close working relationship, professional relationship with Condi Rice. He headed a case study project at Harvard and took hundreds of thousands of dollars from the CIA. He used CIA documentation and produced case studies that exonerated the CIA from any charges of politicization of intelligence, particularly with regard to the Soviet Union. He has generally been an administration voice in all of the matters that he has dealt with, whether they are Democratic or Republican administrations.
The proof of that Zelikow is guilty of covering up the 9/11 attacks, and manipulating the American people is inescapable. He is one of the most corrupt members of Washington's powerful and secretive establishment, a traitor of humanity, and a war criminal.
The official myth about 9/11 has so far determined the course of human history, and transformed America into a despotic country, while the victims' truth has been denigrated and treated as a crazy conspiracy theory by the official press, and large segments of society. But the myth won't prevail forever. The criminal war on terrorism won't last a century. Truth cannot be suppressed. History cannot be erased. Freedom cannot be crushed to pieces. If kings can be guillotined, then so can presidents.
Zelikow and the rest of the traitors who committed 9/11 and covered it up won't get away with their crimes. Judgment day is coming to Washington D.C.
