TOTOWA, N.J. (CBSNewYork) — It started off as a well-kept secret, but the explosions and helicopters ended up giving it away.

Members of the U.S. Department of Defense were conducting training recently in a New Jersey neighborhood, and the result was plenty of residents with frayed nerves, CBS2’s Dick Brennan reported Wednesday.

Cellphone video captured the moment a helicopter flew above Totowa. There was excitement in the photographer’s voice, but that’s because the video was taken on the second night of action.

“I have never seen anything like this before,” resident Michael Melograno said.

Melograno took the video from his backyard on Rutherford Court. The chopper was flying right above the North Jersey Developmental Center, which is under construction.

“There was a Blackhawk helicopter flying right over here,” Melograno says on the clip.

He can now laugh and even brag about what happened, but in the heat of the moment he said his entire block was petrified.

“I was really scared. I had no idea what was going on,” Melograno said.

At around 10 p.m. on April 16, the community was rocked by piercing explosions.

“We were scared about that, you know? It happened at night time,” resident Mauricio Gallardo said.

“First it was explosions and then the chopper was so low that our house was vibrating,” resident Larry Pizzichetta added.

Most of the residents on the block came running outside in panic. John Emmolo said his daughter called 9-1-1 to find out what was happening, but got a short answer.

“They said, ‘Well, you have to talk to state police about it,'” Emmolo said.

Eventually, they learned members of the U.S. Armed Forces were training in secret for three nights. So CBS2 went to both local and state police to find out why the residents weren’t informed.

Neighbors said they should have been informed, and next time they are hoping they get a head’s up before they have to look up.

Both local and state police wouldn’t go on camera, and CBS2 is still waiting for a call back from the Department of Defense.

According to the source, the preparations began on April 23. The civilians are being shipped to a territory near Jafra oil field to participate in a staged filming of an attack scene

PITTSBURGH (KDKA) — When helicopters buzzed PNC Park Tuesday night, Chuck Davidson of Chicago was by the left field foul pole.

“We thought it was Vietnam or MASH or something. That’s what it sounded like to me,” Davidson told KDKA political editor Jon Delano. He was hardly alone.

“There was a bunch of them,” said Al Caldwell of Columbus.

Delano: “Where did you hear them?”

Caldwell: “At the William Penn. They were flying around the rooms and such. You could hear them running around through there.”

And it wasn’t just in Downtown Pittsburgh.

“My friend told me she saw about six helicopters riding all over the Robinson area, and she was pretty nervous about it,” noted Ally Lerda of South Fayette.

These choppers were flying lower than normal.

The buzzing of area residences by helicopters is not something that happened right out of the blue. City officials say it’s been in the works for over a year with the Department of Defense and other agencies.

The whole project began last week and is likely to end this weekend, if not sooner.

So what exactly is going on here?

“The exercise, the planning for it, has been going on for a year. It has nothing to do with current events whether it be in western Pennsylvania or the nation, but it’s working hand-in-hand with our federal partners,” says Wendell Hissrich, Pittsburgh’s public safety director.

Hissrich says the Defense Department is working closely with local law enforcement on tactical training, including SWAT training.

“It’s not only SWAT. There’s other parts of the training that is very beneficial to the partners here that we’re working with.”

Delano: “Are your police officers up in these helicopters?”

Hissrich: “I don’t want to get into that.”

Hissrich would not answer specific questions about the tactics, but said the training at federal expense was saving local taxpayers money.

“We would spend thousands of dollars for vendors to provide us. That’s the benefit to the city and to the suburban communities as well,” he said.

What’s unusual this week is the choppers are flying at night, although no later than midnight.

The public safety director said he really wants to thank the public for understanding and putting up with the inconvenience and surprise of training exercises taking place so close to their homes.

And he says the more-than-a-few defense officials in town — he won’t specify how many — have been pleased with this training venue and their reception here.

Assuming decent weather, these exercises in the sky will end Thursday night. But, Wednesday, for the third night in a row the choppers were out. Four or five helicopters flew very low near PNC Park. They were so loud, the players actually stopped and waited for them to pass by.

Texans should not be alarmed if they see a large number of law enforcement personnel and equipment throughout the state during the exercise. We ask the public to avoid areas where the FTX is taking place — where out of the ordinary activity may occur related to the exercise, including role players portraying attackers and victims.

AUSTIN – The four Texas Divisions of the Federal Bureau of Investigation (Dallas, El Paso, Houston and San Antonio) and the Texas Department of Public Safety will lead a statewide Full-Scale Training Exercise (FTX) beginning Sunday, Oct. 28, at noon and ending at approximately 5 p.m. Tuesday, Oct. 30.

Numerous local, state and federal agencies* will participate in several FTX sites throughout Texas – in the cities of Greenville, Brenham, San Antonio and El Paso. The FTX will examine the ability of federal, state, local, tribal and territorial jurisdictions to respond to complex terrorist attacks with a focus on integrated response planning among law enforcement, medical services, emergency management and other whole community stakeholders.

Texans should not be alarmed if they see a large number of law enforcement personnel and equipment throughout the state during the exercise. A series of loud booms that rocked downtown Los Angeles on Monday night startled some people who complained on social media. But Los Angeles police said there’s no reason to be alarmed.

The noises were part of a U.S. Army training exercise involving aircraft and weapon simulations in urban settings. The training is set to run through Saturday in Los Angeles and Long Beach.

“Residents may hear sounds associated with the training,” the LAPD said in a news release. “Each location selected enables special operations teams and flight crews to maintain maximum readiness and proficiency, validate equipment and exercise standard safety procedures. The training is essential to ensure service members are fully trained and prepared to defend our nation overseas.”

Police said residents near the training locations would be notified beforehand. But some on social media said they were caught off guard.

Here Is What Police Found {and didn’t} After Deadly Houston Drug Raid

The search warrant inventory does not include any evidence of drug dealing.

Last Friday the Houston Police Department released the inventory of items seized during the January 28 drug raid that killed a middle-aged couple and injured five narcotics officers. Strikingly absent is any evidence that Dennis Tuttle and Rhogena Nicholas were selling drugs from their house at 7815 Harding Street, notwithstanding Police Chief Art Acevedo's portrayal of them as scary, heavily armed, locally notorious heroin dealers.

According to the warrant affidavit, a confidential informant bought heroin from a man matching Tuttle's description at the house the day before the raid, when he reported seeing a "large quantity of plastic baggies" containing heroin. Instead police found "approximately 18 grams of marijuana" and "approximately 1.5 grams of an unknown white powder" that Acevedo later identified as cocaine. These are personal use quantities that are not consistent with drug dealing. Nor did police find any equipment, supplies, or cash indicative of drug sales. The inventory does not mention scales, bags, or heroin paraphernalia. It does not even mention the police-supplied money that the C.I. supposedly used to buy heroin from Tuttle, which should have been identifiable by serial numbers recorded before the purchase.

The other four items in the inventory are guns: a 20-gauge Beretta ALS shotgun, a 12-gauge Remington 1100 shotgun, a Remington 700 bolt-action rifle, and a .22-caliber Winchester 190 semi-automatic rifle. The list does not include the .357 Magnum revolver that police say Tuttle fired at the officers who broke into his home, shot his dog, and killed his wife. Nor does it mention the 9mm semi-automatic handgun that the C.I. supposedly saw in the house the day before, which apparently disappeared along with the heroin and the money.

"There's nothing identified in [the] search warrant return as scales or baggies, or anything that would be used to distribute heroin—or any other drugs, for that matter," Val Zuniga, a local defense attorney who specializes in drug cases, noted in an interview with KTRK, the ABC station in Houston. "It's not the amount of drugs that would be associated with distribution. I think in this case the officer probably relied on an unreliable informant."

That much seems pretty clear, but it does not get the narcotics officer who applied for the warrant off the hook. "The confidential informant has provided informant [sic] and assistance to officers in the past on at least ten (10) prior occasions which has lead [sic] to narcotic arrests and seizures," wrote the officer, whose name is blacked out in the publicly released copy of the affidavit. "The confidential informant has proven to be credible and reliable on many prior occasions." Before sending the C.I. into the house, the officer told him that "narcotics were being sold and stored" there, so it was clear what he wanted to prove and what kind of "assistance" was required.

The officer swore that he searched the C.I. prior to the controlled buy and watched him as he entered the house and emerged from it, which implies that the "quantity of brown powder" (later identified as black-tar heroin) the C.I. presented must have come from there. The officer also said the house was subsequently put under "surveillance," so someone presumably would have noticed if people arrived there to buy all of Tuttle's heroin or if Tuttle came out to dispose of a 9mm pistol between the alleged transaction and the raid the following evening. These inconsistencies may help explain why the HPD recently suspended an officer who was involved in the raid, reportedly because of questions about the search warrant.

Acevedo on Friday reiterated his promise to conduct a thorough investigation of the raid and the events leading to it. "When we are done with our investigation, we will have uncovered and turned over every stone to get at the truth," he said. "We owe that to the involved officers. We owe that to the family of the deceased suspects, and at the end of the day we owe it to the community."

Yet Acevedo seems to have prejudged the outcome of an important aspect of the investigation by claiming "the neighborhood thanked our officers" for raiding Tuttle and Nicholas' home, "because it was a drug house" and "a problem location." He also paraphrased an anonymous informant who called police on January 8 to complain that "her daughter was in the house, and there were guns and heroin." According to Acevedo, "The informant stated she did not want to give any information because they were drug dealers and they would kill her." By contrast, the neighbors who have spoken to the press say they never noticed any suspicious activity at the house and thought Tuttle and Nicholas, who had no criminal records to speak of and had lived on the block for more than two decades, were "wonderful people."

Part of the investigation into the raid will involve sorting through the evidence to support these dueling portraits. We already know which one Acevedo favors.

Update: KTRK, citing "sources close to the investigation," reports that the woman who called police on January 8 was Rhogena Nicholas' mother, who was worried that her 58-year-old daughter "was doing drugs inside her own home." If so, the complaint that set the investigation into motion, culminating in the home invasion that killed Nicholas and her husband, was very different from the way Acevedo described it during his press conference three days later, when he implied that Tuttle and Nicholas were scary "drug dealers" and that the caller was afraid they might kill her. Acevedo also said that two patrol officers dispatched to the house heard a passer-by say "the police are at the dope house" while talking on her cellphone. If the KTRK story is accurate, Acevedo, wittingly or not, misrepresented a family dispute as a tip about drug dealing.

This is the moment a a US Navy pilot gave a shocked resident a very close look at his F18.

The fighter/bomber streaked past an apartment block on the banks of the Detroit River at the weekend.

It was part of a tactical demonstration fly-past to open a speedboat race in the North American city.

Officials waived rules to allow the Navy flyers to swoop under 100ft along the waterway.
