Didn't it just used to be "trending" without options? I first noticed it had acquired options recently, and switched it from worldwide to national a couple of days ago because the worldwide was all in Chinese. They should give options by language but your larger point is true. We'll never know whether and to what extent what we are being served is delivered selectively by the algorithm based on one's following, hashtag use, etc., just like FB. They have definitely engaged in trending resets when it suited them to suppress a topic.
