German Ethics Council Releases Draft Report Which Sharply Criticises Uncritical Reporting by Corporate Media During the Covid Era

In May last year Germany’s largest newspaper, Bild, issued an apology for its coverage of the Covid pandemic which was “like poison” and “made you feel like you were a mortal danger to society.”

In December, Neues Deutschland wrote, a privately commissioned empirical study on journalistic reporting during the Covid era was published titled ‘One-sided, uncritical, close to the government?’. The authors describe the “very clear result of the present study” that the reporting was “at the same time close to and critical of the government”:

“She was close to the government because the media, like politicians, mainly advocated tough measures. At the same time, however, she was also critical of the government, because the media often did not consider these measures harsh enough or came too late.”

Now, on 4 April 2022, the German Ethics Council has released their 161-page draft report =https://www.ethikrat.org/fileadmin/Publikationen/Stellungnahmen/deutsch/stellungnahme-vulnerabilitaet-und-resilienz-in-der-krise.pdf‘Vulnerability and Resilience in Crisis – Ethical, Criteria for decisions in a pandemic’ which sharply criticises“mass media’s” lack of critical reporting. “Obvious undesirable developments were hardly addressed with the necessary clarity by a journalism that saw itself as ‘constructive’ or ‘sensitive to the common good’ … Reporting by mass media that is too affirmative or one-sided pleadingly fails to stimulate the formation of opinions … Criticism is not only legitimate, it is necessary,” the draft report states.

The report is in German however we have translated it into English, using Google translate, and attached it below.

Clarification and information must not be provided in a patronising manner, as it were “from above”, but there must also be room for discussion on an equal footing.

It should also be taken into account that many no longer obtain information from the traditional media such as press, radio and television, but from social media, in which on the one hand there is a lot of misinformation circulating, but on the other hand they also offer opportunities for dialogue and exchange.

German Ethics Council: Vulnerability and Resilience in Crisis – Ethical, Criteria for decisions in a pandemic (Draft, German), 4 April 2022, Summary and recommendations, communication and information, pg. 32

Corporate Media Lacks Critical Analysis

A variety of public opinions offers important points of reference for the decisions of state organs and in particular the parliamentary legislature. Public discourse requires places or opportunities for lively controversy.

All decision-making processes of state institutions are ultimately based on civil society resources, on a free political culture and an enlightened political socialisation, above all on the initiatives of opinion-forming associations.

During the pandemic, many of the usual occasions and places where more deliberative communication could take place could not be accessed due to restrictions placed on society in response to the Covid pandemic, the applicable contact and mobility restrictions. In view of these limitations, the function of not only social media but also that of the mass media for political deliberation is all the more important.

Mass media communication enables structured formation of opinions in a thoroughly diverse public. It thrives on argumentative debates in which reasons for different views are brought to bear and weighed against each other in conversation. Especially in times of crisis the mass media, and in particular the public radio and television stations, have the indispensable task to air the contentious issues. To make the pros and cons of measures audible and visible to a reasoning public.

The critical part of this task was not always forthcoming at the beginning of the Covid crisis or to a desirable level. The reluctance to focus sharp criticism on every detail in view of the size, the novelty and the “suddenness” of the pandemic problem may well have been understandable and justified. However, as the pandemic progressed even obvious undesirable developments were hardly addressed with the necessary clarity by a journalism that saw itself as “constructive” or “sensitive to the common good”.

Reporting by mass media that is too affirmative or one-sided pleadingly fails to stimulate the formation of opinions and, in a democratic society with indispensable counterviews, will fail, in a sense, to be self-critical.

An opinion article from Neues Deutschland agrees:

“The crisis and state of emergency must not be used as an opportunity to forego critical journalism. Because that’s when he’s required! It must show the political and social conflicts that are under the ‘priority of the fighting a pandemic’, but are in danger of being forgotten. Keeping the awareness of contradictions alive and offering them a forum would be an educational task in the midst of all the media hustle and bustle.”

Less in the public eye, but also worrying from the point of view of democracy theory, is the impairment of civil society political engagement through the Covid contact restrictions. Discussion and co-operation were only possible digitally and were therefore severely restricted. In addition, there was a ban or severe restrictions of public events and gatherings. In addition, the Covid pandemic dominated the media agenda. Civil society organisations and other initiatives hardly had the opportunity to have their concerns heard. (pg. 85)

Negotiation processes on how to deal with specific risks must be conducted openly and with the broad inclusion of socially relevant positions. The media play an important role in this, which comes with a special responsibility. In public communication, any form of scaremongering motivated by attention economics should be avoided, as should trivialisation and “all clear” without a valid reason. (pg. 135)

(Note: Attention economics is an approach to the management of information that treats human attention as a scarce commodity.)

A critical review of crisis management is required in order to reveal personal misconduct, systemic flaws, dysfunctional forms of organisation and/or unsuitable procedures and to enable corrections. A highly developed error culture is also an expression of resilience. This affects first and foremost the area of politics, but also, for example, science, media and political consulting. (pg. 137)

Criticism is not only legitimate, it is necessary … In a democracy – within the limits of freedom of expression – all relevant voices must have their say, both from those affected and from experts from different disciplines. Action that is sensitive to difference is only possible where a number of different opinions are audible and visible. (pg. 138)

^^ So, after two years of never questioning the pseudoscience, after 25 months of well-paid state-supporting obedience, after 700-odd days of never daring to rock the boat, the mealymouthed, worse-than-worthless Ethikrat suddenly (hastily, breathlessly) catches up with the average human being and delivers a sermon to the nation on the vital importance of being critical.

They really have some fucking cheek.

There's an interesting revelation in the following video @ 12:00 mins. Apparently, the German government (Federal Ministry of Education) directly funds a former employee of Twitter to dox American Twitter accounts it doesn't like.

For German-speakers: the latest edition of Das dritte Jahrtausend, with Mathias Bröckers, Dirk Pohlmann and Robert Fleischer (2h 15m):

https://www.broeckers.com/2022/04/28/3- ... nzer-marsc

With the rabid mass media going full-1914. and the "Green/Social Democrat/Liberal" government now sending modern heavy weaponry to Zelenskyjiiyyy, the podcast's focus is (unavoidably) on the Ukraine, Russia and NATO. Pohlmann is always very good, but he's particularly incisive here. He knows what's he's talking about and he doesn't mince his words. The wrecking-crew that runs Germany has already impoverished its population, even worse inflation and actual shortages are imminent, and Deutschland is now a major participant in a hot war that could very easily spread.

It says everything about Germany's corporate/state media in 2022 that clowns, crooks and ignoramuses such as Drosten and Lauterbach are fixtures on national TV (watched by tens of millions of people), while distinguished, honest and knowledgeable veteran journalists like Pohlmann and Bröckers are restricted to blogs and listener-funded podcasts.

ON EDIT: One of the many reasons I respect these three men is that they conclude every podcast with an update on the situation of Julian Assange, who knew and bravely stated what was coming for all of us, unless we stand up and resist it.

Sahra Wagenknecht is almost unique among German politicians in stating the obvious fearlessly:

"The intention is not to to end this war, but to supply weapons to keep it going as long as possible in order to weaken Russia."

("Das Ziel ist nicht, diesen Krieg zu beenden, sondern ihn mit Waffenlieferungen möglichst lange am Laufen zu halten, um Russland zu schwächen." - speaking this evening on the #Maischberger talkshow.)

Meanwhile, in case anyone thought the KIller Dots had gone away. Chancellor Olaf Scholz casually announces that compulsory vaccination for everyone in Germany is indeed still being prepared -- for autumn, "when the weather gets colder again" (film clip, 33s):

https://twitter.com/DieMoira/status/1521499443673112584

The video's from February, but there's not the slightest doubt that this is still their intention.

Hopkins: The Federal Republic Of New Normal Germany

So, the government of New Normal Germany is contemplating forcing everyone to wear medical-looking masks in public from October to Easter on a permanent basis. Seriously, the fanatical New Normal fascists currently in charge of Germany’s government — mostly the SPD and the Greens — are discussing revising the “Infection Protection Act” in order to grant themselves the authority to continue to rule the country by decree, as they have been doing since the Autumn of 2020, thus instituting a “permanent state of emergency” that overrides the German constitution, indefinitely.

Meanwhile, Germany’s FBI (der Bundesverfassungsschutz, or BfV) is hard at work enforcing the new Gleichschaltung. According to a report in Die Welt, the BfV is not just surveilling people who use terms like “Corona dictatorship” (and presumably a long list of other “wrongspeak” words), but it is also “surveilling people and groups that disseminate conspiracy theories, or call the democratic nature of the state into question.” Politicians are insisting that the BfV “toughen up the classification of political crime, especially regarding the Corona deniers.”

Yes, that’s right, publicly challenging the official Covid-19 narrative, or protesting official New Normal ideology, is a political crime here in New Normal Germany. It has been since May 2021, when the Bundesverfassungsschutz established a new official category of domestic extremism … “Anti-democratic or Security-threatening Delegitimization of the State.” I covered this in one of my columns at the time (“The Criminalization of Dissent” ) as did some corporate press, like The New York Times (“German Intelligence Puts Coronavirus Deniers Under Surveillance”), but, for some reason, the story didn’t get much traction.
