I was thumbing thru the "latest" ish of FT (#288) which is loaded with walking dead material (specifically vampires) and saw within their "April Fool Round-Up" an article which I missed online related to a Soviet Psychotronic "Zombie Gun."

The article begins with, "Another news story on April Fool's Day looked like a send-up, but turned out to be true - probably."

The article (mostly quoted from news bytes linked below) is written rather naively, as if Russian Psychotronics research hadn't been going on for a long long time. To my memory, American coverage of Russian psychotronics has indicated a parallel track to the western development, that is just as American research into Russian parapsychological research has spurred our western research forward (don't want a mind-weapons gap) so too, I think, has the evidence of Soviet Psychotronics given our efforts a raison d'etre. I think it's also been suggested that the Russians may have done to us with parapsychology and psychotronics "evidence" what we were trying to do to them with the Star Wars and Nuclear arms races, ie-get the other to waste vast sums of money on dead-end research.

Anyway, it's been a while since I heard about the Russian LIDA sleep machine, Soviet Woodpecker signal, irradiation of the US's Moscow embassy with microwaves, or the use at Waco of Russian mind-control tech, so I figured this was as good a reason as any to start such a master thread (besides, all the other threads have been contaminated by the KWH/HMW flu.

So here is a scan of the FT288 article, page 6 insert:

Sources in Moscow say Mr Putin has described the guns, which use electromagnetic radiation like that found in microwave ovens, as ‘entirely new instruments for achieving political and strategic goals’.

Mr Putin added: ‘Such high-tech weapons systems will be comparable in effect to nuclear weapons, but will be more acceptable in terms of political and military ideology.’

ImagePlans to introduce the super- weapons were announced quietly last week by Russian defence minister Anatoly Serdyukov, fulfilling a little-noticed election campaign pledge by president-elect Putin.

Mr Serdyukov said: ‘The development of weaponry based on new physics principles – direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, and so on – is part of the state arms procurement programme for 2011-2020.’

Specific proposals on developing the weapons are due to be drawn up before December by a new Defence Advanced Research Projects Agency.

Research into electromagnetic weapons has been secretly carried out in the US and Russia since the Fifties. But now it appears Mr Putin has stolen a march on the Americans. Precise details of the Russian gun have not been revealed. However, previous research has shown that low-frequency waves or beams can affect brain cells, alter psychological states and make it possible to transmit suggestions and commands directly into someone’s thought processes.

High doses of microwaves can damage the functioning of internal organs, control behaviour or even drive victims to suicide. Anatoly Tsyganok, head of the Military Forecasting Centre in Moscow, said: ‘This is a highly serious weapon.

‘When it was used for dispersing a crowd and it was focused on a man, his body temperature went up immediately as if he was thrown into a hot frying pan. Still, we know very little about this weapon and even special forces guys can hardly cope with it.’

The long-term effects are not known, but two years ago a former major in the Russian foreign intelligence agency, the GRU, died in Scotland after making claims about such a weapons programme to MI6.

Sergei Serykh, 43, claimed he was a victim of weapons which he said were ‘many times more powerful than in the Matrix films’.

Mr Serykh died after falling from a Glasgow tower block with his wife and stepson in March 2010. While his death was assumed to be suicide, his family fear there was foul play.

Last night the Ministry of Defence declined to comment.

Of course the Zapatopi article ends with a hat-tip to the "tin-foil" meme by citing a supposed Russian psychotronic victim who has supposedly created shielding clothing for use against the gun (a device for which I can't yet find any evidence of being the supposed psychotronic zombie gun)...

So if it's possible to deploy a "gun" to totally numb the brain, mightn't it be possible to develop a transmitter (concealed in, say, home appliances) to partially numb the brain on a quiet, ongoing basis?

Are we sure that such a transmitter hasn't already been tested and deployed?

It also wouldn't surprise me if the technology of mass manipulation were even more overarching.

The Russian Woodpecker: experiments in global mind control?

In 1984, Dr. Ross Adey, chief of research at the Pettis Memorial Veterans Hospital in Loma Linda, California, obtained from Soviet colleagues what is known as “a mini-Woodpecker transmitter”, labelled the LIDA, and apparently developed by Lev Rabichev and his colleagues in Soviet Armenia (see patent information). The LIDA operated on a frequency of 40 MHz and bombarded the brain with low frequency radio waves. It was used experimentally by the Russians as “a replacement for tranquilizers and their unwanted side effects.” The pulsed radio waves were said to “stimulate the brain’s own electromagnetic current and produce a trance-like state.”
Adey had obtained a copy of the Russian-language manual describing use of the mini-Woodpecker, which said that it was a “distant pulse treatment apparatus” for psychological problems, including sleeplessness, hypertension, and neurotic disturbances. Interestingly, when the Associated Press reported on Adey’s scoop, it concluded that “the LIDA may have been the forerunner of a device that is presently bombarding Europe and the United States with very powerful waves.” An interesting conclusion, and a direct reference to the “big” Woodpecker.

LIDA had not been approved for use with humans in the US, though it was known that the Russians had done so since at least 1960, according to Adey. This meant that they had ample time to build a bigger version. Officially unable to test it on humans, Adey said he had put a cat in a box and turned on the LIDA: “Within a matter of two or three minutes it is sitting there very quietly [...] it stays almost as though it were transfixed,” he said. That would definitely qualify LIDA as a behaviour modification device – mind control.

It is not the only interesting detail that resulted from this study. “The Soviets included a picture with the device that showed an entire auditorium full of people asleep with the LIDA on the podium. The LIDA put out an electric field, a magnetic field, light, heat, and sound.” And: “The purported purpose of the LIDA was for medical treatments; however, the North Koreans used it as a brain washing device during the Korean War. The big question is: what did they do with the technology? It could have been improved and/or made smaller. It is unlikely that they abandoned something that worked.”

This is powerful confirmation that LIDA, the “mini-Woodpecker”, was able to be used on a semi-large scale (an auditorium), and had been used for brainwashing. This nefarious purpose was confirmed when Adey was testing the LIDA and an electrician was walking by and asked him where he got the “North Korean brain washing machine” from. Ross told him that it was a Russian medical device. The man said he had been brainwashed by a device like that when he was in a POW camp. Byrd said that they “placed the vertical plates alongside his head and read questions and answers to him. He said he felt like he was in a dream. Later when the Red Cross came and asked questions, he responded with what had been read to him while under the influence of the device. He said he seemed to have no control over the answers.”

A CIA-sanctioned mind control study

The story becomes even more interesting when it is noted that Dr. Adey’s work with the LIDA machine was funded by none other than Dr. Eldon Byrd, neuro-electromagnetic researcher, under contract to the US Navy. Byrd stated that “The LIDA machine was made in the 1950’s by the Soviets. The CIA purchased one through a Canadian front for Dr. Ross Adey, but didn’t give him any funds to evaluate it. I provided those funds from my project in 1981, and he determined that the LIDA would put rabbits into a stupor at a distance and make cats go into REM.” This immediately reveals the role of the CIA in its acquisition, who, via a series of fronts, distanced themselves from the actual operation and testing of the tool – plausible deniability. We note that these experiments occurred in the 1980s, post the 1970 Congressional hearings, when allegedly such research had been stopped.

In private correspondence, Einhorn told me that his friend Andrija Puharich, who very much like Adey intermittently worked for the CIA in the same field, “built a small version of the device and tested it, with permission on the inner group – mind control effects were produced […] and he tested it, without permission, in crowded buzzing restaurants. Result: there was a rapid diminution of the buzz, which returned as soon as the machine was turned off.”

Whereas the CIA were officially asking what had happened to the device since the 1950s, and noting that the Soviets could have miniaturised it since, another question could be whether they had rolled it out on a grander scale. And it is definitely a curious coincidence that a similar signal was indeed beamed out by the Russians, and heard practically all over the Western world.

As to the allegation that the Russians had used some of Nikola Tesla’s innovative technologies to accomplish such a goal, Dr. Gordon McDonald of Dartmouth College, an internationally known geophysicists and astrophysicist, had “outlined a concept in which enhanced electrical oscillations in the earth’s atmosphere might be used to impair human brains […] He said research indicates that weak oscillating electrical fields can influence the brain causing small but measurable reduction in a person’s performance […] Lightning research has shown that it might be possible to control lightning to create such low frequency oscillations in the ionosphere.”

In short, by 1984, the CIA was fully aware of the possibility to apply “the Woodpecker” on an individual or global scale. And it must have left some CIA employees to query whether this wasn’t indeed the true purpose of the Russian Woodpecker. Indeed, according to Ira Einhorn, who had infrequent contacts with the world of American intelligence, even by the late 1970s, there was unconfirmed speculation that the Woodpecker was more than it seemed and used for precisely that purpose.

A blueprint for global mind control?

The all-important question is why the Soviets would want to beam a brain-washing signal to the West. Apart from the obvious and logical answer, it was Walter Bowart, who in his revised and updated edition of his classic Operation Mind Control tackled a then emerging trend: the move away from traditional means of warfare, to non-lethal warfare, in which technologies such as ELF waves, microwaves and other forms of electromagnetic manipulation were the new rage. It was, of course, a trend that Allen Dulles had predicted. Dr. Andrew Michrowski focused on this area too, at the time stating that “The Soviets are on the verge of a break-through into a new weapons technology that will make missiles and bombers obsolete. […] They could induce panic or illness into whole nations.” In short, Dulles’ 1953 prediction by the late 1970s seemed to have been realised.

Indeed, Adey’s toying with LIDA or the Russians building a giant LIDA near Chernobyl are not one-offs. Since the 1984 report about his involvement with LIDA, Dr Ross Adey’s name has become more firmly linked with “mind control experiments”. Unsurprisingly, the work he performed largely coincides with the work he did on LIDA: researching specific behaviour modifications by electromagnetic means, as well as inducing calcium efflux events to interfere with brain function – the so-called “confusion weaponry.”

In 1976, Time Magazine reported that Washington had known for some 15 years that its Moscow Embassy had been bombarded with microwaves. The purpose was to jam the sophisticated electronic monitoring devices inside and on the roof of the building. But the State Department decided to launch a medical investigation of the thousands of US diplomats and their families who served in Moscow since the early 1960s. In the wake of the microwave disclosures, former embassy employees and their families recalled suffering strange ailments during their tenure in Moscow, ranging from eye tics and headaches to heavy menstrual flows. Some pointed out that former ambassadors to Moscow Charles Bohlen and Llewellyn Thompson both died of cancer, though an official link between the cancer and the microwave bombardments was never confirmed.

An old medical, Russian-made device that transmits pulses
of 40 MHz radio signal at pulse rates designed to match
relaxed and sleeping states originally.

The machine, known as the LIDA, is on loan to the Jerry L.

program between the Soviet Union and the United States.

Hospital researchers have found in changes behavior in
animals.

"It looks as though instead of taking a valium when you want
to relax yourself it would be possible to achieve a similar
result, probably in a safer way, by the use of a radio field
that will relax you" said Dr. Ross Adey, chief of research

being used on a human in a clinical setting, Adey said.
The manual says it is a "distant pulse treating apparatus"
for psychological problems, including sleeplessness, hyper-

country, although the Russians have done so since at least

for three months and should be completed within a year,
Adey said.

Eleanor White's comments (Dr. Byrd's statement follows):

1. Heavy "fatigue attacks" are a very common experience among
involuntary neuro-electromagnetic experimentees. The LIDA device
could, right out of the box, be used as a fatigue attack weapon,
FROM HIDING, thru non- or semi-conductive walls.

2. If the LIDA machine is tuned for tranquilizing effect, then
it might also be tuned for "force awake" and other effects too.
This device is an electronic harassment weapon, AS IS. A TV
documentary stated the Russian medical establishment considers
this 1950s device obsolete. (Wonder what has taken it's place?)

Below is a statement from Dr. Eldon Byrd, U.S. psychotronic
researcher who funded Dr. Adey's work with the LIDA machine:

the "North Korean brain washing machine". Ross told him that is
was a Russian medical device.

"The guy said he had been brain-washed by a device like that when

his head and read questions and answers to him. He said he felt
like he was in a dream. Later when the Red Cross came and asked

"The LIDA is PATENTED IN THE US. Why? They are not sold in the
US--the only one I know that exists is the one that was at Loma
Linda Medical Center where Adey used to work. Eldon"

Involuntary neuro-experimentation activist Cheryl Welsh, Davis CA,
sent in this clipping from an article by Dr. Ross Adey but without
complete bibliographic references:

"Soviet investigators have also developed a therapeutic device
utilizing low frequency square wave modulation of a radiofrequency
field. This instrument known as the Lida was developed by L.
Rabichev and his colleagues in Soviet Armenia, and is designed for
"the treatment of neuropsychic and somatic disorders, such as
neuroses, psychoses, insomnia, hypertension, stammering, bronchia
asthma, and asthenic and reactive disturbances".

It is covered by U.S. Patent # 3,773,049. In addition to the
pulsed RF field, the device also delivers pulsed light, pulsed
sound, and pulsed heat. Each stimulus train can be independently
adjusted in intensity and frequency.

The radiofrequency field has a nominal carrier frequency of 40 MHz
and a maximum output of approximately 40 Watts. The E- field is
applied to the patient on the sides of the neck through two disc
electrodes approximately 10 cm in diameter. The electrodes are
located at a distance of 2-4 cm from the skin.

[Eleanor White's comment: The fact that Dr. Ross Adey mentioned
an "audience" being put to sleep by the LIDA suggests that the
"E-field" electrodes may not play an essential role. The radio
signal appears to be the primary cause of the sleep/trance effect.]

Optimal repetition frequencies are said to lie in the range from 40
to 80 pulses per minute. Pulse duration is typically 0.2 sec. In
an 8 year trial period, the instrument was tested on 740 patients,
including adults and children. Postivive therapeutic effects were
claimed in more..."

BBC documentary, "Opening Pandora's Box", produced by David Jones for Fulcrum Central Productions, 1984. Dr. Ross Adey with Russian Lida machine, developed in Soviet Armenia in 1940s. This device was used to beam radiofrequencies, sound and light on Soviet psychiatric patients to put them to sleep, like a tranquilizer, without physical contact with the patient. Ross Adey is mentioned in the text comments / description for part 4 of the below video series as well as within the text comments / description of the following CIA Project Pandora video at the bottom. Not really sure if Adey is actually mentioned in the vids but they certainly seem interesting - the one a historical 1979 ABC documentary and the other a much more recent video montage assemblage.

HDTV will be the method. Dr Ross Adey's research at the Brain Research Institute of the University of California, was funded by the CIA. In their Pandora project a catalogue of different brain signals for specific actions, emotions and pathological states of mind were recorded. In quoting this research I refer to documents listed under Reference 15. So sophisticated is this research, and I refer to Operation Pandora Joint CIA/MI6 Operation since the 1960s, Operation Woodpecker USSR 1976, Operation HAARP still running in USA; they are able to define specific pulse frequencies to cause specific brain malfunctions or illnesses. STRATEGIC ELECTRONIC WEAPONRY
It was inevitable that military/intelligence interests would develop electronic RMCT weapons systems. These weapons fall into a number of classes, the simplest being the use of microwaves at low amplitudes, e.g., 10,000 microwatts per square centimetre, to cause local hot-spots in the victim's body areas that have poor circulation, such as the eyes and gall bladder. The microwaves heat up the tissue, which does not have the blood circulation to carry away the excess heat. The victim feels nothing, but sustains acute and chronic illness in these areas. Intelligence organisations in the West use this technology to disable permanently the 'subversive elements' they cannot scare off.

When ELF-modulated microwaves are used, they are keyed to distinctive patterns of brainwaves called preparation sets, which exist for every mechanical gesture the body makes. There are also specific excitation potentials which exist for specific emotional states. Intelligence operatives can induce remote conditioning by creating information-processing effects which can cause excitatory reactions, subliminal stress, behavioural arousal, enhanced suggestibility by inhibition of higher functions, and patterned behaviours. It is alleged that this technology is used by the CIA and MI5 to modify the behaviour of 'high-profile subversives'.

The more advanced electronic RMCT utilises ELF-modulated masers for long-range, penetrative, invasive EM mind-control. Together with Doppler-shifted interrogative RMCT masers, a victim's brain-states can be analysed at a distance-and the 'subversive' can be modified at a distance. Developments on this technique, and the use of low-frequency EM radiation to see through walls, have allowed intelligence agencies in the US to make useful inroads on the path to synthetic telepathy.

Much of this research has been funded by the CIA which began this work on electronic mind-control with its Pandora project. This research was used to build devices like RHIC-EDOM (Radio Hypnotic Intracerebral Control - Electronic Dissolution of Memory), which is allegedly used for forced induction of hypnotic trance in the abduction of and experimentation upon civilians by US Government agencies.

They were the first to use digital computers in the analysis of EEG with the production of brain maps and developed the first normative library of brain maps. In early 1991, Motorola (then the world's No.2 manufacturer of mobile phones) funded extensive research programs to explore possible health effects associated with mobile phones usage.

Ross Adey, who was involved in the research, later revealed: "Motorola has been manipulative of research that we and others have reported to them." One of Adey's studies found that certain frequencies of Radio Frequency Radiation (RFR) actually decreased the incidence of tumors in rats.

Motorola was however, unwilling to recognize results that indicated any biological effects of RFR whatsoever, either positive or negative. Adey also found a link between low-intensity microwaves and DNA damage in rat brain cells.

Thanks for this Elfis. Hey, that DIA report I posted has a section on Psychotronics for you. I've only skimmed it myself, but there should be stuff of interest to you.

I remember the family that jumped from the Red Road flats in Glasgow, it was quite a big story here (mostly used to remind everybody that Glasgow's a shithole) but had somehow never heard they had an ex-Russian secret service man among them... That's quite something. Thanks again.

I think another poster mentioned HDTV - and isnt is odd that you can by these huge tv's for peanuts now, every house has got one. I use to think I was safe from propaganda by the programmes I elected to watch but now I worry it's not what you watch but what is carried by the signal that blasts out of the screen. I cant remember who said this "if television stopped transmitting for three days there would be anarchy on the streets" but three days where the world gets to think for its self would make a very interseting spectical.

Putin Reportedly Confirms that Russia is Actively Working on Psychotronic Weapons

Psychotronic weaponry is probably one of the least known and little understood fields in military research, as it is truly something which one would relegate to the realm of science fiction if they were not aware of the facts behind it.

In fact, it is so poorly understood that even some journalists like Sam Biddle ofGizmodo and theAustralian Herald Sun show a disturbing amount of ignorance on the subject.

Biddle seems to get confused by the fact that these weapons reportedly have the capability to create physiological sensations like burning (like the AmericanActive Denial System, also known as a “heat ray” or “microwave gun,” which utilizes super high frequencies).

Biddle exposes his ignorance by conflating the super high frequency(SHF) used by the Active Denial System (ADS) with the low-frequency waves used by psychotronic weapons.

I consider this somewhat like thinking a flame thrower and a .22rifle are the same because they can both injure and kill people.

Both types of weapons use invisible waves and are far from conventional weapons, but that is just about where the similarities end.

These weapons, which were confirmed by none other than Vladimir Putin, Russian President Elect, according tothe Herald Sun,reportedly attack the central nervous system.

Here is another instance of Biddle being completely confused by this technology, which is a bit surprising and disconcerting seeing as he works for a technology blog.

The ADS activates the water molecules on the skin like a microwave, thus creating the sensation of heat. However, if reports are correct, the Russian weapon targets the central nervous system, which is an entirely different mechanism.

While they both obviously use electromagnetic radiation, one targets the water in epidermal cells while the other reportedly goes straight to the target’s central nervous system (how exactly this is done is unclear at this point).

In fact, these weapons are far from new, as Nick Begich heavily documents in his book Earth Rising: The Revolution, Toward a Thousand Years of Peace.

Thankfully, the Herald Sun points this out in writing, “Research into electromagnetic weapons has been carried out in the US and Russia since the ‘50s.”It was reported that the plans to introduce the so-called super-weapons were announced by Anatoly Serdyukov, the Russian Defense Minister.

However, I have been unable to find media reports confirming this statement, other than the report which has been copied word-for-word across the internet, including the Herald Sun andNews.com.au.

There also seems to be confusion about where some of the quotes originated, as the article which has been so widely published attributes a quote to a “Mr Tsyganok” who is never properly identified.”When it was used for dispersing a crowd and it was focused on a man, his body temperature went up immediately as if he was thrown into a hot frying pan,” they claim he said. I believe that the “Mr Tsyganok” they cite is actually Anatoly Tsyganok, the head of the Military Forecasting Center in Moscow.

The full quote, according to theBritish Daily Mail, is, “When it was used for dispersing a crowd and it was focused on a man, his body temperature went up immediately as if he was thrown into a hot frying pan. Still, we know very little about this weapon and even special forces guys can hardly cope with it.”Unnamed sources claim that Putin described the weapons as,” entirely new instruments for achieving political and strategic goals.”Another quite damning quote, allegedly from Putin (which, I honestly doubt is accurate since saying such a thing would be quite damaging), reads, “Such high-tech weapons systems will be comparable in effect to nuclear weapons, but will be more acceptable in terms of political and military ideology.”It’s hardly politically savvy to compare a weapon to nuclear weapons then say that it is acceptable for use. In fact, even mentioning that your country has such capabilities would be far from intelligent from a political standpoint.”This is a serious weapon,” Tsyganok added, reinforcing the fact that it makes no sense for the Russians to publicly promote such a weapon, unless they were doing so as a deterrent of some kind. The problem I see with this entire story is that the Daily Mail and others have used it as a chance to claim that Putin would use it against Russian dissidents, even though there is absolutely nothing to back up the claims.

The Daily Mail’s headline, “Putin targets foes with ‘zombie’ gun which attack victims’ central nervous system” emphasizes just that.

Furthermore, it is worth pointing out that the Russian Ministry of Defense refused to comment on the matter, which makes little sense if Serdyukov indeed announced that they were planning to introduce the weapons.

However, there are indeed bits of information indicating that Russia is already using the weaponry. Aside from the many pieces of information which point to Russian research in the area going back decades, which Begich and others have thoroughly documented, the case of Sergei Serykh indicates that they may be in use already.

Sergei or Serguei Serykh was a Russian asylum seeker in the United Kingdom, along with his wife Tatiana and his stepson.

All three of them died, allegedly by committing suicide, on March 7,2010 when they fell from the Red Road flats in Glasgow, Scotland.

There areconflicting reports that Serykh was a former agent of the FSB, also known as the KGB, while others say he was with Russia’s foreign intelligence agency, the GRU.

The Daily Mail claims that he spoke of a psychotronic weapons program to the MI6, although I cannot locate any corroborating reports.

Furthermore, they claim that he said he was a victim of these weapons, which he said were,” many times more powerful than in the Matrix films.”Once again, all I can find are copies of the article, not other reports which back this purported quote up.

The case of Serykh is quite mysterious, but what is certain is that this weaponry has been in development for a long time and it would be foolish to think that the Russians were not actively pursuing this route.

However, I seriously doubt that Putin or other Russian politicians would want to expose such a thing to the international press, especially at a time when the West seems increasingly antagonistic towards the former Soviet state.
