U.S. Border Patrol agents rarely are held accountable over shootings, and investigations are done in the dark, an Arizona Daily Star investigation has found.

In one case, the newspaper wrote that one agent-involved shooting has remained secret and ongoing for three years

Former Fla. police officer scheduled for execution

TAMPA, Fla. (AP) — Manuel Pardo was a decorated Florida police officer before he was fired for lying and turned to life as a vigilante, slaying nine people during a three-month crime spree.

Almost 27 years later, Pardo, 56, is scheduled to be executed Tuesday night. U.S. Judge Timothy Corrigan denied Pardo’s request for a stay on Monday.

Most of Pardo’s victims were involved with drugs, officials said, and Pardo contended that he was doing the world a favor by killing them.

Colombia's Prosecutor General will reopen the case against Chiquita Brands International for alleged payments to the former paramilitary group, AUC, local media reported Saturday.

"It is necessary to establish the degree of individual and personal responsibility the directors of Chiquita Brands held in the company's financing of [AUC]," said Colombia's Prosecutor General Eduardo Montealegre.

The Chiquita Brands case was closed in March because the presiding district attorney concluded that the 13 executives charged with paying the AUC did so against their will.

Montealegre, however, rejected this finding. According to the current Prosecutor General, such large payments lasting such a long period of time, implies the multinational fruit company "were familiar with the situation [paying the paramilitaries] and accepted it...[Chiquita] knew what the money was being used for funding the AUC's military operations."

The testimony of ex-paramilitaries supports Montealegre's position.

A former AUC commander claimed that far from being extortion, it was in fact Chiquita who initiated contact with the AUC. Raul Hasban, another disbanded paramilitary, allegedly produced a list of banana companies that made payments to the AUC. As a result Montealegre has stated he will also investigate these companies.

Chiquita is currently embroiled in a class action lawsuit against a group of Colombian families in the United States. The multinational fruit company is accused of paying the AUC for security services, which resulted in the deaths of thousands of civilians. The lawsuit claims Chiquita allowed paramilitaries to use one of its ports to "ship drugs out and smuggle arms in."

"The plaintiffs in this case lost family members, including sons who were banana workers or their mothers who stood up for their communities, as result of the conduct alleged", said a member of Cohen Milstein, the law firm representing the familes.

Mom Says Cops Lied About Fatal Shooting

SACRAMENTO (CN) - A Vallejo police officer shot a student to death in broad daylight as he held his hands in the air while making an anti-violence music video, the man's mother claims in court.
Andrea Jarreau-Griffin sued Vallejo and its police Officer Kent Tribble, in Federal Court. She claims Tribble shot her son to death at about 3 p.m. on Dec. 11, 2010.
Her son, Guy Jarreau Jr., "was a community activist, mentor, and student at Napa Valley Community College," the mom says.
"Prior to being shot, he was assisting fellow classmates and friends with the filming of an anti-violence music video."
The complaint does not state why police showed up at the scene of the music video, but the Vallejo Police Department said in a statement that day that officers were responding to a report of "a man brandishing a firearm."
According to the police statement: "Officers arrived on scene at 3:01 p.m. and observed the suspect flee into a nearby alley. The officers confronted the man, who was now holding the firearm.
"In self defense, the officer fired on the suspect, striking him at least once. The suspect was taken via air ambulance to a Bay Area trauma center, where he was later pronounced dead. The identity of the suspect has not been released, pending the notification of next of kin. The 34 year old suspect, a resident of Vallejo, had a criminal history in another state."
But in her complaint, Jarreau-Griffin says that's not what happened.
When Tribble arrived, "Mr. Jarreau was ahead of the film crew, directing them in which say to go. The first officer(s) to arrive at the scene commanded the film crew, as well as Mr. Jarreau, to disperse," the complaint states.
"As Mr. Jarreau and the film crew were following the command(s) of the first officer(s), more officers arrived and commanded the film crew to get on the ground. Mr. Jarreau, on the other hand, was a distance from the film crew and was then blocked off by an unmarked police car, as he was walking in the direction of the alley. Member(s) of the film crew and friends stated that defendant Tribble, who shot Mr. Jarreau, was wearing plain clothing at the time of the incident. Mr. Jarreau was shot as he held his hands in the air, while holding a green cup. The film crew and friends of Mr. Jarreau stated that the officer gave no warning(s), to Mr. Jarreau, prior to firing his weapon.
"At all times relevant herein, defendant Tribble was not wearing a police uniform and was dressed in clothes that a reasonable person would not identify as clothes of a peace officer.
"When defendant Tribble shot Mr. Jarreau, Mr. Jarreau only had a green cup in his hand.
"Mr. Jarreau had his hands in the air, while holding a green cup. The green cup was found at the site of the shooting, as stated by members of the film crew and eyewitnesses.

Aaron Huntsman, an 18-year veteran of the Connecticut State Police, is charged with stealing jewelry and cash from the victim of a fatal motorcycle accident.

A Connecticut state trooper is accused of stealing $3,000 worth of jewelry and cash from a man who was killed in a motorcycle accident.

Trooper Aaron Huntsman, 43, was arrested Thursday and charged with two counts of third-degree larceny, the Associated Press reports. He also faces charges of interfering with police and tampering with or fabricating physical evidence, according to Bethwood Patch.

Motorcyclist John Scalesse, 49, died in the accident last September, when he hit the back of a truck with his bike. according to CT Now. Huntsman, who was based out of a Bridgeport, Conn. troop, was among the emergency workers who investigated the crash scene.

After the accident, Scalesse's family reported to police that some clothing, as well jewelry and cash belonging to Scalesse was missing. They ultimately located the clothing, but could not find the jewelry or cash.

Police investigated and found the missing jewelry, which they say Huntsman had not logged into evidence. They also say they found a large amount of cash in Huntsman's police car.

One day after prosecutors in the Central Valley cleared a police officer in the fatal shooting of a parolee, attorneys for the man's family released graphic camera footage showing the officer firing 11 bullets into the man, including several that hit him in the back as he rolled on the ground.

Police in Manteca (San Joaquin County) say the officer opened fire after seeing a knife in the man's hand as the suspect got out of a pickup truck, and that a knife was later found in the bed of the vehicle. The family's attorneys countered that the man had been unarmed and trying to surrender when he was shot.

UPPER MARLBORO, Md. — A former police officer will spend 30 days in home detention for beating a University of Maryland student during a rowdy celebration following the school's 2010 basketball victory over Duke, a judge ruled Friday.

James Harrison was sentenced to a year in jail on the assault conviction. All but 30 days was suspended and the judge ordered the former Prince George's County officer to serve those in home detention.

At the center of the case was a video that shows the student half-skipping, half-jogging down the sidewalk and stopping by a police officer on horseback. An officer initially strikes him with a baton, and Harrison runs over later and also hits him. Defense attorneys said during a trial earlier this year that officers were trying to control a riot. Prosecutors described the event as a celebration.

Harrison told the judge he was proud to be a police officer and served for more than 20 years with distinction. He said he didn't agree with the jury's verdict in his case but he accepted it, and he asked the judge for leniency. Harrison's lawyer said the 48-year-old father of eight had already been punished enough, losing his career and becoming estranged from former coworkers.

The student Harrison was convicted of assaulting, John McKenna, who was 21 at the time, also spoke at the 30-minute hearing. He talked about an injury to his head from the beating, which required eight surgical staples to close, and said police officers came looking for a fight, a charge Harrison's lawyer disputed. McKenna said he would have to explain what happened at every job interview he ever goes on.

DELAWARE, Ohio — One of two Delaware County deputies who dropped off an intoxicated Mexican immigrant at a Taco Bell last summer rather than charge the man with drunken driving was fined $20 yesterday for his role in the incident.

The immigrant, Uriel Juarez Popoca, 22, had been picked up along I-71 the night of July 28 by the two deputies and a State Highway Patrol trooper. After the deputies left him at the restaurant, Popoca tried to walk home, was hit by a car and killed.

In 1971, Attica’s prison yard massacre shocked the public, prisoners, and political leaders across the United States. Massachusetts residents pledged to prevent such slaughter from ever happening there, and the governor agreed. Thus began a move for reform that eventually led to the prisoners at Walpole’s Massachusetts Correctional Institute winning control of its day-to-day operations.

Mass drug lab chemist indicted on 27 charges

Disgraced state chemist Annie Dookhan, the woman at the center of state drug lab fiasco, has been indicted on 27 charges, and will face a judge this week, the Attorney General’s office announced.

Authorities have said Dookhan, 35, of Franklin, has admitted to skirting lab protocols and tainting drug evidence — in some cases, turning negative samples into positive ones — over multiple years at the now-shuttered Hinton State Laboratory in Jamaica Plain.
