Idriss Déby Sent Me To Purchase These Surface-To-Air Missiles For Boko Haram – Political Aide

A Cameroonian investigative journalist, Bisong Etahoben, is reporting via twitter the arrest of Mahamat Bichara Gnoti, a close associate of Chadian President Idriss Déby Itno.

Mr. Gnoti was reportedly arrested on the Chadian-Sudan border with 19 SAM2 missiles he purchased from the Sudanese army meant for Boko Haram terrorist in northeastern Nigeria.

Mr. Gnoti who claimed that President Idriss Déby gave him the funds to purchase the weapons, had waved a presidential pass issued to him by Mr. Deby’s office in order to get past border guards but was stopped and searched by the guards who found the deadly weapons on him.

There has not been an official confirmation or denial either by the Chadian or the Nigerian authorities. A text message sent to the office of Colonel Sambo Dasuki (rtd), the National Security Adviser in Nigeria regarding Gnoti’s arrest did not receive a response, an aide said Mr. Dasuki is traveling in Mexico.

However, the arrest of Mr. Gnoti, if confirmed, will provide solid evidence that the Chadian President is largely behind Boko Haram lightning insurgency in Nigeria’s northeast.

Through it all, the U.S. has continued to mentor Chad’s military, and in return, that nation has lent its muscle to support Washington’s interests in the region. Chad, for instance, joined the 2013 U.S.-backed French military intervention to retake Mali after Islamists began routing the forces of the American-trained officer who had launched a coup that overthrew that country’s democratically elected government.

In September of 2013, the U.S. military organized meetings with Chad’s senior-most military leaders, including Army chief General Brahim Seid Mahamat, Minister of Defense General Bénaïndo Tatola, and counterterror tsar Brigadier General Abderaman Youssouf Merry, to build solid relationships and support efforts at “countering violent extremist operations objectives and theater security cooperation programs.” This comes from a separate set of documents concerning “IO,” or Information Operations, obtained from the military through the Freedom of Information Act. French officials also attended these meetings and the agenda included the former colonial power’s support of “security cooperation with Chad in the areas of basic and officer training and staff procedures” as well as “French support [for] U.S. security cooperation efforts with the Chadian military.” Official briefing slides also mention ongoing “train and equip” activities with Chadian troops.

All of this followed on the heels of a murky coup plot by elements of the armed forces last May to which the Chadian military reacted with a crescendo of violence. According to a State Department report, Chad’s “security forces shot and killed unarmed civilians and arrested and detained members of parliament, military officers, former rebels, and others.”

After Chad reportedly helped overthrow the Central African Republic’s president in early 2013 and later aided in the 2014 ouster of the rebel leader who deposed him, it sent its forces into that civil-war-torn land as part of an African Union mission bolstered by U.S.-backed French troops. Soon, Chad’s peacekeeping forces were accused of stoking sectarian strife by supporting Muslim militias against Christian fighters.

In May, despite this, the U.S. sent 80 military personnel to Chad to operate drones and conduct surveillance in an effort to locate hundreds of schoolgirls kidnapped by Boko Haram in neighboring Nigeria. “These personnel will support the operation of intelligence, surveillance, and reconnaissance aircraft for missions over northern Nigeria and the surrounding area,” President Obama told Congress. The force, he said, will remain in Chad “until its support in resolving the kidnapping situation is no longer required.”

In July, AFRICOM admitted that it had reduced surveillance flights searching for the girls to focus on other missions. Now AFRICOM tells TomDispatch that, while “the U.S. continues to help Nigeria address the threat posed by Boko Haram, the previously announced ISR support deployment to Chad has departed.” Yet more than seven months after their abduction, the girls still have not been located, let alone rescued.

This increased U.S. interest in Chad follows on the heels of a push by France, the nation’s former colonial overlord and America’s current premier proxy in Africa, to beef up its military footprint on the continent. In July, following U.S.-backed French military interventions in Mali and the Central African Republic, French President François Hollande announced a new mission, Operation Barkhane (a term for a crescent-shaped sand dune found in the Sahara). Its purpose: a long-term counterterrorism operation involving 3,000 French troops deployed to a special forces outpost in Burkina Faso and forward operating bases in Mali, Niger, and not surprisingly, Chad.

“There are plenty of threats in all directions,” Hollande told French soldiers in Chad, citing militants in Mali and Libya as well as Boko Haram in Nigeria. “Rather than having large bases that are difficult to manage in moments of crisis, we prefer installations that can be used quickly and efficiently.” Shortly afterward, President Obama approved millions in emergency military aid for French operations in Mali, Niger, and Chad, while the United Kingdom, another former colonial power in the region, dispatched combat aircraft to the French base in N'Djamena to contribute to the battle against Boko Haram.

With Chad, the United States finds itself more deeply involved with yet another authoritarian government and another atrocity-prone proxy force. In this, it continues a long series of mistakes, missteps, and mishaps across Africa. These include an intervention in Libya that transformed the country from an autocracy into a near-failed state, training efforts that produced coup leaders in Mali and Burkina Faso, American nation-building that led to a failed state in South Sudan, anti-piracy measures that flopped in the Gulf of Guinea, the many fiascos of the Trans-Sahara Counterterrorism Partnership, the training of an elite Congolese unit that committed mass rapes and other atrocities, problem-plagued humanitarian efforts in Djibouti and Ethiopia, and the steady rise of terror groups in U.S.-backed countries like Nigeria and Tunisia.

In other words, in its shadowy “pivot” to Africa, the U.S. military has compiled a record remarkably low on successes and high on blowback. Is it time to add Chad to this growing list?

Army Arrests 3 Igbos Suspected for Supplying Arms to Boko Haram?

Three suspected gun runners of Igbo origin, were reportedly heading to the North from Imo State but intercepted in Nsukka, Enugu State, by officers and men of the Nigerian Army while travelling in a bus.

Items recovered from them include 40 AK47 magazines, 4 boxes of AK47 live ammunition,100 pieces of live cartridges, one piece of Denim Mopol khaki and charms concealed in a cap.

One of the army officers who spoke to reporters under anonymity disclosed that a police corporal serving in Imo State Police Command was also involved in the arms running.

He said: “When we asked the occupants of the vehicle to come down, we discovered a police corporal in uniform among them. The corporal on getting down pretended to be pressed; he later ran away.

A Russian airplane intercepted by Nigerian authorities Saturday on its way to neighbouring Chad, was transporting a large cache of AK47s and bullet proof vests, and other items, the News Agency of Nigeria has reported.

Security operatives at the Malam Aminu Kano International Airport, Kano, on Saturday seized the plane which landed at the airport at about 2a.m. as a result of technical problems.

Crew members of the airplane have been detained while investigations are ongoing, NAN quoted a source as saying.

“Security has since been beefed up at the airport in order to ensure proper investigation,” the source said.

The general manager of communication, Federal Airport Authority of Nigeria, FAAN, Yakubu Datti, confirmed the seizure of the plane.

He said the pilot sought permission to land at the airport after the plane developed problems.

“The plane had a technical problem and the pilot sought (for) permission to land at the airport’’, he said.

Mr. Datti said security agencies had since commenced investigation into the matter.

Security sources told PREMIUM TIMES the plane was travelling to N’djamena, the capital of Chad.

A spokesperson for the Nigerian military, Chris Olukolade, could not be reached on Saturday for comments.

The spokesman of the Joint Military Task Force in Kano, Col. Eze, did not also respond to telephone calls.

The Police spokesperson in Kano, Magaji Majiya, said details of the arrest could only be provided by the airport security.

The Defence Headquarters has however confirmed the development on its twitter handle [@DefenceInfoNG].

“An Antonov Cargo aircraft carrying some military hardware was arrested at the Mallam Aminu Kano International Airport in the early hours of Saturday 6th Dec. 2014,” the military tweeted.

“Investigation is ongoing to determine the content and origin of the aircraft. Further details will be made as soon as the investigation is completed.”

PR Nigeria, an agency known for distributing press statements on behalf of the Nigerian military, later circulated a statement saying the aircraft contained “a chopper tucked in it”.

“… Intense investigation is ongoing including using diplomatic means to unravel the mission of the aircraft, its origin and destination,” the statement said.

Competent security sources confirmed that the aircraft and crew are under protective custody pending conclusion of investigation.

This is the third time since 2009 that a Russian plane loaded with arms would be arrested in Kano.

The detained planes were later released after investigations.

The destination of the latest aircraft has however raised concerns amid increasing worries in Nigeria over Chad’s alleged role in the Boko Haram insurgency plaguing Nigeria’s northeast.


Nigeria seizes aircraft, weapons bound for Chad

Kano — Nigeria has seized an aircraft loaded with at least one military helicopter and heavy weapons bound for Chad that made an unscheduled landing at Kano airport, airport and security officials said Sunday.

Five Ukrainian crew members were detained, said Nigerian security agents, who insisted on anonymity because they were not authorized to speak to the press. The flight crew said the plane was flying from Bangui in Central African Republic to N'Djamena, the capital of Chad, said the security agents. Kano is far northwest of that air route.

The airport authority confirmed Sunday that a Russian-made Antonov transport plane was seized Saturday, apparently after it made an emergency landing because it was running out of fuel.

The plane carried one helicopter, according to PR Nigeria, a public relations company hired by the government. But security officers said the cargo included two helicopters, rocket launchers and machine-guns.

An "intense investigation is ongoing including using diplomatic means to unravel the mission of the aircraft, its origin and destination," PR Nigeria said.

Chad has thousands of troops in Bangui, as part of an African Union peacekeeping force.

Nigeria has had its own controversies about acquiring helicopter gunships to fight an Islamic uprising in the northeast. South Africa in September and October seized and froze some $15 million in cash and bank transfers with which officials intended to buy helicopters.

The Russian airplane intercepted by Nigerian authorities Saturday [December 6] on its way to neighbouring Chad, was transporting a large cache of AK47s and bullet proof vests, and even a helicopter, images of the contents of the aircraft obtained by PREMIUM TIMES, have shown.

The Russian jet, labelled AH-124-100, is a heavy military transport aircraft. Air cargo experts describe it as one of the biggest serial and strategic heavy lifters in the world. It is intended for the transportation of heavy and oversized cargo and various special-purpose vehicles.

There is a helicopter inside the aircraft grounded in Kano. It also contains various military hardwares Nigerian officials suspect to be arms, ammunitions and special equipment.

Boko Haram: Ali Modu Sheriff Makes Secret Visit To Arms-laden Chad-bound Plane Detained In Nigeria

Former governor of Borno State, Ali Modu Sheriff, widely accused of sponsoring Boko Haram insurgents in Nigeria, may be lobbying for the release of the Chad-bound cargo aircraft confiscated in Kano for transporting large consignment of military hardware, PREMIUM TIMES can report today.

Sources at the Aminu Kano International Airport, where the plane is currently detained, said Mr. Sheriff visited the Kano airport at about 10 p.m. on Saturday and held discussions with some officials on the possibility of releasing the aircraft.

Our sources said on arriving the airport, officials allowed the former governor a secret tour of the aircraft, during which he inspected its consignments.

“I was there and I saw him and two airport security officials accompanying him to inspect the plane. I saw the black helicopters and two bullet proof SUVs,” one of our sources said. “I also heard him (Mr. Sheriff) say verbal directive had been given from Abuja for the release of the plane but that authorities of the airport were insisting on written directive.”

Mr. Sheriff could not be reached to comment for this story. His known mobile telephone number was switched off for several hours that PREMIUM TIMES called Saturday. He is also yet to reply a text message sent to him.

The Manager of the Kano Airport, a Mr. Adamu, told PREMIUM TIMES he is in Abuja and was therefore unaware of Mr. Sheriff’s tour of the detained aircraft.

The former Borno governor is a close ally of both the Nigerian president, and the government of Chad – the plane’s final destination.

A 2010 Intelligence report by a Nigerian security agency suggested that Mr. Sheriff was personally involved in the recruitment, training and dispatch of Boko Haram fighters, under the full cover of Idris Deby, the Chadian president.

Chad is Nigeria’s neighbour. Laying on Nigeria’s northeast shoulder, and sharing long distances of unregulated borders, it is considered a window to safety for Boko Haram fighters.

An Australian negotiator engaged by the Nigerian government to bring Boko Haram insurgents to the negotiation table, Stephen Davies, also spoke of how the insurgents named Mr. Sheriff as one of their sponsors during his conversations with the terrorists.

Airport officials told PREMIUM TIMES Mr. Sheriff’s verbal pressures to let the plane go was turned down. He was asked to get written permission from “ogas at the top” – authority high up in Abuja – our sources said.

After inspecting the plane and holding discussions with local officials, Mr. Sheriff reportedly left for Abuja, Nigeria’s capital city, in a private jet at about 11:30 p.m. Saturday.

Security operatives at the Kano Airport had seized the plane when it landed at the facility at about 2a.m. Saturday as a result of technical problems. Crew members of the airplane were immediately detained while investigations continued, officials said.

“Security has since been beefed up at the airport in order to ensure proper investigation,” the officials added. The General Manager, Communications, Federal Airport Authority of Nigeria, FAAN, Yakubu Datti, confirmed the seizure of the plane.

It's not - they've been around for a while and have had links with northern politicians for most of that. 'Boko' is Hausa, it means 'Western education' (meaning secular, as opposed to Koranic schools). But plenty of reasons to suspect French and possibly American helping hands. Hence this thread. Watch for reports of BH using choppers - that would be a first.

Protesters flood Kano over Russian cargo plane

Kano - A Kano-based Civil Rights Groups were protesting outside the Mallam Amino Kano International Airport demanding an explanation on the Chad-bound Russian cargo plane that has landed in the country over the weekend, Premium Times reported.

The protesters have expressed that they need to know what the relationship is between Nigeria and the aircraft that has been laden with military equipment.

With the ongoing insurgency in the country the protesters feel that they cannot overlook the sudden appearance of a cargo plane that has weapons and helicopters.

The Nigerian government has stated that they will not releasing the plane just yet as investigations continue.

As France scuttles to force the release of an impounded Antonov plane, detained by the Nigerian authorities of the Aminu Kano international airport yesterday, more details about the cargo and supposed purpose of the shipment begin to be found out.

Security sources say that a second level inspection only found the 15 more passengers on the flight, all dressed in army uniform.

There is a bullet proof Range rover HSE also aboard the plane in addition to two French Army Gazelle light helicopters and an unspecific amount of ammunition. Earlier reports stated clearly that AK47 guns and bullet proof jackets were found on the plane. French authorities are trying hard to deny these finds of illegal and suspicious shipment of arms, which have been collaborated by various sources.

The French as reported by their ambassador, Jacques Champagne de Labriolle, claim the shipment was from Bangui, CAR to Chad for donation to the regional anti-terror forces operating in Boko Haram plagued zones of Chad, Cameroon and Nigeria. The Nigerian government has however accused French neighboring nations of collaborating with Boko Haram and is detaining the plane for further investigation, “not buying the French tale” full of discrepancies and question marks.

Russia who have 15 agents on the flight had first denied ownership of the plane before later admitting it was theirs on-hire by the French.

There are reports the Jonathan government may have by now released the plane under pressure from France and Boko Haram linked ex-Borno Governor, Ali Modu Sheriff who visited the airport and has close links to Chad President, Idriss Deby, also fingered as a Boko Haram financier.

Kano - The Federal government has decided to release the Chad-bound Russian plane that was detained at the Aminu Kano Airport, Premium Times reported.

The Chief Air of Staff, Adesola Amosu said this afternoon that the government approved the release of the plane and had no reason to keep it.

The cargo plane was carrying helicopters and military equipment and had departed from Central African Republic bound to Chad.

Nigerian authorities however did check the plane and due to the nature of the cargo authorized the plane to leave.

Boko Haram: Residents In Captured Borno Communities Pay Allegiance To Chadian Mercenaries

Chadian mercenaries hired by the Boko Haram sect have now taken over the administration of most communities seized by the insurgents in the northern part of Borno State where they, amongst other things, sit in court to adjudicate on communal disputes, escapee villagers have reported.

Witnesses said the Boko Haram terrorists have now replaced all the sacked government institutions as they now rule over those who could not escape from the seized communities with an iron fist, sword and bullets.

Some of the escapees from Gajigana village in Mobbar local government council of Borno, where the Boko Haram had last Thursday attacked and killed about 30 persons, injured several others and burnt down half of the communities, said about 10 local government areas are now under the full command of the insurgents.

LEADERSHIP can authoritatively report that at least 12 local government councils of the state, mostly in the northern district, are currently under the stranglehold of Boko Haram.

Kalli Abdullahi, a resident of Gajiganna who managed to make to Maiduguri, said the insurgents that attacked them were tribesmen from Mangal in Chad Republic, adding that they are now administering the conquered territories.

“The Chadian rebels from Mangal now preside over meetings in most of the villages”, said Kalli. “The sit in courts and hear disputes and pass judgement for the locals who are in dispute with one another.

“Just before they attacked Gajigana last week, the Manga tribesmen of Chad normally came around to judge the people. As a matter of fact, some days before the attack on Gajigana, there was a problem between one of our friends and a Fulani man who took his herd of cattle into the farm of our friend. After our inability to resolve the ensuing dispute – which had taken a dangerous dimension, we had to report the matter to Boko Haram men, who came to resolve the matter. They found the Fulani man guilty and ruled that he must pay a fine equivalent of five bags of beans within 24 hours face the death punishment; and the Fulani man quickly complied.”

On why the terrorists attacked the serene village of Gajigana, the source said that the terrorists had accused the villagers of reporting to security operatives that a forceful recruitment of young men in the surrounding villages was taking place.

For that crime, they staged a major attack on the village of Gajigana last week.

“When the terrorists came attacking, we heard them saying that we were the ones that went to report their secret recruitments around Gajiganna. As if that was not enough, they suddenly started burning houses, and those of us who were lucky escape took to the bush for days until we arrived in Maiduguri this Sunday (yesterday) morning.”

According to Abubakar, towns and villages in about 11 local government areas in northern Borno, comprising “Abadam, Kukawa, Marte, Ngala, Dikwa, Mobbar, Nganzai, Magumeri, Marte, Kala-Balge, and Monguo, had all been deserted by the security forces, except in some few local government headquarters.

He added that the insurgents and their Chadian rebels had mounted closer surveillance of all movements and activities on the residents, and any person caught discussing their activities is severely dealt with.

“They monitor every movement, all the things we do, the kind of people you meet with and sometimes they would call you to ask what you discussed or what you heard people discussing. If you lie in your response and they find out, they will get you and kill you so as to instill fear in the people, who will then tell them everything they know,” he said.

An official of the Nigeria Vigilante Group, Muhammed Gava, also confirmed the incident in Gajigana, saying that 11 persons died while 17 others were taken to hospitals with serious injuries.

Yesterday, three members of the insurgents group, Boko Haram, who partook in recent attacks and killings around towns and villages of Borno State, were arrested at a refugee camp in Maiduguri where they were faking to be part of IDPs from Baga, LEADERSHIP Weekend reports.

One of them who agreed to squeal said he was never a lover of the sect until he was forcefully conscripted into the sect through diabolic means.

Gambo Muhammed, a 27-year-old native of Gaya in Kano State who was born and brought up in Malumfatori, confessed that he had killed “only six people” since he was forced to join Boko Haram last year.

According to the scraggy looking arrested Boko Haram member, he was forced to join the Boko Haram sect after some members of the group threatened him and several others with death upon them and their family should they refuse to pick up arms and fight against non-members.

“I and over 40 other young men were forced to become Boko Haram members in Baga town when Boko Haram gunmen came to round us up in the mosque,” he said.

“When we were taken to a bush camp near Konduga we were given some water that was used to wash off some Arabic inscription from a wooden tablet, and we were also given a fresh date that was rubbed with some substance to eat. After eating mine, I felt some internal heat, and then I began to sweat profusely; that was all that I could remember and I became a full member of the sect doing everything other members were doing including killing people.

Boko Haram's Baga massacre: The days Nigeria stood still

While the world catches up to the horrors of the massacre in Baga, Nigeria, GREG NICOLSON talks to those trying to salvage something from the ashes, including one of the Amnesty workers who said it might be the deadliest attack in Boko Haram's already violent history.

Daniel Eyre got the first report from Baga last Monday. On the shores of Lake Chad near the borders of Chad and Cameroon, the town sat just over six kilometres from a Nigerian military base. Amnesty International has been working in the north-eastern area of Nigeria for years, with more than six visits since 2012, and has many contacts in the area, says Eyre, the organisation's country researcher.

The caller said hundreds had been killed by Boko Haram. Most military outposts in the region have been attacked recently and Baga has been raided by the militants before, including an incident in 2013 when the Nigerian military was accused of causing most of the 200 deaths. This time was worse, said local government officials and human rights activists fleeing the town. Eyre compiled the different accounts: who saw what on the different escape routes.

One source said Boko Haram were going from house to house dragging out men of fighting age and executing them in the street. Most of Baga fled, but an elderly man told Eyre that Boko Haram imprisoned those remaining. Eventually they were told, “Join us or leave.”

While it's too early for conclusive figures, Amnesty International estimates that hundreds of people have been killed in Baga by Boko Haram, perhaps as many as 2,000, as the armed group attacked the town last week. “The attack on Baga and surrounding towns, looks as if it could be Boko Haram’s deadliest act in a catalogue of increasingly heinous attacks carried out by the group,” said Eyre in an Amnesty press release that's caused shockwaves around the world.

In a statement, the Nigerian military said calling the Baga assault Boko Haram's “deadliest” was “quite valid”. The military used the event to deflect criticism away from its own human rights record. “The attack on the town by the bloodhounds and their activities since 3 January 2015 should convince well-meaning people all over the world that Boko Haram is the evil all must collaborate to end, rather than vilifying those working to check them,” the statement continued.

A government spokesperson has been cited claiming the attacks on Baga and surrounding areas has led to 2,000 people displaced within Nigeria with another 2,000 fleeing to Chad. Figures from the United Nations, however, say at least 7,300 Nigerian refugees have arrived in Chad after fleeing the fighting.

Nwakpa On, head of communications for Nigerian Red Cross, says it is hard to estimate the number of displaced, as people are moving between refugee camps and leaving to stay with relatives. The Red Cross is providing humanitarian aid for those affected by fighting in the region. “Some of them actually lost everything: their livelihood, their accommodation, everything,” On told Daily Maverick over the phone from Nigeria. “The humanitarian need is very, very high and urgent,” said On. Last November, Red Cross launched an appeal to scale up operations in north-east Nigeria, heavily affected by Boko Haram, aiming to raise 450 million naira, about R30 million. It's raised only 25 percent of that.

Witnesses have told harrowing stories of Boko Haram razing Baga. “They came, many hundreds of them, with guns, trucks and grenades,” resident Amosun told The Guardian. “They burned all the houses they could reach and set the military base on fire,” Kumsuri Gaborou told the publication. “We don’t know exactly how many lives are lost, but it was many. Some ran away into the bush and others drowned. The canoes were completely overloaded and turned upside down. I saw at least three boats of women and children all dead that way.”

Speaking to Nigeria's Daily Trust, those displaced by the fighting told of walking up to 200 kilometres to find safety, still worrying about the fate of relatives. “Nobody was spared, unless [Boko Haram] did not spot you. Even people who found their way to the bushes were pursued and killed,” Baga government district head Alhaji Baba Abba Hassan told the publication.

Andrew Noakes, who has experience at Amnesty International and Save the Children and is coordinator of the Nigeria Security Network, a group of experts on insecurity in Nigeria, says it is too early to assess how many people were killed. “The area has been overrun and casualty counting is nearly impossible. Nonetheless, reports from survivors suggest the violence has been abnormally brutal, even by Boko Haram's standards. The attack does not seem to have provoked a change in approach from the government or military,” Noakes told Daily Maverick on Monday.

He says one reason Baga may have been attacked in response to civilian vigilantes protecting themselves from Boko Haram. “Unfortunately, civilians feel they have no other choice than to rely on vigilantism,” Noakes explained. “The military is deployed in insufficient numbers to protect civilians across such a large area, and on a strategic level not enough emphasis is placed on civilian protection. Vigilantism may ultimately do more harm than good, as it provokes Boko Haram into attacks on civilians and the various militias may in time develop agendas that are detrimental to civilian protection. Nonetheless, until the army can fill the gap, it is unlikely vigilantism will disappear.”

Eyre said Nigeria's government must find a way to protect citizens of northern Nigeria. “What's clear is civilians are not being protected at the moment,” said the Amnesty worker. He added that war crimes and crimes against humanity had occurred in the region. United Nations Secretary Ban Ki-moon has said he is appalled by Boko Haram's attacks.

On Sunday, two suspected child suicide bombers left 26 dead in a market in Nigeria's Yobe state. This followed killings in the neighbouring Borno state on Saturday, where 16 people died as bombs strapped to a 10-year-old girl detonated in a popular market. It's likely Boko Haram are behind both attacks. “These images from northern Nigeria should be searing the conscience of the world. Some 2,000 innocent children, women and elderly reportedly massacred in Baga. A young girl sent to her death with a bomb strapped to her chest in Maiduguri. And lest we forget, more than two hundred girls stolen from their families, still lost,” said UNICEF executive director Anthony Lake in a statement on Sunday.

According to reports, both air and ground Nigerian forces are fighting to regain Baga, but the military has struggled since Boko Haram has led attacks on civilians since 2009. The fighting has led to an estimated exodus of 135,000 people from Nigeria and the displacement of 850,000 within the country. It's reported that around 10,000 people died in the fighting in 2014 alone.

As Nigerian President Goodluck Jonathan has shown an inability and unwillingness to deal with the issue, South African Department of International Relations and Cooperation spokesperson Clayson Monyela has suggested to Eyewitness News that South Africa might be available to help combat Boko Haram or take part in an expanded military intervention. “We can’t sit by and just watch people being slaughtered in this manner. We are calling on the international community to rally behind Nigeria,” said Monyela.

Noakes, however, said combating Boko Haram would require negotiation. “In the long term, the best way to end an insurgency is through a negotiation,” he emailed from London. “But Boko Haram has little incentive to negotiate at the moment, given its success on the ground. Taking back the initiative will be the first step towards negotiation, then making an adequate offer that addresses the underlying drivers of the conflict, including human rights violations and under-development, will be the next. A multi-national force should be a last-resort option. The north-east of Nigeria has a long and proud history of resistance to foreign influence, and large-scale, overt intervention from outside may make things worse rather than better. That said, assistance with things like training would be useful.”


A previous massacre in Baga, in April 2013, was perpetrated by the army and killed about 180 people. That kind of thing generates local support (and recruits) for Boko Haram.

Nigeria Human Rights Body Indicts Military On Baga Killings

The report says attention should be on the scale of force in Baga than the casualties.

Nigeria’s human rights body has rebuked the scale of military force used on the coastal town of Baga, Borno state, where between 30 and 200 people were killed in fighting between soldiers and Boko Haram militants in April. The report also criticizes the government for focusing more on the number of casualties than the legality and the scale of the force.

The National Human Rights Commission said in an interim report on what is now known as the Baga massacre, released Sunday, that while it was yet to announce its impression of the the numbers killed in the attack, and those responsible, the incident illustrates “serious concerns” about “proportionality of the use of force as well as humanitarian and human rights compliance in internal security operations.”

“Most of the allegations against the JTF(military’s Joint Task Force) clearly appear to raise questions of proportionality of the use of force and standards applicable to the conduct of the armed forces in internal security operations.”

The commission said it was “tragic” for the federal government to give more attention to the debate on the number of those killed than the legality of the killings, as though there exists a threshold for accepting extrajudicial killings.

“The details of Baga incident have been drowned out by competing claims about the casualty count with a focus on the numbers reported killed rather than on whether the nature of force that resulted in the their killing was proportionate or disproportionate taking account of all circumstances of the case, and, therefore, whether the force was ultimately lawful or unlawful,” the report said.

“Through this controversy, the impression has been created that certain thresholds of numbers of killing may be permissible so long as they are made to appear low enough. Government has not done enough to discourage the impression. The commission considers this tragic.”

The 40-page report comes only days after the Senate absolved the military of blame over the incident which drew widespread condemnation and placed Nigeria’s human rights record on the global spotlight.

The early April attack reportedly occurred after insurgents shot and killed a soldier at a local bar drawing a forceful response from a military unit based in the area.

Residents of the small town on the Lake Chad coastline said between 185 and 200 people were killed, while between 2,000and 4,000 homes were destroyed in the crossfire. Those figures were supported by the Borno state governor, Kashim Shettima, and the senator representing the district, Maina Lawan.

International rights organization, Human Rights Watch, also claimed satellite images showed that 2,275 homes destroyed.


The military denounced the figures as “grossly exaggerated” saying only 37 people died amongst them, one civilian.

The senate report, released on Wednesday, supported those claims. The committees on defence and army, internal security and police, which investigated the case, said they found only nine new graves and 115 burnt homes.

The Nigerian Human Rights Commission said while the casualty count is important to its investigation, its focus is on the lawfulness of the force applied and responsibility for it, taking account of all the circumstances of the case.

It said in those concerns must be addressed by the federal government, security forces and institutions of accountability in the search for durable solutions to the crisis in the northeast region.

The report said while there were credible allegations that Boko Haram fighters are involved in killings, rape, forced abduction, and forced marriage of women and attacks on schools, teachers, churches and other places of worship, the military’s Joint Task Force, was also accused of extrajudicial executions, torture, indeterminate detention, indiscriminate disposal of remains of killed insurgents.

“The allegations about detention practice are extensive. Detainees are allegedly held in un-gazetted places of detention, with no or inadequate documentation and outside the safeguards provided for under applicable laws, including the Constitution of Nigeria and the African Charter on Human and Peoples’ Rights. They are not allowed access to family, counsel or medical personnel,” the commission said.

The commission also identifies the forced displacement of entire community as a consequence of the security situation and the deployment of troops to the north-east.

It said most of those displaced from their home have refused to use the camp provided by National Emergency Management Agency (NEMA) for fear that they may be easy targets by security forces and the insurgents.

“Many of them are not encamped, some of them fear that registering with the camps maintained by the NEMA could expose them to the attentions of the security agencies or of JTF. They are also reported to be in fear for safety of camps from possible JALISWAJ(Boko Haram) attacks. We have been unable to verify these fears but call attention to the fact that they exist.”

The report says the security situation in the region has worsened the already dire human development statistics in the region as indices like maternal mortality and poverty have escalated.

“Compounding these issues, the farming communities of Borno State in particular have lost the 2013 planting season, mostly attributable to fear of JALISWAJ. The consequences of this are far reaching. The immediate result is the likelihood of a food security and nutritional crises in Borno and surrounding States that are dependent on the agricultural output from its Lake Chad Basin.”

Abubakar Shekau is the leader of Jama’atu Ahl as-Sunnah il-Da’awati wal-Jihad, more commonly known as Boko Haram. Later that month, Shekau issued a second statement expressing solidarity with al-Qaida and threatening the United States. Under Shekau’s leadership, Boko Haram’s operational capabilities have grown.

The group set off its first vehicle-borne improvised explosive device (IED) in June 2011, and has increasingly utilized IEDs in attacks against soft targets. Boko Haram’s August 26, 2011 vehicle-bomb attack on the United Nations headquarters in Abuja, Nigeria marked the group’s first lethal operation against Western interests. At least 23 people were killed, and 80 more were injured, in the attack. A purported Boko Haram spokesman claimed responsibility for the attack and promised future targeting of U.S. and Nigerian government interests.

On May 1, 2012, less than one week after the group bombed a Nigerian newspaper building in Abuja, Boko Haram issued a video statement threatening more attacks on local and international news outlets, including the Voice of America and Sahara Reporters, a New York-based media service.

Under Shekau’s leadership Boko Haram has continually targeted young children. On April 14, 2014, Boko Haram kidnapped close to 300 girls from their school in northern Nigeria. In a video message released three weeks later, Shekau claimed responsibility for the kidnappings, calling the girls slaves and threatening to sell them in the market.

On June 21, 2012, the U.S. Department of State designated Shekau a Specially Designated Global Terrorist under Executive Order 13224.


He uses birth dates ten years apart? Is described as 'tall' and 'slim', when the guy on the videos is not particularly tall and pretty well built in some of them. Most importantly, if the Nigerian generals, or vigilantes, or traitors in BH, can make $7m by capturing him, why has that not happened?

Cameroon says Chad to send large military contingent to fight Boko Haram

(Reuters) - Chad will send a large number of troops to neighboring Cameroon to help it fight increasing incursions from Boko Haram Islamist militants attacking from Nigeria, the Central African nation's president said on Thursday.

The announcement by President Paul Biya did not specify how many troops Chad will send, but comes a day after the Chadian government said it will actively help Cameroon fight Boko Haram militants.

Chad President Idriss Deby Itno "has decided to send a large contingent of Chadian armed forces to help the Cameroonian Armed Forces facing...repeated attacks from the Boko Haram terrorist sect," Biya said in the statement on the presidency's website.

Biya has called for international military help to fight the Islamist militant group that has seized swathes of northern Nigeria and is threatening neighbors who share borders with the northeastern zones occupied by the group.

Boko Haram, which aims to carve out an Islamist state in northern Nigeria, has stepped up attacks in the region as Nigeria, Africa's biggest economy, prepares for a crucial Feb. 14 presidential election.

The group has also carried out a number of attacks and raids across the border in northern Cameroon, prompting the government to deploy thousands of troops including special forces.

United Nations Special Representative for West Africa Mohamed Ibn Chambas on Thursday, urged Nigeria, Cameroon, Chad and Niger, the four nations in the region immediately threatened by Boko Haram, to set aside their differences and agree on a command structure and strategy for a regional force to defeat the militants.

A soldier who was not authorized to speak to newsmen told DAILY POST in Maiduguri, the Borno state capital on Thursday, that, most of the insurgents killed were Chadian Nationals.

“It was a battle and we thank the people of Biu for being brave and thanks to the fighter Jet that came in good time, so we pursued them even to Zur forest where many of them were killed. But the sad thing is that we discovered certain papers on them that suggest they were from the Republic of Chad. I mean most of them but of course the rest are Nigerians.” He said

Also residents of Biu who went to see the corpses of those killed and brought to Biu town said; majority of the Islamic sect members killed were not Nigerians.

The most horrific terror attacks in recent memory marked the beginning of the New Year. If you think I'm referencing the Charlie Hebdo incident, you're wrong. I'm talking about the slaughter of up to 2,000 Nigerians by radical Islamist group Boko Haram. The differential media coverage of the Nigerian massacre and events in Paris is, to say the least, confounding.

According to numerous reports, hundreds upon hundreds of bodies still litter the fields in Baga, Nigeria--mostly the aged, the frail, children, and others too slow to outrun the hate-filled Boko Haram fighters who besieged the town. The Baga massacre is likely the bloodiest in Boko Haram's disgusting history. And the violence continued soon after as Boko Haram fighters persuaded or forced a 10-year-old girl to blow herself up, murdering herself in order to murder others.

Why, when I turn on CNN, do I see hours and hours of coverage of the Charlie Hebdo attack, and barely anything about the aforementioned events in Nigeria? Is it because Nigeria is not a Western country? Is it because the Nigerians killed were black? (#Blacklivesmatter.) Is it because one expects a terror attack to take place in Nigeria, but not in Paris? Whatever the answer, the differential coverage is a real problem, if only because it is distorting Americans' perceptions.

When Islamic terrorism inflicts the West--whether it take place in Canada, Australia, or France--it seizes national headlines. But terrorism has far more malicious affects on developing countries like Nigeria than on the West. Terrorism is claiming far more lives in the Middle East and Africa than it is in Europe and America. (One remembers the recent murders of hundreds of Pakistani schoolchildren.)

American media should not pretend as if nothing is happening as Nigeria continues to battle the ignorant cancer calling itself Boko Haram. Nigeria's struggle with radicalism is at least as newsworthy as our own.

Thanks Luther. Yeah, telling difference hey? Although I'm slightly suspicious about the way Amnesty International came out with such a large casualty figure so quickly, and how the Chadians now say they want to recapture Baga (in the absence of any invitation from the Nigerian government).

Nigerian officers face court martial over Boko Haram

(Reuters) - Nigeria has ordered a brigadier general and 21 other army officers to face a court martial over alleged sabotage in the war against Islamist militant group Boko Haram, two military sources said on Tuesday.

The charges were not specified.

Some officers have long been suspected of colluding with Boko Haram, with President Goodluck Jonathan saying in May that the Sunni jihadist group had "infiltrated ... the armed forces and police".

This is the first time senior army officers have been put on trial for offences relating to the fight against Boko Haram.

The militant group killed an estimated 10,000 people last year in its battle to revive a medieval caliphate in Nigeria, Africa's most populous country and its biggest energy producer.
