Nowadays, besides consulting CIA-Snopes I also look to the ARGonauts at Unforums online:

They seem unsure though.

Hava, I don't know of a specific example that meets the specifics of your question but the simple answer is YES, as training for police work, detective work, and espionage:

That's the only "official" ARG-as-Intel-Training example I've ever really come across. Of course, there is always the possibility it wasn't what it seemed either.

I think this and many other models for the use / misuse of ARGs and gaming for Intel Operations is evident in geo-caching games and ARGs / LARPs like NeuroCam:

Of course, now with the TwitterBot and other Automata / Persona software this can be done even more easily I suppose.

Disaster preparedness is about as sexy as flossing regularly, but a new alternate reality game could put the fun into contemplating the destruction of Los Angeles.

There has been one very unfortunate development in this Indian Lake Project mystery. The Village of Indian Lake - that is the local authorities - has sunk as low as to cooperate in the making of a fake video à la Blair Witch of the apparent disappearance of a group of young explorers who came to the village to investigate the Indian Lake Project mystery. For the promotion of tourism. Deplorable, in my opinion. Check it out.

Abandoned ship in mall parking lot promotes flat Earth theory

BOAT
John Rennison,The Hamilton Spectator
A boat that some say has been popping up around Hamilton with grafitti promoting Jeranism, a movement that supports flat-earth theories, was left at Centre Mall on Christmas Eve.
Whether elaborate prank or loony politics, someone left The Centre on Barton with an early present docked at their doorstep on Christmas Eve.
A small boat, wrapped in tin foil with rambling bits of text scrawled on its exterior from starboard to port, has been parked on a trailer at the shopping mall for more than three days.
Staff Sgt. Frank Miscione says Hamilton police went to the scene on Dec. 25 and 26, and have determined the boat does not pose a threat.
Since there was no hate speech or any danger to the public, it's now up to the city's bylaw enforcement department to decide what to do with it, he added.
Inside the boat is an assortment of items including clothes, memory foam and a book titled "Mysteries of the Unexplained."
The muddled exterior text includes references to Jeranism, an emerging countercultural movement based on flat earth theories and the rejection of conventional science.
Among the blood-red hand prints and scribbled notes are suggestions to "Open your II III II there's truth inside," and musings about NASA being a joke and having "really bad acting."
The text also provides a link to a website where passersby could further research the topic, but mistakenly links to a British-based travel agency domain at globebusters.com/jeranism instead of the likely intended jeranism.com/globebusters.
Centre on Barton security said Sunday there has been no opportunity to get in touch with Hamilton bylaw enforcement since Christmas Eve, so the boat would be enjoying a minimum four-night stay on their property.
Miscione said Centre security has contacted the owner and asked the individual to remove the boat. Police could not confirm whether their officers had interviewed the owner.
A small portside poem was left as a warning on the side of the boat:That was a good one, the joke was on us
I know it sounds crazy but it's God now we trust
The Key-Wit is flowing, hear them all hiss;
The Globe is a joke and I'm not gonna miss
I know it sounds Crazy, As if Stars are Souls
We all live on a Plane and there's only one pole
The Great Grandmother, She's not the only one,
There's lots of others, gonna come undone.
