Pinky = Jack Ruby, The Brain = CIA
'Pinky and the Brain' is an inoculation decoy using keywords and memes about Jack Ruby and the CIA, the murder of JFK.
That 1993 cartoon is a Steven CIA Spielberg project.
So USG agendas are embedded, as usual.
The ritual catch-phrase exchange between these two Spielberg characters was-
Pinky: "Gee Brain, what do you want to do tonight?"
The Brain: "The same thing we do every night, Pinky—try to take over the world."

A post-Oliver Stone's 'JFK' movie period when the Clinton admin. was setting up the release of documents on this dangerous topic.
'Pinky' was the nickname of Jack Ruby, according to the woman who famously warned of JFK's murder, Rose Cherami.
When Jack Ruby was found dead, his apartment was filled with cages of mice, as though for some deadly science experiment.

"Everything pertaining to what's happening has never come to the surface. The world will never know the true facts, of what occurred, my motives. The people had , that had so much to gain and had such an ulterior motive for putting me in the position I'm in, will never let the true facts come above board to the world."
Jack Ruby told the Warren Commission:
"Well, you won't see me again. I tell you that a whole new form of government is going to take over the country, and I know I won't live to see you another time"

Cartoons that pack in cultural references for adult viewers are nowadays commonplace, but most are not half as smart as they’d like to believe. Pinky And The Brain is that rare animal, a series that was every bit as clever as it thought it was. The Battle For The Planet episode is a must see for any War Of The Worlds fan, lovingly and intelligently sending up the 1938 broadcast. At one point, Brain even declares "oh the humanity", words which were never actually spoken in the Orson Welles broadcast, but which do have an important resonance for any student of the event. "Oh the humanity" were the horrified words uttered by Herbert Morrison of Chicago station WLS when he witnessed the crash of the airship Hindenburg in 1937. It was a recording of this terrible disaster that Mercury Theatre actor Frank Readick used to hone his performance as the reporter Carl Philips, the terrified witness to the first Martian attack at Grover’s Mill, and a scene recreated in Battle For The Planet.

I was wrong about 'Pinky and the Brain' as a JFK decoy.
I just read Seymour Hersh's 1970 article in Harpers magazine about a US war crime in Vietnam.
I just analyzed Stephen CIA Spielberg's 1993 'Animaniacs' show and discovered it was designed as a 25th anniversary decoy of the keywords in the 1968 My Lai Massacre with a heavy emphasis on badjacketing of females.
The annihilation of a hamlet called My Lai #4 was part of pressure on a region called "Pinkville."
The air base used was known as "Landing Zone Dotti."
A North Vietnamese nurse was gang-raped and executed, hence the character and catch-phrase, "Hello...Nurse!"
The 1999 film, 'Wakko's Wish,' has all the components of the My Lai Massacre including intervention by helicopter pilot, Hugh Thompson, a landing zone, and an officer repeatedly ordering "execute the kids."
