Inside the true and very murky story of D.C. tech business

The journalist believed he had uncovered a hidden organization, which he branded as The Octopus, made up of eight ex-government officials. He thought that the conspiracy had all started with PROMIS - a computer program which sources in the series claimed 'allegedly allowed the CIA to spy on the intelligence agencies that bought it.' In the summer of 1991, he headed out to a motel in Martinsburg, West Virginia, expecting to interview a key source for the story but would never make it back.

The 44-year-old was found dead in a bathtub by a housekeeper after suffering multiple slash wounds to his wrists inflicted by 'a very sharp bladed object.' His death was ruled a [self-murder] but many believed that his wounds were far from self inflicted. Here, FEMAIL has taken a look at what happened to Inslaw ahead of Netflix 's four-part series titled American Conspiracy: The Octopus Murders.

What is Inslaw? Inslaw was established in Washington, D.C., by husband and wife William (pictured) and Nancy Hamilton. The computer software company developed a people tracking application called the Prosecutor's Management Information System (PROMIS) which had the potential to standardize case management.

It was designed to help prosecutors and h ad the ability to t rack documents generated by courts and law enforcement agencies in order to integrate multiple databases. Inslaw received a three-year contract worth $10 million from the the Department of Justice (DOJ) in 1982 and it was installed in 44 US Attorney's offices across the US, according to previous reports . But the working relationship is said to have soon turned sour.

Hamilton would later testify that the owners found themselves being coerced by the DOJ which he claimed was illegally denying its rightful payments. Amid the fallout, Inslaw was forced to file for bankruptcy in 1985 - and a bitter legal battle followed. Two years later, US Bankruptcy Judge George Bason Jr. found that Justice officials 'took, converted and stole' the software through 'trickery, fraud and deceit.' He ordered the payment of $6.8 million in damages to the firm. This ruling was upheld again two years later but, in 1991, the US Circuit Court of Appeals reversed the findings of both judges on technical grounds. The Supreme Court later denied Inslaw's request to hear the dispute.

Danny had been investigating the years-long conflict during his death in August 1991 - but his sudden demise did little to quell the case. In 2003, William Hamilton called for authorities to review September 11 intelligence failures - claiming the Promis software that had been 'stolen by the Justice Department' was diverted to Osama bin Laden.

Does Inslaw still exist? Hamilton, who appears to now be based in Maryland, is still listed as President of Inslaw Inc on LinkedIn and the company's website remains operational. It reads: 'Inslaw has been the leading vendor of case management software products in the United States for over 42 years. It pioneered the use of software customization tools to meet specific customer requirements without the need for conventional programming changes.'

It stated that the company's case management software is 'currently licensed to customers in the public and private sectors of the United States, Europe, and the Pacific Rim.'

It looks like the Department of Homeland Security initiative will likely use predictive AI algorithms to preemptively flag behavioral anomalies across financial and transit networks. Over time, the program is expected to expand its data-sharing pipelines, transforming routine commercial monitoring into an automated, proactive law enforcement screening system.

This case wasn't even about immigration, it was someone purchasing weed. They charged him with intent to distribute b/c they found some in the car. We only know about this program b/c it was found during legal discovery by the defense team. This'll be a good one to follow.

It is every bit as bad as it sounds. Even parallel construction where by Border Patrol attempts to help Montana Highway Patrol fabricate probable cause separately from the data collection.
