Oh for cryin' out loud ....
How, WHY is this guy presuming there is a direct causal relation between an antenna array and nearby occurance of tornadoes, and WHY isn't he being called on it? I note there is an Air Force base in the area with NORAD air defense/early warning system and NASA/space radar mission capability that is probably what this site is.
He's being incredibly sloppy in claiming this is a 'HAARP' or HAARP-like facility, since its extremely unlikely this is a microwave transmitter station as there are numerous watchdog groups that would have made this VERY publicly known -- instead of being what it is as that info is fairly-easily accessable.
The whole thing about HAARP is that its a linked-array with stations in Alaska and Norway that can aim and target radio-energy for a range of purported purposes, from military communications to sub-ground radar-surveying and upper-atmospheric heating, perhaps even including weaponization applications ie. missile tracking and target/defense.
There's nothing to suggest the NE North Dakota array has any sinister aspect to it (beyond being the 'eyes and ears' for a Military/NASA purpose).
Its infuriating when ordinarily intelligent people don't use rigorous thinking to test their assumptions but rush to wonky conclusions that support their emotionalistic biases.
SURE there are all kinds of freaky things going on we don't know much about, but keeping the absurd away from the feasable is a necessary task to keep ourselves reasonably on-track w/ discovering what is real.

Mission
The station monitors and tracks potential missile launches against the United States with a AN/FPQ-16 Perimeter Acquisition Radar Characterization System (PARCS), a phased array radar system housed in a 37m-tall structure. Both American and Canadian military members are assigned to the facility, as well as contractor employees.
Equipment
PARCS observes sub-orbital and orbital objects in support of NORAD's early warning and space surveillance programs. Its single-faced phased array radar is pointed northward over Hudson Bay. PARCS can spot an object the size of a basketball at 3000 km. It analyzes more than 20 000 tracks per day, from giant satellites to space debris. The station is located approximately 5 km north and 3 km west of Mountain, about 20 km from Cavalier.
