Oops, the joke is on Silly Me!

Not EZ tag related but ... just frustrated with the board mechanisms lately.

The last few weeks I can hit submit on a post and the screen on which I input the post will just sit and sit and sit - while I can open a new browser tab/window, go to the forum index page, see that my post has in fact posted, and go about my business - all the while the original posting page just sits there and, occassionally, finally resolves itself but often I just close the window.

This morning I'm getting this occassionally:

General Error
SQL ERROR [ mysql4 ]

User rigorous_php1 already has more than 'max_user_connections' active connections [1203]

An sql error occurred while fetching this page. Please contact an administrator if this problem persists.

Heres a weird glitch I'm suffering from at the moment.
I posted in a thread earlier.I wanted to post in another thread,but the site went down.Or so I thought.I can't get here directly.I have had to come through Anonymouse.org.
Can any boffins shed some light on this?
