Hugh was banned because, despite years of warnings, he was still unable to refrain from attacking any and every thread/post about Psi and UFO's as CIA disinformation. Generally with a lot of aspersions being cast on the intelligence and motivations of those doing the posting.

If I remember correctly, Hugh started out just like everyone else. Then he went kinda overboard with his "EVERYTHING is a psy-op" schtick, so the mods/Jeff set up a separate sub-forum for him (Just like Dragon and his epic Orgone adventures), but he continued spamming every thread with gleeful abandon. Then he agreed to keep his theories to one post per thread, which he didn't, and then he finally got banned.

Basically - this board bent over backwards for years to not ban him, and he kept barreling on and ignoring every warning along the way, while insulting everyone who didn't agree with him.

Hey that's an idea, can anyone get in touch with Hammer Of Los, offer him his own poetry thread.
Plus one poem per other thread.

^ If I remember correctly, PW suggested that idea or one similar, but it was ignored, I'm sad to say.
