In the real world of make-believe accounting, cutting a % of the mil budget will
only result in having to borrow less - which is uncapped, anyway. The US is so overdrawn on it's credit card, no one dares call in the loans.
Not least, because they have the military to fuck up anyone who does.
It's all pretty circular in nature.
