FEMA has around 25,000 underground nuclear-hardened bunkers that comprise the parallel US government infrastructure.

The USG's engineering firm that builds them, URS, also handled the clean-up/cover-up at the WTC and is building the 14 permanent bases in Iraq. URS is to the USG what bin Laden Construction is to the Saudis.

I'm inclined to think that woo-woo about what is underground is related to FEMA's projects rather like 'remote viewing' is related to satellite projects.
That is, a form of misdirection through exaggeration.
