Not the only possibilities, but it's some kind of mind-boggler, for sure.

No suspect was shot and killed. I think it's getting mixed up with something else. Two separate suspects were caught, the naked one and a longer hair guy with handcuffs that was on the back of the squad car. Meanwhile, the white hat guy highjacked another car and fled. That second one ended up not being one of the suspects and was released. The naked guy was Suspect 1.

You got military, cops, FBI, special units etc convering in this suburban neighborhood. Sounds like a crazy firefight.
According to this witness, the suspects used an SUV as cover and were both throwing and planting explosives as they were shooting at cops.
So there's a big firefight with authorities, and one of the suspects throws an explosive at the cops and runs back to the SUV. The other guy runs
toward the cops firing but is somehow tackled and is forced to the ground. The other guy slams on the pedal and speeds toward the cop car formation
and goes right through them and escape. Meanwhile a bombsquad robot is going through the backpacks dropped. This guy took pictures of
one of the explosions and suspects as they're firing, and crazy enough bullets went through his bedroom wall.

Yeah once you hit 4 or 5 stars, it's almost impossible to outgun the authorities in GTA3 or above. I've used cheat codes and still had a hard time.
